The authors, one an ethicist and the other an economist, look at the issue of free trade with Mexico and other low wage rate countries from the viewpoints of their disciplines. This article introduces and summarizes selected papers from the first World Business Ethics Forum held in Hong Kong and Macau in November 2006, co-hosted by the Hong Kong Baptist University and by the University of Macau. Business Ethics in the East remain distinct from those in the West, but the distinctions are becoming less pronounced and the ethical traffic flows both ways. Gabriel D, Donleavy is Professor and Dean of the Faculty of Business Administration at the University of Macau teaching Business Ethics, Business Negotiation and Advanced Management. His work has been published in Critical Perspectives in Accounting, Corporate Governance, the Journal of Business Ethics, Advances in Applied Business Strategy, the Journal of Higher Education Policy and Management, Long Range Planning and the Asian Review of Accounting which he co-founded. Kit-Chun Joanna LAM is Professor in Department of Economics of the Hong Kong Baptist University. She is also Guest Professor in the Centre for Business Ethics of the Shanghai Academy of Social Sciences, China. She received her Ph.D. degree in economics from Harvard University. Her work has appeared in the Journal of Business Ethics, Journal of Labor Economics, Canadian Journal of Economics, Economica, Journal of Comparative Economics, and Labour Economics. Simon S.M. Ho is Dean and Professor at the School of Business and Director for Corporate Governance and Financial Policy, Hong Kong Baptist University. 本文构建理论模型分析了银行融资稳定性对信贷周期性的影响,发现提升融资稳定性可以降低信贷顺周期性。在此基础上,应用我国166家商业银行2004-2016年的年度非平衡面板数据进行实证检验,结果显示:(1)我国商业银行信贷周期性特征在不同时段存在差异,在2010年之前(后)呈现逆(顺)周期特征;(2)提升融资稳定性可以降低(增强)银行信贷的顺(逆)周期性。进一步研究发现:(3)我国商业银行融资成本具有逆周期性,提升融资稳定性可以降低银行融资成本的逆周期性;(4)对于资本充足率较低的银行而言,稳定融资对其信贷顺周期性的削弱效应更明显。本研究支持将"存款立行"作为微观审慎监管和宏观审慎监管的有效结合点,对于加强微观与宏观审慎监管制度的协调与配合具有一定的启示意义。  相似文献

中央调剂制度是实现基础养老金全国统筹的第一步,对缓解部分省份养老金支付危机有一定的积极意义。本文建立精算模型,测算了中央调剂基金的财务状况,并仿真模拟中央调剂制度对各省(市)基本养老保险基金可持续性、财政补贴的影响。结果显示:(1)未实施中央调剂制度时,中部地区基本养老保险基金首次出现累计赤字的时点早于东部地区和西部地区;(2)实行中央调剂制度后全国有19个省(市)基本养老保险基金首次出现累计赤字的规模下降,四川、辽宁首次出现累计赤字的时点后移;(3)提高中央调剂金上解比例有利于增强中央调剂制度的调剂效果;(4)中央调剂制度的调剂效果受延迟退休政策实施力度的正向影响;(5)现行中央调剂制度上解、拨付办法下,提高遵缴率会增加高退职比地区的基金收入。中央调剂制度虽有利于提高西部及低市场化地区养老保险基金的可持续性,但实际调剂效果受退休年龄、遵缴率、工资水平等因素影响。加大调剂力度应综合考虑养老保险基金运行现状、兼顾公平与效率。  相似文献

A review of the evolution of the ethical foundations of free enterprise reveals the essentially utilitarian ethical foundation prevailing today. To enrich those foundations the article attempts to establish the ethical validity of free transactions by relating them to the basic principle of interpersonal ethics: the Golden Rule. The validity of the transactional ethic is presented as an articulation of freedom in a valid social and economic context. Jeffrey A. Barach is Professor of Management, A. B. Freeman School of Business, Tulane University. His DBA ('67), MBA ('61), and AB ('56) are from Harvard. His interests include business ethics, business policy and marketing. He has published articles and cases in these areas and on pedagogy. His text Individual, Business, and Society was published in 1977. Elstrott, Jr., is the Sponsored Research Coordinator at the Freeman School of Business, Tulane University. He received his Ph.D. in Economics from the University of Colorado (1975). This paper explores possible connections between gender and the willingness to tolerate unethical academic behavior. Data from a sample of 285 accounting majors at four public institutions reveal that females are less tolerant than males when questioned about academic misconduct. Statistically significant differences were found for 17 of 23 questionable activities. Furthermore, females were found to be less cynical and less often involved in academic dishonesty. Overall, the results support the finding of Betz et al. (1989) that the gender socialization approach dominates the structural approach. This article investigates the influence of innovation on the relationship between corporate strategy and social issues. Specifically, we employ firm-level data for a large sample of U.K. companies drawn from a diverse range of industrial sectors to investigate, given innovation, the determinants of both the probability that the innovation brings reduced environmental impacts and/or improved health and safety, and the strength of this effect. In this connection, we find evidence of a dichotomy between product and process innovations, and roles for firm size, industrial sector, a foreign market presence, access to various information sources (e.g. universities and government research organisations) and the extent to which activities are constrained by regulation. Furthermore, we find a tendency for the influences of many of these factors to vary