This article analyses the relationship between foreign direct investment and the performance of European agribusiness firms. Motivated by the role of heterogeneous firms in new trade theory and using a firm‐level dataset, statistical analyses identify key differences between firms investing in foreign economies and those that do not. A binary choice model quantifies the relationship between firm characteristics and the decision to engage in foreign investment. Size and – less strongly – productivity are greater for multinationals relative to domestic firms. Furthermore, European multinationals are characterised by a larger debt to equity ratio and show lower labour and input costs.  相似文献

A new direction for evaluating pollution policy is proposed, focused on optimal investment pathways for mitigation capital. The approach allows practitioners to draw directly from key principles in the diffusion literature. A two‐stage, policy‐development framework is introduced. The first stage consists of empirical modelling to assess optimal diffusion pathways for diverse mitigation options. The second involves determining the relative strengths of different policy actions to address diffusion rates or maximum levels of adoption that diverge from optimal levels. The advantages of this new approach are demonstrated in an agri‐environmental context, concerning the off‐site impacts of intensive agriculture on water quality. The viewpoint provided by the novel approach establishes the importance of adoptability – alongside the traditional measures of abatement effectiveness and cost – for mitigation practices in policy assessment. The key role that durable mitigation capital plays in addressing dynamic externalities is demonstrated, alongside the importance of structured diffusion cascades for alternate mitigation options.  相似文献

The efficacy and cost of input standards for reducing nitrate pollution from New Zealand dairy production are evaluated. In contrast to previous studies, firm heterogeneity is explicitly considered through the novel integration of efficient techniques for the calibration and decomposition of large optimisation models. Nitrogen fertiliser application should not be targeted by policy given its minor role in determining emissions. In contrast, livestock intensity is an appropriate base for regulation given its strong correlation with pollutant load. Abatement cost increases as stocking rate declines, but this can be offset at low levels of regulation through utilising slack feed resources to improve per‐cow milk production. Both uniform and differentiated input standards based on livestock intensity achieve substantial decreases in pollutant load at moderate cost. However, because of disparity in the slopes of abatement cost curves across firms, a differentiated policy is more cost‐effective at the levels of regulation required to achieve key societal goals for improved water quality.  相似文献

Policy impacts on food industry firms are investigated. A new approach is presented for the analysis of food industry policies that focuses on food industry firms. Data from a survey of Danish firms in 2003-2004 are used to define and construct tables of winners and losers from 30 regulatory areas. Two forms of statistical test are employed in a grid-search to identify association between regulatory areas, types of firms, and patterns of winning and losing. Results indicate that the type of firm, rather than the policy instrument, determines patterns of winning and losing. Upstream and downstream ownership of assets by food industry firms, and their trade orientation, are shown to be the most important variables. For several policy areas the pattern of winning and losing is found not to be associated with any specific firm types, which indicates that their impact is neutral across all types of firms studied. Firm size was found to be poorly associated with firms' capacity to win and lose from several policies involving high-investment compliance.  相似文献

Research addressing Gulf hypoxia has failed to account for agricultural drainage, the major pathway of nitrate loads in Upper Midwest states. Focusing on two Minnesota watersheds, simulation results were combined with a constrained-optimization model to evaluate the cost-effectiveness of nitrogen-abatement policies, with explicit focus on drainage. Results indicate that drained land dominates in nitrogsen abatement, and has substantially lower abatement costs relative to nondrained land. However, policies that remove drainage were not cost-effective. Further, it was found that nutrient management, a policy strongly recommended by prior research, is relatively cost-ineffective as a means of abatement on non-drained land.  相似文献

Countries with low marginal costs of abating carbon emissions may have high total costs, and vice versa, for a given climate mitigation policy. This may help to explain different countries’ policy stances on climate mitigation. We hypothesize that, under a common percentage cut in emissions intensity relative to business as usual (BAU), countries with higher BAU emission intensities have lower marginal abatement costs, but total costs relative to output will be similar across countries, and under a common carbon price, relative total costs are higher in emission‐intensive countries. Using the results of the 22nd Energy Modeling Forum (EMF‐22), we estimate marginal abatement cost curves for the US, EU, China and India, which we use to estimate marginal and total costs of abatement under a number of policy options currently under international debate. This analysis provides support for our hypotheses, although its reliability is limited by the shortcomings of the EMF‐22 models and the degree to which our econometric model can adequately account for the substantial differences among them.  相似文献

This paper develops a short-run microeconomic simulation model of the Dutch glasshouse industry in order to investigate the relation between technical efficiency and marginal abatement costs of CO2 emission. The model is also used to determine the effects of an emission tax and systems of tradable and non-tradable quota for groups of firms with different rates of technical efficiency. The results show that marginal abatement costs are very responsive to changes in technical efficiency. Furthermore, it is found that firms with a low technical efficiency are faced with a higher profit reduction under different abatement policies than firms with a high technical efficiency.  相似文献

