Long-term efficiency of public service provision in a context of budget restrictions. An application to the education sector

This paper proposes an extension of the non-parametric long-term evaluation of efficiency, the conditional panel data DEA model, which takes into account the panel structure of the data and, at the same time, incorporates the role of contextual factors in the estimations. Its application to the education sector for the period analyzed (2009–2014) shows the utility of this method, since it obtains more representative efficiency scores for the complete time-period, is more robust to external shocks, and allows improvements to the decision-making process in the allocation of the budget available for the public education sector. The results are clear and present an evolution towards the convergence of the efficiency scores, precisely in a time period when hard budget constraints severely reduced the resources available for public schools.     

少数民族地区镇域经济发展的思路初探——以镇安县茅坪镇为例

镇域经济是县域经济的重要组成部分,发展壮大镇域经济能够推动农村工业化和城镇化建设。文章通过实地调研分析了少数民族地区茅坪镇镇域经济发展的优势和劣势,提出了优化林果结构和搞好生态环境建设、做大做强畜牧产业、加大人力资源开发力度和大力发展民族文化产业的建议,使茅坪镇域经济快速发展。     

Efficiency in the provision of university teaching and research: An empirical analysis of UK universities

A flexible three-output, two-input cost function model is used to examine the cost efficiency of UK universities as producers of teaching and research ‘outputs’. Unlike previous studies, a comprehensive peer review of research quality is incorporated. Overall, product-specific and input-specific economies of scale, global and product-specific economies of scope, marginal costs and cost complementarities are estimated. Overall and product-specific scale results indicate considerable increasing returns, while the scope results generally suggest neither economies nor diseconomies. Sensitivity analysis is used to simulate the impact of current government policy, regarding the expansion of undergraduate teaching output, on these results.     

陕南避灾扶贫移民生存现状的满意度研究——以镇安县云盖寺镇移民安置点为例

在对陕南商洛市镇安县云盖寺镇的一个移民安置点进行实地调研的基础上,了解该安置点内避灾扶贫移民的迁移原因,生存现状,以及移民对于迁移后生存状况的满意度。该安置点内的移民在搬迁前大多居住在秦岭山区,受到自然灾害的威胁,在进行迁移后,移民的生活状况得到了改善,移民对于迁移后的生活基本感到比较满意,但仍存在一些导致移民不满的问题。通过分析移民对于生存现状满意与否的条件,为陕南避灾扶贫移民工作的进一步开展提供建议。     

第三产业的发展与县域经济的关系初探——以安塞县为例

本文通过对安塞县近几年来第三产业的发展状况与当地经济发展的关系分析,可以表明随着延长石油集团公司石油机械装备制造项目、中油香港华油天然气公司LNG液化天然气项目、陕西大秦生物制药等项目引进,促进了第三产业的发展、社会消费品零售额增加、城镇化水平的提高,农民收入的增加,进而导致本县的经济结构成分、发展模式、结构类型都生了相应的改变,最终促使整个县域经济的发展。

Although the state-space, unobserved component approach to forecasting has many advantages, it must be applied carefully in practice and should not be used in an uncritical, ‘black box’ fashion. In particular, such an approach to the modelling and forecasting of Spanish tourism data is inappropriate and leads to misleading conclusions, particularly in relation to the uncritical selection and use of explanatory regression variables.     

过程视角下高校实验教学质量调查研究——以N大学为例

实验教学质量高低直接影响高校人才培养的质量及层次,科学的实验教学管理模式有利于提高实验教学质量。从实验教学过程的视角,以N大学812名学生和92名教师为调查对象,就实验教学准备、实施、考核与评价三个过程的教学质量状况进行问卷调查的结果显示,师生对实验教学过程质量的总体评价较高,但对实验设备配置、实验室开放程度、实验项目数量与层次、实验教学考核等过程因素评价指标较低,故高校需进一步加强实验教学过程的质量控制,不断提高实验教学管理水平。     

翻转模式效果实证研究——以“C语言程序设计”为例

将翻转模式与同一课程的三个各具特色的模块相结合,分别采用了翻转模式、传统方式、混合模式。根据每位学生三个模块的成绩作为因变量,利用SPSS的多配对样本非参数检验方法对翻转模式效果进行了分析、评价,为高校在翻转模式的效果评价提供了一种新的探索方法。     

Clarifying the Boundaries of Sexual Harassment and Employer Liability: Judicial Application of Harris v. Forklift Systems, Inc.

Many had anticipated that Harris v. Forklift Systems, Inc., the first significant Supreme Court ruling on sexual harassment since 1986, would clarify the boundary between merely offensive conduct and unlawful conduct, and would offer greater guidance on when an employer is liable for the creation of an abusive (or hostile) work environment. However, the Harris court handed down only a short, narrow decision that left these areas largely unresolved, and, accordingly, it was widely criticized for circumventing contentious issues and for perpetuating the vague framework under which abusive work environment claims are now analyzed. This article examines a representative cross-section of federal and state decisions that have interpreted and applied Harris to evaluate whether courts have achieved any consensus on what constitutes an abusive work environment and on when an employer is liable for this type of sexual harassment.     

Confucianism,socialism, and capitalism: A comparison of cultural ideologies and implied managerial philosophies and practices in the P. R. China

This article posits that management theories and practices in the P. R. China have been influenced by three cultural forces: Confucianism, socialism, and capitalism. It explores the impact of the three ideological systems, cultural values, and beliefs on managerial philosophies and practices. It is suggested that contemporary organizational behavior and management practice in the P. R. China tend to reflect ideologies of three cultural forces.
