I propose to show how to translate the economic analysis of institutions developed in the tradition of worst case political economy into the lingua franca of robust statistics. An institution will be defined as contingent upon a design theory and the difficulty we consider is the use of the institution by the designer.The technical bridge between institutional robustness and statistical robustness is the the possibility of exploratory data analysis [EDA] with respect to the design theory. In an institutional context with EDA comes the recognition that the model is not completely specified, that we do not fully understand the structure of world before studying it. In a statistical context with EDA comes a non-normal error distribution.The relationship between evolutionary institutions and robust institutions is discussed. A conjecture that rule utilitarianism can be thought of as robust utilitarianism is defended with the historical example of William Paley's discussion of the utility of murder.  相似文献

A general equilibrium production model is developed where technologies are embodied in capital goods of different vintages indexed in a continuum. A difference in the extent of existing knowledge determines a wage gap between a developed (north) and a developing region (south). With free flow of technology, relatively backward technologies move to the south. With innovation in the north, a technology cycle is created by which some of the technologies are pushed out of the north into the south. This also tends to widen the wage gap between the regions.  相似文献

We consider a small open Harris-Todaro economy with the urban sector consisting of a duty-free zone and a non-duty free zone. There is no capital mobility between the urban sector and the rural sector, but capital is perfectly shiftable between the two sub-sectors of the urban sector. A policy of expanding the duty-free zone through the reduction in import-duty on intermediate goods in that sector ultimately lowers the level of output of that sector. This policy also raises the level of unemployment, lowers national income (social welfare), and increases economic inequality. If, however, the tariff on the final product is reduced in that sector, we get the opposite result.  相似文献

This paper continues the discussion of artificial worlds (AWs) begun in Lane (1993b). Here, the focus is on two kinds of AWs. The first, classifier systems, can be used to represent agents that are capable of generating complex behaviors in response to intermittent rewards from an environment of which they are a part. A collection of such agents, engaging in economic interactions with one another, produces another kind of AW, in which such interesting aggregate behaviors as the formation of bubbles and crashes and technical trading in an artificial stock market, may arise. The second kind of AW considered in this paper is artificial economies. These AWs can provide a dynamic, nonequilibrium, microfounded account of such aggregate-level or macroeconomic phenomena as stable growth paths, business cycles, and Pareto firm-size distributions.  相似文献

Summary For the analysis of the allocation of personal disposable income to the different consumption goods and savings, an indirect-addilog-expenditure-system (IAES) has been constructed. Compared to the linear-expenditure-system (LES) the IAES to far more flexible and is not based upon the idea of minimum-consumption- or minimum-saving-quotas. On the other hand, marginal income shares are not fixed parameters. The IAES allows the derivation of a systematic savings- and consumption-function and supplies consistent income elasticities. But it will be shown that consistent demand systems are only restrictively able to consider all major determinants of the decision-problem consumption or saving. The derived system does not only neglect the effects of wealth on consumption and savings but also the results of real income fluctuations due to the business cycle. Also phenomena like unemployment and uncertainties regarding estimates of the future or inflation are neglected. With the help of an adjustment-procedure a part of these disadvantages has been eliminated. The adjustment with regard to the entire private consumption and savings supplied income elasticities which lead to an almost constant consumption- and savings-share in the period under investigation.  相似文献

This article investigates the dynamic interactions among demographic transition, income distribution, and economic growth. Consistent with empirical evidence we show that fertility and income distribution follow an inverted U-shaped dynamics in the process of economic development. In the first stage fertility increases and income inequality widens, whereas in the second stage fertility declines, income becomes more equally distributed, human capital becomes more abundant, and growth of income per capita takes off. The model therefore generates the documented facts about epochs of demographic transition, relying neither on arguments based on near rationality nor on noneconomic objectives.  相似文献

In this article, I argue that Ackerman's approach to constitutional change is unable to distinguish between changes of degree and changes in kind, or between changes that transform and changes that transmogrify. As a consequence, the model Ackerman proposes fails at its most elemental purpose of illuminating questions of constitutional identity. Summary The wage and salary bill in Austrian manufacturing industry is divided into a fixed and a variable part on the assumption that wages of skilled labour and salaries can be regarded as fixed, wages of unskilled and semi-skilled workers as variable cost. The excess of value added (factor incomes) over the variable wage cost (gross profit) is shown to be more stable in the trade cycle than the excess of value added over the total wage cost (net profit); this accords with the idea of a relatively stable mark-up on variable cost.As a proportion of value added, gross profit and even more net profit in the above sense decline gradually over the period 1956 to 1972. This would indicate a declining degree of monopoly or increasing degree of competition which presumably applies mainly to the export markets. The hypothesis is advanced that more active competition has taken place in foreign markets which enabled Austrian manufacturing to increase its share in those markets. The reduction in profit margins was made possible by tax allowances i.e. by the quick write-off a considerable part of new investment. This tax allowances amounts to an interest free government loan to the investor, which in fact will not be repaid of the depreciation funds are reinvested immediately after the equipment is fully written off. The proportion of the industry's capital which is in this sense financed by the government increases over time as investment expands; a profit rate has to be earned only on the remaining capital stock, so that without reduction of the return on private capital the profit margins may be reduced. (The tax allowances thus amount to a virtual reduction of the capital coefficient which proceeds gradually over a long time.)The paper finally shows the relation between the share of savings and the share of corporate incomes in the total private income during the cycle. The share of saving moves with the cycle and this is made possible by a shift to corporate income.  相似文献

