This paper examines the survey evidence for the low standing of politics, politicians and political institutions in the mind of the British public, and discusses its consequences. Present public opinion about political parties in Britain, and about politicians in general, is predominantly negative. Politicians are distrusted, to a considerably greater extent than can be explained solely by their bad press. Nor is the public very familiar with politicians or political institutions. Yet it can be shown that in general (and not only in the political field) ‘familiarity breeds favourability, not contempt’. This may be feeding through into hostility towards the entire sector—not only the strictly ‘political’, but other institutions such as public services which the public associates with politics or government. Discussions on social movements in Asian cities are inseparable from the abundance of public rallies in the region. In this article, I look at the case of Thamrin‐Sudirman, the main thoroughfare in Jakarta, Indonesia, to uncover how physical urban spaces constituting part of the city as living systems broaden the reach of social movements' agendas. The study involved continuous observation at rallies, interviews with social movement leaders and participants, and a look at simultaneous public rallies in various cities. This article analyzes the sites of public rallies as ‘megaphones’, based on the patterns of issues featured in the rallies, the groups participating, and the nodes and paths that they constructed. Two key dimensions of the megaphone are: (1) the symbolic and historical significance of the sites of rallies; (2) the relationship between the space and the media. Particular sites in cities become places where information is gathered, distributed and transferred through the media, facilitating a network among cities. This article concludes that cities are agents of political actions that amplify ideas and spread them across the globe. The urban centers' megaphonic function results from the synergy between the public space in the built environment and the public sphere, and is reflective of the recentering of the city.  相似文献

In cases where the buyer and the seller of goods and services are companies belonging to the same group the prices charged for goods and services are called ‘international delivery prices’ or ‘international transfer prices’. The peculiarities of research-based companies are such that attempts to ascertain in practice what constitutes an ‘appropriate’ international delivery price are beset by a number of problems. Any scheme that is devised to solve the problems of international transfer prices should feature general ‘rules’ on how the various countries ought to share in central costs. As international transfer prices are a prerequisite for an efficient world economy based on the division of labour an agreement should be reached on the design and content of suitable delivery price systems for a research-intensive industry.  相似文献

The installation of cable cars as part of slum beautification projects has begun to circulate among politicians, planners and residents as a magical solution that offers social and economic integration to historically marginalized urban areas. This paper analyzes the way in which a cable car project became a fetish for the inhabitants, politicians and planners of Cazucá, a very deprived, abandoned and stigmatized area on the outskirts of Bogotá, Colombia. The highly positive value given to the cable car project must be understood within the specific local context without judging its ‘false promises’ a priori. The promise of the cable car in Cazucá reveals at least two crucial political reasons for the current potency of such projects: a complex history of political failures and the political value cable cars have acquired nationally and internationally. We analyze how, for both residents and politicians, the mere possibility of a cable car awakened long neglected desires for visibility and created new ones, such as those related to tourism. They see the cable car as an ‘engine for social change’, a way to ensure the commitment of national and international funds, and a venue to brand the city on a global scale.  相似文献

This paper attempts to understand how price volatility affects the political transition of a resource-rich nation. Two states reflect price volatility: ‘high prices’ and ‘low prices’. We argue that whether or not political transition (i.e., a switch from one regime to another) will take place in a particular state depends critically on the kind of goods a country produces. If the main economic activity in a country is the extraction of “point-source” resources such as oil that demands capital-intensive production, the opportunity cost of switching the existing regime does not alter if the price of the resource changes but the benefit becomes more lucrative. Therefore, the incumbent group is most vulnerable during ‘high prices’. If the main economic activity of the nations is the production of “diffused resources” such as coffee that requires labor, prices do affect the opportunity cost. Nations concentrating in these commodities face acute political crisis during downturns.  相似文献

Abstract This paper surveys recent literature, both theoretical and empirical, regarding political explanations for fiscal deficits. Political economy suggests conflicts of interest may lie behind the emergence of deficits: (1) Opportunistic politicians generate deficits to win elections, even in conflict with general welfare; (2) Conflicts of interests between politicians’ partisan preferences create incentives for (at least some) incumbents to run deficits and (3) Conflicts of interest between different social groups or regions generate tensions in the allocation of government resources leading to overspending. This paper reviews these different strands of the literature. It also covers contributions that highlight the crucial role of budget institutions in determining the extent to which the political motivations to generate deficits are indeed translated into poor fiscal outcomes. Promising avenues for future research are highlighted.  相似文献

