This paper constructs a stylized model of election between two opportunistic candidates who can influence equilibrium policy platforms in exchange for monetary contributions provided by two distinct lobby groups. Two key features are embedded which give rise to a dual uncertainty in the model: the existence of partisan spread across voter groups as well as the embezzlement of campaign funds received by the electoral candidates from the interest groups. We derive and compare the equilibrium platforms of the two office-seeking candidates in three scenarios: none of the above uncertainties exist (benchmark case), only uncertainty about voters’ preferences exist (swing-voter case), and both the uncertainties exist (swing voters and lobby groups case). We find that an opportunistic candidate’s swing-voter tax platform is always lower than the benchmark tax platform. Additionally, the equilibrium tax choice of electoral contenders in the swing voters and opposing lobby groups case is found to be greater than the tax level chosen under the swing-voter case if the lobby group advocating a greater level of tax is sufficiently well-organized such that it outweighs the relative swing-voter effect in that group. Furthermore, we find that when an electoral candidate transitions from being highly corrupt to becoming relatively more honest, the equilibrium level of public good provision adjusts in conformity with the well-organized group’s economic preferences. Finally, if the strength of relative lobbying effect is weaker, a lower partisan bias within that group induces an electoral candidate to choose a tax platform closer to that group’s policy bliss point.  相似文献

We study the formation of advocacy groups and how they can impact policy outcomes by revealing information about voters׳ preferences to uninformed political candidates. We conduct a laboratory experiment based on a two-candidate spatial electoral competition setting where the policy preferences of voters are (initially) unknown and change over time. In the control treatment candidates learn about the preferred policy of the median voter through the voting outcome of elections. In the advocacy treatments, voters can organize themselves into advocacy groups in order to reveal their policy preferences. We find that voters often overcome the collective action problem of forming an advocacy group. In fact, we observe the formation of both informative advocacy groups, which convey new information, and uninformative advocacy groups, which do not. Overall, advocacy groups significantly speed up the convergence to the preferred policy of the median voter. However, advocacy does not lead to higher earnings as the gains from faster convergence are offset by the costs of group formation.  相似文献

What explains the wide variation across countries in the use of vote buying and policy promises during election campaigns? We address this question, and account for a number of stylized facts and apparent anomalies regarding vote buying, using a model in which parties cannot fully commit to campaign promises. We find that high vote buying is associated with frequent reneging on campaign promises, strong electoral competition, and high policy rents. Frequent reneging and low party competence reduce campaign promises. If vote buying can be financed out of public resources, incumbents buy more votes and enjoy an electoral advantage, but they also promise more public goods. Vote buying has distributional consequences: voters targeted with vote buying pre-election may receive no government benefits post-election. The results point to obstacles to the democratic transition from clientelist to programmatic forms of electoral competition: parties may not benefit electorally from institutions that increase commitment.  相似文献

This paper examines competition in the standard one-dimensional Downsian model of two-candidate elections, but where one candidate (A) enjoys an advantage over the other candidate (D). Voters' preferences are Euclidean, but any voter will vote for candidate A over candidate D unless D is closer to her ideal point by some fixed distance δ. The location of the median voter's ideal point is uncertain, and its distribution is commonly known by both candidates. The candidates simultaneously choose locations to maximize the probability of victory. Pure strategy equilibria often fail to exist in this model, except under special conditions about δ and the distribution of the median ideal point. We solve for the essentially unique symmetric mixed equilibrium with no-gaps, show that candidate A adopts more moderate policies than candidate D, and obtain some comparative statics results about the probability of victory and the expected distance between the two candidates' policies. This paper formulates and analyzes a general model of elections in which candidates receive private signals about voters' preferences prior to committing to political platforms. We fully characterize the unique pure-strategy equilibrium: After receiving her signal, each candidate locates at the median of the distribution of the median voter's location, conditional on the other candidate receiving the same signal. Sufficient conditions for the existence of pure strategy equilibrium are provided. Though the electoral game exhibits discontinuous payoffs for the candidates, we prove that mixed strategy equilibria exist generally, that equilibrium expected payoffs are continuous in the parameters of the model, and that mixed strategy equilibria are upper hemicontinuous. This allows us to study the robustness of the median voter theorem to private information: Pure strategy equilibria may fail to exist in models “close” to the Downsian model, but mixed strategy equilibria must, and they will be “close” to the Downsian equilibrium.  相似文献

