胜任力是目前人力资源管理领域的一个研究热点。本文首先介绍了胜任力的起源,然后重点对胜任力和胜任力模型的相关文献进行总结分析,旨在为胜任力的研究提供一些思路与参考。     

企业核心人才胜任力模型研究

本文阐述了企业核心人才胜任力模型的概念,分析了胜任力模型的研究意义,运用德尔菲法请专家对企业核心人才的胜任力指标进行了筛选、评定、打分、确定权重,在此基础上构建了企业核心人才的胜任力模型,并对模型进行了初步的实践应用,对企业核心人才的评价与选择具有较强的指导意义。     

企业经营者胜任力模型与要素研究

本文利用胜任力模型理论,以烟草行业为例,通过调研与实证分析,构建了系统的企业经营者胜任力模型和因子体系。修正后的胜任力模型中,包含动机(3个因子)、个人品质(8个因子)、社会能力(4个因子)、烟草专业知识与营销能力(9个因子)四个维度,共计24个因子的客户经理胜任力指标体系,从而比较精炼和准确地反映了我国烟草行业客户经理胜任力的基本要素。

我国企业中层管理者胜任力模型分析

作为企业的中坚力量,中层管理者胜任力水平的高低,将直接影响到企业的生产经营和发展。本研究旨在探索企业中层管理者的胜任力构成要素,为企业中层管理者的招聘、选拔、培训、绩效考核、薪酬管理等提供有力的依据。本研究通过行为事件访谈提炼胜任力特征,编制了"中层管理人员胜任力初级调查问卷",通过对初级问卷回收的数据进行因子分析,确定了8个因素。再编制正式调查问卷,进行验证性分析和信效度检验,得到以下结论——中层管理人员胜任特征模型主要分为8个因素:沟通能力与团队管理、品行道德、开拓进取精神、学习能力、战略思维、目标导向、自我控制力和问题解决能力。

Evaluating guarantee fees for loans to small and medium-sized enterprises

Governments all over the world regard loan guarantee schemes (LGS) as one of the most regularly used and relatively effective mechanisms to support small and medium-sized enterprises (SMEs) financially by facilitating their access to debt capital. Due to its nature of involving implicit indirect subsidization, a LGS is mostly evaluated in terms of the economic and social benefits created, such as generation of export revenues and creation of employment opportunities. Although most government-sponsored programs do not set up clear-cut definitions for how to evaluate those benefits and what targets should be achieved, they do have an initial aim of self-financing. Since guarantee fees (premiums) represent the largest cash inflow for a guarantor and the most critical index to indicate a borrower’s credit status, this paper proposes a methodology that specifically aims for this self-financing target by meeting at least default costs with income from premiums. This is done by actuarially determining a guarantee fee for each loan based on market-based information and risk-neutrality concepts. Empirical evidence shows that real cash outflows (costs of honoring defaults) are very close to estimated cash inflows (total guarantee fees), which indicates that the objective of meeting budget constraints is achieved.

Interstate banking,bank consolidation,and bank lending to small business

Proponents and critics of interstate banking argue over the implications of nationwide banking for bank lending to small business. This study explores the patterns of (1) bank consolidation at the national level and (2) the share of domestic-bank commercial lending extended to small firms, specifically, small manufacturing firms, over the period 1976–90. The evidence indicates that despite the trend toward fewer banking organizations and increased aggregate bank concentration due largely to cross-state expansion by superregional banking organizations, no significant downtrend is observed in the share of domestic-bank credit extended to small manufacturing firms. Nor is there any discernible downtrend in banks' share of borrowing by small manufacturing firms. These results are consistent with the thesis that banking industry consolidation hasnot led to a reduction in the supply of bank credit to small firms, at least within the manufacturing sector.     

Best practice network business model for internationalization of small and medium enterprises

Small and medium enterprises’ entry to international markets leads to their continuous growth and facilitates national and global economic development. In an attempt to substantiate these outcomes, they seek to acquire best practices and experiences in order to facilitate entering, surviving, and growing in global markets. To address this challenge practically, the present paper introduces a media for networking and a system for transferring internationalization best practices across small and medium enterprises under the concept of Best Practice Network. Subsequently, the paper tries to depict Best Practice Network as a viable business and establish a guideline for implementing it by developing its business model. To achieve this objective, the authors have administered multi-case study research among the top managers of international small and medium enterprises in the information and communication technology sector of Iran. The resulting model is based on business model ontology and proposes a bird’s eye view of the Best Practice Network including product, customer interface, infrastructure management, and financial aspects. Moreover, by proposing a media for sharing related best practices, this paper can lead to the decline of the stage theory of internationalization and can excel the born global theory of small and medium enterprises.
