This paper discusses the reasons that can be offered for the lower trade union membership rates of female part-time workers in the UK and focuses in particular on female part-timers' attitudes to trade unions. The findings are based on original research: 50 qualitative interviews with female part-time workers in the retail industry. The paper argues that female part-timers are supportive of the aims of the trade union movement and concludes that an integrated approach is necessary in order to understand part-timers' unionization rates. This includes structural factors, the approach that trade unions have taken towards part-time workers and attitudes towards trade unions.  相似文献

This article examines the Company Law Review and other corporate governance reforms introduced by the Labour government since 1997. It argues that an opportunity has been missed to implement fundamental change by giving employees and other key stakeholders rights in companies equal to those of shareholders. However, reforms that aim to make the existing system work better by promoting responsible shareholder activity have been introduced, and proposals to increase company disclosure on employee and other stakeholder relationships are in the pipeline. The potential of the reforms to offer trade unions new tools for promoting workers’ interests is examined.  相似文献

White-collar unions have been growing substantially in the last decade and managerial unionism is forming an important partof the growth. A number of new trade unions designed exclusively for managers and professional workers are expected to have more appeal than traditional unions. The increasing concentration of employment, more favourable attitudes of employers to white-collar unions, changes in labour law, continuing problems with the managementof the economy and the effecton pay differentials and the developmentof defensive managerial unions with a moderate character are seen as the main factors explaining the growth of managerial unionism. By virtue of their avowed moderation and exclusiveness, doubts are expressed about the likely effectiveness of these unions, and as managers and professional workers are joining the unions for instrumental, rather than ideological reasons, lack of results may lead to further developments toward traditional trade unionism.  相似文献

This article explores the differences in unionization rates between migrant and native‐born workers in 23 European countries. It explores whether individual characteristics or contextual factors explain the variation across countries in the degree of trade unions’ inclusion of migrant workers. The analyses show that individual characteristics cannot explain the variation in the difference between migrant and native unionization rates. Characteristics of the industrial relations regime in the country of destination, in particular the institutional embeddedness of trade unions, affect the likelihood that migrants join trade unions as compared to native workers.  相似文献

Drawing on qualitative interviews with disabled employees, union officers and disability‐related organizations, this article examines employee attempts to negotiate workplace adjustments and associated issues of workplace representation. UK employment law utilizes an individual medical model of disability, which conflicts with traditional collective approaches favoured by trade unions, which has implications for disabled employees and union representation. We explore the different strategies available to unions and conclude that, despite the role played by disability‐related organizations in supporting employees, unions are the only workplace actors who are capable of reconfiguring the ‘personal as political’ and integrating disability concerns into wider organizational agendas.  相似文献

Using linked employer–employee data for Britain, we examine ethnic wage differentials among full-time employees. We find substantial ethnic segregation across workplaces. However, this inter-workplace segregation does not contribute to the aggregate wage penalty in Britain. Instead, most of the ethnic wage gap exists within the workplace, between observationally-equivalent co-workers. Lower pay satisfaction and higher levels of skill mismatch among ethnic minority workers are consistent with discrimination in wage-setting on the part of employers. The presence of recognized trade unions and the use of job evaluation schemes within the workplace are associated with a smaller ethnic wage gap. These findings indicate that more attention should be placed on ensuring fairness in wage determination.  相似文献

Job quality may usefully be thought of as depending on both job values (how much workers care about different job outcomes) and the job outcomes themselves. Here, both cross‐section and panel data are used to examine changes in job quality in OECD countries during the 1990s. Despite rising wages and falling hours of work, overall job satisfaction is either stable or declining. These movements are neither due to changes in the type of workers nor because of changes in their job values. Some pieces of evidence point to stress and hard work as being strong candidates for what has gone wrong with employees’ jobs. We find evidence of increasing inequality in a number of job outcomes. Some groups of workers have done better than others: the young and the highly educated have been insulated against downward movements in job quality, and there is tentative evidence that trade unions may have protected their members against adverse job outcomes.  相似文献

In an international duopoly model, we investigate how trade liberalisation impacts on collective bargaining outcomes when workers are represented by open shop unions. We find that, with intermediate levels of union density, trade liberalisation may lead to higher negotiated wages even if no trade occurs in equilibrium. In addition, we show that union wages may be higher with free trade than in autarky.  相似文献

