Several countries have introduced taxes on fossil fuels with the aim of reducing atmospheric emissions, partly because of local environmental goals (SO2, NOx) and partly to participate in a global effort to reduce emissions of greenhouse gases. Many macroeconomic studies, based on both global and national models, have been made of how emissions can be reduced with the help of taxes and the consequent reduction in GDP following the introduction of such taxes. Norway has had a CO2 tax for five years, thereby providing a unique opportunity to evaluate the effects of this tax on emissions. The paper provides a counterfactual analysis of energy consumption and emissions if no CO2 taxes had been introduced, compared with the actual situation in which such taxes exist. The effect of a CO2 tax on oil consumption, and thus CO2 emissions is studied on the basis of partial economic models for various sectors of the Norwegian economy. The study indicates that the CO2 tax has had an impact on CO2 emissions in Norway.  相似文献

We use a global energy market (GEM) model to show that natural gas has the potential to help stabilize global carbon emissions in a span of about 50–100 years and pave the way towards low and zero carbon energy.The GEM provides a close fit of the global energy mix between 1850 and 2005. It also matches historical carbon and CO2 emissions generated by the combustion of fossil fuels. The model is used then to forecast the future energy mix, as well as the carbon and CO2 emissions, up to the year 2150.Historical data show relative decarbonization and an increase in the amount of hydrogen burned as a percent of fossil fuel use between 1850 and 1970. The GEM indicates that with a larger contribution of natural gas to the future energy market, the burned hydrogen percentage will increase. This decarbonization will help to advance economic and environmental sustainability.  相似文献

One approach to the economic analysis of global warming seeks to balance the costs of damage from or adaptation to it with the costs of mitigating it. The costs of adaptation and damage have been estimated using techniques of environmental evaluation, but are subject to a wide margin of uncertainty. The costs of mitigation, principally by reducing the emissions of CO2, have been estimated using different kinds of economic models, some of the results of which have suggested that very little abatement of carbon emissions is justified before the costs of abatement exceed the benefits of it in terms of foregone damage and adaptation costs. The paper analyses the extent to which this conclusion is a function of the modelling assumptions and techniques used, rather than likely practical outcomes, with regard to the models' treatment of unemployed resources, revenue recycling, prior distortions in the economy due to the tax system and possible dynamic effects from the introduction of a carbon-energy tax. It concludes that, with different and arguably more appropriate treatment of the above issues, especially when the secondary benefits of reducing CO2 emissions are also taken into account, it is not clear that even substantial reductions in the use of fossil fuels will incur net costs, especially if there is the prospect of even moderate costs from global warming.  相似文献

Frequently cited empirical analyses ask whether we should make the transition from reliance on fossil fuels to reduce greenhouse gas emissions, and conclude that the transition is too costly so we should, instead, focus policy on how to adapt to global warming. This paper makes two improvements in the analysis. First, this empirical analysis accounts for existing low-cost alternatives that are substitutes for fossil fuels. Second, this empirical analysis incorporates existing estimates of externalities from fossil fuels. These two basic improvements in the analysis alter the conclusion; policy should focus on how rapidly and extensively to make the transition from reliance on fossil fuels to the alternatives. The corollary is that we should focus on the efficacy and cost of policy options that are designed to accomplish the transition.  相似文献

This article decomposes the growth in US CO2 emissions by state. Using the Logarithmic Mean Divisia Index (LMDI) method, we account for CO2 emissions change in each state between 1990 and 2004. The change is decomposed into five effects: (a) emissions per unit of fossil fuel; (b) share of fossil fuel in total energy consumption; (c) energy intensity; (d) gross state product per capita and (e) population. Results show that for the past 15 years gains in the efficiency of energy use in the economy, the lowering share of fossil fuels in total energy consumption and lowering of emissions intensity of fuels all contributed to offsetting the effect of Gross Domestic Product (GDP) per capita and the population growth in carbon emission across the US.  相似文献

