This paper addresses the question of how technology assessment (TA) can be best integrated in the managment of R&D both at the laboratory and the policy level. The main objective is to present a conceptual framework to situate and evaluate the actual and possible TA infrastructure in Europe. The paper consists of three distinct sections. In section one, the concept and practice of TA are briefly introduced with an emphasis on their actual institutionalizations in Europe. Section two presents a conceptual framework of R&D managment at four levels: the R&D environment, the R&D institution, the R&D process, and the R&D project. The relationship between TA and R&D management is explored for each of the four levels. Finally, in section three the concept of and motives for TA integrated within the laboratory work of scientists and engineers are presented. The basic argument of this paper is that by promoting the integration of TA in R&D managment practices, a significant contribution can be made to (1) increasing the cost-efficiency of research and (2) increase the social responsiblity of scientists. The authors therefore draw up a conceptual framework for the development of R&D-integrated TA practices called Integrated Technology Assessment (ITA).  相似文献

This is an exploratory study of larger biotech firms using insights from a head-to-head comparison of 49 small and 17 large U.S. biotech firms using archival data. We found small and large biotech firms to be significantly different from each other on R&D intensity and funding strategies. The findings are used to project and hypothesize about larger biotech firm growth strategies.Whereas R&D expenses in the small firms exceed total income by a wide margin, larger firms are able to cover most, if not all, of their R&D expenses. Thus, the larger firms are relatively more financially viable. Results also show that the larger firms derive a greater proportion of their revenues from collaborative research agreements (CRAs), which has key implications for revenue growth in these firms.Based on the findings we project R&D expenses and collaborative research revenues for biotech firms as they grow in size.  相似文献

In this article we examine how R&D networking affects an organization's innovative output. Using empirical data on 419 research organizations in transgene plant research over a 20-year period, we test several hypotheses relating their sociometric position in an R&D network to their innovative output. Attention is paid to the relative importance of in-house versus collaborative research. Least squares dummy variable models are used to analyze cross-sectional data across different time periods. The results show that (1) an organization's “network embeddedness” positively influences its innovative output; whereas (2) involvement in collaborative R&D has a curvilinear effect on innovative performance.  相似文献

This paper suggests a technology forecasting approach based on a semi-Markov model, which appropriately describes the probabilistic nature of a sequential technology development process. This approach focuses primarily on the utilization of the information that has been skipped in conventional Delphi survey data. That is, through a simple statistic, the interrelationships among sequential technology developments can be extracted in a formal structure of a semi-Markov model from the original Delphi panel's estimates. A simulation technique is developed to forecast the development process by utilizing the information on such interrelationships. This technique provides a flexible and useful tool for R&D planners or project managers, especially in postanalysis of Delphi forecasting. To make good use of the approach, a computer-based interactive Delphi data analysis system (IDEAS) is implemented in IBM PC.  相似文献

Joint R&D projects have emerged as a significant model for the development of research and technological activities. Our study examines, through an exploratory analysis, the typology of joint R&D projects and the characteristics of R&D networks in which the projects are developed. In addition, the interrelation between the R&D projects in the context of European Technology Policy is analysed. Findings from survey data collected on joint R&D projects carried out in the context of European Framework Programmes indicate that three groups of R&D projects can be identified (invention, innovation and diffusion projects), and that each of these projects is managed inside the R&D network with a different degree of structuring and external opening. The analysis of interrelations between R&D projects also shows a low, non-linear and non-progressive interrelation. This conclusion is an important question to bear in mind in the design of scientific and technological policies.  相似文献

We introduce and explore a general equilibrium model with R&D-driven endogenous growth, whose antecedents are the models of Romer (1990) [Romer, P.M., 1990. Endogenous technological change. Journal of Political Economy, 98, S71-102] and Grossman and Helpman (1991) [Grossman, G.M., Helpman E., 1991. Innovation and Growth in the Global Economy, The MIT Press, Cambridge]. Utilizing evidence from recent econometric studies on sources of growth, the model also accounts explicitly for cross-border technological spillovers. The model is specified and calibrated to data from Japan, and is solved to obtain both the transitional and the steady-state equilibria. We explore the effects of selective trade and R&D promotion policies on long-run growth and social welfare. The model results suggest that while a strategic trade policy has little effect on re-allocating resources into domestic R&D activities, it can significantly affect the cross-border spillovers of technological knowledge, which, in turn, stimulates growth. We find that trade liberalization may cause the growth rate to fall and lead to a loss of social welfare in the long-run, although it improves welfare in the short-run. R&D promotion policies stimulate growth by inducing private agents to allocate more resources to domestic R&D, as well as to take greater advantage of global R&D spillovers. Here, we find significantly high growth effects together with sizable gains in social welfare at low incidence to tax payers.  相似文献

