The public discourse advocating increased patenting of academic discoveries, which has led to the approval of legislative measures (such as the Bayh–Dole Act, which is now adopted world-wide in various forms) is based on a set of theoretical arguments, mainly related to knowledge transfer and financial reward. Using an original survey of 46 universities (about 27%) in the UK, we investigate whether some of these arguments are supported by evidence. We focus on the extent to which patents, as opposed to other forms of intellectual property (IP) protection mechanisms, enhance knowledge circulation, and especially contribute to universities’ own knowledge creation processes. We also investigate whether universities consider the markets for ideas and creative expressions to function efficiently. We find that universities use all forms of IP intensively in order to transfer their knowledge to the industry or the government. However, they mainly rely on non-proprietary IP (open-source and no-patent strategies) when aiming to enhance their own knowledge-creation processes. Also, universities do not find that markets for patents or copyrights function more smoothly than non-proprietary IP marketplaces. The results challenge the orthodox theories on the rationales for patents and other proprietary IP rights. Thus, we question the assumptions and arguments underpinning the implementation of patents on academic research outcomes via political reforms since the 1980s.  相似文献

This article investigates the determinants and wage effects of training in Portugal. In a first stage, we show that there are considerable differences in training participation across groups of workers, with elder and low educated individuals participating substantially less. In a second stage, we show that training has a positive and significant impact on wages. The estimated wage return is about 30% for men and 38% for women. Discriminating between levels of education and working experience and the public and private sector reveals important differences across categories of workers. We find that women, low educated workers and workers with long working experience earn larger returns from training. The average effect of training is similar in the private sector and the public sector. However, differences across experience groups are larger in the private sector, while differences across education groups are larger in the public sector. We use three alternative classifications of training activities and find that training in the firm, training aimed to improve skills needed at the current job and training with duration less than a year are associated to larger wage gains.  相似文献

In this paper, we define public technology infrastructure to mean public resources that bring new R&D into existence. Examples are public research that yields knowledge spillovers and government contracts that broker new research. Using this definition we explore the effect of public infrastructure on cooperative R&D, especially R&D sourcing and research joint ventures (RJVs). Our findings strongly suggest that public infrastructure promotes cooperative R&D. We begin by studying the role of federal laboratories in R&D sourcing by private laboratories, finding that sourcing increases as a result. Then we examine patents arising from RJVs sponsored by the Advanced Technology Program (ATP). We find that R&D subsidies as well as difficulty and novelty increase patents produced by the RJVs. Contractual oversight by ATP has no direct effect but an indirect effect appears to exist, since firms value ATP oversight more highly for more difficult and novel projects, and these produce more patents.  相似文献

This paper provides an analysis of public adaptation to climate change using agricultural water schemes in South American farms. Unlike other studies of adaptation, this paper examines the differences between private irrigation and public irrigation schemes based on around 1400 farm surveys collected across seven countries in South America which recorded detailed water schemes. We analyze the choice of water schemes in the first stage and the land values for each scheme in the second stage. We find that public irrigations do not increase in response to a warmer climate, but private irrigations do. On the other hand, we find that public irrigation schemes are provided primarily as a response to water scarcity. Moreover, we find that private irrigations are taken gradually while public irrigations are provided as a lump sum, resulting in either too much or too little provision. Therefore, public adaptations to climate change will likely involve two inefficiencies. No provision of irrigation in a hotter climate may result from a lack of knowledge. Overprovision of irrigation in dry zones may result from a lump-sum provision of a public good.  相似文献

Empirical research on the characteristics of environmentally responsive companies has focussed on US and Japanese companies. For Europe, which is commonly considered as the greenest of the three major markets, similar research is lacking. This paper seeks to fill this gap by empirically investigating business and financial characteristics, stakeholder pressures and public policies to distinguish companies that have implemented the European Eco-Management and Audit System (EMAS) from a unique firm-level dataset of European publicly quoted companies. We find that the EMAS participation decision is positively influenced by the solvency ratio, the share of non-current liabilities, the average labour cost and the absolute company size as well as the relative size of a company compared to its sector average. The profit margin exerts a negative influence. We further find that companies whose headquarters is located in a country that actively encourages EMAS have a higher probability of participation. Finally, this paper suggests that rather than attracting other kinds of companies, a favourable institutional context succeeds in convincing more of the same kind of companies to participate. Technological progress is generally considered a key element in the move towards a less carbon-intensive energy use, and therefore public energy research expenditure has increased in many countries. The purpose of this paper is to investigate whether relatively high subsidies to private energy research can be justified by higher external knowledge spillovers from private energy research compared to knowledge spillovers from other private research. Estimation of spillover effects is carried out using an unbalanced panel of more than a thousand Danish private companies observed over the period 2000–2007. We reject that there are higher spillovers from private energy research compared to other types of private research. Instead the results suggest that the external knowledge spillovers from energy research may be lower than for other types of private research. This implies that high subsidies earmarked for private energy research should not be an element in a first best policy to reduce CO2 emissions.  相似文献

