This paper develops a methodology for the estimation of the total economic consequences of a seaport disruption, factoring in the major types of resilience. The foundation of the methodology is a combination of demand-driven and supply-driven input–output analyses. Resilience is included through a series of ad hoc adjustments based on various formal models and expert judgment. Moreover, we have designed the methodology in a manner that overcomes the major shortcomings of the supply-driven approach. We apply the methodology to a 90-day disruption at the twin seaports of Beaumont and Port Arthur, Texas, which is a major port area that includes a petrochemical manufacturing complex. We find that regional gross output could decline by as much as $13 billion at the port region level, but that resilience can reduce these impacts by nearly 70%.  相似文献

In this paper, we argue that limited asset market participation (LAMP) plays an important role in explaining international business cycles. We show that when LAMP is introduced into an otherwise standard model of international business cycles, the performance of the model improves significantly, especially in matching cross-country correlations. To perform formal evaluation of the models we develop a novel statistical procedure that adapts the statistical framework of Vuong (1989) to DSGE models. Using this methodology, we show that the improvements brought out by LAMP are statistically significant, leading a model with LAMP to outperform a representative agent model. Furthermore, when LAMP is introduced, a model with complete markets is found to do as well as a model with no trade in financial assets – a well-known favorite in the literature. Our results remain robust to the inclusion of investment specific technology shocks.  相似文献

Educational unites try to make efficient use of resources to achieve higher service qualities. This paper presents a new hybrid fuzzy approach based on service quality for performance evaluation of educational units. The proposed approach includes four stages: firstly, evaluation and gap analysis of students' expectations and perceptions in the service quality of educational units are performed based on fuzzy SERVQUAL questionnaires. In the second stage, the corresponding weights of dimensions and sub-dimensions of SERVQUAL are determined via fuzzy AHP method. In the third stage, the educational units are ranked using fuzzy TOPSIS method with respect to service quality sub-dimensions. Finally, a fuzzy DEA method is applied to determine the efficiency of educational units based on their service quality ratings. The approach is used for performance evaluation of eight higher education institutes in Iran. The proposed approach increased the accuracy of performance evaluation of educational units based on service quality.  相似文献

Quality of service (QoS) determines the service usability and utility and both of which influence the service selection process. The QoS varies from one service provider to other. Each web service has its own methodology for evaluating QoS. The lack of transparent QoS evaluation model makes the service selection challenging. Moreover, most QoS evaluation processes do not consider their historical data which not only helps in getting more accurate QoS but also helps for future prediction, recommendation and knowledge discovery. QoS driven service selection demands a model where QoS can be provided as a service to end users. This paper proposes a layered QaaS (quality as a service) model in the same line as PaaS and software as a service, where users can provide QoS attributes as inputs and the model returns services satisfying the user’s QoS expectation. This paper covers all the key aspects in this context, like selection of data sources, its transformation, evaluation, classification and storage of QoS. The paper uses server log as the source for evaluating QoS values, common methodology for its evaluation and big data technologies for its transformation and analysis. This paper also establishes the fact that Spark outperforms the Pig with respect to evaluation of QoS from logs.  相似文献

This paper provides a method for the real-time monitoring of job stress in emergency department (ED) physicians. It is implemented in a Decision Support System (DSS) designed for patient-to-physician assignment after triage. Our concept of job stress includes not only the workload but also time pressure and uncertainty. A job stress function is estimated based on the consensus views of ED physicians obtained through a novel methodology involving stress factor analysis, questionnaire design, and the statistical analysis of expert opinions. The resulting stress score enables the assessment of job stress using workload data from the ED physicians’ whiteboard. These data can be used for the real-time measurement and monitoring of ED physician job stress in a stochastic and dynamic environment, which is the main novelty of this method as compared to previous workload and stress measurement proposals. A further advantage of this methodology is that it is general enough to be adapted to physician job stress monitoring in any ED. The use of the DSS for ED patient-flow management reduces job stress and spreads it more evenly among the whole team of physicians, while also improving other important ED performance measures such as arrival-to-provider time and the percentage of compliance with patient waiting time targets. A case study illustrates the application of the methodology for the construction of a stress-score, the monitoring of physician stress levels, and ED patient-flow management.  相似文献