This study considers a dynamic model of R&D competition in a situation of no uncertainty with identical firms in a perfect foresight. We are going to find out about the effects of firms' absorptive capacity on R&D strategies in the presence of technological spillovers. The conditions for the existence and uniqueness of a feedback–Nash equilibrium on firms' R&D expense will be also discussed. Numerical simulations will show as the introduction of the absorptive capacity reduces the impact of spillovers degree on firms' R&D strategies.  相似文献

The aim of this article is to analyze the interaction between regional R&D productivity and the investment strategies of multinational enterprises. The discussion is based on the hypothesis that R&D investments cause a reduction in the production costs and an increase in firms’ market share; furthermore, R&D costs may be affected by national industrial policies. Supposing the existence of asymmetries in local research productivity, necessary and sufficient conditions for a geographical diversification of resources have been found. Suggestions with respect to the optimal allocation of R&D investment are finally derived.  相似文献

This paper discusses a model of the New Economic Geography, in which the seminal core-periphery model of Krugman [Krugman, P., 1991, Increasing returns and economic geography, Journal of Political Economy 99, 483–499.] is extended by endogenous research activities. Beyond the common ‘anonymous’ consideration of R&D expenditures within fixed costs, this model introduces in an analytically tractable approach vertical product differentiation in combination with a de-integrated R&D sector. In the context of international factor mobility, the destabilizing effects of a mobile scientific workforce are analyzed. Based upon a simple welfare analysis, a consideration of R&D promoting policy instruments and their spatial implications, this paper makes a contribution to the brain-drain debate.  相似文献

This paper compares the positive and normative implications of two alternative measures to promote R&D-based growth: R&D subsidies to firms and publicly provided education targeted to the development of science and engineering (S&E) skills. The model accounts for the specificity of S&E skills, where individuals with heterogeneous ability choose their type of education. Although intertemporal knowledge spillovers are the only R&D externality, the analysis suggests that R&D subsidies may be detrimental to both productivity growth and welfare. Moreover, they raise earnings inequality. In contrast to R&D subsidies, publicly provided education targeted to S&E skills are found to be unambiguously growth-promoting and neutral with respect to the earnings distribution.  相似文献

We study a situation in which an R&D department promotes the introduction of an innovation that results in costly re-adjustments for production workers. In response, the production department tries to resist change by improving the existing technology. Resistance to change triggers competition between departments, which, in turn, spurs effort. We show that firms balancing the strengths of the two departments perform better. As a negative effect, resistance to change might distort the R&D department's effort away from radical innovations. The firm can solve this problem by implementing the so-called skunk works model of innovation where the R&D department is isolated from the rest of the organization. Several implications for managing resistance to change and for the optimal design of R&D activities are derived.  相似文献

Following Jones and Williams [Jones, C.I., Williams, J., 2000. Too much of a good thing? The economics of investment in R&D. Journal of Economic Growth vol. 5 (no. 1), 65–85], we assume that R&D is simultaneously subject to positive and to negative external effects (e.g., the non-rival nature of technology conflicts with congestion externalities). This observation allows to conceive an economy where two R&D sectors evolve without departing significantly from each other in terms of their productive results (society tends to penalize imbalances in technical progress, making negative external effects to appear associated to a sector when this outstands relatively to the other sector; the second sector, in turn, will be subject to positive externalities that reflect a catching up effect). The proposed framework, when associated to a growth setup, is able to replicate the existence of endogenous fluctuations and, therefore, it intends to be a contribution to the literature on endogenous business cycles.  相似文献

To cope with rapid technological change and the increasing R&D costs during a period of decreasing technology and product life cycles, acquisition and development (A&D) has been suggested to be an important method for high-tech firms to achieve higher economic returns. However, few studies have examined the operational problems of choosing a compatible A&D candidate from a pool of potential A&D candidates. To address this limitation, this study proposes an approach based on the analytic network process (ANP) to rank a set of potential A&D candidates within a multivariate set of attributes systematically. A total of 25 criteria were identified and used to construct the ANP model in which the final selection is based on the resulting priorities assigned to the A&D candidates. A case study of a semiconductor manufacturing company was conducted to illustrate the application of the proposed approach. The results indicated that the proposed ANP method can aid in A&D decision-making problems systematically.  相似文献

This paper examines the role research and development (R&D) plays in technology progress for a sample of OECD and Asian economies from 1980 to 1995. An empirical model is estimated which relates total factor productivity to domestic and foreign R&D activity, trade, and information technology and telecommunications (ITT). Model estimates confirm a positive relationship between national productivity and R&D activity exists in the long run. Further, the benefits of R&D can spillover countries through trade, in particular, trade in ITT equipment.  相似文献

