A new gender wage gap decomposition methodology is introduced, which does not suffer from identification problems caused by unobserved nondiscriminatory wage structure. The methodology is used to measure the relative size of Korean gender wage gaps, from 1994 to 2000 across industries, differentiated by industrial knowledge intensity, where knowledge intensity is the extent to which industries produce or employ high-technology products. Korea represents an important case study, since it possesses one of the fastest growing knowledge-intensive economies among industrialized countries. Empirical results indicate that over this period, discrimination (the unexplained portion of the gender wage gaps) in Korea was statistically smaller in knowledge-intensive industries than in industries with low knowledge intensity. Also, discrimination was declining on average over the period. This suggests that continued growth in knowledge-intensive industries in Korea may lead to further declines in the overall gender gap.  相似文献

Case studies in Canada, Australia, and the U.S. have found that pay equity (or comparable worth) has reduced the gender-based wage gap substantially, and results of research on the gender composition of jobs have been used guiding pay equity implementation. But, in general, the racial composition jobs remains overlooked in the literature and in public policy. We extend previous work on eliminating the wage penalty of employment in female-dominated occupations to estimating the potential effect of adopting comparable worth to alleviate race- as well as gender-based wage discrimination. First we report the negative impact of racial-ethnic and female composition of jobs on pay in the U.S. Correcting for this form of wage discrimination, we find that implementing comparable worth would appreciably narrow the race- and gender-based wage gaps and significantly reduce the percent of workers earning poverty-level wages, especially among women of color. Close to 50 percent of women of color and 40 percent of white women currently earning less than the federal poverty threshold for a family of three would be lifted out of poverty. Second, we show that, in addition to the effects of occupational concentration, being a woman, an African-American, or a worker of Hispanic origin negatively and significantly affects pay. Not every type of wage discrimination is alleviated by a pay equity policy, which is why activists have also supported anti-discrimination and affirmative action policies for women and people of color.  相似文献

This paper investigates gender pay inequality in the labor market of a developing country. Our empirical investigation uses data derived from a sample of employees in the Lebanese banking sector for the years 2008 and 2014. Using Blinder-Oaxaca decomposition, the results reveal that the unexplained component of the gender wage gap, attributed to discrimination, represents a substantial share of the total gap. A surprising result is that the contribution of human capital to the gender wage gap is negative, suggesting that wage discrimination is the main explanation for the gap. Utilizing the Machado-Mata methodology to decompose the wage gap across the entire wage distribution, our findings indicate that the unexplained component of the raw gender wage gap is more pronounced at the low and middle ranges of the distribution. However, the explained component dominates at the top of the distribution, suggesting that earnings gaps are fully explained by observed characteristics.  相似文献

Abstract To what extent the earnings gaps facing Canada’s visible minorities reflect discrimination is a question of tremendous policy interest. This paper argues that failing to account for the limited Canadian ancestry of visible minorities overestimates discrimination if immigrant assimilation is an intergenerational process. Using the 2001 and 2006 Canadian Censuses, weekly earnings, conditional on a rich set of worker and job characteristics, are compared with child immigrant, second‐, and third‐and‐higher‐generation Canadian men. The results reveal a tendency for earnings to increase across subsequent generations of visible minority, but not white, men. Though the pattern is strongest between the first and second generation, for black men it is also evident between the Canadian born with and without a Canadian‐born parent. Despite this progress, for most visible minority groups earnings gaps are identified even among third‐and‐higher‐generation Canadians.  相似文献

Abstract

This paper develops a heterodox analytical framework of wage determination and a new method of decomposition of the gender pay gap drawing on Marxian and feminist theories. The proposed framework utilizes two wage equations for the analysis of the gender gap: the first equation refers to average occupational wages and the second to individual wages as deviations from occupational wages. Using a data set for wages from industries in Greece, this paper demonstrates and explains differences in results between this proposed decomposition of the gender pay gap and that of Oaxaca-Blinder, and discusses the merits of this new technique compared to the Brown-Moon-Zoloth method. The authors argue that the main advantage of this proposed method of decomposition over the other two methods is that the proposed method allows for separate estimates of the impact of social and individual gender wage discrimination on the gender pay gap.  相似文献

Transnational land deals pose vexing normative (ethical) questions, not least concerning gendered participation and outcomes. This article explores utilitarian and human rights approaches to gender equality in selected policy initiatives on the land deals. While global policy literature manifests growing attention to women in agriculture, the review found the analysis of gender in early policy initiatives to be absent or weak. Utilitarian arguments were used to justify deals but rarely presented women's participation as a means of social progress or so-called smart economics. Human rights documents were more likely to be critical of the deals and to mention gender, though with little elaboration. While to some extent amended by the emphasis on gender equality in the 2012 Voluntary Guidelines on tenure governance, failures to mobilize the feminist potential in utilitarian and human rights approaches call for more proactive gender analysis and advocacy when addressing transnational land deals as gendered power struggles.  相似文献