This paper explores the idea that businesses are being moved to proactively manage their political activities and influence in relation to their often‐expressed responsibility for promoting sustainable development, which we define as managing the ‘political bottom line’. We argue that three key drivers account for this shift: first, the growing criticism of voluntary corporate responsibility initiatives; second, the increasing awareness and targeting of corporate political activities, and third, a realization among certain corporate executives and financiers that, without changes to public policies, an individual company's own voluntary responsibility may not deliver sufficient commercial returns. We describe several initiatives on public policy dimensions of sustainable development, which indicate that some companies are beginning to manage their political power in light of societal concerns. In conclusion, we discuss the potential and limits of a ‘political bottom line’ concept by critiquing the mainstream triple bottom line discourse.Copyright © 2005 John Wiley & Sons, Ltd and ERP Environment.  相似文献

We outline the rationale for reopening the issue of the spatiality of the ‘urban’ in urban politics. There is a long tradition of arguing about the distinctive political qualities of urban sites, practices and processes. Recent work often relies on spatial concepts or metaphors that anchor various political phenomena to cities while simultaneously putting the specificity of the urban itself in question. This symposium seeks to extend debates about the relationship between the urban and the political. Instead of asking ‘what is urban politics?’, seeking a definition of the urban as a starting point we begin by asking ‘where is urban politics?’. This question orients all of the contributions to this symposium, and it allows each to trace diverse political dimensions of urban life and living beyond the confines of ‘the city’ as classically conceived. The symposium engages with ‘the urban question’ through diverse settings and objects, including infrastructures, in‐between spaces, professional cultures, transnational and postcolonial spaces and spaces of sovereignty. Contributions draw on a range of intellectual perspectives, including geography, urban studies, political science and political theory, anthropology, cultural studies, sociology, planning and environmental studies — indicating the range of intellectual traditions that can and do inform the investigation of the urban/political nexus.  相似文献

This essay contributes to the current debate in the field of critical urban and regional studies on the meanings of the ‘regional’ and the ‘urban’. From a political science perspective, we focus on the European case. Firstly, we argue that the conception of the regional scale is not the same in various languages and traditions. Regions in Europe carry meanings and connotations that are not always easy to translate without losing their specific histories. Secondly, our analysis of contemporary debates on the ‘regional’ in the field of urban studies reveals that both practitioners and academics consider the regional scale mainly as a functional space, as the space for economic competitiveness. However, urban regions are also to be regarded as spaces for social and political mobilization. I argue that the political dimension of the ‘regional’ deserves more attention and that further research needs to be undertaken in this respect.  相似文献

Apart from local monographs and normative texts on community participation, research on community leadership constitutes a blind spot in urban leadership, urban politics, social movements and urban studies. This article, based on case studies in post‐apartheid Johannesburg, contributes to theorizing community leadership, or informal local political leadership, by exploring Bourdieu's concepts of ‘political capital’ and ‘double dealings’. Considering community leaders as brokers between local residents and various institutions (in South Africa, the state and the party), we examine how leaders construct their political legitimacy, both towards ‘the bottom’ (building and maintaining their constituencies), and towards ‘the top’ (seeking and sustaining recognition from fractions of the party and the state). These legitimation processes are often in tension, pulling community leaders in contradictory directions, usefully understood under Bourdieu's concept of ‘double dealings’. Community leaders are required, more than formally elected political leaders, to constantly reassert their legitimacy in multiple local public arenas due to the informal nature of their mandate and the high level of political competition between them — with destructive consequences for local polity but also the potential for increased accountability to their followers. We finally reflect on the relevance of this theoretical framework, inspired by Bourdieu, beyond South African urban politics.  相似文献

