Recently, Tanzania witnessed a revival of economic planning that explicitly aimed to combine rapid economic growth with accelerated structural transformation of the economy. To achieve these planning targets would require a relatively modest drop in the share of agriculture in GDP, but a dramatic fall in its share in employment by 2025. Tanzanian planners assume that labour is locked in agriculture because agricultural productivity is low, from which they conclude that, to release labour to fuel the expansion of manufacturing, it is imperative to raise agricultural productivity by appropriate land policies, leveraging private investment and developing public–private partnerships. We argue that, analytically, this planning argument leaves out the possibility that causality may run the other way – from high labour retention in agriculture to low agricultural productivity – and that, empirically, the observed patterns inherent in actual processes of economic transformation in Tanzania do not tally well with the assumptions of planners. More specifically, in so far as labour flows out of agriculture, it flows towards informal‐sector activities, both rural and urban, rather than towards formal manufacturing.  相似文献

Communities downstream of hazardous on-farm water storages are at threat because of the severe consequences of potential dam failure. This threat exists due to inadequate development and integration of land-use planning and safety assurance policies in relation to private dams. Adequate policy integration is key to saving lives, public and private property and the environment downstream from dam failure. Whilst numerous studies have explored land-use policy and its relationship to safety, there has been limited attention to the safety risk posed by dams above increased housing development. Thus, this paper aims to explore the interrelated land-use policy and engineering issues associated with planning for and assuring safety of hazardous farm dams involving land developments and how best to integrate the policies. The extent of this problem is demonstrated in the Australian context but also has international relevance. Key guidance on the design of best-practice integrated land-use planning and safety assurance policy is provided based on (1) a comparative review of policy and practice in a wide range of different jurisdictions in Australia against indicative evidence of policy performance to determine best-practice policy elements for integration, and (2) development of a cost-effective flood safety review/design tool to help policymakers and planners with the integration process as well as minimising cost burdens to dam owners. This guidance follows on from previous research reported in this journal to help jurisdictions world-wide address the threats associated with farm dams and land developments within catchments.  相似文献

Summary

Because of pressures on the countryside by private housing development, the Government and the planners have become increasingly involved in planning policy issues and in forecasting land requirements. The forecasting techniques used are examined, and their translation into local allocations through structure and local plans and land availability studies are looked at. The demand for more land releases is attributed more to structural changes in the housebuilding industry and local land shortages in the south‐east than to real shortfalls in housing provision. There is a need for improved monitoring systems for land resource management, particularly in balancing ‘green‐field’ releases against development/redevelopment in existing urban areas.  相似文献

In a consequence of the economic transformation, transport companies compete for the most profitable lines of public transport whereas the wide countryside remains of a little interest. As a solution, integrated systems of public transport could play an important role in the development of rural areas, especially in post-communist countries. Such a system in the South Moravian Region connects 24 state, municipal and private transport companies in a unified mode. It includes unified tariff, operation management from one place, and creation of a skeleton of high capacity (train) lines with transfer traffic nodes, creation of nodes on the city fringe for the change from buses to electric vehicles and release of capabilities for tangential lines. The system competes mainly with the individual car transport by its increasing comfort and extension of services. The annual performances have increased from 118 to 829 million of passengers-kilometers in the regional transport and from 344 to 396 million passengers in the city during the period 2004–2015. The relation between accessibility and rural development, particularly depopulation trends, was investigated. It was found that the frequency of connections is sufficient throughout the territory, which is one of main reasons inhabitants should remain in the countryside. Moreover, this frequency contributes positively to rural tourism, prevents social exclusion and stimulates progressive rural development throughout the whole territory.  相似文献