This paper investigates the role of campaign advertising and the opportunity of legal restrictions on it. An electoral race is modelled as a signalling game with three classes of players: many voters, two candidates, and one interest group. The group has non–verifiable insider information on the candidates' quality and, on the basis of this information, offers a contribution to each candidate in exchange for a favourable policy position. Candidates spend the contributions they receive on non–directly informative advertising. This paper shows that: (1) a separating equilibrium exists in which the group contributes to a candidate only if the insider information about that candidate is positive; (2) although voters are fully rational, a ban on campaign advertising can be welfare–improving; and (3) split contributions may arise in equilibrium (and, if they arise too often, they are detrimental to voters).  相似文献

We study a variant of the multi-candidate Hotelling–Downs model that recognizes that politicians, even after declaring candidacy, have the option of withdrawing from the electoral contest before the election date and saving the cost of continuing campaign. We find that this natural variant significantly alters equilibrium predictions. We give conditions for the existence of an equilibrium for an arbitrary finite number of candidates and an arbitrary distribution of single-peaked preferences of voters. We also provide a partial characterization of the equilibrium outcomes that addresses whether policy convergence can be a feature of equilibrium outcomes when more than two candidates enter the electoral contest.  相似文献

We consider a model of two-candidate elections with a one-dimensional policy space. Spending on campaign advertisements can directly influence voters’ preferences, and contributors give the money for campaign spending in exchange for promised services if the candidate wins. We find that the winner of the election depends crucially on the contributors’ beliefs about who is likely to win and the contribution market tends toward nonsymmetric equilibria in which one of the two candidates has no chance of winning. If the voters are only weakly influenced by advertising or if permissible campaign spending is small, then the candidates choose policies close to the median voter’s ideal point, but the contributors still determine the winner. Uncertainty about the Condorcet winning point (or its nonexistence) can change these results and generate equilibria in which both candidates have substantial probabilities of winning.  相似文献

I introduce a model of representative democracy with strategic parties, strategic candidates, strategic voters and multiple districts. If policy preferences are similar across districts and not too concentrated within districts, then the number of effective parties is larger under proportional representation (PR) than under plurality, and both electoral systems determine the median voter's preferred policy. However, for more asymmetric distributions of preferences the Duvergerian predictions can be reversed , and the policy outcome with PR is more moderate than the one with plurality. Sincere voting induces more party formation, and strategic voting can be observed more often under PR.  相似文献

This paper analyzes the political economy of income redistribution when voters are concerned about fairness in tax compliance. We consider a two‐stage model where there is a two‐party competition over the tax rate and over the intensity of the tax enforcement policy in the first stage, and voters decide about their level of tax compliance in the second stage. We find that if the concern about fairness in tax compliance is high enough, a liberal middle‐income majority of voters may block any income redistribution policy. Alternatively, we find an equilibrium in which the preferences of the median voter are ignored in favor of a coalition formed by a group of relatively poor voters and the richest voters. In this equilibrium income redistribution prevails with no tax enforcement.  相似文献

This paper investigates the incentives for candidates to make informative campaign speeches concerning their policy intentions. Electoral competition is modeled as a game of communication in which candidates’policy preferences are private information and they compete by making pre-electoral policy announcements. An equilibrium is shown to exist in which candidates reveal their true policy intentions. We find that campaign messages are more likely to be informative, the less powerful is the elected office, the more attractive are candidates’opportunities outside of office, and the more uniform are candidates’prior beliefs as to the median voter's preferred policy.  相似文献

We investigate the incentives faced by poll respondents when candidates use polling data to inform their selection of policy platforms. Focusing on models with a unidimensional policy space, single peaked preferences and two office-seeking candidates observing a summary statistic from polls that ask respondents their preferences, we find that for most environments honest poll response cannot occur in a perfect Bayesian equilibrium. However, simple partially-revealing equilibria exist when the poll only asks respondents which party or candidate they prefer. When the candidates learn the sample average or see all the data, there are partially revealing equilibria that mimic those of the binary message game. Interpretation of polling data requires knowledge of the equilibrium played as the meanings of poll responses are endogenously determined. The analysis suggests that naive use of polling data may be misleading.  相似文献

