The existence of downward nominal wage rigidity (DNWR) has often been used to justify a positive inflation target. It is traditionally assumed that positive inflation could “grease the wheels” of the labour market by putting downward pressure on real wages, easing labour market adjustments during a recession. A rise in the inflation target would attenuate the long‐run level of unemployment and hasten economic recovery after an adverse shock. Following Daly and Hobijn (2014), we re‐examine these issues in a model that accounts for precautionary motives in wage‐setting behaviour. We confirm that DNWR generates a long‐run negative relationship between inflation and unemployment, in line with previous contributions to the literature. However, we also find that the increase in the number of people bound by DNWR following a negative demand shock rises with the inflation target, offsetting the beneficial effects a higher inflation target has on closing the unemployment gap. As an implication, contrary to previous contributions that neglected precautionary behaviour, the speed at which unemployment returns back to pre‐crisis levels during recessions is relatively unaffected by variations in the inflation target.  相似文献

“Business climate indexes” characterize state economic policies, and are often used to try to influence economic policy debate. However, they are also useful in research as summaries of a large number of state policies that cannot be studied simultaneously. Prior research found that business climate indexes focused on productivity and quality of life do not predict economic growth, while indexes emphasizing taxes and costs of doing business indicate that low‐tax, low‐cost states have faster growth of employment, wages, and output. In this paper, we study the relationship between these two categories of business climate indexes and the promotion of equality or inequality. We do not find that the productivity/quality‐of‐life indexes predict more equitable outcomes, although some of the policies underlying them suggest they might. We do find, however, that the same tax‐and‐cost‐related indexes that are associated with higher economic growth are also associated with increases in inequality.  相似文献

This article investigates the time‐varying correlation between the EU12‐wide business cycle and the initial EU12 member‐countries based on Scalar‐BEKK and multivariate Riskmetrics model frameworks for the period 1980–2012. The paper provides evidence that changes in the business cycle synchronization correspond to major economic events that have taken place at a European level. In the main, business cycle synchronization until 2007 had moved in a direction positive for the operation of a single currency, suggesting that the common monetary policy was less costly in terms of lost flexibility at the national level. However, as a result of the Great Recession of 2007 and the subsequent Eurozone Crisis, a number of periphery countries, most notably Greece, have experienced desynchronization of their business cycles with the EU12‐wide cycle. Nevertheless, for most countries, any questions regarding the optimality and sustainability of the common currency area in Europe should not be attributed to a lack of cyclical synchronization.  相似文献

This paper studies the effects of economic governance and political institutions on portfolio investment during the Global Economic Crisis of 2008–2009. Leveraging a unique cross‐national dataset on portfolio flows immediately following the collapse of Lehman Brothers in September 2008, it shows that countries with “better institutions” – those with more (or less) democratic, more (or less) constrained or more accountable political systems – were no less vulnerable to portfolio outflows than countries with “worse institutions.” However, countries with better governance prior to the crisis – those with better regulatory apparatuses, rule of law, property rights, and those considered less politically risky – experienced lower net portfolio capital outflows after Lehman. Governance is in fact the strongest predictor of portfolio capital flows during the global flight to liquidity, while political institutions perform poorly. The findings shed light onto the political factors that mediated how the collapse of Lehman affected national financial markets the world over, and have implications for literatures on the political economy of foreign investment, as well as for broader topics of institutions, governance, and economic performance.  相似文献

In a Ramsey–Cass–Koopmans growth framework it is shown that for an optimum a benevolent social planner cannot have an excessive “love of wealth”. With a “right” “love of wealth” an optimum exists and implies higher long‐run per‐capita capital, income, and consumption relative to the standard model. This has important implications for comparative development trajectories. The optimum implies dynamic efficiency with the possibility of getting arbitrarily close to the golden rule where long‐run per‐capita consumption is maximal. It is shown that the optimal path attains its steady state more slowly. Thus, the beneficial effects of love of wealth materialize later than in the standard model. Furthermore, the economy can be decentralized as a competitive private ownership economy. One can then identify “love of wealth” with the “spirit of capitalism.” The paper thus implies that one needs a “right” level of the “spirit of capitalism” to realize any beneficial effects for the long run.  相似文献