This study provides a different perspective in revisiting the racial and gender discrimination issue at the Farm Service Agency (FSA). Employing the Oaxaca–Blinder decomposition method, this study analyses disparities in approved loan amounts among racial and gender classes of borrowers. This study's results indicate substantial differentials in approved loan amount gaps between racial and gender classes, favouring white and female borrowers, respectively. Further scrutiny of the borrowers’ comparative financial conditions presented to FSA to support their loan applications, however, indicate that these borrower groups significantly dominate their peers in a number of measures that indicate their financial strengths and relatively greater capability to repay their future lending obligations. Hence, this study's results can hardly be construed as evidence of biased lending decisions as these borrower groups should rightfully be offered more favourable loan terms, such as larger loan amounts, by the FSA.  相似文献

This paper presents a test of an important implication of Becker's theory of employer discrimination: when institutional change enhances labor mobility, employer discrimination falls because it becomes more costly for employers to indulge tastes for discrimination. The test case is the National Basketball Association (NBA). This paper specifically addresses the following question about the NBA: why did black/white player salary differentials vanish by the early 1990s? Previous studies claim that NBA wage gaps in the 1980s are attributable to customer discrimination and monopsonistic wage discrimination. This study argues that employer discrimination was an important source of those gaps and that one reason they vanished was because reduced monopsony power eradicated employer discrimination. Monopsony power fell because the 1988 NBA Collective Bargaining Agreement and the entry of four new teams in the league enhanced player mobility and increased the amount of labor market competition. Using data for the 1985-86 and 1990-91 seasons, employer discrimination was proxied by the race of the team's general manager. Empirical results strongly suggest that a major reason the NBA wage gap vanished in the later period was because of a reduction in employers' ability to discriminate. This is in contrast to earlier literature on the NBA, which has tended to emphasize the role of customer discrimination. (JEL J71)  相似文献

The continuing gender and race/ethnic pay gaps continue to be a matter of considerable concern. Using detailed NLSY data we examine the effects of a number of variables often thought to explain a large part of these gaps. Because the new variables explain some of the differentials our results provide no justification for ascribing all the remaining differentials to discrimination. On the other hand, they explain very little and therefore give no support to those who would discount the possibility of discrimination.  相似文献

Quantile regressions are used to analyse the size, components, and nature of the gender-earnings differentials as well as the returns to education by gender in the Philippines, over the entire conditional distribution of earnings, using data from the 1999 APIS survey. This approach allows more focused conclusions about the nature of gender-earnings differentials. Incorporating the quantile regression approach to the Oaxaca–Blinder decomposition allows the localization of gender discrimination to particular quantiles of the earnings distribution and permits more targeted policy intervention.  相似文献

This paper examines the impact of privatization on gender discrimination in China across firms with different technology intensities. Using a comprehensive firm‐level survey, the paper identifies gender wage‐productivity differentials by directly estimating the relative productivity levels of workers from the production function of firms. The panel structure of the survey is taken advantage of by following firms that were fully state‐owned in the initial year, and distinguishing them from firms that were later privatized. The main results show that privatization was associated with an increase in relative productivity of female workers in high technology industries, and a reduction in relative productivity of female workers in low technology industries. Time varying coefficient results suggest that the improvements in gender outcomes in high technology industries may not be maintained in the long run as the relative wage and productivity ratios tend to deteriorate, potentially due to low supply of highly educated female workers. At the same time, outcomes in privatized low technology industries increase over time, lowering the wage and productivity gaps between male and female workers. (JEL J16, J31, P20)  相似文献

Evaluating the effect of pay‐equity laws is important and yet difficult as one needs to deduce what would have occurred without the policy intervention. We use a new tool, synthetic‐control method, to examine the effects of Ontario's Pay Equity Act on the gender pay gap. This tool enables us to create a “Synthetic” Ontario, which resembles Ontario more closely than does any other single province. Using Synthetic Ontario to compare what actually happened in Ontario to what would have happened, we find that the act has had little or no effect on the female‐male wage gap in Ontario. This paper analyzes the impact of conventional and unconventional monetary policy on income inequality in Japan, using hitherto unexplored data from the Japan Household Panel Survey. Empirical evidence shows that expansionary monetary policy in Japan has contributed to diminishing the gender pay gap through an increase in working time of women relative to men, but also to increasing the education pay gap. These effects may have materialized via the aggregate demand channel and the labour productivity channel. In contrast, expansionary monetary policy has had no significant impact on the development of the age pay gap.  相似文献

We measure the discriminatory ethnic and gender wage gaps in Georgia. Gender wage discrimination is larger than the ethnic wage discrimination. We use the estimated gaps in a general‐to‐specific vector autoregression framework to test for Granger causality between discrimination and growth, and estimate the long‐run effects of each variable on the other. Granger causality is found to be bidirectional, but it is only the net long‐run effect of discrimination on growth that is a large and highly significant negative effect. In the long‐run, a 10% increase in ethnic (gender) discrimination reduces economic growth by 3%–4% (8%–10%). Additionally, ethnic and gender wage differentials are found to be counter‐cyclical.  相似文献