The aim of this paper is to investigate the relationship between government spending and private consumption in the UK, for which there is scarce previous empirical evidence. We disaggregate public expenditure into three categories and search for the corresponding private consumption multipliers. Our analysis is based on the estimation of a structural vector error correction model with quarterly non-interpolated data for the period 1981:1–2007:4. Initially, we estimate negative but barely significant effects on consumption of shocks to total public spending. Then, using the public spending breaking down, we find that while shocks to public wages crowd-out private consumption as predicted by neoclassical models, shocks to the non-systematic component of social spending and government purchases of goods and services generate a positive reaction, so to crowd-in private consumption. Thus, the qualitative and quantitative dimensions of fiscal multipliers on private consumption change across different public spending categories. Our findings suggest that any empirical support of competing theoretical models on the issue would benefit from a disaggregation of government expenditure, rather than focusing on the aggregate measure.  相似文献

We consider three explanations for public ownership: publicinterest, regulation, and a transaction cost interpretation.We employ a large dataset containing information on the municipalacquisition of U.S. private water companies between 1897 and1915. Those data allow us to isolate the effects of high waterrates, water quality, financial difficulties, extensivenessof distribution system, and the like in determining the probabilityof subsequent municipal takeover of companies that were privatein 1897. After controlling for such factors, we find evidenceconsistent with a transaction cost interpretation of municipalacquisition. We find relatively little support for regulation-basedor public interest interpretations. Our evidence indicates thatmunicipalities were unable to credibly precommit to not expropriatingvalue from private water companies once investments were made,resulting in a rational reduction in investment in water provisionby private companies. Local governments, in turn, used thisrational underinvestment as a pretext for municipalizing privatewater companies.  相似文献

This paper provides the first empirical information about barriers related to the diffusion of nanotechnology, a general purpose technology. Our analysis is based on the findings from a state-wide survey of companies in North Carolina, USA. We find that the primary barrier is lack of access to early-stage capital, and the extent of this barrier is greater when the company contributes to the value chain for nanotechnology through R&D as opposed to through products or services. Another barrier is lack of access to university equipment and facilities, a problem greater in companies involved in nanotechnology research. From a policy perspective, our analysis suggests that state governments could act as venture capitalists to overcome market failure in the capital market, and that states could provide incentives to universities through public/private centers of excellence for sharing capital equipment and facilities with nanotechnology companies.  相似文献

The information and communication technology (ICT) network of the last two European Research Framework Programmes (FPs) is deeply influenced by two distinct groups of organizations: a small group of hubs (3% of the participants) hold the key to keeping the network together and a second group of non-hub connectors large enough (39% of the participants) with a significant share of the overall networking activity provide a robust base for the network. The ICT network can survive the removal of single important funding instruments such as integrated projects or specific targeted research projects. Increasing policy rhetoric on innovative application in the new FP (Horizon 2020) should be reflected in a shift of core participants from largely public research and teaching organizations to private-sector companies.  相似文献

Whether a government acts as a wage leader, placing pressure on private‐sector wages (more open to competition), or whether it plays a passive role and merely follows wage negotiations in the private sector, there are important implications for macroeconomic development, particularly in small open economies and/or countries that are members of a monetary union, such as those of the European Monetary Union. With the notable exception of the case of Sweden, opinion on this issue is still divided. In this paper, we look at public‐ and private‐sector wage interactions from an international perspective (18 OECD countries). We focus on the causal two‐way relationship between public and private wage setting, confirming that the private sector, on the whole, appears to have a stronger influence on the public sector, rather than vice versa. However, we also find evidence of feedback effects from public wage setting, which affect private‐sector wages in a number of countries. When the private sector takes the lead on wages, there are few feedback effects from the public sector, while public wage leadership is typically accompanied by private‐sector feedback effects.  相似文献

We use firm-level data from Italian manufacturing firms to assess the relationship between various types of R&D and total factor productivity growth, including collaborative research with other firms and universities. A novel twist to our empirical analysis is that we estimate a sample selection model, which allows us to treat the decision to conduct R&D as endogenous. We find strong evidence of positive returns to collaborative research with other companies, whereas collaborative research with universities does not appear to enhance productivity. This result implies that firms may conduct R&D with universities when appropriability conditions are weak and the outcomes of such research projects do not yield direct strategic benefits.  相似文献

