This article highlights how the governance of the water sector affects the strategies and tactics urban residents use to gain improved access to water for household consumption in cities with limited networked infrastructure. A framework of exit, voice and loyalty (EVL) is used to characterize the actions household decision makers take in neighborhoods across metropolitan areas. In Nigeria, Lagos and Benin City are rapidly growing metropolitan regions with urban water markets competing with a state‐run utility. Scholars have documented informality and hybridity between state and non‐state actors, but there is less understanding of variables associated with citizen behavior in urban water markets across different types of households and communities. This article places Nigeria in the context of African mobilization around water provision, using interviews, observation and findings from fieldwork, household interviews and surveys undertaken between 2008 and 2015 to show how access to water is shaped by the interplay between state and non‐state sources of water. This access is filtered through differently regulated service providers and the perceived authority of each actor involved in water delivery, which can lead to what I call structural silence. Findings show the need for a grounded understanding of factors influencing voice and participation in local governance.  相似文献

Bridging debates on urban sovereignty and urban informality, this paper argues that relationships between sovereignty and informality may not reside exclusively in the way the sovereign state decides to allow or forbid informality, but also in the way sovereignty is distributed among a range of state and non‐state actors. Drawing upon fieldwork on the early‐2010s management of displaced Romanian Romani families in two emergency camps in the city of Montreuil (France), the paper shows how the NGO responsible for managing one camp acted as sovereign power, allowing a number of informal activities to thrive within its confines. By contrast, inside the other camp, managed by another NGO that resolutely implemented state directives, only formal activities took place. Building on Dean's (2010) concept of ‘disaggregated sovereignty’, the paper mobilizes this disjuncture as a case for critically examining how the ‘state of exception’ takes shape beyond the state's grip. A subtext running throughout is the parallel between the very first camps for civilians in nineteenth‐century colonized territories and these twenty‐first‐century camps for Roma in Europe—both elicited a state of exception partially predicated on camp dwellers’ perceived ethnic/racial homogeneity.  相似文献

Through a critical comparison of the spatial management of street vending in Ciudad del Este, Paraguay and New York City, USA, we show how uncertainty enables the management of vending and urban space. By uncertainty, we mean a condition characterized by legal complexity and negotiable enforcement of laws and regulations. Putting New York and Ciudad del Este in dialogue, we demonstrate that these negotiated legalities are not limited to Southern urbanisms, nor are they remnants of unmodern social forms. We find similarities in how vendors experience and negotiate uncertainty, even as divergent mechanisms link uncertainty and inequality. By claiming streets as sites of work, vendors challenge dominant notions of global urbanism which conceive of sidewalks as sites of circulation, rather than livelihood. Especially in Ciudad del Este, vendors know the biases of law, and ground their claims to livelihood in ethics rather than legal compliance. Yet vendors’ claims can also reinscribe hierarchical relationships with frontline enforcers and reinforce exclusionary notions of rights based in productive citizenship. Understanding how uncertainty works as a logic of governing helps expose these unavoidable tensions and therefore to imagine and construct pathways toward more just urban economies.  相似文献

From 2015 to 2018, Cape Town, South Africa, was marked by fears of a water crisis in which the city's taps threatened to run dry. We argue in this article that Cape Town's crisis of water scarcity was a product of the convergence of ongoing contradictions in South African water governance as they came into contact with shifting infrastructural priorities associated with climate change. In its response to the possibility of a financial crisis brought on by reduced water consumption, the city withdrew the universal provision of free basic water (FBW) and reconfigured existing tariff structures. Both changes meant that the city moved further into commercialization and valuation practices in the context of restricted monetary flows. Based on an understanding of contemporary governance in South Africa as reflective of an often contradictory need to balance municipal budgets while also correcting for apartheid inequities, we argue that ongoing experiences of climate change are stretching existing municipal budgets in ways that threaten to deepen existing inequalities. Ultimately, we suggest that Cape Town's crisis is critical for understanding how climate change is reconfiguring existing governance dynamics at a planetary scale, thus offering insights into what form urban climate change adaptation may take in the future.  相似文献

While researchers in the growing field of urban political ecology have given significant attention to the fragmented hydroscape that characterizes access to drinking water in the global South, so far the (re)production of other urban waters and its related power relations have been underexplored. This article seeks to contribute to filling this gap by exploring the everyday negotiations over access to urban water bodies, in particular ponds. These are understood as a composite resource that is simultaneously water, land and public space. This analysis draws on a case study from a small city in West Bengal, India, and is based primarily on data from open interviews with different actors with a stake in urban ponds. The article demonstrates that in a context of ambiguity of the statutory governance regime and fragmented control, the (re)production of the pondscape is embedded within complex relationships of power whereby social marginalization can be offset at least momentarily by local institutions such as neighbourhood clubs and political parties.  相似文献