Much of the housing in China’s cities built since the opening up of housing markets in the 1990s is organized in residential clubs, with neighbourhood civic goods and services constructed by private developers, financed by residents’ fees, managed by property-management companies and governed by resident associations. This means that there are now three important types of green space in Chinese cities: public green space (open-access parks), private green space (gardens, exclusive to a private home) and club green space (greenery exclusive to fee-paying estate residents). We ask a simple but profound question: how does this three-fold green space morphology and economy influence housing prices and, by implication, locational preferences in the city? More specifically, we test the hypothesis that the privately supplied green spaces withing club-communities substitute for publicly supplied green spaces in the public realm. We find evidence in support of this hypothesis, showing for example, that unlike other kinds of green space, public district parks have no measurable use value to Shanghai home-buyers, using a hedonic valuation model. If urban planners in China understood that their cities have become ‘cities of clubs’, then they would plan open space differently and scarce public funds could be redirected to other public goods and services with measurable demand.  相似文献

While risk is a key concern in property development, it tends to be discussed by planners only relative to the effects of regulatory planning on private sector risk. Yet planning encompasses a broad range of activities that go beyond its function of regulating private sector development. Despite active approaches to land development being commonly used across different planning contexts, frameworks for analysing public sector strategies to address risk are rarely discussed. We attempt to redress this deficit by investigating the actions of public sector development actors with regard to risk across three different land development models: public land development, land development by public-private partnership, and land readjustment. Using recent Dutch experience, we conduct an institutional analysis of each land development model in order to highlight the effects of alternative governance structures on risk as a particular transaction attribute, from the perspective of public sector planning. Our findings indicate the importance of highlighting the role of public risk in alternative models of land development where there may be a tendency to adopt institutional arrangements without due regard to this, and point to possible future applications of institutional analysis at the particular, rather than the general, level.  相似文献

Urban planners are increasingly interested in agriculture around cities and have to decide whether to maintain or not areas of agricultural land use within and close to growing cities. There is therefore a need for researchers to design tools to guide public decision-making on land use. Various approaches, originating from different disciplines, may be adopted in this respect. We designed an interdisciplinary research program in order to test two related concepts: the “sustainability” and the “multi-functionality” of agriculture. We show that these concepts provide a useful framework for obtaining appropriate knowledge about urban agriculture, which urban planners could apply in real situations. In close collaboration with urban planners, we applied an interdisciplinary research methodology, based on common farm surveys and territorial approaches, to the Antananarivo area (Madagascar). The main functions analyzed were the food production and environmental roles of urban agriculture. Two aspects of sustainability were assessed: the farm sustainability and the territorial sustainability, with expert scores. This approach identified a wide diversity of farming systems that performed differently, depending on their intra- or suburban location. The food supply function appeared to be important not only for fresh produce but also for rice consumption. The function of protection against flooding is now important and this importance will increase with climate change. A diagnosis of sustainability was made and discussed with urban planners: several farming systems and zones were identified in which agriculture was considered important as a means of maintaining or developing the food supply, employment and incomes, and even landscape or environmental quality. We also identified other areas in which poor production conditions and/or the negative effects of urbanization on agriculture jeopardized its sustainability. This methodology appeared to be useful for determining the most appropriate role of urban agriculture in the land-use planning of this city. Our study raises new questions on the subject and should lead to more focused research programmes. We discuss several points of interest and the limitations and possible extension of this method.  相似文献

Public and private programs have preserved an estimated 730,000 ha of agricultural land in the United States by acquiring agricultural conservation easements (ACEs) that retire a property's development rights. ACEs could be a potent tool for smart growth if strategically targeted. This paper attempts to quantify measures of strategic targeting of ACEs as guidance for planners. Evaluating the placement of 157 ACEs in the San Francisco Bay Area of California produced mixed results. Preservation and development of agricultural land were both consistent with general plans. In contrast, we found little evidence of ACEs being used on a regional scale either to reinforce urban growth boundaries or to coalesce with other open space to form large contiguous blocks of protected areas. We used the TOPSIS method (Technique for Order Preference by Similarity to Ideal Solution) to identify the most strategic agricultural lands, which are quite different from where easements have been established through 2002. We encourage planners to consider strategic targeting of ACEs as a politically acceptable mechanism to complement traditional planning tools to minimize low density sprawl.  相似文献