between older and newer firms. Stephen Pavelin is a Reader in Economics at the University of Reading, UK. His current research agenda focuses upon the application of economic analysis to key issues relating to corporate social responsibility, such as the effect of corporate social performance on the reputation and financial performance of firms. Recent publications include articles in the Journal of Management Studies, the Journal of Business Research, the International Journal of Industrial Organisation, the Journal of Business Ethics, Financial Management, the Journal of Business Finance and Accounting, Business Ethics: A European Review and the European Management Journal. This paper explores the relationship between religious belief and the dilemmas Dutch executives confront in daily business practice. We find that the frequency with which dilemmas arise is directly related to various aspects of religious belief, such as the belief in a transcendental being and the intensity of religious practice. Despite this relationship, only 17% of the dilemmas examined involve a religious standard. Most dilemmas originate from a conflict between moral and practical standards. We also find that 79% of the identified dilemmas stem from a conflict between two or more internalized standards of the executive.Johan Graafland is a Professor of Economics, Business and Ethics at Tilburg University and Director of the Centre for Corporate Social Responsibility at the Department of Philosophy of Tilburg University. Sustainable development (SD) – that is, “Development that meets the needs of current generations without compromising the ability of future generations to meet their needs and aspirations” – can be pursued in many different ways. Stakeholder relations management (SRM) is one such way, through which corporations are confronted with economic, social, and environmental stakeholder claims. This paper lays the groundwork for an empirical analysis of the question of how far SD can be achieved through SRM. It describes the so-called SD–SRM perspective as a distinctive research approach and shows how it relates to the wider body of stakeholder theory. Next, the concept of SD is operationalized for the microeconomic level with reference to important documents. Based on the ensuing SD framework, it is shown how SD and SRM relate to each other, and how the two concepts relate to other popular concepts such as Corporate Sustainability and Corporate Social Responsibility. The paper concludes that the significance of societal guiding models such as SD and of management approaches like CSR is strongly dependent on their footing in society. Reinhard Steurer is a senior researcher and lecturer at the Research Institute for Managing Sustainability at the Vienna University of Economics and Business Adminstration. His research focuses on the changing roles of states, businesses and civil societies in the context of sustainable development. He is author and co-author of numerous articles, dealing with questions of how governments and businesses tackle the challenge of sustainable development, and what the two societal domains can learn from each other in doing so. He holds a Ph.D. in Political Science from the University of Salzburg/Austria, and a Masters in Public Policy from the University of Maryland/U.S.A. Markus E. Langer studied ecology and environmental economics at the University of Vienna and the Vienna University of Economics and Business Adminstration as well as industrial environmental management at Yale University. He is currently working as Managing Director of FORUM Umweltbildung. Previously he was working since 1999 as a senior researcher and lecturer at the Research Institute for Managing Sustainability at the Vienna University of Economics and Business Adminstration. His research focused on the Evaluation of Sustainable Development as well as Corporate Social Responsibility and Stakeholder Management. Astrid Konrad studied business administration at the University of Graz. She has been working at the Research Institute for Managing Sustainability at the Vienna University of Economics and Business Adminstration since 2002. Her research focus is on Corporate Social Responsibility and Stakeholder Management. André Martinuzzi studied business adminstration at the Vienna University of Economics and Business Administration. He is working as a project manager at the Department of Environmental Economics and Management since 1993, as a lecturer at the Vienna University of Economics and Business Adminstration and leads the Managing Sustainability Research Centre since 1999. Since 2001 he worked as a scientific coordinator of Austria’s Sustainability Strategy. In 2003 he worked as a scientific editor of the Corporate Social Responsibility vision statement of the Austrian Industry and as a process