Confronted with membership losses and declining bargaining power, trade unions have engaged in both political and organizational responses. A frequent type of organizational response has involved the creation of conglomerate unions, which bring together workers from various sectors and occupations. Pointing out a number of parallels between organizational developments in trade unions and political parties, this article analyses the emergence of conglomerate unions as a cause and consequence of changing conceptions of union democracy. Drawing on two in‐depth case studies conducted in France and Germany, the article examines how trade unions perceive their situation and how they define a reform rationale based on increasing their organizational ‘efficiency’ and ‘effectiveness’. In accordance with this rationale, unions engage in mergers and create larger conglomerates, thereby centralizing decision‐making bodies and professionalizing their staff. The reform of trade unions’ internal organization, in turn, affects unions’ capacity for interest aggregation and representation.  相似文献

Many jobs feature tensions between workers’ own motivations, and the objectives imposed on them by management or economic imperatives. We call these tensions ‘meaning of work conflicts’. We ask whether trade unions can intervene in them, or whether they are simply too subjective to be a credible campaigning focus. We examine two professional groups in Britain and France, musicians and healthcare staff. Among musicians, workers tend to negotiate meaning of work conflicts themselves, seeing little role for unions in this process. This engenders legitimacy problems that unions have had to find ways around. By contrast, in the hospitals sector, there is more scope for unions to campaign over the meaning of work, thus potentially increasing legitimacy among staff and the public. The difference is explained by the more diffuse and fragmented nature of employer structures in music, and the more chaotic set of motivations found among music workers.  相似文献

A particular dimension of organisational commitment, namely identity of workers with the values and decisions of an organisation was explored with 716 employees in three electronics plants; 46 per cent belonged to trade unions. The study examined the extent, the causes and the consequences of dual allegiance to company and union, single allegiance to one or allegiance to neither. Less than 10 per cent displayed dual allegiance and a majority displayed allegiance to neither organisation. The best predictors of allegiance were perceptions of trade union performance and job satisfaction. Those showing dual allegiance also indicated lowest propensity to leave the company. These results, from a key sector of manufacturing industry, show little evidence of high employee involvement. The most typical response would appear to be: 'a plague on both your houses'.  相似文献

The low cost of information, communication, and interaction on the web offers trade unions opportunities to improve services and attract members, and thus reinvent themselves for the twenty–first century. The authors argue that unions can use the web to: develop virtual minority unions at many non–union firms; improve services to members; enhance democracy in unions; aid in industrial disputes; and strengthen the international labour community. They conclude that, if unions fail to exploit the opportunities on the web to gain members, other organizations are likely to provide services to workers on the internet.  相似文献

Do British trade unions vary in their effectiveness in maintaining organization and membership in workplaces where they have an established bargaining presence? Do highly developed national union recruitment strategies and innovation in recruitment strategy boost consolidatory organizing and recruitment effectiveness (CORE)? Results suggest that (1) there is some variation in internal organising effectiveness between unions, and (2) national union innovation in recruitment policy is positively associated with internal organizing effectiveness where unions organize blue‐collar workers, but negatively associated with internal organizing effectiveness where unions organize white‐collar workers.  相似文献

The existing literature provides different accounts on the strategies of unions regarding marginal workers. It has been argued that under increasing labour market segmentation, unions have either to prioritize their core constituencies and to seek compromises with management, or to adopt inclusive strategies towards peripheral workers to counterbalance eroding bargaining power. This article shows that both strategies represent equally viable options to protect the interests of unions' core members. The strategic choice depends on the (perceived) competition between core and peripheral employees related to employers' personnel strategies; this affects the possible alignment of interests between unions' core members, on the one hand, and either management or peripheral employees, on the other. Our historical analysis of union strategies towards agency workers in the German metal sector illustrates this mechanism, and identifies institutional change towards liberalization as the trigger for aggressive segmentation strategies by employers and for inclusive union strategies.  相似文献

This article analyzes the subsequent unemployment risk of a sample of Swedish employees in 1991. We find that non-European immigrants face an unemployment risk twice as large as the corresponding risk for native workers despite controls for employee characteristics, the 1991 wage rate, and sorting across establishments with varying unemployment risks. Although all employees enjoy higher job security with higher seniority, large differences in unemployment risk by region of birth remain for workers with similar seniority levels. This suggests that labor unions and employers deviate from seniority rules established by the Swedish Security of Employment Act in favor of native workers.  相似文献