The 2015 UN Paris Agreement reinforced and declared compatible the two goals of avoiding dire climate change and maintaining global economic growth, and it specified that technological innovation is ‘critical’ to this joint achievement. Unfortunately, any confidence that near-term global economic growth is consistent with a stabilized climate is severely undermined by empirical evidence. Despite the rapid increase of alternative energies in recent decades, global GDP growth continues to require burning greater quantities of climate-destabilizing fossil fuels. The dim outlook for sufficiently reducing CO2 while maintaining economic growth is underscored by global data and Germany specific data on the decoupling of GDP from CO2. This paper summarizes pertinent climate science, substantiates the dependence of economic growth on fossil fuels, and uses the Kaya identity to demonstrate the unfavorable prospects for reducing CO2 while maintaining GDP growth.  相似文献

The concept of net national emissions suggests that accumulation of carbon in forestry should be taken into account when countries buy CO2 permits or pay CO2 taxes. The paper analyses the question of the correct tax/subsidy programme for giving proper incentives to forest owners and utilizers of wood. The analysis uses a dynamic general equilibrium model with productive capital and the stock of forests as state variables. It turns out that in a decentralized economy forest owners should be subsidized and CO2 emissions should be taxed independently of whether they originates from wood or fossil fuels.  相似文献

ABSTRACT

The implications of national or regional energy policies for technical efficiency and environmental outcomes in electricity generation depend on fossil fuel input substitution. This study uses state level data to examine fossil fuel (coal and natural gas) substitution in electricity generation under increased availability of natural gas in the United States. We observe that changes in elasticities of substitution from pre-2009 to post-2009 differ across states suggesting that the effects of increased availability of inexpensive natural gas on electricity generation have been spatially heterogeneous. We rely on the observed heterogeneity to assess the effects of fossil fuel input substitution on technical efficiency and CO2 emissions. The results reveal that state level elasticity of substitution between natural gas and coal has a positive effect on technical efficiency and a negative effect on CO2 emissions. Therefore, future policy design and analyses should reflect the implications for regional elasticities of fossil fuel substitution and associated environmental outcomes.  相似文献

Although the economy of China has grown very strongly over the last few decades, this spectacular performance has come at the expense of rapid environmental deterioration. Amidst animated debate on the issue of global warming, this study attempts to explore the determinants of CO2 emissions in China using aggregate data for more than half a century. Adopting an analytical framework that combines the environmental literature with modern endogenous growth theories, the results indicate that CO2 emissions in China are negatively related to research intensity, technology transfer and the absorptive capacity of the economy to assimilate foreign technology. Our findings also indicate that more energy use, higher income and greater trade openness tend to cause more CO2 emissions.  相似文献

A cap on global warming implies a tighter carbon budget which can be enforced with a credible second-best renewable energy subsidy designed to lock up fossil fuel and curb cumulative emissions. Such a subsidy brings forward the end of the fossil fuel era but accelerates fossil fuel extraction and global warming in the short run. A weaker fossil fuel oligopoly implies that anticipation of a given global carbon budget induces fossil producers to deplete reserves more voraciously and accelerate global warming. This race to burn the last ton of carbon is more intensive for the feedback than open-loop Nash equilibrium, so that the Green Paradox effect of a renewable energy subsidy is stronger. There is an intermediate phase of limit pricing to keep renewable energy producers at bay, which becomes much more relevant when a cap on global warming is enforced. A stronger fossil fuel oligopoly lengthens the period of limit pricing and typically brings forward the carbon-free era. Finally, the mere risk of a cap on global warming being enforced at some unknown, future date makes fossil fuel extraction more voracious and accelerates global warming.  相似文献

Fossil fuel subsidies are applied in many countries for different policy reasons such as maintaining jobs in fossil fuel sectors, securing national energy supply or lowering the energy costs of selected industries to strengthen competitiveness. The current economic costs of fossil fuel subsidy policies can be substantially increased by future environmental constraints. We illustrate this point in the framework of a general equilibrium analysis for Germany where we quantify the economic costs of alternative hard coal subsidy policies at different CO2 reduction levels. Our calculations show that German hard coal subsidies as a means of retaining jobs can get very expensive with additional specific costs of up to annual 70 000 DM per job for a given CO2 reduction target of 35%. Though the empirical analysis is focused on Germany the general conclusion that current subsidy policies of fossil fuels must be fundamentally reconsidered in view of forthcoming environmental constraints is also relevant for other countries.  相似文献

