Company-led strategies in defence sector restructuring: Implications for local economic development

This paper examines defence sector restructuring as effected through the networks of Lancashire-based companies involved in defence production. Evidence of restructuring is drawn from the Lancashire Defence Survey. The data provides the starting point for discussion of the strategies of those companies contracted to supply products and services, and employees contracted to supply skills, in the military production process. Transaction cost theory is applied to these changing contractual relations and implications for local economic development organisations are drawn out.

Local economic strategies: Paradigms for a planned economy?

Interventionist local economic strategies are perceived by the present government as a significant threat, as shown by the concerns of the Widdicombe inquiry. But are they of lasting influence, or mere “fashionable playgrounds for the new left"? John Benington identifies a major shift in the way local authorities see their own role as employers and purchasers. But there is also a risk that the new left approach will become depoliticised and bureaucratised, and that certain community and trade union activities which have been strengthened by the local state will become dangerously dependent on it.     

Local economic development by community business

The contribution of community business to local economic development is being increasingly recognised. In Scotland's largest Region, Strathclyde, there are already 35 community businesses trading. The companies - community owned, community controlled and non-profit distributing - are almost exclusively based in 'deprived' areas. Various development scenarios for the Russian information and communications sector are considered in the paper, taking into account the prospects of introducing cutting-edge wireless data transfer technologies. The results of scenario calculations, which made it possible to evaluate the effect of the innovative development of the information and communication technology sector on the output of the radio electronic industry are presented.

Local economic development: Policy and practice in South Africa

The policy of local economic development (LED) is currently attracting considerable attention in government and development circles in South Africa. This article seeks to critically examine and assess the key contextual considerations which influence LED, its emergence and its chances of success. In this regard, the notions of post‐Fordism and the important role of government are examined. It then outlines and assesses evolving LED policy and practice in the country in the light of current experiences in various centres. The article concludes with an examination of various practical considerations which appear to be affecting the further application of the concept in the country. These issues are deemed to be of relevance to policymakers if LED is to be successfully implemented.