This study takes a fresh look at the nature of financial and real business cycles in OECD countries using annual data series and shorter quarterly economic indicators. It first analyses whether the last cycle has been different compared to previous cycles in terms of length, amplitude, asymmetry and changes of these parameters during expansions and contractions. We also study the degree of economic and financial cycle synchronization between OECD countries but also of economic and financial variables within a given country and gauge the extent to which cycle synchronization changed over time. We next describe the connection between the great moderation and the last cycle. Finally, the study discusses the synchronization between the real economy and the financial sector and provides some new evidence on the banking sector's pro‐cyclicality by using aggregate and bank level. The main findings show that the amplitude of the real business cycle was becoming smaller during the great moderation, but asset price cycles were becoming more volatile. In part, this was linked to developments in the banking sector which tended to accentuate pro‐cyclical behaviour. Greater synchronization of cycles may help explain the severity of the crisis.  相似文献

Scholars in economics and political science argue that one major function of government is to overcome coordination failure in economic development, especially during times of rapid environmental changes. But, how and through what means does the state coordinate firms to follow the changing directions of its economic objectives? This paper focuses on the case of a government-controlled business association, namely the All-China Federation of Industry and Commerce (ACFIC), and shows that the ACFIC may be serving, at least partially, as a means of avoiding the kind of coordination failures that are often associated with policy reform programs in authoritarian regimes like China when the government deems it necessary to radically and suddenly change its policy objectives. It does so by comparing the activities of firms that are members of ACFIC with non-members before and after the world financial crisis of 2008–09 which induced a significant change in government objectives. Before that crisis when priority in government objectives was “outward” (to stave off balance of payments crises that had befallen many other developing countries), ACFIC member firms were able to engage in exports and foreign investment to a greater extent than non-member firms, and even than those whose owners are members of the Congresses or Chinese Communist Party. After viewing the crises in international markets, and government objectives had turned more “inward”, ACFIC members were more likely to focus on domestic sales and investments.  相似文献

The aim of this paper is to investigate the determinants of business cycle (BC) synchronization across 21 (old and new) countries of the enlarged European Union (EU). It utilizes international data to evaluate the linkages among bilateral trade in goods, bilateral foreign direct investment (FDI) flows and BC co‐movements. The paper contributes to the current literature by examining the relationship using the latest available data (sample range: 1998–2011), and thus taking into account the European sovereign debt crisis period. It also examines the role of FDI, which though increasingly important in the flows of international production factors, is currently neglected by the literature. Preliminary results show that FDI has no direct effect on BC synchronization while international trade helps to synchronize BCs but only before the recent financial crisis (pre‐2008) and only for the traditional EU countries.  相似文献

We examine the fiscal policy options that were available to Latin American countries at the onset of the current global economic crisis, concluding that most of the major countries in the region possessed the fiscal space (as measured by credible fiscal sustainability and debt headroom) to run prudent countercyclical fiscal deficits. For those countries, the appropriate policy response involved a constrained fiscal expansion focused on productive public spending and financed by drawing on the “rainy day” funds—in the form of large stocks of foreign exchange reserves—that they accumulated in prior years, rather than by market borrowing. This paper tries to contribute to the understanding of sovereign debt crises' pattern by empirically investigating the determinants of the recent euro area crisis to assess if its transmission was due to “pure” or “fundamentals-based” contagion. Using sovereign bond yield spreads with respect to Germany for a sample of ten central and peripheral countries from January 1999 to December 2012, we firstly examine the dynamic evolution of Granger-causality within the 90 pairs of yield spreads in our sample to detect episodes of contagion (associated with episodes of significant intensification in causality). Secondly, we make use of a logit model to explore whether there is evidence of “pure contagion” or “fundamentals-based contagion”, by trying to determine which factors might have been behind the detected contagion episodes. Our results suggest that contagion episodes are concentrated just after the inception of the EMU and matching the Global Financial Crisis, yielding more accurate and sensible indicators than those obtained from DCC-GARCH models used in prior studies. Indeed, they preceded the outburst of the Global Financial Crisis (causality intensification is detected from March 2008), and reached a peak during January–May 2011. Furthermore, they underline the coexistence of “pure” and “fundamentals-based contagion” during the recent European debt crisis.  相似文献

The paper aims to establish a theory of relation‐based governance to explain both the “East Asian miracle” and the Asian crisis. The author first defines “relation” and “relation‐based governance” in terms of information and enforcement, and then analyzes the nature and dynamics of relation‐based governance, comparing its benefits and costs with that of “rule‐based governance” in terms of observability/verifiability, commitment, and transaction costs. The theory is applied to examine a particular relation‐based governance system—the Japanese model—to explain both the East Asian miracle and the Asian crisis. The framework provides foundations for studies of East Asian catching‐up and economic development in general.  相似文献