Abstract. We study how restricting CO2 emissions affects resource prices and depletion over time. We use a Hotelling‐style model with two non‐renewable fossil fuels that differ in their carbon content (e.g., coal and natural gas) and in addition are imperfect substitutes in final good production. We show that an economy facing a CO2 flow‐constraint may substitute towards the relatively dirty input. As the economy tries to maximize output per unit of emissions it is not only carbon content that matters: productivity matters as well. With an announced constraint the economy first substitutes towards the less productive input such that more of the productive input is available when constrained. Preliminary empirical results suggest that it is cost‐effective to substitute away from dirty coal to cleaner oil or gas, but to substitute from natural gas towards the dirtier input oil.  相似文献

In this study, we investigated global economic and environmental resilience in the presence of climate change. In particular, we examine the possibility of mitigating carbon dioxide (CO2) emissions without stressing standards of living. Here, we set up a cross-country CO2 market constrained by a quota, where CO2 is optimally re-allocated based on relative shadow prices of the pollutant. The objective is to stabilize global emissions without hindering global incomes and in the process achieve a single CO2 price. We introduce a re-allocation model that takes into account each country’s underlying polluting technology. The model solutions are then used to investigate whether a single, global price for CO2 is attainable. Our results suggest that global CO2 emissions could stabilize without stressing global incomes, with a global CO2 market achieving equilibrium. With a CO2 market, countries would then have the incentive to consider adopting, improving, or investing in additional abatement technologies to move beyond current capabilities, while continuing to increase standards of living.  相似文献

The primary approach to address climate change in China has been the use of CO2 intensity targets coupled with targets for low carbon energy deployment. We evaluate the impact of extending similar targets through 2050 on China's energy use profile and CO2 emissions trajectory using the China-in-Global Energy Model (C-GEM). The C-GEM is a global computable equilibrium model that includes energy and economic data provided by China's statistical agencies, calibration of savings, labor productivity, and capital productivity dynamics specific to China's stage of development, and regional aggregation that resolves China's major trading partners. We analyze the combined impact of extending CO2 intensity targets, implemented via a cap-and-trade program, and low carbon energy policies (directives for nuclear power expansion and feed-in tariffs for wind, solar, and biomass energy) through 2050. Although with the policy, simulated CO2 emissions are around 43% lower in 2050 relative to a reference (No Policy) counterfactual, China's CO2 emissions still increase by over 60% between 2010 and 2050. Curbing the rise in China's CO2 emissions will require fully implementing a CO2 price, which will need to rise to levels higher than $25/ton in order to achieve China's stated goal of peaking CO2 emissions by 2030.  相似文献

Donor countries have been using international aid in the field of energy for at least three decades. The stated objective of this policy is to reduce emissions and promote sustainable development in the global South. In spite of the widespread use of this policy tool, very little is known about its effect on emissions. In this paper we perform an empirical audit of the effectiveness of energy‐related aid in tackling CO2 and SO2 emissions. Using a global panel dataset covering 128 countries over the period 1971–2011 and estimating a parsimonious model using the Anderson and Hsiao estimator, we do not find any evidence of a systematic effect of energy‐related aid on emissions. We also find that the non‐effect is not conditional on institutional quality or level of income. Countries located in Europe and Central Asia do better than others in utilizing this aid to reduce CO2 emissions. Our results are robust after controlling for the environmental Kuznets curve, country fixed effects, country‐specific trends, and time‐varying common shocks.  相似文献

Global warming is considered one of the most far-reaching environmental problems facing human kind. Thus, understanding international concern for global warming might be the key in creating mitigation and adaptation policies. In this research we aim to assess public concern for global warming at the international level based on a large sample representing 47 nations. To the best of our knowledge, this research is the first to use catastrophe theory to study the influence of factors such as GDP, CO2 emissions, environmental problems and demographic factors on global warming concern. Stochastic cusp models’ results support the affluence and post-materialism hypotheses advocated by Inglehart. However, our findings contradict the objective environmental problems hypothesis postulated by the same environmental scholar. Results also reveal the existence of a global warming environmental Kuznets curve (EKC). Finally, our findings show that global warming is driven by demographic factors such as age, religiosity and educational level. The findings of this research highlight the importance of applying nonlinear dynamic techniques in investigating concern for global warming at the international level.