This research investigates the strategic behavior of private crop insurance firms reinsured by the USDA through the Standard Reinsurance Agreement. This arrangement allows the private firm to strategically allocate individual policies into different risk-sharing arrangements. Thus, firm earnings are conditioned upon accurately forecasting policy loss experience. Our analysis begins with models investigating the characteristics explaining the placement of policies into the assigned risk fund. Then a simulation model of the SRA is used to compare the post-SRA returns of actual firm allocations to two alternative allocation strategies based on a aggregate models and a policy-level econometric forecasting model.  相似文献

Non-point pollutants such as nitrates are difficult to monitor and hence control. This paper considers nitrate abatement policies for the Tyne catchment in northern England. The analysis is based on an aggregate-level LP model which predicts producers' production decisions and estimates the resulting spatial distribution of nitrogen applications and nitrate emissions. The policy evaluation compares a catchment-level nitrate emission quota, a catchment-level nitrogen input quota and nitrogen input quotas targeted at individual land classes as alternative measures to achieve nitrate concentration standards. The results indicate that targeted nitrogen input quotas provide a feasible and relatively efficient abatement policy when a lack of information on individual farms prevents the use of the least cost emission tax.  相似文献

Potential leaching losses of nitrogen depend in large part on the crops grown. Since crop selection is a major means of abatement for nitrates in groundwater, it follows that the compliance costs to producers for reducing excess nitrogen is influenced by crop prices. This paper demonstrates the role that crop prices play in determining the level of on-farm abatement costs and even the necessity for regulatory policies to deal with the nitrate problem. Government support programs, specifically the Gross Revenue Insurance Program (GRIP), have increased the relative support for corn, which has higher leachate potential than other crops, and thereby requires increased abatement effort. The required level of abatement is less when risk aversion is considered than under risk neutrality, since the variability in returns among rotations is related to the degree of emissions generated. Changes in the mean and variance of relative output prices can significantly alter the optimal crop mix, leachate potential and on-farm abatement efforts. Subsequently, there is an effect on abatement costs associated with alternative environmental control instruments, which in turn affects policy design through issues such as political feasibility and equity considerations.  相似文献

This paper presents evidence concerning the existence and implications of heterogeneity effects for estimates of the marginal productivity of pesticides, The paper extends the work of Calpentier and Weaver (1996a), which considered fured effects that homothetically shift the conditional mean of output. This paper considers the implications of time-varying marginal productivity, allowing for nonhomothetic shifts in production. The extent and structure of heterogeneity found in French crop agriculture is first presented to illustrate that persistent heterogeneity exists across these firms. Next, we review the implications of such heterogeneity for econometric estimates and show that estimates of marginal productivity of pesticides will be biased when based on models that do not explicitly account for these types of heterogeneity across firms and time. An alternative estimation approach is proposed, based on Chamberlain (1982 and 1984) and implemented to produce asymptotically unbiased estimates and to statistically validate the model specification. Existence of fixed firm effects is statistically confirmed and temporal variation of marginal productivity is found to be substantial.  相似文献

This paper studies the effects of investment support from the common agricultural policy on labour and total factor productivity of agricultural firms in Sweden. Detailed firm-level data on 34 300 firms are used to estimate a matched panel model that relates firm productivity to a series of factors reflecting internal and external characteristics. The recently developed Coarsened Exact Matching method is used to estimate matched control groups and handle selection bias. Findings show a positive and significant treatment effect of investment support on firm productivity, but only for small firms. The analysis also reveals that an increase in the size of the support in relation to firm income has a negative and significant impact on productivity for all firms. Differentiating between various types of investment supports indicates heterogeneous treatment effects. The policy instrument can improve its efficiency if targeted to small firms and investments that have a link to public good provision.  相似文献

The effectiveness of nitrogen abatement trading as a policy measure relies on both heterogeneity in costs and environmental effectiveness across landscapes. Cost‐efficient implementation may therefore critically depend on spatial distributions of farm and farmer characteristics in water catchments. We use a spatially specific hypothetical market experiment to analyse the likelihood of farmers’ enrolment into nitrogen abatement trading contracts, and derive demand and supply functions for farmers’ nitrogen abatement. We find that farm characteristics influence both the decision whether to supply or purchase nitrogen abatement, as well as the amounts being traded. The derived demand and supply functions for farmers’ N abatement, using hypothetical market experiment data, can be used to reveal the variability in costs of abatement within a market. This provides valuable information to test potential trading schemes ex ante, to evaluate potential economic gains from policy implementation.  相似文献

Effective climate policy requires global emissions of greenhouse gases to be cut substantially, which can be achieved by energy supply technologies with lower emissions, greater energy use efficiency and substitution in demand. For policy to be efficient requires at least fairly uniform, fairly pervasive emission pricing from taxes, permit trading or combinations of the two; and significant government support for low‐emission technologies. We compare the technology‐focused climate policies adopted by Australia and the ‘Asia–Pacific Partnership on Clean Development and Climate’ (AP6), against this policy yardstick. We find that such policies omit the need for emission pricing to achieve abatement effectively and efficiently; they over‐prescribe which abatement actions should be used most; they make unrealistic assumptions about how much progress can be achieved by voluntarism and cooperation, in the absence of either adequate funding or mandatory policies; and they unjustifiably contrast technology‐focused policy and the Kyoto Protocol approach as the only two policies worth considering, and thus ignore important policy combinations.  相似文献