The paper is motivated by Joseph A. Schumpeter's The Crisis of the Tax State. It inquires whether the buildup of government debt in peacetimeprosperity is a threat to the stability, existence or creation of viable tax states. The paper begins by setting out Schumpeter's conception of the tax state and the nature of recent political-economic events which have reinvigorated the concept. Next the paper sets out some simple debt dynamics and sketches a debt-induced business cycle arising from heavy reliance on debt finance in peacetimeprosperity. Finally, the paper assesses threats to the tax state in light of recent work on path dependence and positive feedback. This paper uses a model of growth and imperfect capital mobility across multiple economies to characterize the dynamics of (cross-country) income distributions. This allows convenient study of the convergence hypothesis, and reveals, where appropriate, polarization and clumping within subgroups. The data show little cross-country convergence; instead, the important features are persistence, immobility, and polarization, exemplified by convergence club or twin peaks dynamics.  相似文献

The paper compares the relative efficiency of country models in the relationship between finance and investments. Results, confirmed under three different panel data estimates (Arellano-Bond GMM method, random and fixed effect estimates) suggest that: i) the UK thick market reduces informational asymmetries for large firms and for those firms providing good signals to shareholders; ii) the Japanese vertical (between firms and banks) integration and horizontal (among firms) integration almost eliminates financial constraints (the horizontal integration effect) and equates agency costs across firms (the vertical integration effect). These results are consistent with the short-termist hypothesis which assumes that the Japanese economic system can process information more efficiently reducing managerial myopic behaviour and thereby determining positive effects on long term growth.  相似文献

This article addresses the problem faced by a regulated natural monopolist who must raise outside funds to finance socially desirable projects. We demonstrate that fair rate of return utility price regulation will lead to underinvestment incentives in the presence of asymmetric information between the firm and the capital markets regarding the firm's assets and future costs. This problem is especially severe when financing choice is restricted to equity. Underinvestment can be either completely eliminated by adjusting the allowed rate of return above the fair rate or reduced by switching to debt finance.Support from the Center for the Study of Regulated Industry at Georgia State University is gratefully acknowledged. Summary In theoretical analysis the accelerator concept is attractive because it can explain changes in investment which do not run parallel to demand. Empirical tests of the accelerator usually show unsatisfactory results. This is partly due to the specification used for the estimation: the relation between capital stock and production (the first level of estimation) is not popular because of the time trend in the variables; instead frequently a regression of investment expenditure on the change in production (second level of estimation) is applied. But because of the cyclical variations in the capital-output ratio this specification is not a good substitute for the first one.This paper shows that with the help of the relation between capital stock and output (naive accelerator) the highly different phases of investment activity can be explained, but that the individual annual observations follow another set of rules.Within the flexible accelerator the attemps that use only flow magnitudes do not represent a further development, but rather a counter-hypothesis of the original accelerator concept: flow magnitudes can explain medium-term variations only to a very small extent. This is contrary to the accelerator concept which explains considerable investment variations with the help of relatively small output variations. Attempts which explain investment variations through a connection between output and capital stock, expand the accelerator theory in so far as they take account of disequilibrium situations. The econometrically estimated equations give an excellent picture of short-term and medium-term investment activity. The economic interpretation of this equation shows, however, that in addition to the explicitly used variables (capital stock and output) other magnitudes contribute implicity to these excellent results. The merit of the accelerator theory then is not to be seen in a complete explanation of investment behavior, but rather in the fact that it shows highly variable investment demand for capacity purposes which again is dampened by other factors in such a way as to exhibit medium-term variations in capacity utilization.  相似文献

The modern Theory of the Firm uses the concept of rent and makes implicit assumptions about equilibrium. An Austrian (Market Process) Theory of the Firm should have something to say about each of these. Two strategic perspectives are analyzed, the neoclassical microeconomic perspective (using the Ricardo-Marshall approach to rent) and the Market Process perspective (using the Fetter approach to rent). In a neoclassical world, rents indicate unsolved or unexploited inefficiencies as every hypothetical outcome is viewed against the standard of perfect competition. By contrast, in the Market Process world there is no single ideal standard by which to measure any particular outcome. All action takes place in an open ended universe in which the future is continually being created, in which competition is a discovery process.  相似文献