The paper addresses the issue as to whether the Italian scientific and technological system can achieve the Barcelona targets set by the heads of state and government (3% of GDP devoted to R&D by the year 2010) and by the R&D guidelines set by the Italian Ministry for Education, University, and Research (MIUR) (to achieve the level of 1.75% of the ratio in the year 2006).The projections built in the paper show that such objectives are well beyond Italy's potential, and that according to a “natura non facit saltus” (NNFS) projection, the country will be able to raise the ratio from 1.04% in 2002 to 1.55% in 2010. Such projection rests on rather optimistic assumptions: higher priority attached to R&D in the government budget, an increasing propensity of firms to invest their value added in R&D, and an increase of researchers' salaries.The difficulty to achieve the objectives set at the European and national level is due to the low starting point, to the lack of additional investment from 2001 to 2003, and to structural factors such as insufficient supply of qualified human resources, the small size of high-tech industry, and constraints imposed by the reduction of public spending.The attainment of R&D policy objectives is more and more dependent on education, industrial, and public budget policies; the issue of a thorough review of the governance of the whole S&T system at the national level is therefore raised. The situation is accentuated by the fact that decisions taken at national level are conditioned by the European union (through the Framework Program, the regulations regarding state aid to firms, etc.) by multinational enterprises, which operate on a global scale, and by regions in the framework of their autonomy.  相似文献

We explore how innovation incentives in a small, open economy should be designed in order to achieve the highest welfare and growth. The computable general equilibrium model we develop for the purpose allows for research and development (R&D)-driven endogenous technological change embodied in varieties of capital. We study policy alternatives targeted towards R&D, capital varieties formation, and domestic investments in capital varieties. Subsidising domestic investments, thereby excluding stimuli to world market deliveries, generates less R&D, capital formation, economic growth, and welfare than do the other alternatives, reflecting that the domestic market for capital varieties is limited. In spite of breeding stronger economic growth, a higher number of patents, and a higher share of R&D in total production, direct R&D support generates slightly less welfare than subsidising formation of capital varieties. The costs in terms of welfare relates to a lower production within each variety firm, which in presence of mark-up pricing results in efficiency losses.  相似文献

This paper investigates the link between trade and environment by exploring the effects of green tariffs on innovation, location of production and the environment. It shows that tariffs levied on polluting goods could result in less world pollution than global harmonization of environmental standards by inducing more pollution-abatement R&D effort and generating lower unit emissions from production. Specifically, green tariffs reduce pollution by (1) shifting production to the region where environmental standards are respected, (2) inducing the firm in the clean country to engage in more abatement R&D by granting it a higher market power/share in its home market, (3) instigating green R&D investment by deterring delocation. When these outweigh the R&D-creating effect of environmental harmonization in the dirty country, green tariffs bring about a cleaner environment.  相似文献

Roadmapping and scenarios are two widely used futures techniques which help R&D managers set priorities for research. These techniques are combined in a Foresight exercise assessing development of clean production in metal manufacturing, drawing on the European CLEANPROD project. The aim of the project is to develop a set of roadmaps for metal processing R&D to achieve breakthrough sustainability — “clean production”.Scenarios, a frequently used Foresight method, are used to set the context for the exercise, inform the design of technology roadmaps and influence the wider policy context. Roadmaps are developed for three process areas of metal manufacture - surface preparation, machining and coating - on four levels including long run visions up to 2020, interim targets up to 2015, key R&D areas and specific project topics. Roadmaps are appraised in the light of alternative scenarios on the future of manufacturing. Promoting sustainability highlights gaps in a “business as usual” roadmap, suggesting a different portfolio of research projects. A revised overall scenario is used to shape public policy.R&D teams usually adopt one particular methodology to support resource allocation. However joint use of futures techniques helps if there is uncertainty over competing alternative technologies. Roadmapping often focuses on a single future. Scenario building as a Foresight technique introduces “multiple futures” thinking.  相似文献

This paper analyzes the impact of deregulation in an energy market on R&D activities for new energy technology when climate policy is implemented. A model of growth with vertical innovation is modified by including an oligopolistic energy supply sector for demonstrating to what extent deregulation in the energy supply sector will affect R&D activities for low-carbon energy technology, provided that carbon taxation is implemented. The analysis shows that, when the elasticity of substitution between input factors is less than unity, deregulation will drive energy R&D activities and reduce CO2 accumulation if the energy market is highly concentrated in the beginning.  相似文献

Recent empirical work finds that R&D expenditures are quite pro-cyclical even for firms that are not credit-constrained during downturns. This has been taken as strong evidence against Schumpeterian-style theories of business cycles that emphasize the idea that downturns in production may be good times to allocate labor towards innovative activities. Here we argue that the pro-cyclicality of R&D investment is in fact quite consistent with at least one of these theories. In our analysis we emphasize three key features of R&D investment relative to other types of innovative activity: (1) it uses knowledge intensively, (2) it is a long-term investment with uncertain applications, and (3) it suffers from diminishing returns over time.  相似文献
