This paper is concerned with formulating and optimizing a multiperiod planning model for a manpower training program. Firstly, a time-dependent feed-forward model which traces eligible individuals through an educational (training) program and ultimately to a state of employment or unemployment is developed. The objective function is composed of an educational cost component and a manpower shortage or surplus cost component. Thus, the student (or trainee) optimal acceptance policy is derived. It is also proven that a one-state variable dynamic programming algorithm is much more efficient than a two-state variable algorithm in arriving at the optimal solution.  相似文献

Quadratic programming can be useful to compute the optimal investment trajectory for an education system which is planned on the base of manpower targets. The computation of optimal investments required to approach manpower targets more closely becomes non trivial if the budget available is insufficient to meet manpower targets exactly, or if the manpower target trajectory is erratic.The quadratic programming problem consists of three components: (1) an optimization criterion which reflects the objective to minimize the squared deviation of actual manpower available from the manpower target; (2) a set of time difference equations which reflect the flow of students, the manpower stock flow and the flow of investments in the education subsystem; (3) a constraint on the budget, available for this branch of education over a planning period.This education investment problem is worked out for middle level technical manpower training in Bangladesh.  相似文献

Fast track programs frequently follow “no track” programs and are started when management suddenly realizes that it cannot fill its need for promotable talent. This is not the best motive for such a program, but because there is often inadequate or ineffective planning in normal manpower development, career guidance, and manpower planning, a fast track program can serve as a step towards broader-based, more inclusive manpower planning and development activities.  相似文献

This paper first presents the hypothesis relating the education of the labor force to production, along with some observations about its statistical verification. The conceptual basis for the manpower approach to educational planning appears next, followed by a discussion of its use with and without the assumption of constant labor productivity. One major obstacle to the implementation of development projects in many developing countries is the inadequate supply of skilled manpower. Thus efficient planning of training opportunities to supply the requisite quantity and quality of skills in phase with project implementation is an important problem. This paper develops a mathematical programming model for planning training opportunities in relation to manpower targets determined for development projects. The projects are assumed to have been selected according to some criteria of desirability deriving either from social cost-benefit analysis or national goals. The model permits alternative avenues of developing skilled manpower to be investigated with a view to ensuring the availability of qualified personnel given a stated work/task schedule, over a period of time, while attempting to minimize costs to the manpower supply system.  相似文献

The paper reports on a series of models designed for computer simulation of Canadian manpower flows at different levels of unemployment, either alone or in conjunction with related population flows. The models are disaggregated macromodels of the state-transition variety. One relates to annual flows, the others to monthly flows.The models have been used for various purposes, including simulation analyses of the effects of changes in economic conditions and government policy variables on two government programs, namely unemployment insurance and manpower training. Other applications are possible and, in general, the basic approach underlying the models is considered to have much potential for manpower policy analysis.  相似文献

In this paper the tools are developed for forecasting and recruitment planning in a graded manpower system. Basic features of the presented approach are:
- the system contains several grades or job categories in which the employees stay for a certain time before being promoted or leaving the system,
- promotability and leaving rate for any employee depend on time spent in the job category and personal qualifications (like education, experience, age),
- recruitment is not necessarily restricted to the lowest level in the system,
- several planning aims and restrictions are allowed.
The approach is based on a generalized Markov model for the dynamic behaviour of an individual employee. A forecasting procedure and a recruitment-scheduling procedure are based on this Markov model.  相似文献

This paper compares and evaluates the accuracy of long-range occupational manpower forecasts made for 1980 in the early 1970s by the U.S. Bureau of Labor Statistics and by the author. The different assumptions and forecasting methodologies utilized are discussed, and the occupational forecasts are then compared to the actual 1980 employment data. The relative accuracy of the different sets of forecasts is assessed according to several different criteria, and the larger question of the usefulness of either set of forecasts is addressed. It is found that neither set of forecasts was clearly superior, that the accuracy of both sets of forecasts was generally poor, and that the projections for individual occupations were often so wide of the mark as to be of questionable usefulness for manpower planning and vocational guidance. A bstract . A major reason for the antagonism among federal, state, and local water resources planners may be their lack of understanding of the policymaking process. Water resources policies not only distribute social, economic, and physical benefits , they also have redistributive, regulatory, and social effects. The federal government is not capable of leadership in all four policy areas. Neither, however, are localities or the states. Planners, therefore, need to develop a viable mix of policy responsibilities so that each level has primary authority over the type of policy it is best suited to develop and implement. Analysis of the capacities of each level of government indicates that the federal government should provide regulatory objectives through such legislation as the Clean Water Act and Safe Drinking Water Act , and provide support for state redistributive efforts through a restructuring of water resources grants-in-aid to reward states that improve their policy planning capabilities. The states' most appropriate role is development of a planning process. Social policy is the most appropriate sphere of local action.  相似文献