In this article, we examine the role of institutional context, organizational structures and trade union strategies in tempering membership decline in the number of trade unions in Poland. Empirical data include membership statistics collected for NSZZ Solidarno?? and 54 affiliates of two other largest trade union confederations (OPZZ and FZZ) supplemented by semi‐structured interviews with union leaders. In a decentralized collective bargaining system in Poland, a centralized trade union confederation (NSZZ Solidarno??) can more easily shift resources to efficiently organize workers than decentralized confederations, OPZZ and FZZ, whose development is mostly driven by competing trade unions representing narrower occupational groups. In conclusion, this observation is put in a broader context of the debates about trade union renewal in Eastern Europe.  相似文献

In the context of efforts to revitalize unions and the acknowledged need to widen participation within trade unions, this paper argues that women‐only trade union education acts as a vehicle for increasing women's participation and for improving their experiences of unions. Drawing on a qualitative research study of women‐only courses in two large male‐dominated British trade unions, the findings indicate that such courses provide the conditions for women to question, reinforce or transform their social identities and thereby can lead to greater union identification and participation.  相似文献

Our study provides the first national analysis of the labour market implications of workers who are licensed by any agency of the government in the USA. Using a specially designed Gallup survey of a nationally representative sample of Americans, we provide an analysis of the influence of this form of occupational regulation. We find that 29 per cent of the workforce is required to hold a licence, which is a higher percentage than that found in other studies that rely on state‐level occupational licensing data or single states. Workers who have higher levels of education are more likely to work in jobs that require a licence. Union workers and government employees are more likely to have a licence requirement than are non‐union or private sector employees. Our multivariate estimates suggest that licensing has about the same quantitative impact on wages as do unions — that is about 15 per cent — and that being both licensed and in a union can increase wages by more than 24 per cent. However, unlike unions which reduce variance in wages, licensing does not significantly reduce wage dispersion for individuals in licensed jobs.  相似文献

Using a national sample of 1,000 employees, this paper examines the proposition that those working in so-called 'black hole' organizations (i.e. where there is neither a set of progressive HRM practices nor a recognized trade union) will report more negative attitudes and work experiences than those in settings where there is either HRM, a trade union presence or both. The results lend some support to this hypothesis with respect to job satisfaction and organizational commitment and in judgements about experiences of fairness of treatment and trust in management. However, the most negative views about employment relations are reported by those who belong to a union in workplaces with little HRM. The findings indicate that it is HRM practices rather than trade union membership that have the major impact on attitudes and experiences. Even in black hole organizations some employees report satisfaction. This can be largely explained by a positive psychological contract between individual and organization. The implications for the role of trade unions in the promotion of fairness at work are discussed.  相似文献

The introduction of the European Directive on Information and Consultation and the recent implementation of the Information and Consultation of Employees (ICE) Regulations into United Kingdom (UK) law have increased the focus on workplace representation arrangements. This paper examines the interplay between nonunion and union representative arrangements at Eurotunnel (UK) and assesses their effectiveness in representing the needs of employees over a 5‐year period. Importantly, the paper also examines the opportunities and challenges of both nonunion representation (NER) and union voice arrangements. The findings show that the effectiveness of nonunion structures as bodies representing the interests of employees in filling the lack of representation is questionable. However, union recognition through an employer–union partnership agreement has also raised important issues regarding the effectiveness, impact, and legitimacy of unions at Eurotunnel. The main implication of this research is that the existence of a mechanism—union or nonunion—for communication between management and employees at the workplace may not be a sufficient condition for effective representation of employee interests. In addition, while trade unions may provide greater voice than nonunion arrangements (thus the reluctance of management to accept such voice arrangements), the strength of voice is dependent on the legitimacy and effectiveness of trade unions in representing employees’ interests at the workplace. And that in turn depends on the union being perceived by the workforce as both representative and able to act independently. If the union cannot, it will not meet the needs of either employees or management—and could run the risk of being supplanted under the provisions of the new EU Directive on Information and Consultation with tougher requirements for compliance in terms of procedures for consultation and information disclosure.  相似文献
