Although trust research has been extensive and substantial, the constitution and actual merits of trust in land use planning remain nebulous. What do participants of a local land use planning process actually mean when they say they trust the planning committee? How important is participants’ trust in the planning committee in shaping their perceptions of the planning process and their cooperation in it? To explore the everyday meaning of trust in the specific context of local land use planning, semi-structured interviews with the participants of a local planning project in Switzerland were conducted (n = 9). Based on these results, the constitution and the relevance of trust in the responsible planning committee among a wider circle of participants were assessed (n = 66). The results show that participants trust the planning committee if they perceive its members as competent, honest, open, fair, reliable, reciprocating, respectful and committed. Interestingly, a considerable part of trust in the planning committee hinges explicitly on whether the committee incorporates the personal interests of the participant. Trust is indeed vital to participants’ belief that a meaningful discussion and cooperation with the members of the planning committee is possible. However, trust is neither a guarantee for people's approval of planning decisions nor for their cooperation. One implication of the findings is that in order to evaluate trust-building practice comprehensively, it is necessary to first understand the specific everyday meaning of trust for ‘real people’ in real planning processes. 相似文献

Scenarios of future outcomes often provide context for policy decisions and can be a form of science communication, translating complex and uncertain relationships into stories for a broader audience. We conducted a survey experiment (n = 270) to test the effects of reading land use change scenarios on willingness to participate in land use planning activities. In the experiment, we tested three combinations of scenarios across two time periods, comparing survey responses of individuals reading a set of scenarios with individuals who did not read scenarios. Reading scenario narratives increased willingness to participate in land use planning activities and perceived self-efficacy. Measures of interest and sense of community also increased willingness to participate. Tests of an indirect mediation model found self-efficacy partially mediated the effect of reading scenarios on willingness to participate. This latter relationship may be a mechanistic explanation for the effect of reading scenarios. Envisioning the future with brief, bulleted scenarios of land use change in a print format appears to increase self-efficacy in planning for the future. This paper assesses the efficacy and relevance of focus groups as participative tools for land use policy and planning. The use of focus groups has mushroomed in land use research and policy in response to new governance and empowerment agendas with their emphasis on using more deliberative and participative approaches. However, their use within social science research has been controversial given perceived methodological limitations of rigour and bias. A detailed critique of three recent research projects has been undertaken to assess focus group in theory and practice; rural diversification, public perception of landscape and visitor payback. The assessment considers key questions relating to inclusion, participation, empowerment, policy impact and understanding of complex policy issues. The results show that focus groups can perform multiple roles as exploratory, explanatory, participative and deliberative tools. Nevertheless, focus groups have important limitations and methodological protocols which demand more care and attention. Crucially, they should not be used in isolation to influence policy decisions; end user pressure for quick fixes, group dynamics, issues of representativeness, together with the biases of a facilitator, can easily mask, distort or misrepresent results. It is concluded that focus groups have significant potential as qualitative tools in landscape research but that they must be used carefully and in tandem with other techniques if their true potential is to be realised. 相似文献

Studies have repeatedly documented high property taxes as being a major determinant of a landowner's decision to divest of its forest land. To empirically investigate the relationship between property tax burden and forest land sale activity, property tax data and over 5300 Minnesota forest land sale records from 2000 to 2008 were assembled. Analyses were carried out to identify statistically significant relationships between several measures of private forest land sale activity and forest land property tax burden. The analyses failed to find a statistically positive relationship between the two. Statistically significant negative associations were found between some measures of forest property tax burden and forest land sale frequency, indicating forest land sales activity actually decreased with increasing property tax burden. While high property taxes, no doubt, influence forest land sale decisions, the findings from this study suggest its influence may not be as pervasive as once thought. 相似文献

Short rotation coppice (SRC) is intensively discussed as being an economical and ecological advantageous alternative to traditional agricultural land use. In various countries, farmers have been encouraged through incentives to cultivate SRC. Nevertheless, they often do not switch from conventional land use to SRC, even if SRC is relatively beneficial according to the net present value (NPV) rule. Therefore, farmers do not follow the classical investment theory. A relatively new theory is the real options approach (ROA). The ROA takes further aspects like irreversibility of the investment costs, flexibility regarding investment timing, and uncertainty of the investment returns into account, which the NPV rule ignores. In the case of SRC, investment (conversion) triggers when a farmer should switch to SRC following the ROA can be higher than those following the NPV rule. As it is often the case in real options applications, decision makers’ possibility to disinvest in general and farmers’ possibility to reconvert, in particular within the useful lifetime of SRC, is not considered. We build a model to calculate the conversion triggers for switching from annual crop production to SRC following the ROA. We consider the opportunity to reconvert the land and evaluate the respective effects on the conversion triggers according to the ROA. Furthermore, we analyze the effect of a former governmental incentive, in terms of an investment subsidy, on the conversion triggers of both theories. Our calculations show that following the ROA, a farmer should change land use to SRC more slowly than when following the NPV rule. Furthermore, neglecting the reconversion possibility would cause considerable bias amongst the results. The consideration of investment subsidies diminishes the conversion triggers of both theories. We conclude that the ROA can at least partially explain farmers’ inertia of converting to SRC. 相似文献