This article tries to make allocation in the sociology of knowledge more teachable. What may appear as a sectarian magic is transformed into a rational procedure to be used by teacher and student alike. Allocation requires a number of steps by which (1) the ideological structure is made part of an ideology; and (2) the ideology is related to a particular social situation of past or present either by reflecting it in symbolic expression or by reflecting the exact opposite.The old puzzle of how ideological relativism can be asserted from a theoretical position, which — by social background — cannot be anything but relative in itself, falls by the wayside. Temporarily positivism is claimed for any viewpoint which allows empirical verification. It asserts its relativisim but never reaches absolute and final truth. Relative advantages only can be claimed for the many comprehensive social theories at any given time.The term imputation is replaced by the term allocation in this article. Imputation is a direct translation of the German word Zurechnumg. Borrowed from economic theory, this term is unnecessarily complicated. We cannot do more than allocated ideologies in a manner not amenable to precise numerical imputation.  相似文献

Zusammenfassung Es konnten vier Typen der Fluktuation isoliert werden, die neben persönlichen Komponenten für die Fluktuation der Arbeitskräfte maßgebend sind. Ein Teil der Fluktuation geht auf das Ausprobieren des Arbeitsplatzes — angesichts der Unvollkommenheit der Information — zurück (Probe-Fluktuation). Die Wechselneigung ist daher bei Personen mit kurzer Betriebszugehörigkeitsdauer sowie jüngeren Arbeitskräften (20 bis 30 Jahre) relativ hoch.Eine weitere Form der Fluktuation ist die Reaktion der Arbeinehmer auf Unterschiede in den Nettovorteilen verschiedener Arbeitsplätze (Lohn-Fluktuation). Die Arbeitskräfte wandern per Saldo aus Niedrig- in Hochlohnbetriebe, aus Klein- in Großbetriebe und aus schrumpfenden in expandierende.Das Bestehen eines dualen Arbeitsmarktes impliziert, daß benachteiligte Arbeitskräfte (Ungeschulte mit geringem betriebsspezifischem Training) häufig kündigen, während begünstigte Arbeitskräfte (Geschulte) relativ selten wechseln (Hilfskräfte-Fluktuation). Tatsächlich ist die Wechselneigung von Ungeschulten und Arbeitern (vor allem im industriell-gewerblichen Sektor) weit überdurch-schnittlich. Die Zahl der Wechselfälle wird neben der Wechselneigung durch die alternativen Beschäftigungsmöglichkeiten bestimmt (Konjunktur-Fluktuation). Die Fluktuation schwankt so deutlich mit der Anspannung auf dem Arbeitsmarkt, daß sie als Anspannungsindikator angesehen werden kann.die Branchenunterschiede in verschiedenen Maßzahlen der Fluktuation lassen sich im wesentlichen auf die dargestellten vier Fluktuationstypen zurückführen. (Zur Messung des Arbeitsplatzwechsels empfiehlt es sich, Verbleibenswahrscheinlichkeiten der betrieblichen Zugänge und dienstalterspezifische Fluktuationsraten zu errechnen.)
Summary There are four main features of labour turnover. A substantial part of turnover is due to job shopping in view of imperfect information. Therefore, workers with short job tenure and younger employees (20–30 years) reveal a high propensity to quit. Another type of quit behaviour is the reaction of workers to differences in the net advantages of various jobs. The employed move from the low wage to the high wage sector, from small to largescale enterprises and from shrinking to expanding firms. The existence of a dual labour market implies that disprivileged workers (with low general and specific training) quit frequently and privileged workers rarely change the job. In fact, the turnover rate of white-collar workers and persons with higher formal education is far below average. The actual level of labour turnover does not only depend on the propensity to quit but also on the alternative job opportunities. Voluntary quits are so closely related to the tightness of the labour market that they can be regarded as a labour market indicator. Regression analysis shows that the differences in various measures of turnover are essentially due to these four features of turnover. (For measurement of labour turnover it is recomended to use the probabilities of a batch of entrants to survive certain points in time. as well as job tenure-specific turnover rates.)

In the last 10–15 years a lot of attempts has been devoted to study the calssical process of convergence of market prices toward natural prices. The two forces that one has thought could achieve this target were capital mobility, that determines the dynamics of output, and demand-supply forces, that determine the dynamics of prices. In this article a model of classical competition is proposed in which a full-cost pricing mechanism is adopted in the rule of evolution of market prices. An asymptotical stability result of long-run equilibrium is proved for a two-commodity model with and without a final demand.  相似文献

This paper discusses the knowledge problem in terms of both the use and generation of knowledge. This is analyzed in the context of Hayek's failure to respond to the Keynes Challenge—the claim that markets fail to produce relevant knowledge—by suggesting that in the aftermath of The General Theory he was not well-positioned to address that problem. Ironically, his post-World War II work in cognitive psychology, The Sensory Order, offers a theory of the generation of knowledge which can provide a useful analogy for understanding the generation of market-level knowledge.  相似文献

Bang-bang investment in a two-sector growth model with immobile capital is rational and leads to a unique and globally stable long-run equilibrium along a sliding trajectory. A two-period consumption model with an ordinal certainty equivalent preference is developed to characterize the comparative static effect of an increase in uncertainty of investment returns on the riskfree interest rate, the equity premium, expected growth of consumption, and the marginal propensity to consume out of current income.