职位隔离是形成性别收入差距的重要机制.本文构建一个引入了职位晋升机制的收入差距分解方法,利用2006年中国综合社会调查数据,考察了职位隔离对性别收入差距的作用,且在统一的模型框架内识别和估计了职位内工资歧视(同工不同酬)和晋升歧视的程度.研究结果发现,女性过多地集中于职位"金字塔"结构的底层.尽管职位晋升的工资效应不存在显著的性别差异,但约41%的性别收入差距是由于职位隔离导致的.工资歧视是职位层级内部性别收入差距的主要来源.与之类似,职位晋升歧视能够解释1/4的性别收入差距.因此,除了同工同酬政策,促进职位晋升的机会平等是缩小性别收入差距的重要措施,意即"同酬"还需"同工".  相似文献

This paper considers a labour market model of monopsonistic competition with taste-based discrimination against minority workers to study the effect of equal pay legislation on labour market inequality. When the taste for discrimination is small or competition is weak, the policy removes job segregation and the wage gap completely. However, with a bigger taste for discrimination or stronger competition, equal pay legislation leads to more job segregation, and sometimes minority workers end up earning less than before. Profits of discriminating firms might increase, and discrimination can persist in the long run, although it would have disappeared without the policy.  相似文献

This study uses survey data collected from five large cities in China to describe and decompose the earnings difference between female and male workers. The results indicate that the main source of lower earnings for females lies in unequal pay within sectors, and that the earnings gap due to differences in sectoral attainment is relatively small. The results also reveal that most of the gender earnings differential is attributable to sex discrimination rather than to the gender difference in the endowment of human capital. Therefore, eliminating discrimination against females within individual sectors is effective in narrowing the gender earnings gap.  相似文献

This paper aims at investigating gender differentials in wages and education from an intergenerational perspective across four developed countries of southern Europe, considering the generational transmission of preferences and the gender equality systems and policies. Measures of gender inequality in wages and education permit exploring the different extent to which gender gaps depend on unobserved factors, such as discrimination. A first set of discrimination indexes is computed starting from the estimation of extended Mincerian log-earnings equations, whereas a second set is based on the estimation of ordered logistic regressions on a range of personal characteristics considered to be linked to education, controlling for family background. The main results show that family background affects the degree of gender inequality more than the gender equality policies do. Gender disparities in professional outcomes can be partly due to women’s preferences vs. lower-paid jobs because of the incomplete efficacy of national systems.  相似文献

We investigate experimentally the impact of quota policies on gender discrimination in hiring decisions by testing whether affirmative action increases female employment. We also ask whether firm performance is affected by such policies. Our experiment consists of three treatments. In the baseline (no quota) treatment, groups of two employers and six potential job candidates are formed. Employers have to hire two workers based on information on candidate characteristics including gender and years and subject of study. The second, low penalty, treatment is identical to the baseline except there is a quota such that at least half of the employees hired must be women. If this quota is not respected, the firm has to pay a penalty. The last, high penalty, treatment is the same as the low penalty treatment except that the penalty is significantly higher. We find that women are ranked unfavorably in the absence of a quota, and the introduction of a quota significantly reduces gender discrimination. Firm performance is not affected by the introduction of quotas.  相似文献

We utilize a data set that has not been used in literature—the Life Histories and Social Change in Contemporary China (LHSCCC)—to provide new evidence on male‐female pay differences in China. The data set not only enables us to control for a wide range of pay‐determining characteristics but also is the first to enable an analysis of the different components of pay (e.g., base pay and performance pay) as well as for total pay. We find: (1) Women receive about three‐quarters of male pay for each of the dimensions of base pay, performance pay, and total pay, before adjusting for the effect of different pay‐determining factors; (2) Approximately two‐thirds of the gap reflect the fact that females tend to be paid less than males for the same wage‐determining characteristics (often labeled as discrimination), while about one‐third reflects the fact that males have endowments or characteristics that tend to be associated with higher pay, especially supervisory responsibilities, general labor market experience, occupational skills, education, and membership in the Communist party; (3) Marriage has a large positive effect on the earnings of women in China (and none for men), but childcare responsibilities for children under the age of 6 have a large negative effect on the earnings of women although these are offset almost completely if an elder family member is present, highlighting that childcare responsibilities disproportionately fall on women unless an elder family member is present; (4) Pay premiums for higher level skills and higher supervisory ranks are remarkably small for both males and especially females; (5) With respect to the unexplained or “discriminatory” portion of the gap, females get a huge pay penalty for simply being female, but a substantial portion of this gets offset by the higher pay premium they receive for such factors as Han ethnicity, being married, and education. This suggests that discrimination tends to occur in the form of a pay penalty for simply being female and not from lower returns to the same endowments of pay‐determining characteristics.