We analyze how information about candidate quality affects the choice of electoral platforms made by an office-motivated political challenger. The incumbent is of known quality and located at the ideal policy of the voter. The voter cares for both policy and the candidates' quality and can learn about the challenger's quality by buying information. A high-quality challenger then has an incentive to signal her quality by choosing a policy that induces the voter to buy information. We first study the benchmark case in which the information is supplied exogenously, and its quality is independent of the challenger's platform; this yields multiple equilibria and indeterminacy of equilibrium platforms. By contrast, when the information is supplied by a profit-maximizing media outlet, its quality depends on the challenger's platform and we obtain a unique equilibrium platform. In particular, when the incumbent's quality is relatively low, the media coverage rises and the challenger's platform diverges further from the voter's ideal policy as the voter's preference for quality increases.  相似文献

In this expository note, we extend the model of Harrington and Hess (1996) by incorporating valence advertising. There is a two‐candidate electoral contest. Candidates inherit a certain position indicating their ideological platform in an unidimensional policy space. They also inherit a certain valence index which is a comprehensive term for personal traits that are desirable to all voters such as integrity. The candidates can subsequently influence these using negative advertising with regard to both ideological and valence factors. We find that when the available resources are sufficiently small and certain reasonable assumptions are fulfilled, the candidate with the higher initial valence index will run a relatively personal campaign while the candidate with the lower initial valence index will run an ideological campaign.  相似文献

The quality of political candidates often depends on the current state of the world, for example because their personal characteristics are more valuable in some situations than in others. We explore the implications of state‐dependent candidate quality in a model of electoral competition where voters are uncertain about the state. Candidates are fully informed and completely office‐motivated. With a reasonable restriction on voters' beliefs, an equilibrium where candidates' positions reveal the true state does not exist. Nonrevealing equilibria always exist. Some main findings are that candidates' positions can diverge more in equilibrium when they differ more in state‐dependent quality and when the electorate is less well informed.  相似文献

This paper analyzes a simple spatial voting model that includes lobbyists who are able to buy votes on bills to change the status quo. The key results are: (i) if lobbyists can discriminate across legislators when buying votes, then they will pay the largest bribes to legislators who are slightly opposed to the proposed change, rather than to legislators who strongly support or strongly oppose the change; (ii) equilibrium policies exist, and with quadratic preferences these equilibria always lie between the average of the lobbyists' ideal points and the median of the legislators' ideal points; and (iii) “moderate” lobbyists, whose positions on a policy issue are close to the median of the legislators' ideal points, will prefer the issue to be salient, while more extreme lobbyists will generally prefer the issue to be obscure.  相似文献

Are politicians motivated by policy outcomes or by the perks of office? To shed light on this important question, I develop a simple model of two candidate electoral competitions in which candidates may be either office or policy motivated . In a second departure from standard formulations, the model incorporates both campaign and post-election behaviour of candidates. In this environment, I find that office-motivated candidates are favoured in electoral competition but that their advantage is limited by the electoral mechanism itself and policy-motivated candidates win a significant fraction of elections. More importantly, I show that the competitive interaction among candidates of different motivations affects the incentives of all candidates—both office and policy motivated—and that this competition affects policy outcomes. I also extend the model to explore the decision of citizens to enter politics and show that in all equilibria policy-motivated citizens compose a majority of the candidate pool.  相似文献

The finite horizon version of D. P. Baron and J. Ferejohn's [1989, Amer. Polit. Sci. Rev.83, 1181-1206] legislative bargaining model is investigated. With three or more periods, a continuum of divisions is supportable as subgame perfect equilib- ria. There exist equilibria where coalitions larger than a minimal winning coalition receive strictly positive shares. With sufficiently patient players and a sufficiently long horizon, any interior distribution is supportable as an equilibrium. In contrast, a generic uniqueness result applies when introducing heterogenous time preferences. The unique backwards induction equilibrium in the perturbed game is nonstationary, and neither the original (symmetric) nor the perturbed game provides guidance for equilibrium selection in the infinite game. A model of two-candidate electoral competition is developed in which voters are uncertain about the policy either candidate would implement if elected. Candidates simultaneously announce policy positions, from which voters attempt to infer the true positions the candidates would adopt. Announcing a position different from the true position is costly to the winning candidate, with these costs increasing as the difference between the true policy and the announced policy increases. A refinement of the sequential equilibrium concept is used to describe the behavior of candidates and voters.  相似文献