consultant for the Austrian Forest Program. In this article, we analyzed the effect of various factors on moral judgment and ethical attitudes of working persons. It was found that the effect of various socio-demographic factors on ethical attitudes varied between the two different categories of ethical issues under study, issues which involve explicit violation of laws vis-à-vis issues which involved social concerns. Our results did not support the implication of Callahan’s hypothesis that males are more sensitive to rule-based ethical issues while women are to issues involving social concerns; it was found that females have a lower acceptability of unethical behaviors related to both categories of issues in Hong Kong, whereas gender effect was not statistically significant in Mainland China. University education also had no significant effect on ethical attitudes. Religion played an important role in affecting ethical attitudes, however, its effect varied with different types of religions; Christianity was found to be most favorable to higher ethical standards, but people of traditional Chinese religion had a higher acceptability of unethical behaviors involving social concerns compared to people with no religion. Our finding also indicated that employees in state-owned enterprises, private employees, employees in foreign-investment firms, and employers in Mainland China all had a higher acceptability of unethical law-breaking behaviors compared to workers in collectives, throwing doubt on the validity of convergence theory in Mainland China. The study extends and tests the issue contingent four-component model of ethical decision-making to include moral obligation. A web-based questionnaire was used to gauge the influence of perceived importance of an ethical issue on moral judgment and moral intent. Perceived importance of an ethical issue was found to be a predictor of moral judgment but not of moral intent as predicted. Moral obligation is suggested to be a process that occurs after a moral judgment is made and explained a significant portion of the variance in moral intent. This paper investigates the relationship between ethics and income among individuals of different religions in the HKSAR of China. The presence of both traditional Chinese religion and Christianity from the West makes our study particularly interesting. The content of ethical beliefs varies with religion and thus the effect of ethics on income may also vary across religion. Furthermore, a reverse causal relationship may run from income to ethics. Since culture and taste affect the consumption behavior of a person, depending on the religion of the person, a person with a higher income may or may not like to ‘acquire’ more ethics. Our empirical results find that there is indeed a simultaneous relationship between income and being ethical so that a single equation estimation of income on ethics and vice versa generates biased estimates. Using a two-stage instrumental variable estimation, our study finds that being ethical contributes to higher income for Christians and the non-religious group, but lowers it for people of traditional Chinese religion. On the other hand, an increase in income increases the likelihood of a person’s being ethical for both Christians and the people of traditional Chinese religion, but reduces it for the non-religious group. Recent conceptualizations of sustainable global development have reflected societal concerns not only with environmental stewardship, but also with social amelioration. However, the tripartite goals of corporate profitability, environmental protection, and social responsiveness are unlikely to be achieved through conventional models of globalization. The emergent approach known as sustainable global enterprise provides a promising strategic alternate, but requires the development of “native capability” [Hart, S. L.: 2005, Capitalism at the Crossroads: The Unlimited Business Opportunities In Solving the World’s Most Difficult Problems. (Pearson Education, Inc., Publishing as Wharton School Publishing, Upper Saddle River, NJ)] that comprises specific relational competencies not typically required by traditional transnational models. This article demonstrates the usefulness of an ethic of care for enhancing understanding of the competencies comprising native capability, and, provides practical insights from a care approach on the development of those skills. Sheldene Simola completed a Ph.D. in psychology at Queens University at Kingston, and is currently completing a second Ph.D. in management and organizational behaviour in the School of Business and Economics at Wilfrid Laurier. This paper addresses the impact of the unethical business conduct of a few individuals that shook the financial market in 1986. Specifically, in the study undertaken for this paper, the