This paper examines the effect of the information content of Federal Open Market Committee (FOMC) statements on the level and volatility of Treasuries and stock returns. Statements are separated into “informative” and “uninformative” groups with informative statements delivering important information which was not previously anticipated by the consensus. We find evidence that the information content of FOMC statements tends to generate an asymmetric response, with informative statements having a larger effect than uninformative statements. Asymmetries tend to be more pronounced for the conditional mean than conditional volatility. The behavior of volatility is tent‐shaped, spiking during policy announcements and declining before and after the release. We also find that the evolution of the language of the FOMC statements does matter to market participants and that joint releases of target rate changes and informative statements have a distinctly more pronounced impact than other types of announcements. We propose an empirical strategy to adjudicate between competing explanations of political–economic development in the American South. This strategy evaluates the dynamic relationship between partisan control of representative institutions and economic performance, both before and after major partisan realignment forces and economic conditions had structurally transformed the American South. The political–economic development of low‐capacity Southern states since the early 1980s reflects a “virtuous cycle” of rising income growth and partisan balance of state legislatures mutually reinforcing one another. These findings reconcile conflicting claims regarding the catalytic nature of political–economic development coevolution in the American South and have broader implications for the study of comparative political–economic development.  相似文献

In this comment, I first propose a discussion of Braun and Waki's “Monetary Policy during Japan's Lost Decade” paper, by examining their model properties following a technological surprise. I then propose some empirical evidence suggesting that the Japanese lost decade could have been triggered by a downward revision of future TFP growth rather by an unexpected TFP slowdown. I show that a plain RBC model is unable to account for the effect of such a revision in expectation, while a sticky price model along the lines of Braun and Waki, or a flex‐price model with a rich sectorial structure, give more realistic predictions. These results favour a “News” view of the 1990s in Japan. Indeed, a downwards revision of future TFP growth expectations act as a demand shock in the short term, while the actual slowdown acts as a supply shock in the medium and long term.  相似文献

We argue that a trade agreement which conforms to GATT’s reciprocity rule benefits the (stronger) less trade‐dependent country at the expense of the (weaker) more trade‐dependent country. Reciprocity is so unfavorable to the weaker country that it may be worse off under reciprocity than under the Nash‐ bargaining solution, a “power‐based” approach to trade negotiations that reflects power asymmetries among trading partners. Our results question Bagwell and Staiger’s (1999 , 2000 ) view of reciprocity as a rule that “serves to mitigate the influence of power asymmetries on negotiated outcomes.”  相似文献

Financial poverty indicators assess which people have few financial resources and are thereby at risk of having an unacceptably low living standard. Most countries use one or several “official” poverty indicators, but they typically use either an absolute or a relative benchmark to determine what is unacceptable; absolute benchmarks are based on basic needs or rights while relative benchmarks depend on what is considered to be a “normal” living standard. Applying the absolute U.S. and the relative EU poverty indicators on the U.S. and 15 EU member states, this research shows that it makes sense to use both benchmarks.  相似文献

Progress of societies? Well‐being of citizens? Trans‐generational impact of policies? To answer such fundamental questions and much more, the European Commission published, in August 2009, its Communication on “GDP and Beyond: Measuring Progress in a Changing World.” Through a co‐operative project, co‐chaired by Eurostat and INSEE (France), the ESS acted decisively and established an action plan to be carried out by 2020 in the context of the European Statistical Programme. This plan which also builds on Eurostat's work on Sustainable Development Indicators. For most of these actions, work has either been accomplished or is in good progress. Further challenges lie ahead, including reconciling macro‐ and micro‐data sources on household economic resources and completing the indicators set on Quality‐of‐Life. The work will also contribute to the global efforts on the Sustainable Development Goals/post‐2015 development agenda.  相似文献

A monthly index of “bad” news about China as reported in the USA from January 1990 to December 2008 is developed in this paper. “Bad” is defined as news touching on the following issues: human rights, Tibet, child labor, democracy, and repression. Using this bad news index, this paper documents a peculiar finding: 3–4 months after a trade deficit shock to the US–China bilateral trade balance, the frequency of bad news published about China by US media outlets rises sharply, then dies off slowly. Statistical analysis reveals that the likelihood that this finding is just a coincidence is relatively small—about 1%. In addition, this paper finds a robust association between the annual number of Congressional hearings on China and the US–China bilateral trade deficit. These results suggest that “China bashing” may be endogenous to fluctuations in the US–China bilateral trade balance.  相似文献