Growing demand for agricultural produce, coupled with ambitious targets for greenhouse gas emissions reduction present the scientific, policy and agricultural sectors with a substantial mitigation challenge. Identification and implementation of suitable mitigation measures is driven by both the measures’ effectiveness and cost of implementation. Marginal abatement cost curves (MACCs) provide a simple graphical representation of the abatement potential and cost-effectiveness of mitigation measures to aid policy decision-making. Accounting for heterogeneity in farm conditions and subsequent abatement potentials in mitigation policy is problematic, and may be aided by the development of tailored MACCs. Robust MACC development is currently lacking for mitigation measures appropriate to sheep systems. This study constructed farm-specific MACCs for a lowland, upland and hill sheep farm in the UK. The stand-alone mitigation potential of six measures was modelled, against real farm baselines, according to assumed impacts on emissions and productivity. The MACCs revealed the potential for negative cost emissions’ abatement in the sheep industry. Improving ewe nutrition to increase lamb survival offered considerable abatement potential at a negative cost to the farmers across all farms while, lambing as yearlings offered negative cost abatement potential on lowland and upland farms. The results broadly advocate maximising lamb output from existing inputs on all farm categories, and highlight the importance of productivity and efficiency as influential drivers of emissions abatement in the sector. The abatement potentials and marginal costs of other measures (e.g. reducing mineral fertiliser use and selecting pasture plants bred to minimise dietary nitrogen losses) varied between farms, and this heterogeneity was more frequently attributable to differences in individual farm management than land classification. This has important implications for the high level policy sector as no two farms are likely to benefit from a generic one size fits all approach to mitigation. The construction of further case-study farm MACCs under varying farm conditions is required to define the biophysical and management conditions that each measure is most suited to, generating a more tailored set of sector-specific mitigation parameters.  相似文献

This paper quantitatively analyses the cost‐effectiveness of alternative green payment policies designed to achieve a targeted level of pollution control by heterogeneous microunits. These green payment policies include cost‐share subsidies that share the fixed costs of adoption of a conservation technology and/or input reduction subsidies to reduce the use of a polluting input. The paper shows that unlike a pollution tax that achieves abatement through three mechanisms, a negative extensive margin effect, a negative intensive margin effect and a technology switching effect, a cost‐share subsidy and an input reduction subsidy are much more restricted in the types of incentives they provide for conservation of polluting inputs and adoption of a conservation technology to control pollution. Moreover, they may lead to varying levels of expansion of land under production. Costs of abatement with alternative policies and implications for production and government payments are compared using a simulation model for controlling drainage from irrigated cotton production in California, with drip irrigation as a conservation technology.  相似文献

研究目的:分析城市土地利用集约化与生态化协调性的内涵及机理,为城市土地合理利用与可持续发展提供政策建议。研究方法:典型相关分析、协调性评价模型。研究结果:通过构建协调性评价模型,发现全省城市土地利用集约化和生态化水平总体呈现上升趋势,但在2013年后土地利用生态化水平滞后于集约化水平;11个城市各时序阶段上的空间异质性明显,2016年处于协调发展状态的占82%,舟山市的协调发展度全省最高为0.83。研究结论:浙江省城市土地政策的制定要兼顾土地利用的集约化与生态化特征,严控城市建设用地无序扩张,还要研究各城市的经济发展阶段和资源禀赋情况,重视城市土地利用政策的差异性。  相似文献

Russia emerged as an important wheat exporter in recent years raising the question of how this will affect international wheat markets. In particular developing countries – the main destination of Russian wheat exports – could be harmed by aggressive pricing behaviour. This article analyses the exertion of price discrimination by Russian wheat exporting firms based on Krugman's pricing‐to‐market hypothesis. We apply Knetter's panel model to a firm‐level dataset and find evidence for price‐discriminating behaviour by Russian firms in 25 out of 61 destination countries over the period 2002–2011.  相似文献

Imported goods play a central role in determining the gains from trade. Using detailed trade and firm‐level data for Italy and France, we investigate the relationship between trade integration, imported intermediate inputs and firm performance in the food industry. Our main findings show that an increase in import competition spurs firm‐level productivity growth. Furthermore, the productivity growth effect attributable to imported intermediate inputs is significantly stronger than the effect due to imported final products. In addition, we find that new imported inputs are of particular importance, especially for Italian food firms, though less so for the French firms. Finally, the productivity growth effect of trade integration tends to be asymmetric across firms: more productive firms gain more from trade integration. These stylised facts have interesting policy implications.  相似文献

Weak disposability of outputs means that firms can abate harmful emissions by decreasing the activity level. Modeling weak disposability in nonparametric production analysis has caused some confusion. This article identifies a dilemma in these approaches: conventional formulations implicitly and unintentionally assume all firms apply uniform abatement factors. However, it is usually cost-effective to abate emissions in those firms where the marginal abatement costs are lowest. This article presents a simple formulation of weak disposability that allows for non-uniform abatement factors and preserves the linear structure of the model.  相似文献