In recent decades the intensification of agricultural production in many European countries has been one of the key components of land-use change. The impact of agricultural intensification varies according to national and local contexts and a greater understanding of the drivers of intensification will help to mitigate against its negative impacts and harness potential benefits. This paper analyses changes in land use intensity in six case studies in Europe. A total of 437 landowners were interviewed and their responses were analysed in relation to changes in land use intensity and agricultural production between 2001 and 2011. In the case studies in Western and Eastern Europe we observed stabilisation during the last decade, and no clear tendency of increase or decrease of land use intensity. The use of fertilizers and pesticides seems to have decreased in our cases in Western Europe, which is contrary to trends in Eastern Europe. Agricultural production remained stable in almost all cases, except for an increase in Austria and Romania which may indicate that the farming efficiency has increased. A statistical analysis showed a division between study areas in Romania and Austria (increasing land use intensity) versus those in the Netherlands, Denmark and Greece (decreasing). In the Mediterranean cases we observe a process where agriculture is becoming increasingly marginalised, at the same time as changes in function with regard to urbanisation and recreational land uses have taken place. Logistic regression highlighted the importance of farm size and farmer type in understanding changes in land use intensity. The dominant pattern of stabilisation which has occurred over the past 10 years may also partly be a result of effective EU and national environmental and agricultural policies, which are increasingly concerned with improving environmental conditions in rural areas. 相似文献

Oregon's landmark land use planning system has been criticized for imposing large negative effects on landowners’ property values, although evidence to support these claims has been lacking. This paper examines longitudinal data for undeveloped parcels since before adoption of the planning system. The sample includes parcels under different land use regulations, and it compares Oregon to Washington. The results indicate generally that property values have increased at similar rates both inside and outside urban growth boundaries, and across parcels zoned for different uses and across state lines. The results are consistent both with theory and with other studies indicating land use regulations can have positive, neutral or negative effects. 相似文献

Planners have long been interested in understanding ways in which land use planning approaches play out on the ground and planning scholars have approached the task of evaluating such effects using a variety of methods. Oregon, in particular, has been the focus of numerous studies owing to its early-adopted and widely recognized statewide approach to farm and forest land protection and recent experiment with relaxation of that approach in 2004 with the passage of ballot Measure 37. In this paper we review research-based evidence regarding the forest and farm land conservation effects of Oregon land use planning. We document the evolution of methods used in evaluating state land use planning program performance, including trend analysis, indicator analysis, empirical models, and analysis of indirect effects on the economic viability of forestry and farming. We also draw on data documenting Measure 37 claims to consider the degree to which Measure 37 might have altered land use and development trends had its impacts not been tempered by a subsequent ballot measure – Measure 49. Finally, we provide a synthesis of the current state of knowledge and suggest opportunities for future research. Common to nearly all of the studies we reviewed was an acknowledgement of the difficulty in establishing causal relationships between land use planning and land use change given the many exogenous and endogenous factors involved. Despite these difficulties, we conclude that sufficient evidence does exist to suggest that Oregon's land use planning program is contributing a measurable degree of protection to forest and farm land in the state. 相似文献

Using nationally representative rural survey data from 2010 and 2014 in China, this paper quantitatively investigates the factors determining Chinese rural households’ livelihood strategies and dynamics in transitions. Using a multinomial probit regression and ordered logit regression (OLR), we find that human assets and transport facilities are the most important factors in improving the livelihood strategies of rural Chinese households. These factors also encourage upward livelihood mobility. However, factors such as land endowment, land renting-in, and land expropriation have a negative effect on rural Chinese households’ upward mobility in livelihood strategies. 相似文献

The so called “land grabbing” has gained increased attention since the outburst of the global financial and food crisis triggering a new trend of acquiring land for outsourcing production of food, feed and agrofuels. India as one of the newly emerging economies is investing heavily in farmland as it faces enormous challenges to sustain its rising population and growing energy demands. This paper analyses Indian land acquisitions in Ethiopia, looking into India’s motivations to acquire farmland and what incentives does Ethiopia have to lease out land to large investors. The paper draws on trade data between India and Ethiopia, expert interviews, studies and reports on the use and productivity of grabbed land. In view of the land grabbing and food security debate, the paper critically evaluates whether acquiring farmland in Ethiopia can indeed contribute to food and energy security in India. 相似文献