This empirically analyzes the effect of gasoline price change on various aspects of surface transport behavior comprehensively, with consideration of regional differences as to whether or not the region includes a major metropolitan agglomeration area (hereafter, “megalopolis”), by means of carefully arranging yearly time-series data from fiscal 1987 to fiscal 2008 in Japan. The aim is to look at common as well as different effects among regions and to draw policy implications relating to fuel price, as well as to fuel tax, towards developing a low-carbon transport system, which are applicable to other countries including emerging countries where a demographic disparity between megalopolis areas and rural areas might be increasing. The methodology includes the multiple regression models complemented by the 1st order auto-regressive models of error terms, where the elasticities of gasoline price and those of income regarding usage of personal automobiles, of public transport and of passenger railways with or without periodic tickets, and fuel consumption on cars, as well as ownership of various types of cars, are estimated for individual gross-regions. In both gross-regions, higher gasoline prices are commonly shown to be related to lower ownership of larger private passenger cars, higher ownership of light cars, lower ownership of the total private passenger cars, lower passenger-km per capita in cars, lower fuel consumption on cars and higher transit ridership. The result suggests general automobile-fuel-price policy implications, the extent of which is differentiated by spatial characteristics, and estimates the adverse effect of the possible abolition of the provisional gasoline tax rate on the emissions in both gross-regions. The application of result is also tried in exploring effect of other policy measures such as expressway tolls.  相似文献

Considering the increasing risk of various events to the environment, environmental sustainability has taken much more attention both by the academics and practitioners than the other topics. Every organization has its own responsibilities. However, public institutions have a more important role, since they have direct effect on all the community considering environmental sustainability. At this point, the performance evaluation of the municipalities becomes important and enables an effective management by not only indicating the existing status of the municipalities but also revealing the gaps for improvement. Hence, regarding the importance of environmental sustainability and performance evaluation, this study firstly provides the environmental sustainability dimensions with related indicators and presents an integrated methodology based on Neutrosophic Decision Making Trial and Evaluation Laboratory (N-DEMATEL) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) for the performance comparison of municipalities. Different from the classical DEMATEL, N-DEMATEL addresses the inherent ambiguity and indeterminacy of decision making process while revealing the importance of factors considering the interaction between them. Afterwards, TOPSIS is used to determine the rank of the municipalities. So as to show the applicability of the proposed methodology, an application is performed in the district municipalities of Istanbul Metropolitan Municipality.  相似文献

The utilization of village health workers (VHWs) and other front-line health personnel represents an increasingly important form of primary health care delivery in developing regions. In attempting to build and maintain cohorts of effective VHWs, it must be recognized that appropriate worker supervision is an element crucial to success. However, identification of “best” supervision scheme designs remains a difficult and time-consuming task. So too do the tasks of scheme evaluation and correction/improvement. For these reasons, such efforts have been noticeably absent in the development of most VHW programs. The current paper attempts to reduce these difficulties in proposing a methodology that formalizes the process of designing VHW supervision schemes. In so doing, the methodology performs 3 critical and intimately related functions: (1) identification of a “best” or reference VHW supervision scheme; (2) assessment/evaluation of the existing VHW supervision scheme (whatever its form); and (3) appropriate corrections/improvements to the current or revised scheme, moving it closer in design and performance to the reference scheme. The methodology is developed and applied within the context of an on-going project to design effective VHW supervision schemes in rural Tanzania.  相似文献

We propose a new methodology to identify the sources of models’ forecasting performance. The methodology decomposes the models’ forecasting performance into asymptotically uncorrelated components that measure instabilities in the forecasting performance, predictive content, and over-fitting. 合作学习是影响大学教育质量的关键因素,其在大学课堂具有普遍推广的价值。针对目前大学课堂合作学习评价缺乏理论依据,导致评价不系统、不深入的问题,提出以Borman和Motowidb的工作绩效理论为依据来建构大学课堂合作学习评价模型。所建构的模型分为正式评价模块和促进发展评价模块。正式评价模块主要针对实质性学习阶段的评价,可分为完成任务、促进小组以及调控团队心理和行为三个部分的评价。另外,对每一模块、阶段和部分的评价指标和评价主体分别进行了讨论。  相似文献

In the past two decades, academics and practitioners have attempted to improve understanding of environmental management by classifying companies' environmental behaviour, and evaluating their performance. Driven by both research and societal interest, this has resulted in a wave of stage or phase models, and a range of typologies. This article gives an overview of the development of such environmental management models, analysing their characteristics, strengths and weaknesses. An evolution can be noted in the direction of typologies and non‐linear models to deal with organizational and strategic complexities. Models are starting to pay more attention to the management side. To overcome problems of operationalization and limited company and sector specificity, environmental performance evaluation systems have emerged more recently. Although comprehensive performance assessments are still unavailable, the tenets of such a system can already be delineated. The paper presents these components, and draws conclusions on the contribution of environmental management models and performance evaluation systems.