Various land-use configurations are known to have wide-ranging effects on the dynamics of and within other city components including the transportation system. In this work, we particularly focus on the complex relationship between land-use and transport offering an innovative approach to the problem by using land-use features at two differing levels of granularity (the more general land-use sector types and the more granular amenity structures) to evaluate their impact on public transit ridership in both time and space. To quantify the interdependencies, we explored three machine learning models and demonstrate that the decision tree model performs best in terms of overall performance—good predictive accuracy, generality, computational efficiency, and “interpretability”. Results also reveal that amenity-related features are better predictors than the more general ones, which suggests that high-resolution geo-information can provide more insights into the dependence of transit ridership on land-use. We then demonstrate how the developed framework can be applied to urban planning for transit-oriented development by exploring practicable scenarios based on Singapore's urban plan toward 2030, which includes the development of “regional centers” (RCs) across the city-state. Results show an initial increase in transit ridership as the amount of amenities is increased. This trend, on the other hand, eventually reverses (particularly during peak hours) with continued strategic increase in amenities; a tipping point at 55% increase is identified where ridership begins to decline and at 110%, the predicted ridership begins to fall below current levels. Our in-silico experiments support one of the medium-term land-use transport goals of stakeholders—to alleviate future strains in the transportation system of Singapore through the development of RCs. The model put forward can serve as a good foundation in building decision-support tools that can assist planners in better strategizing and planning land-use configurations, in particular the amenity resource distribution, to influence and shape public transportation demand.  相似文献

Public and stakeholder participation in environmental planning is often assumed to enhance effectiveness through improving the environmental quality of decisions and enhancing implementation. We draw on the literature on participatory environmental governance in order to derive key participation-related factors that are hypothesized to impact on decision quality and implementation. We then outline four cases of decision-making processes in local environmental planning in Germany, representing a variety of forms of public participation, and what we suggest can be seen as four different pathways to ‘success’ in participatory planning. The case studies, recounted on the basis of stakeholder interviews and secondary research, are subjected to a cross-case analysis in order to examine the influence of participation in each case. We consider how key participation-related factors played out across the cases, and assess both decision quality and implementation against counterfactual non-participatory, or less-participatory, scenarios. In moving beyond accounts of ‘what happened’, and considering how participation changed the order of things relative to ‘what would have happened’ under different scenarios, the research highlights how very different pathways may lead to ‘success’ in participatory environmental planning from the viewpoint of process organizers and planners sympathetic to environmental issues. We conclude that, given the significance of context and surprises, planners and process organizers must be open to different pathways to the successful conclusion of participatory planning processes.  相似文献

The intensification of greenhouse horticulture is a notable trend in many regions around the world. This intensification causes the grouping of large-scale greenhouses on a single site, into so-called ‘greenhouse clusters’. The main incentive for clustering is the reduction of production costs by sharing infrastructure such as energy, water and gas facilities. Despite these advantages, the public remains sceptic towards greenhouse clusters and resistance in Flanders is frequent and often fierce. The objective of this research is to obtain insight into the reasons, underlying motives and processes that steer this resistance as they are perceived by the agricultural sector. A grounded theory approach resulted in a comprehensive scheme that visualizes the public resistance towards greenhouse clusters as perceived by stakeholders in the agricultural sector, and as such the scheme includes factors that are probably also seen as key factors for the resistance among the stakeholders. Our research shows that the protest actions are complex and cannot be attributed to a single concept such as the NIMBY-concept that is still often put forward by politicians, planners and investors.  相似文献

Forest certification has been so far described as a non-state, market-driven form of private governance developed by non-state actors. However, bureaucracies can influence the effects of these programs in many ways, using their competencies to either enhance or restrict non-state certification schemes. The objective of our work is to analyze the role state agencies played in the forest certification standard development processes in Argentina, including the related coalition building strategies. Our hypotheses are that forest certification is not an activity among merely private actors, but that state agencies do play a small but necessary role in creating favorable frame conditions, and in standard formulation and scheme establishment. Coalitions built around production-oriented state agencies and strong political sectors have a stronger influence in the formulation of standards of forest certification schemes than coalitions between conservation-oriented bureaucracies and environmental NGOs. In order to understand the process of standard formulation for FSC and PEFC in Argentina, data on the different schemes were collected from public statements from stakeholder organizations, written summaries of debates of schemes from both public meetings and meetings by the groups writing the standards, and statements from the agencies in charge of writing the standards. The results show that in Argentina, FSC was temporarily useful to the forestry sector and landowners as a quick solution and hence was supported even by utilitarian state agencies. In light of an evolving operational PEFC scheme four years later, this support by state agencies was dropped and shifted towards the more landowner-friendly PEFC. After this dynamic in the coalition building process, FSC was on a decline in Argentina.  相似文献