Twenty years after it first opened its door to foreign enterprises, one of the greatest challenges facing the Chinese government today is the reform of the state-owned enterprise sectors (which make up half of the country's GDP) in order to make them more efficient. This paper intends to describe and then critically assess a number of major human resource policies introduced in the state-owned railway enterprise (one of the biggest enterprises) in China in its recent manpower reform (downsizing). Through the case of the railway company, a wider picture is revealed of the country's changing employment policy and practice as well as its emerging labour market. In particular, problems relating to human resources such as skill, remuneration, and training are highlighted at both organization and national level. As the reality of 'life-long employment' comes to an end, the notion of 'life-long learning' has been given a high profile in government policy decisions. What, then, has been and is the role of the state in 'creating' and resolving these problems as an employer and as a state governor?  相似文献

In the last decade the literature has recorded several works concerned with the applications of network flow-like models to the area of manpower planning, and specifically the management manpower training program to assure that supply will meet the demand. Because the system which these models attempt to describe and/or decisions which they prescribe are rather complex in the real world, each of these models has imbedded in them certain simplifying assumptions. On the other hand, each incorporates different aspects of what is real. This paper develops a taxonomy of the landmark developments in this area. The taxonomical schema is then used to unify the models in consideration of the decision factors used. The schema envisions a general model containing all the factors which are explicitly or implicitly considered in the existing literature as being germane. The schema lends itself to both the identifying of those models which might be of interest and not available in the literature on the one hand and it shows in bold relief the similarities and differences between existing models.  相似文献

This symposium creates and stimulates new dialogue and cross‐disciplinary exchange between planning theorists and geographers in researching the transfer of urban policy and planning models, ideas and techniques. The symposium challenges a restricted historical focus in much of the emerging geographical literature on urban policy mobilities by drawing on a rich tradition within planning history of exploring and documenting the trans‐urban travel of planning ideas and models over the last 150 years. It is argued that this longer‐term perspective is required to highlight important historical continuities and institutional legacies to contemporary urban policy circuits and pathways and to question what is particularly new, distinct and innovative about an intensification in the travel of urban ideas, plans and policies over the past decade — and the accompanying scholarly interest in them. The symposium also uses the emphasis on particular details and specific experiences within planning histories to foreground and develop approaches, particularly from recent geographical scholarship, that investigate the contingent and embodied practices and wider epistemic contexts that enable — or hinder — contemporary policy transfer.  相似文献

This article presents the results of an establishment level investigation carried out late in 1986 and early in 1987 of the extent of flexible manpower resourcing in the Aberdeen local labour market. It is necessary to place these results in the context of the general background of an increasing interest in flexible manning and of certain theoretical developments in labour and industrial economics. The results suggest that whilst a variety of means are used to attain flexibility in manning, few establishments can be regarded as truly ‘flexible firms’ and manpower strategies tend to be largely reactive and ad hoc.  相似文献

While a growing awareness of climate change has marked the institutional agenda at the national level in Colombia, the capital city of Bogotá has not undertaken actions to include adaptation to climate change within its policies so far. Conceptualizing the central role of city‐level institutions in the successful realization of adaptation policies is a straightforward matter. This is not the case for actions and conditions that may foster adaptation capacity according to varying institutional and social geographies. Using secondary data and a selection of interviews with key stakeholders occupying leading planning roles in important departments of the local administration, this article explores why and how a framework based on incentives and obstacles should be complemented by recent developments in the analysis of policy implementation based on the differentiation between political and programmatic success and failure on the basis of existing local policy styles.  相似文献

英国自20世纪中期开始形成了一套以规划手段为基础的住房保障措施,成为西方住房规划调控的最成熟的典范之一,对我国具有重要的参考借鉴价值.以英国住房保障措施的规划调控思想发展过程为线索,重点就几种主要规划调控措施--所有权控制、使用变更控制、贡献和义务机制和规划特例机制的理念方法、经验教训等内容进行综合分析,并结合我国当前城市住房问题提出改进我国现行住房规划调控的建议,以期为我国住房研究、规划调控和政策引导提供参考.  相似文献
