中小企业合作中的利益分配问题会直接影响到整个合作的效果。本文在分析了利益分配不当给中小企业合作带来的主要风险的基础上，针对中小企业合作利益分配的基本原则，提出了在协商的条件下综合考虑风险、投入与收益的利益分配方法。

在“一带一路”倡议不断推进和金融合作不断深化的大背景下，基于互联网的丝绸之路经济带金融合作的复杂机制引起的风险交叉传导、新兴技术带来的不可预期的风险事件和监管缺失造成的行业乱象等问题也进一步放大了丝路金融合作风险。在梳理金融自身风险的基础上，针对金融合作过程中存在的诸如政治环境风险、经济风险、监管合作风险、信用风险、政策法律冲突风险等进行精准性分析与识别，并从信息共享、担保互助机制、区域性金融立法、风险预警合作等视角提出化解丝路金融合作风险的针对性建议和有效性对策。

以分工合作的方式进行重要的技术创新,是新形势下企业技术创新的重要战略选择。合作技术创新的成功实现,关键在于选择恰当的合作创新形式和处理好合作各方的利益关系。本文介绍了企业合作技术创新中的技术转让、合作开发、技术联盟、创新网络、共建实体等五种模式,并对其优缺点进行了比较,提出了对这些模式选择的思路;依照合作创新风险共担、利益共享的原则,根据合作的紧密程度,分别分析了合作创新的风险,并提出了合作各方利益分配的方式方法。

银银合作业务是指银行之间的各项业务合作，业务范围覆盖资产、负债、中间业务。如何对业务涉及的风险进行正确识别、科学计量和有效管理，将是决定银银合作业务能否实现可持续健康发展的重要因素。本文基于银银合作业务风险的分类和简要分析，试对如何防范业务风险提出建议。     

信用担保公司与商业银行的担保博弈

本文运用博弈理论构建信用担保公司与商业银行的担保博弈模型,分析双方在中小企业信贷融资活动中的风险、收益分担和合作条件。研究表明,在当前情况下我国信用担保公司在上述合作博弈中处于弱势选择地位,这种情况易导致合作风险及收益分担不合理,直接影响双方合作的基础。对此,本文还提出了解决对策。

合作经营房地产项目的收益分配和风险分担是合作经营中最主要的问题，本文针对合作经营房地产项目收益随机波动特性，首次建立了合作对策的期望收益分配模型；在此基础上提出了合作经营房地产项目决策方法。

对供应链合作中业务外包管理模式进行研究,从业务外包实施过程中的组织管理、关系管理和风险管理三个方面,探讨了业务外包实施中的组织管理模式和关系管理模式,对业务外包中常见的风险因素进行了分类,并提出了相应的风险控制策略。

从企业战略的角度阐述了供应链中企业合作关系的形成,并基于合作关系的确定过程,分析了供应链中企业合作的风险形成原因,进而从合作关系确定的前后两个方面对风险进行定性分析。通过对供应链中企业合作关系的形成与合作风险的产生之间关系的分析,提出了预防事前事后风险的措施及处理既定风险损失的思路,为供应链的管理提供相应的指导。

在项目成功的视角下选择总承包联合体合作伙伴,充分发挥联合体互补性的优势、降低风险与成本。分析"任务能力"与"合作能力"指标在联合体伙伴选择中的作用,并构建联合体伙伴选择框架。提出任务、合作能力指标在总承包联合体伙伴选择中的应用,考虑不同投标压力的情境中任务、合作能力指标的平衡。最后,提出了牵头企业听过重视合作能力在联合体伙伴中的作用,做好任务、合作能力指标的匹配,并提供一个联合体伙伴选择的思路。     

基于BP神经网络的制造企业精益供应链协同风险评价研究

建立了精益供应链协同风险评价指标体系,并运用BP神经网络方法进行协同风险评价,为制造企业精益供应链协同风险的评价提供理论指导。     

基于混合激励机制的两层供应链产品开发合作博弈分析

针对供应商与制造商在产品开发合作中潜在的风险,建立了动态合作博弈模型,通过对正负激励策略的比较分析,得出两种激励策略按照一定结构混合运用能有效地发挥负激励降低合作风险、正激励增加合作收益的作用的结论。     

A Façade of Collaboration

Abstract

The study presented in this article examined the relationship between philanthropic foundations (PFs) and the government in social policy-making. The Yaniv Project, which aimed to establish collaboration between PFs and the Israeli government in the field of children and youth at risk in Israel, is analysed as a case in point. The findings reveal that the collaboration that emerged was ceremonial and symbolic. The government and the PFs perceived the collaboration more as a technical means of achieving their own goals and gaining control than as a relationship that benefits both parties. The article discusses the implications of those relationships for PFs and the government.     