Free-access recreation on private forest property is gaining in importance with the increasing social demand for forest-based recreation. The amended French Forest Law of 2001 provides for schemes with a voluntary contract, in terms of which private forest owners are paid to maintain an open-access forest for nature-based recreational activities, which are largely public goods. The main objective of this paper is to analyze private forest landowners’ commitment to free-access recreation services on their properties. We develop a framework to estimate their willingness-to-accept (WTA) values as a measure of the financial compensation that they expect in exchange of reduced forest amenity values due to a public recreation use management plan. Since forest holdings are permanently exposed to several types of risk, the willingness-to-accept measure is defined within a subjective expected utility modeling approach. Our empirical analysis draws on data from a contingent valuation design carried out in 2006 in the Landes district in France. The empirical distribution of the subjective probability of fire risk is deduced from the forest owners’ perception of fire risks due to free recreation use. We then introduce our measurements of the fire risk as explanatory variables of the forest owners’ financial compensation requirements.  相似文献

In this paper, the price dynamics of a rice market are examined using dynamic programming techniques. The model is parameterised to the case of Bangladesh and thus represents the situation of a very poor country which has characteristically high price elasticity (due to income effects) and high storage and interest costs. The incentives for private sector storage and its impact on price stability are examined. Various options for public intervention in the storage sector are also explored, including price ceiling schemes and subsidisation of storage costs. Results show that interventions that remove private disincentives (such as storage subsidies) are much cheaper than direct intervention by government, but the impact on the probability distribution of prices is quite different. The effect of trade on the probability distribution of prices is also examined.  相似文献

A previous study developed a framework for choosing among groups of policy mechanisms for encouraging environmentally beneficial land-use change. The framework highlights that these choices should depend on the relative levels of private (or internal) net benefits, and public (or external) net benefits. Incentive-based mechanisms (polluter-pays and/or beneficiary-pays) and extension need to be targeted carefully to appropriate projects—where private net benefits are close to zero, and/or public net benefits are more extremely positive or negative. This article focuses on policy mechanisms that alter the net benefits of changing land management, including R&D to develop new technologies, and training to improve the skill of landholders at using existing technologies. These policy options are now treated more comprehensively within the public benefits: private benefits framework. Benefits of technology-change projects can include reductions in the opportunity cost of compliance with environmental programs, increases in the public benefits of a particular type of land-use change, or improvements in private net benefits, resulting in public benefits through greater or more rapid adoption by private landholders. From an environmental management perspective, technology development is most relevant where public net benefits of land use change are positive and private net benefits are negative, but not highly negative. There is a set of projects for which technology change is the only viable alternative to no action, highlighting the importance of technology change in these cases.  相似文献

Planners are increasingly adopting market-oriented compensation instruments. This is not only the result of a shift from government to governance, but also because governments are increasingly required to compensate private citizens for losses incurred due to planning regulations. Market-oriented compensation instruments have a broad scope as they also enable non-financial compensation opportunities. Non-financial compensation schemes normally use – not necessarily transferable – rights to compensate for a loss in economic value. Countries that adopt such instruments – such as The Netherlands, the US and Spain – often not only use them for compensation, but also to recoup some of the windfall profits that are then used for the improvement of urban and regional areas.  相似文献