ABSTRACT

In response to the urgent need for elected politicians to lead processes of collaborative policy innovation, this paper brings together political leadership theory and theories of collaborative and participatory governance in order to make way for the concept of interactive political leadership. The theoretical framework shows how interactive political leadership relies on platforms and arenas that bring politicians and citizens together in informed dialogues that may contribute to collaborative policy innovation. An empirical case study of institutional reforms in a Danish municipality adds flesh and blood to the theoretical argument about how to enhance interactive political leadership.  相似文献

Warren Magnusson sees a problem endemic to political thought and practice: we see the world in ways that presume and reaffirm the necessity of a sovereign territorial state, on pain of violent disorder in its absence. The solution is to ‘see like a city’, shaking off the dualism of sovereignty versus anarchy and finding a richer space of political possibilities. I admire and applaud Magnusson's critical efforts to challenge dominant categories and illuminate possibilities, but these aims rest uneasily with his polemical contrast between sovereignty and cities.  相似文献

This paper examines the Twitter networking pattern of “following” and “mention” relationships between South Korean politicians. The data were obtained from the Twitter profiles of Korea’s national assemblymen and the most influential political figures. We conducted social network techniques including exponential random graph model and a regression method. The results suggest that these politicians employ two different strategies to establish relationships with other politicians on Twitter. One is “following” other politicians as a social ritual based on dyadic reciprocity, and the other is to “mention” other politicians as asymmetric political support based on the public popularity of their peers on Twitter.  相似文献

This article deals with the vulnerability of the Dutch housing allowance scheme. This scheme can be compared with the British housing benefit. The vulnerability of the scheme has been augmented by the current less favourable economic conditions (stagnating household incomes, increasing unemployment) and the Dutch government's announcement that it plans to reduce housing allowance expenditure. Two scenarios are outlined, which may serve to resolve the danger of exploding housing allowances expenditure in the coming years. If a market‐led scenario is chosen, whereby housing associations strive to achieve market rents, the housing allowance will be transformed into a form of housing voucher, the value of which is not directly related to the actual rental price of the property. In this American‐style model, the value of the vouchers would be linked to a ‘virtual’ rent, say 40% of the average rental price in the region. The housing associations would then lose their special semi‐public status. Under the social housing model, the housing associations would retain their special status provided they aimed to achieve rents somewhat lower than the market level. The housing allowance would remain directly linked to the actual rental price. However, some marked changes would be required to render this system sustainable. The Netherlands cannot avoid having to make this choice. Cet article porte sur la vulnérabilité du régime hollandais d'aide au logement. Celui‐ci est comparable aux prestations britanniques. La fragilité du régime a été accrue par les conditions économiques actuelles moins favorables (stagnation du revenu des ménages, augmentation du chômage) et par l'annonce du gouvernement néderlandais relative à la réduction prévue des dépenses d'allocation‐logement. Sont présentés deux scénarios susceptibles de limiter le risque d'explosion des dépenses d'allocations dans les années à venir. Si l'option choisie est un scénario de marché où les associations pour le logement luttent pour atteindre les loyers du marché, l'allocation‐logement se transformera en ‘bon’ dont la valeur ne sera pas directement liée au montant réel du loyer. Selon ce modèle de type américain, la valeur des ‘bons’ sera fonction d'un loyer ‘virtuel’, soit environ 40% du prix moyen dans la région; les associations perdraient alors leur statut particulier semi‐public. Selon le modèle de logement social, elles conserveraient leur statut, à condition qu'elles cherchent à atteindre des loyers légèrement inférieurs au niveau du marché; l'allocation‐logement serait alors directement liée au montant réel du loyer. Toutefois, pour que le régime subsiste, il faudrait procéder à d'importants changements. Les Pays‐Bas ne peuvent s'épargner ce choix.  相似文献

