贸易结构、分工经济与区域服务贸易自由化的福利效应   总被引:1,自引:0,他引:1  
由于区域内经济体出口相似指数过高,在发展区域服务贸易自由化的过程中会出现竞争,不同区域成员贸易结构和专业化分工特点也影响区域服务贸易自由化的发展。文章以亚洲经济体区域服务贸易自由化发展为例,采用面板数据的因果关系模型,定量分析贸易结构、分工经济与区域服务贸易自由化的福利效应三者之间的关系。研究得出,无论是从长期还是短期来看,服务贸易的互补性和服务贸易的专业化分工都是服务贸易出口额增长的格兰杰原因。  相似文献

This paper studies the welfare implications of revenue-neutral trade liberalization and fiscal reform programs for developing economies using a multi-sector dynamic general equilibrium model of a small open economy. We analyze how different combinations of tariffs – on imported consumption goods, intermediate inputs, and capital goods – and taxes – on consumption, labor income and capital income – affect the transitional and long-run welfare. We report three main findings. First, trade liberalization programs financed by consumption and labor income taxes tend to result in substantial welfare gains, but financing the lost tariff revenue through capital income taxes can have an adverse impact on welfare. Second, a significant fraction of welfare changes is due to transitional effects stemming from the allocation of resources in response to changes in tariffs and taxes. Third, trade liberalization and fiscal reform programs often translate into much larger welfare gains in countries that are more open to international financial markets.  相似文献

This paper evaluates the effect of trade liberalization on global efficiency, equity, and the environment using global welfare, welfare redistribution, and carbon emission as indicators. A static, computable general equilibrium trade model with explicit representation of agricultural production and energy use is used to simulate a series of new scenarios in which 1997 baseline import tax and export subsidy trade barrier equivalents are scaled back. Findings indicate that with trade liberalization agricultural output declines, energy use increases, and carbon emissions rise. Global welfare rises revealing an overall increase in efficiency; however, gains to poorer nations come at the expense of richer nations. An increase in the use of polluting inputs such as coal in developing countries suggests poorer nations will risk environmental degradation with the lowering of trade barriers.  相似文献

This paper examines whether trade adjustment assistance is an effective tool for blunting political opposition to trade liberalization. The traditional argument is that adjustment assistance bribes labor unions so that they will accept reduced tariff protection. In this way, a trade adjustment assistance program should help the government lower tariffs and increase social welfare. This paper introduces trade adjustment assistance into a political economy model of endogenous tariff formation. The model shows that adjustment assistance reduces policy makers’ incentives to press for trade liberalization and may slow down the pace of reform and lower social welfare under certain plausible conditions.  相似文献

This paper investigates the implications for international markets of the existence of retailers/wholesalers with market power. Two main results are shown. First, in the presence of buyer power trade liberalization may lead to retail market concentration. Due to this concentration retail prices may be higher and welfare may be lower in free trade than in autarky, thus reversing the standard effects of trade liberalization. Second, the pro-competitive effects of trade liberalization are weaker under buyer power than under seller power.  相似文献

This paper develops a framework for studying the general equilibrium effects of endogenous quality upgrading, a new margin of trade, on the welfare impact of trade liberalization. The theoretical model introduces product quality differentiation amongst heterogeneous firms and focuses on supply-side determinants of international trade. Among other results, in general equilibrium, trade liberalization decreases the share of high-quality varieties in exports and the average productivity of exporters. These changes affect average export price in opposite ways. Nevertheless, trade liberalization in the quality-extended model increases consumers’ welfare by more than in the benchmark model.  相似文献

We develop a numerical growth model that quantifies the welfare effects of trade liberalization. Additional intermediate input varieties provide the engine of growth and dramatically magnify the welfare gains from trade liberalization. In our central model, a 10% tariff cut leads to a 10.6% estimated gain in Hicksian EV. Systematic sensitivity analysis shows that there is virtually no chance of a welfare increase less than 3%, but a 6.6% chance of a welfare gain greater than 18%. We show that complementary reforms are crucial to fully realize the potential gains from the trade reform.  相似文献

I investigate the interaction between international trade and national institutional development in an environment characterized by heterogeneous individuals choosing their education levels to maximize their utilities; and institutions alleviating moral hazard by allowing managers to better observe and verify the productive efforts of workers. Liberalized trade allows institutions to serve as independent sources of comparative advantage. In this setting, I examine the effect of trade liberalization on the distribution of income in institutionally developed and underdeveloped nations. Abstract

This paper examines optimal trade, industrial, and privatization policies in a home-market model of mixed international duopoly with strategic managerial incentives. Under linear demand and constant marginal costs, the optimal degree of privatization is shown to depend crucially on cost and demand parameters and on the availability of strategic trade and industrial policies. If both firms are equally efficient, optimal trade and industrial policies drive out the foreign firm and the privatization policy loses its effect on national welfare; however, if the home firm is less efficient, then full privatization combined with an import tariff and a production subsidy is optimal for the home country, while an export subsidy is optimal for the foreign country. If trade and industrial policies are unavailable and if both firms are equally efficient, full state-ownership, which drives out the foreign firm, becomes optimal; however, if the home firm is less efficient, only partial privatization is optimal, The state-ownership share is increased if either the market size grows, the home firm's efficiency increases, or the foreign firm's efficiency decreases. Further, the paper demonstrates the potential conflict between privatization and trade liberalization policies.  相似文献