A variety of public policies and private strategies have been implemented to stimulate farmers to implement nature conservation measures. Examples include publicly funded agri-environment schemes (AES) but also eco-labels and Alternative Food Networks; strategies that have been implemented in response to the continuous decline in species abundance and diversity due to agricultural intensification and scale enlargement. Whereas AES as a distinct governance strategy has been evaluated in detail, less is known about other strategies. In this paper, we assess the relative importance of the variety of public and private strategies aimed at enhancing species abundance and diversity in Italian olive farming through a reduction in agrochemical use. In a survey of olive farmers in the region of Tuscany, we found that although farmers are exposed to a variety of public and private strategies, personal motives to reduce agrochemical use are most important. Moreover, having a Corporate Social Responsibility plan or engaging in direct sales to consumers are the only strategies that are related to a reduction in agrochemical use. These findings suggest self-governance is a powerful strategy for enhancing species diversity and abundance in agricultural landscapes. Yet it also means contributing to nature conservation and restoration is a voluntary act. Olive farmers who do not voluntarily contribute to nature conservation by reducing agrochemicals need to be incentivized by show-casing farmers who did reduce their agrochemical use, by critical consumers or by stricter rules in AES or in generic agri-environmental legislation.  相似文献

The frequency and magnitude of extreme weather events are expected to increase due to the effects of climate change and socio-economic development. Potentially higher flood risk, hence, triggered debate about a shift in flood risk management from mainly public to increasingly private involvement. So far, public flood mitigation schemes were standard modes to deal with flood hazards in many countries, including Austria. With high implementation and maintenance costs as well as substantial losses remaining, alternative management approaches have increasingly been discussed. This paper analyses the debate on shifting responsibilities in flood risk management from public to private actors and whether or not the current governance arrangement would accommodate this shift in the public-private divide. Based on qualitative research, we explicitly analyse this potential shift from an institutional perspective and not from the perspective of individual homeowners, taking the case study of Dornbirn (Austria) as an example. The results show that, firstly, the current governance arrangement hardly encourages property-level flood risk adaptation measures. Secondly, several factors stabilise the current governance arrangement and prevent a shift in the public-private divide. Although the need for an increased sense of responsibility among private actors seems to be evident among interviewees, strong historical narratives and adaptive expectations lead to a society seeing public authorities to be responsible for flood risk management and trust their expertise as well as the technical flood infrastructure. However, such areas of expertise and law are fragmented and therefore impede a redistribution or enforcement of responsibilities. Furthermore, fixed costs delay a shift in the public-private divide as the traditional engineering approach (i.e. structural measures) is predominant with high investments in the current system but limited investment in risk communication to raise awareness. Yet, a shift towards sharing responsibility might contribute to flood risk management for risks to remain manageable.  相似文献

This article examines the experience of seven countries in East and Southern Africa with contract farming and outgrower schemes. In such schemes, farmers sell their crops under contract to private or public enterprises for processing or export in return for various price guarantees, inputs and services. The article identifies some of the key determinants of success or failure, evaluates performance and examines the constraints to replication. In most cases, performance in delivering services and providing income increases to farmers has been quite good, although high management costs limit the extent to which this form of organisation could be more widely applied. Looser control, relying more on price incentives and farmer participation, might lower overhead costs while developing management capability among growers.  相似文献

The construction of new high-speed rail (HSR) lines, in a climate of financial instability since the onset of the global crisis of 2007–2008, has reopened the debate among the scientific community. Support for the new projects is facing serious concerns over the extremely elevated costs of high-speed and the ability of today's governments to fund or co-fund these systems. This is the main reason the assessment of methodologies to prioritise the construction of new high-speed rail (HSR) corridors has recently become an important issue for transport planners in countries like the U.S. where HSR does not exist.The literature on ranking tools for prioritising HSR corridors is practically non-existent, even in Europe. In 2009, a new ranking methodology was developed and applied to 30,000 city pairs in the U.S. to determine their suitability for high-speed rail investment. As none of these lines has been constructed and none of them are in operation, this methodology has not been validated. The main objective of this paper is to analyse, validate and improve this ranking tool using data from a current HSR network: the Spanish one. Results show the consistency of the model as a preliminary approach to ranking pairs, mainly for the top first O–D relations; however the model fails to discriminate clearly between secondary groups of corridors. These deficiencies are chiefly due to the type of variables used by the model which ultimately, after improved, would provide policymakers with a useful tool when planning the construction of a new HSR network.  相似文献