Multilateral indices of total factor productivity (TFP) allow efficiency comparisons between ten European Union countries and the United States from 1973 to 1993. Differences in TFP levels are then explained by land quality differences, public research and development (R&D) expenditures, education levels, private-sector patents, international spillovers of public R&D, and private-sector technology transfer. There is evidence that public R&D results in limited knowledge spillovers between the European countries and the United States. However, the use of international patent data from the Yale Technology Concordance shows not only that patents matter, but also that private sector technology transfer may be the dominant force in explaining TFP trends. The United States and the European Union countries with more advanced research systems (Netherlands, Denmark, France, and Belgium) converge in a high-growth club, while Germany, Luxembourg, Greece, Italy, Ireland, and the United Kingdom form the slow-growth group. Ignoring knowledge spillovers and technology transfer leads to biased estimates of R&D elasticities, which is hardly surprising since the private sector is now spending more than the public in some of these countries. Thus, the estimated rate of return to public agricultural R&D falls from over 60% in the closed economy model to 10% in the model that takes account of international spillovers. (JEL Q16)  相似文献

The productivity of public capital has been very popular research topic for US and other OECD countries, while studies using data from transitional countries are almost non-existent. In this paper, we analyze the productivity of public and private capital in Russia with parametric and non-parametric regression methods utilizing a unique regional level panel data from 2003 to 2007. More specifically, we assess public capital’s spillover effects, i.e., the productivity of public capital on private output, as well as the productivity of different capital ownership types on total output. We find that public capital has a clear positive effect on private output. However, our estimates and test statistics show that parametric methods are not able to grasp vast non-linearities and heterogeneity present among Russian regions, while the non-parametric approach can capture these important features of the data better. Furthermore, we find that multicollinearity is an important methodological problem which should be accounted for in analysis concerning capital data. Our results also suggest that the impact of public capital in Russia is heterogeneous in the sense that for some regions its contribution to private output is insignificant or even negative while it has a considerable positive role for most regions. Concerning the capital elasticities of total output, we find that public capital is less productive than private capital and roughly as productive as joint private-public capital.  相似文献

The quality of academic research and research undertaken at public laboratories is an important determinant of successful technology transfer. Corporate innovativeness may benefit considerably from scientific discoveries at universities or public laboratories and from the availability of locally well-trained scientists and graduates. The extent to which quality matters is investigated for 86 European regions in seven countries between 1997 and 2007. We find that regions hosting research departments at the forefront of science produce significantly more inventions and more innovations, whereas the mere presence of R&D personnel in universities has no significant impact. The production of patents in high-technology domains instead does benefit from the presence of R&D personnel in public laboratories. These results complement the existing evidence on the relationship between public research and spatial distribution of innovation.  相似文献

This paper analyzes the relationship between public and private investment in developing countries. We set up a simple theoretical model where two countervailing forces coexist. On the one hand, public investment raises the marginal productivity of private capital and leads to potential crowding-in of private investment. On the other hand, weak institutions and restricted access to financing could diminish the positive effects of public investment projects and crowd-out private investment. The empirical results - which exploit both the time series and cross sectional variation in the data using a panel of 116 developing countries with annual observations between 1980 and 2006 - suggest that on average the crowing-out effect dominates. Moreover, we find that this crowing-out effect is dampened (or even reversed) in countries with better institutions - where the marginal productivity of public investment is conceivably higher - and that are more open to international trade and financial flows, such that financing constraints are less binding.  相似文献

This paper investigates the relationship between sources of funding for research activity and the engagement of scientists in a specific type of knowledge transfer, that is, academic consulting. We rely on a sample of 2603 individual scientists from five Spanish universities, who have been awarded public funding or have been principal investigators in activities contracted by external agents, over the period 1999–2004. We find that externally contracted research is positively related to the amount of monetary income from consulting contracts, but that international competitive funding has a negative effect. Our results show that this negative effect is positively moderated by the size of contract funding: the effect of international competitive funding becomes positive for moderate and high levels of contract funding. By investigating the relationship between academic consulting and different types of research funding, our paper sheds light on the conditions that favor academic consulting.  相似文献

This paper studies the effects of different types of research policy on economic growth. We find that while subsidies to private research, public funding of private projects, and basic research performed at public institutions have unambiguously positive effects on growth, performing applied research at public institutions could have negative growth effects.
