建设中国(上海)自由贸易试验区,以更大的开放促进更深入的改革

上海自贸区的建立是中国扩大开放、深化改革的国家战略试验田,是中国工业化发展阶段、市场经济体制发展和改革的历史必然,也是我国应对已发生明显变化的国际环境与国内形势所带来的各种挑战的重大举措。上海自贸区的建设应该通过改革突显、谈判突破和政策突围实现为国家提供可复制、可推广的经验。因此,上海自贸区应当提升区内法治水平,推进政府职能转变,推进贸易转型升级,扩大服务贸易开放,改革外商投资管理体制,完善境外投资管理与服务,完成国家赋予的历史使命。     

上海自贸区与其全球化定位

2013年9月29日成立的中国(上海)自由贸易试验区(以下简称"上海自贸区")是国家"以开放促改革"的新试点。凭借其在金融、贸易、航运、产业服务等方面享有较多自由的特色,上海自贸区不仅成为了国家全面金融改革和贸易的突破口,也促进了地区的国际化发展。本文以上海自贸区的成立为背景,上海的城市发展为基础,通过与其他金融中心的比较分析,对国家政策的梳理,以及与亚太地区经济发展情况的对比,对上海自贸区的定位及国际影响做出初步探究。     

上海自贸区金融开放的定位与路径分析——兼与香港自由港金融演进路径比较

上海自贸区是"以开放促改革"国家战略的新试点,金融开放是上海自贸区服务业扩大开放的有机组成部分,其配套性、渐进性定位立足于满足贸易及其相关服务业的金融需求。从国家金融改革的大局而言,上海自贸区金融开放是中国全面金融改革的战略突破口之一,有其超出自贸区框架相对独立的市场化路径。在顶层设计和具体路径上,上海自贸区金融与香港自由港金融有一定相通性和竞争性,但由于发育程度差距,在可预见的未来彼此并无可替代性。     

周小川:推动金融市场准入的对内对外平等开放

上海自贸区的建立,中国改革将推向一个新的高度,加快转变政府职能,改变经济增长方式,完善经济结构,探寻出一条可复制可借鉴的改革道路,带动全国各省市的发展。本文主要分析了上海自贸区给我国贸易发展方式转变带来的机遇,如何充分利用上海自贸区的贸易优势,转变我国对外贸易发展方式,促进中国对外贸易的发展。     

上海自贸区的功能定位反思及其调整——基于平台经济理论框架的分析

本文基于平台经济理论,首先构建上海自贸区建设的平台经济理论分析框架,然后依据此框架,以香港和新加坡作为参照区,对上海自贸区建设的功能定位进行反思。结果表明:当前以"金融+服务贸易+科技"的功能定位模式超前于现实中的自贸区平台经济条件,并认为至少在5~10年之内,上海自贸区的功能定位重点应该以金融服务创新和投资便利化为中心,通过货物贸易和以制造业为基础的科技创新来促进金融改革和服务贸易的发展。当前政府重点要对平台企业或平台提供者在合同的组成、规则及结构等内功环节上狠下功夫,同时要大力提升自贸区的供需双边市场环境。这一研究为推进中国其他省市区自贸区的稳步快速发展提供新的思路。     

韩国自贸区的发展历程及对我国的启示

通过研究韩国自贸区的发展历程,并介绍马山、仁川和釜山三个主要自贸区,从我国具体国情出发,提出中国(上海)自贸区建设可在政府服务、税收减免、改善投资环境等方面借鉴韩国自贸区建设的成功经验,积极推进服务业扩大开放和外商投资管理体制改革,形成促进投资和体制创新的政策支持体系,构建贸易投资自由化模式等。     

上海自由贸易区的建立对浙江省经济发展的影响分析

在全球贸易竞争越来越激烈、中国经济面临艰难转型发展的大背景下,上海自贸区的建立无疑是一场新的制度改革的起点,为全国的改革破局带来显著的示范效应。浙江在地理位置上紧邻上海,且经济上往来频繁,故上海自贸区的成立对其而言机遇与挑战并存,其主要体现在自贸区的集聚辐射效应和虹吸效应上。浙江省必须积极应对,抓住机遇、克服挑战。