Relationship risk perception and determinants of the collaboration fluency of buyer–supplier relationships in public service procurement

Public service procurement effectiveness has been emphasized as a major challenge in recent years. Well-managed partnerships between buyers and suppliers are needed in this domain to achieve collaboration fluency and improve the effectiveness of procurement. The main objective of this study is to determine which issues managerial teams must emphasize when aiming to create a solid partnership based on pre-existing collaborative relationships. The originality of this study lies in the domain approached (public service procurement in social and healthcare services), as well as the variable it attempts to explain (collaboration fluency). The study investigates two major issues: firstly, how collaboration risk perception influences communication, trust, and the governance of a collaboration and, secondly, how these factors (communication, trust, and governance) affect collaboration fluency. The study is performed via a survey regarding the collaboration of the public sector with organizations from the private and third (non-profit) sectors within public service procurement. The empirical evidence was gathered with a structured online questionnaire that was sent to organizations from the private and third sectors that provide services in the social and healthcare domain. The results indicate that in collaborative relationships in public service procurement, the higher the perceived relationship risks are, the more positive effects they will have in terms of increasing trust, communication, and the quality of collaboration management. Furthermore, communication, governance, and administration have strong influences on collaboration fluency.     

中小企业信用担保体系建设现状、问题与建议——以河北省为例

信用担保是破解中小企业融资瓶颈的重要途径本文分析了河北省中小企业信用担保体系建设的现状及存在的问题,并结合实际从建立健全法规政策、发展民营担保、建立风险补偿机制、加大税收政策扶持、搞好商业银行协作、强化行业内协作和自律、推进信息化建设、健全担保人才培养机制等方面,提出了进一步发展河北省中小企业信用担保体系的政策性建议。     

Managing Risks in Complex Projects

Dealing effectively with risks in complex projects is difficult and requires management interventions that go beyond simple analytical approaches. This is one finding of a major field study into risk management practices and business processes of 35 major product developments in 17 high‐technology companies. Almost one‐half of the contingencies that occur are not being detected before they impact project performance. Yet, the risk‐impact model presented in this article shows that risk does not affect all projects equally but depends on the effectiveness of collective managerial actions dealing with specific contingencies. The results of this study discuss why some organizations are more successful in detecting risks early in the project life cycle, and in decoupling risk factors from work processes before they impact project performance. The field data suggest that effective project risk management involves an intricately linked set of variables, related to work process, organizational environment, and people. Some of the best success scenarios point to the critical importance of recognizing and dealing with risks early in their development. This requires broad involvement and collaboration across all segments of the project team and its environment, and sophisticated methods for assessing feasibilities and usability early and frequently during the project life cycle. Specific managerial actions, organizational conditions, and work processes are suggested for fostering a project environment most conducive to effective cross‐functional communication and collaboration among all stakeholders, a condition important to early risk detection and effective risk management in complex project situations.     

Does Adaptive Capacity Influence Service Delivery? Evidence from Swedish Emergency Management Collaborations

Abstract

The relationship between adaptive capacity and collaborative performance is a central issue within public management research but has rarely been subjected to systematic empirical testing. Using survey data on emergency preparedness collaborations in Swedish municipalities (N = 263), this article investigates the relationship between three adaptive capacity variables – diversity, interaction, and learning – and outcomes in terms of goal attainment, risk analysis, and public satisfaction with rescue services. The findings suggest a positive relationship between the number of collaboration partners and goal attainment, while learning and accessibility of collaboration venues were unassociated with service delivery variables.

通过对小农户二级供应链结构分析,基于有效粮食供应链的结构,提出了小农户进入有效粮食供应链的结合点是作为超市的生产基地、作为特色粮食经营公司的租赁生产者、集结进入大型生产商、协作形成合作社或协会,或通过加入有效电子商务网络平台直接与加工商交易,从而节省交易成本,增强与加工商和批发商之间集成的结构稳定性,小农户遵循有效粮食供应链的集成协作原则是信息共享、风险共担和利益共享,并按不同结合点各有侧重地落实到操作协议上。     

国外供应链风险管理研究进展与未来展望

全球化背景下供应链风险日益增加,使得供应链变得愈加脆弱。为了保证供应链正常运营和实现供应链管理目标,必须采取有效的策略来预防、规避、响应风险。因而吸引了众多研究人员和管理者分别从不同角度对它进行了大量研究。作者对近10年来的相关文献进行了梳理．并从研究方法、研究内容和研究对象的角度进行了分析。在此基础上,归纳总结了现有研究的不足．并以系统观和风险协同为切入点指出未来可能的研究方向。

从系统论、协同论的角度出发,结合区域物流活动的特点,探讨了区域物流系统的内涵和基本特征,重点针对区域物流系统的协调性要求,提出了构建区域物流系统协调机制的地方政策建议和机制框架,即合作协调机制、同步协调机制、要素协调机制和互补协调机制。