In order to reduce future dependence on foreign oil and emissions of CO2, how much would US households be willing to pay annually to support increased energy research and development (R&D) activities designed to replace fossil fuels? Does it matter whether the R&D includes nuclear energy options? We explore these questions using data from a unique set of national telephone and Internet surveys. Using a national advisory referendum format, the contingent valuation method is applied to estimate annual household willingness-to-pay (WTP) for US household support of a national Energy Research and Development Fund (ERDF) for investments in energy sources not reliant on fossil fuels. While accounting for the level of (un)certainty in voting responses, the WTP modeling includes a comparison of both classic maximum likelihood estimation (MLE) and Bayesian analysis. Evidence indicates that MLE and Bayesian analysis achieve similar statistical inference, while the Bayesian analysis provides a narrower confidence interval around estimated WTP.  相似文献

This study evaluates the impacts of Brazilian highway conditions on fuel consumption and, consequently, on carbon dioxide (CO2) emissions. For the purpose of this study, highway conditions refer to the level of highway maintenance: the incidence of large potholes, large surface cracks, uneven sections, and debris. Primary computer collected data related to the fuel consumption of three types of trucks were analyzed. The data were derived from 88 trips taken over six routes, each route representative of one of two highway conditions: better or worse. Study results are initially presented for each type of truck being monitored. The results are then aggregated to approximate the entire Brazilian highway network. In all cases, results confirmed environmental benefits resulting from travel over the better routes. There was found to be an increase in energy efficiency from traveling better roads, which resulted in lower fuel consumption and lower CO2 emissions. Statistical analysis of the results suggests that, in general, fuel consumption data were significant at *P < 0.05, rejecting the null hypothesis that average fuel consumption from traveling the better routes is statistically equal to average fuel consumption from traveling the worse routes. Improved Brazilian road conditions would generate economic benefits, reduce dependency on and consumption of fossil fuels (due to the increase in energy efficiency), and reduce CO2 emissions. These findings may have additional relevancy if Brazil needs to reduce carbon dioxide emissions to reach future Kyoto Protocol's emissions targets, which should take effect in January 2013.  相似文献

This paper analyses the markets for fossil fuels given that the limits the Kyoto Protocol sets on CO2 emissions from Annex B countries extend beyond 2008–2012. A forward-looking model with endogenous prices for fossil fuels is applied under different assumptions concerning the technological progress for a carbon-free backstop technology. Both the time-profile of the international permit price needed for the Kyoto Forever targets as well as the implications through reduced demand and lower producer prices for fossil fuels are calculated. The permit price has to rise at least up to 2030 in order to fulfil the emission targets. From then on the necessary permit price shows different future developments, dependent on when the backstop technology starts to replace oil. Since changes in the availability of the backstop technology shift the time-profile of the permit price, the loss of petroleum wealth for oil and gas producers varies between the scenarios, but is never more than 20%. Findings indicate that the reduction in gas revenues in OECD-Europe after the introduction of the targets amounts to a yearly loss of 0.01–0.02% of their total GNP for half a century. The reduction in oil revenues for OPEC is comparable to an annual loss of 2.9–5.4% of their GNP over a period of sixty years.  相似文献

全球气候变暖已是人们逐渐接受的事实,由于大气中二氧化碳等气体含量的升高引起的温室效应是导致全球气温变暖的显著原因。经过统计分析发现,大气中碳含量的增加与全球森林面积减少、化石能源燃烧增加的碳排放高度相关,但年均0.4%增速的大气中的碳含量是与按年均0.2%速度递减的全球森林面积存在显著的统计上的因果关系,乱砍滥伐、开发耕地等导致的全球森林面积的减少是大气中二氧化碳含量增加的格兰杰因果关系原因,从而构成全球变暖的第一影响因素。二氧化碳排放量的增加一直比较平稳,年增速在2.2%左右,它与大气中的碳含量的增加虽然相关,但因果关系统计上并不显著,也不是其格兰杰因果关系原因,这一结论与IPCC的报告中二氧化碳排放量是全球变暖的主要原因的结论并不完全一致。据此,我们提出中国应对全球变暖时谨防陷入"碳排放陷阱"。  相似文献