This article interrogates the nature of political agency deployed at sites of market‐oriented water reforms. It presents a case study from Bangalore, India of a water project mandating significant ‘beneficiary’ cash contributions from lower‐middle‐class dwellers for the capital cost of extending piped water to the city's peripheries. Drawing on quantitative and ethnographic data, it illustrates why property owners who lack formal water access and land tenure — groups referred to in this article as the ‘peripheralized middle class’ — consent to paying for pipes rather than resist all together despite the high cost involved. It argues that far from reflecting an internalization of a ‘willingness to pay’ or ‘stakeholder’ ethos celebrated by development practitioners today, payment for water provides an insurgent means to bargain for greater symbolic recognition, respectability and material benefits from the state. In particular, payment for pipes enables peripheral dwellers to strengthen their claims to secure land tenure in an era of exclusionary and punitive spatial policies. Payment thus comprises a terrain of contested meaning making and political struggle, at the heart of which lie the stakes of urban citizenship. In documenting the process by which property related interests and tenure claims are advanced under a scenario of reforms, this article contributes to Gramscian political‐ecological conversations on subaltern political agency and the lived character of hegemony in urban environments.  相似文献

The Integrated Values Survey shows that the positive relationship between religiosity and market friendliness is a uniquely Western feature. With the help of public choice theory, the author hypothesises that this Western uniqueness is the result of the way the dimensions of political ideologies are formed in the West. The hypothesis is supported by regressing an index of market friendliness on a religiosity index, political identity, and a measure of ‘ideological capital’. Accounting for the latter two, the positive association of religiosity with market friendliness vanishes, even in the West.  相似文献

The aim of this article is to explore new ways of integrating technology, nature and infrastructures into urban public spaces. This is done through a case study, the design of General Vara del Rey, which is offered here as a model to explore a novel urban political ecology that calls into question dominant definitions of public spaces as self‐contained sites operating independently of natural and infrastructural spaces. Through the double movement of ‘the technification of public space’ and ‘the publicization of infrastructures’, the square aims to rethink the political ecology of urban public spaces by enabling the effective incorporation and participation of infrastructural and natural elements as active actors into the public and political life of the community. It is argued that the transformation of infrastructures into fully visible, public and political agents provides a useful model to address the growing proliferation of infrastructural and technological elements onto contemporary urban surfaces and to open up the possibility of new forms of civic participation and engagement.  相似文献

Though less frequent with the years, intermittent calls for 'reflation' to stimulate the economy can occasionally still be heard from Keynesian economists and politicians. Eli Schwartz, Professor of Economics at Leghigh University, Pennsylvania, examines the effects of inflation, anticipated and unanticipated, on participants in the economy. Professor Schwartz argues that, in spite of the short-term political benefits, the longer-term costs are so high that less myopic politicians may perceive the electoral advantages in tackling inflation.  相似文献

Urban political ecology (UPE), an offshoot of political ecology that emerged in the late 1990s, has had two major impacts on critical urban studies: it has introduced critical political ecology to urban settings, and it has provided a framework for retheorizing the city as a product of metabolic processes of socionatural transformation. However, there was another goal in early UPE programmatic statements that has largely fallen by the wayside: to mobilize a Lefebvrian theoretical framework to trouble traditional distinctions between urban/rural and society/nature by exploring urbanization as a global process. Instead of following this potentially fruitful path, UPE has become bogged down in ‘methodological cityism’––an overwhelming analytical and empirical focus on the traditional city to the exclusion of other aspects of contemporary urbanization processes. Thus UPE's Lefebvrian promise, of a research program that could work across traditional disciplinary divisions and provide insights into a new era of planetary urbanization, has remained unfulfilled. In this article we trace UPE's history to show how it arrived at its present predicament, and offer some thoughts on a research agenda for a political ecology not of the city but of urbanization.  相似文献

What are the politics of inflation? This question is usually raised solely when inflation rates are high. All levels of inflation, however, high and low, are the outcome of political conflicts. But no current approach to the study of inflation — sociological, neoclassical, modern political economy — adequately captures the full range of political issues at stake, and this leads to problems for both theory and policy. This paper critiques the existing perspectives on inflation and then focuses on three theoretical issues raised by those critiques: the economic costs of inflation; the concept of monetary neutrality from economic and political perspectives; and the importance of disaggregating economic growth statistics. Finally, the paper introduces and explores a contending approach to the analysis of the political economy of inflation: a ‘micro‐politics’ perspective. This approach is the only one to address the politics of low inflation, which is of great significance for contemporary political economy.  相似文献