Recent decades have seen a rising interest in the peripheral nature of urbanization processes. While research has put the spotlight on large-scale, transnational and financialized real estate actors, less attention has been paid to informal land developers. Addressing that knowledge gap, this article underscores the key role of land developers in informal urbanization through a case study of Belo Horizonte, Brazil. A mixed-methods approach provides new evidence of the widespread, variegated and spatially uneven development of irregular and clandestine subdivisions over the last two decades, revealing a heterogeneous landscape of informal developers. The study shows that informal development has been shifting from the typical popular and peripheral subdivision, which provided precarious yet affordable housing for working-class families, to new forms of speculative investment for the middle and upper classes, such as country homes and gated communities in peri-urban and rural areas. I argue that this shift is explained by both national and local changing regulatory frameworks and processes of economic restructuring, urban neoliberalism and housing financialization in the periphery. In light of this, I propose the notion of ‘property-led informality’ to refer to a regime of informal urbanization increasingly dominated by commodified, rentiership and speculative land dynamics in the sprawling metropolises of the global South.  相似文献

This study is concerned with the way colonial land use planning practices have persisted within local institutional structures in the former French colony of Morocco. We use a historical institutionalist approach to reevaluate Morocco's land use planning history and identify key feedback mechanisms that support the continuity of colonial practices within the Moroccan planning institutional structure. We used institutional mappings to identify key actors involved in planning and examined the formal power relations between them. Interviews were used to discuss the effect of informal interactions on the development of land use plans. We argue that aspects of French colonial planning that persisted within the Moroccan local institutional structure have created constraints for Moroccan land use planning. We focus in particular on how a centralist formalization of planning institutions has hampered the effectiveness of decentralization reforms and explain how institutional patterns deriving from the French paternalist approach to colonial rule have persisted in the form of a duality in modern planning structures. Finally, we argue that this path dependence has been strengthened by the creation of the derogation system as a potential way out for actors who are most capable of inducing change.  相似文献

Addressing environmental, social and governance (ESG) issues has become a critical part of business strategy. This article explores the extent of ESG reporting of metal and mining sector companies listed in the Australian Securities Exchange to determine the nature of ESG indicators in use in the sector. The current study argues that stakeholder engagement is the key to enhance company environmental policy and sustainable development. According to the results of this study, ESG reporting motives are highly influenced by reporting regulations. Given the diversity in reporting of ESG, comparability of ESG strategic performance is problematic. This study contributes towards developing an ESG disclosure index, which companies could use as a legitimacy tool that external stakeholders could use to reliably measure and compare the ESG performance of companies. It also reveals there is an increased demand for more empirical research on integration of sustainability into strategic planning process. Haram City is Egypt's first ‘affordable’ gated community, hosting both aspirational middle‐class homeowners and resettled poor urban residents. Amidst legal ambiguity during Egypt's 2011–2013 revolutionary period, the management team of this public–private partnership was tasked with creating a ‘fully self‐sufficient’ city. While Haram City is the product of top‐down ‘seeing like a state’ master planning (Scott, 1998 ), the day‐to‐day resolution of class vulnerabilities and disputes over ‘reasonableness’ in city life requires forms of interpersonal adjudication otherwise addressed through local urban law‘seeing like a city’ (Valverde, 2011 ). This article uses ethnography of management techniques aiming to ‘upgrade behaviour’ to theorize that a private entity, in a strategically indeterminate relationship with the state, reconciles future‐oriented planning and storied prejudices by merging two visions of governance. Imitating the repertoire of urban law, managers plan the very realm of bottom‐up decision making. They then adapt top‐down urban planning to bottom‐up dispute resolution to spatially consolidate the ‘consensual’ outcomes of a rigged game. Evoking both colonial Egyptian vagrancy laws and neoliberal paternalist welfare, ‘seeing like a city‐state’ governance amounts to authoritarianism that conceals itself within custom, appearing neutral so as to plan streets, codes and inner lives at once.  相似文献

This paper critically surveys basic corporate governance concepts and theories, assesses recent international empirical support of theories, and analyzes the impact of major, recent corporate governance reforms in the US. Comparing representative economies identifies the essential features of different corporate governance systems. Therefore, the corporate governance structures of a few countries (England, US, Germany, and Japan) are explored. In second part of the paper, some emergent issues of corporate governance such as the impact of block holders and emergent market regulatory changes are assessed. Finally, the effectiveness of the Sarbanes-Oxley act is evaluated.  相似文献

Public statistics face quite a challenge when it comes to measuring new dimensions of development (institutions, governance, and social and political participation). To take up this challenge, modules on Governance, Democracy and Multiple Dimensions of Poverty have been appended to household surveys by National Statistics Institutes in twelve African and Latin American developing countries. This paper presents the issues addressed and the methodological lessons learnt along with a selection of findings to illustrate this innovative approach and demonstrate its analytic potential. We investigate, for instance, the population's support for democratic principles, the respect for civil and political rights and the trust in the political class; the ‘need for the State’, particularly of the poorest; the extent of petty corruption; the reliability of expert surveys on governance; the perception of decentralization policies at local level; the level and vitality of social and political participation, etc. The conclusive appraisal made opens up prospects for the national statistical information systems in the developing countries. The measurement and tracking of this new set of objective and subjective public policy monitoring indicators would benefit from being made systematic.  相似文献