Standard trade theory claims that free trade is welfare-enhancing. We show that this is not the case if at least one sector of the economy is a Cournot oligopoly. In a simple small open economy with one oligopolistic and one competitive sector, welfare is an inverted U-shaped function of tariffs. Hence, an optimal tariff rate can be determined. The optimal rate depends on the number of firms in the oligopolistic sector. Below the optimal level, the competitive sector overproduces, i.e. oligopolistic good have a higher marginal effect on welfare. Increasing tariff rates stimulate the production of the oligopolistic sector by dampening imports. Under balanced trade, this reduces exports and production in the competitive sector, thus shifting resources to oligopolistic goods production. We also find that given certain levels of protection, perfect competition is not welfare maximal and, hence, not desirable. The finding explains why developing economies with imperfect competition are often reluctant to embrace trade liberalization and why, conversely, countries with high levels of external protection may be unenthusiastic about competition theory.  相似文献

This paper summarizes an estimate of the impact of a 50 percent multilateral tariff reduction on U.S. trade, employment, capital utilization, and economic welfare. In addition to calculating conventional measures of consumer surplus and revenue effects, the paper quantifies the economic adjustment costs faced by labor and capital-owners who are displaced by trade liberalization. Account is taken of both direct and indirect effects through utilization of the 367- sector U.S. input-output table. Some of the more interesting and important welfare dislocation estimates are highlighted on an industry-by-industry basis. In the aggregate, the calculated gains from trade liberalization dwarf the measured adjustment costs by a ratio of almost 20 to 1.  相似文献

Incorporating explicitly division of labor into a two-country general oligopolistic equilibrium model, we examine the effects of trade liberalization on firm productivity and welfare. We show that a tariff reduction increases the firm productivity of the trading industries but decreases that of the non-trading industries. An expansion of the trading industries, in contrast, decreases the firm productivity of both the trading and non-trading industries. We then find that a tariff reduction necessarily reduces welfare while the welfare effect of expansion of trading industries is ambiguous.  相似文献

This paper is an attempt to demonstrate how the entry (costless) of firms in an industry may have a dramatic effect on exports from an industry in a country. The results have tremendous implications for LDCs suffering from resource and BOP constraints but having reservoirs of cheap labor. The welfare effects of such entry liberalization policy (or subsidy) can be stated from the Bhagwati theorem that a reduction in an only (single) distortion is necessarily welfare improving by reducing monopoly or oligopoly distortions. However, we have shown that the entry liberalization policy is welfare superior to an equivalent subsidy policy where equivalent is defined in terms of the impact on exports. As a by product, we have also shown how one can integrate the oligopoly models of trade with the general oligopoly literature. The results on the limiting behaviour of an open economy oligopoly model extend the standard results in the oligopoly theory in a closed economy.  相似文献

This paper discusses partial approaches to trade liberalization, such as the Asia Pacific Economic Cooperation (APEC) group's Early Voluntary Sector Liberalization (EVSL) proposal and the "zero-for-zero" approach. Distortions to resource allocation and global markets that might result from partial liberalizations are discussed, and parallels drawn to the possible trade diversion impacts and welfare losses of regional liberalization and tariff escalation. A global Computable General Equilibrium (CGE) model is used to provide some numerical illustrations of the issues with respect to international trade in grains, oilseeds, and related processed products.  相似文献

This paper uses Fiji as a case study to investigate the impacts of three trade liberalisation policies – removal of sugar price subsidies, unilateral trade liberalisation and multilateral trade liberalisation, implied by the successful completion of the Doha Round. Removal of the sugar price subsidies has an adverse effect on real output, real national welfare and employment, but promotes growth of non‐agricultural exports in the long run. Unilateral trade liberalisation, in the form of tariff cuts in the agricultural sector, increases real output, real national welfare and non‐agricultural exports in the medium term. However, this growth is not sustained in the long term. The best outcome for Fiji is multilateral trade liberalisation which increases real output, real national welfare, non‐agricultural exports and employment. It is argued that reform of trade policies in less developed countries could come at a cost, therefore highlighting the need for compensating mechanisms to deal with the adverse impacts. Other measures to assist farmers to expand output in response to a rise in prices could include measures to reduce transport, storage and packaging costs, as well as institutional measures to enhance the functioning of input and factor markets.  相似文献

贸易与环境的关系是当今国际经济学界的研究热点,而贸易自由化的环境效应更是倍受关注。本文在对中外学者有关该问题的研究进行综述的基础上,建立计量回归模型,以二氧化硫(SO2)排放量作为环境污染指标,采用1991-2004年的相关经济数据,对我国贸易开放的环境效应进行了实证研究。研究结果表明:在样本期间内,贸易自由化的规模及结构效应为负,技术效应为正;而综合环境效应是积极的,即规模、结构和技术效应共同作用的结果可以减少污染排放量,有利于我国环境状况的改善。  相似文献

Post-production services, such as sales, distribution, and maintenance, comprise a crucial element of business activity. We explore an international duopoly model in which a foreign firm has the option of outsourcing post-production services to its domestic rival or providing those services by establishing its own facilities through FDI. We demonstrate that trade liberalization in goods may hurt domestic consumers and lower world welfare, and that the negative welfare impacts are turned into positive ones if service FDI is also liberalized. This finding yields important policy implications, given the reality that the progress of liberalization in service sectors is still limited.  相似文献