wealth status of the shareholders of securities firms was examined in relation to the public disclosure of the insider-trading scandals involving Dennis Levine, Ivan Boesky, and their confederates. It was hypothesized that the expected market-adjusted stock returns for the securities firms would be negative as a result of the scandals. The findings of the study supported the hypothesis. Khalil M. Torabzadeh is Associate Professor of Finance at Radford University in Virginia. He earned his DBA in Finance from Mississippi State University in 1984. He began his teaching career at Appalachian State University, Boone, North Carolina, in 1982, and joined the faculty of Radford University in 1985. He has had articles published in the Journal of Financial Research and the Journal of Applied Business Research. Dan Davidson is Professor of Business Law at Radford University in Virginia. He has five teaching awards, including the Razorback Outstanding Business Faculty Award from the University of Arkansas. He is the author of four textbooks published by PWS Kent Publishing Co., and his articles have been published in the Journal of Business Ethics, the Business Law Review, the Education Forum, and the Journal of Insurance Issues and Practices, among others.Hamid Assar is an Assistant Professor of Finance at Radford University in Virginia. His educational background includes a PhD in Financial Economics (expected in 1989) from Southern Illinois University, an MBA from Central State University in Oklahoma, and a Masters degree in Economics from the University of West Virginia. It is generally assumed that common stock investors are exclusively interested in earning the highest level of future cash-flow for a given amount of risk. This view suggests that investors select a well-diversified portfolio of securities to achieve this goal. Accordingly, it is often assumed that investors are unwilling to pay a premium for corporate behavior which can be described as socially-responsible.Recently, this view has been under increasing attack. According to the Social Investment Forum, at least 538 institutional investors now allocate funds using social screens or criteria. In addition, Alice Tepper Marlin, president of the New York-based Council on Economic Priorities has recently estimated that about $600 billion of invested funds are socially-screened (1992). MOSES L. PAVA is Associate Professor of Accounting and the Alvin Einbender Chair in Business Ethics at the Sy Syms School of Business, Yeshiva University. The present study sought to determine the extent to which individuals' ethical ideologies, as measured by Forsyth's (1980) Ethics Position Questionnaire (EPQ), impacted the degree of punishment they advocated for differing ethical infractions, as well as their selection of non-ethics related variables that might be used to modify judgments of disciplinary action. The data revealed that individual ideology does impact both advocated punishment and choice of non-ethics related variables, but only in some measures. The data are discussed in terms of potential moderating variables that could be examined in future studies.Robert A. This study investigates ethical decision-making by considering the differences in ethical judgments between undergraduate business and MBA students on selected ethical issues facing employees and managers of today's businesses. The study further investigates differences in ethical judgments between undergraduates and MBAs in terms of a perceived position as an employee or as a manager. The findings indicate that undergraduate students tend to be more ethical than MBA students and that both groups tend to be more ethical when they perceive themselves as managers rather than employees. Kaynama is Associate Professor of Marketing in the School of Business and Economics at Towson State University in Baltimore, Maryland. She earned a Ph.D. in Marketing and the Decision Sciences. Her area of research is strategic marketing, consumer behavior, applications of computers and decision sciences in marketing and global marketing. Louise W. Smith is Professor of Marketing in the School of Business and Economics at Towson State University in Baltimore, Maryland. Dr. Smith's main professional interest is consumer behavior. The managerial ethics literature is used as a base for the inclusion of Ethical Attribution, as an element in the consumer's decision process. A situational model of ethical consideration in consumer behavior is proposed and examined for Personal vs. Vicarious effects. Using a path analytic approach, unique structures are reported for Personal and Vicarious situations in the evaluation of a seller's unethical behavior. An attributional paradigm is suggested to explain the results. Joel Whalen is an Assistant Professor of Marketing at DePaul University, Chicago.