Desertification and land degradation are worldwide problems affecting soil, vegetation and the livelihoods of rural populations. Bowal (plural bowé) is a particular form of degraded land that occurs in tropical regions and leads to the exposure of ferricretes, which are unsuitable for farming. Bowé are more common on farmland and degraded savanna. Changes in land use/land cover were used to map a region of 6.7 million ha in northern Benin, West Africa in 1975, 1990 and 2010. The changes observed during these periods (1975–1990, 1990–2010 and 1975–2010) were used to predict the occurrence of bowé in the period up to 2050 using Markovian chain analysis. The results showed a considerable change in land use/land cover during the three periods. The types of land on which bowé occur (farmland and degraded savanna) increased in northern Benin by 5.4% per year during the period 1975–1990 and 9.5% per year during the periods 1990–2010, while the natural vegetation (forest, woodland and tree savanna) decreased by the same amount. The future scenarios also predicted the same trend. In the period 1975–1990, 1.28 million ha (26%) of natural vegetation was converted to degraded savanna and farmland while 2.23 million ha (53%) of natural vegetation was converted to degraded savanna and farmland in the period 1990–2010. Based on the dynamics recorded during the period 1975–1990 and 1990–2010 respectively, a total of 1.28 million ha (26% of the natural vegetation that was present in 1975) and 1.29 million ha (31% of the natural vegetation that was present in 1990) will be converted to farmland and degraded savanna in the study area by 2050.Thus bowalization will persist and increase in the period up to 2050. The natural vegetation could disappear if protection and restoration measures are not taken. It is thus important to take measures to stop the degradation and to implement programs to restore soils on bowé based on the soil and water conservation techniques used on highly degraded West African soils, such as zaï pit and stone rows with grass strips. Some native plants species adapted to bowalization and resistant to climate change in northern Benin (e.g. Asparagus africanus, Andropogon pseudapricus and Combretum nigricans) should be used in association with soil and water conservation techniques on bowé. 相似文献

Published research on municipal climate change plans to date has been strictly cross-sectional: it reveals the status of plans at particular points in time, but does not examine whether and how plans are evolving over time to keep pace with our understanding of climate change. We build on a 2011 study of plans in the Canadian province of British Columbia by examining updated versions of those plans as of 2015. We find that the climate change content in the plans did not change much from 2011-2015 and that there is much room for improvement. Our findings suggest that municipalities can possibly strengthen their plans by: (1) investing resources into creating and maintaining a detailed inventory of factual information regarding local climate risk and vulnerability, and (2) fostering political support among elected officials and residents for developing climate change planning goals and implementation mechanisms to help achieve the goals. 相似文献

Climate change and land use/land cover change (LULCC) are associated with local vulnerability, defined as the intrinsic tendency of a system to be negatively affected by an event or phenomenon, but this can be ameliorated by ecosystem conservation. In Mexico, extensive Wildlife Management Units (eWMUs) are environmental policy instruments designed to promote ecosystem conservation and rural development via the sustainable use of wildlife by local populations. However, evidence of the successful reduction of LULCC by eWMUs is contradictory, and there has been no investigation into their potential as an action to promote climate change adaptation. In this study, we focused on the overall patterns of LULCC associated with eWMU throughout the country and examined strengths and weaknesses of eWMUs as policy instruments to address climate change. In particular, we analyzed how differences in areas with eWMUs influence LULCC and assessed how eWMUs could contribute to reducing vulnerability, particularly in double exposure municipalities. We calculated the percentage of eWMUs per municipality from official information and estimated LULCC from vegetation changes between 2002 and 2011. We then used the Kruskal-Wallis test to find statistically significant differences in vegetation changes based on the percentage of eWMUs and performed between-group comparisons using a post hoc Dunn test. Although Mexico has 2456 municipalities, only 37% have eWMUs. Furthermore, 64% of Mexico’s municipalities have lost vegetation cover, whereas only 36% have either gained vegetation or remained stable. In municipalities that recorded changes to the vegetation, those changes were, overall, minimal and involved less than 10% of the total area of those municipalities. In general, municipalities with less than 10% of their total area dedicated to eWMUs experienced higher vegetation losses than those with more than 10% of their total area dedicated to eWMUs. We detected twelve double exposure municipalities, i.e. they are vulnerable to climate change and lost more than 10% of their vegetation. Double exposure municipalities dedicated less than 2% of their total area to eWMUs as well. Our results suggest that incremental increases in the area dedicated to eWMUs may reduce LULCC and protect vegetation, particularly in double exposure municipalities. Based on the literature, some ecological, economic and socio-cultural factors may determine the success of eWMUs and strongly impact LULCC. Therefore, additional efforts must be made to enhance our understanding of ecological and climatic processes; habitats must be monitored using a standardized methodology; biological, cultural, economic and institutional diversity must be incorporated into the planning, implementation and monitoring of eWMUs; and agreements must be established to strengthen social organization and human capital. Taking all this into account, we suggest that reducing vulnerability and improving double exposure areas by increasing the number and interconnectedness of eWMUs could represent an effective strategic approach at the municipal level to address LULCC and climate change. 相似文献

The increasing number of national high-tech zones (NHTZs) in China has triggered significant changes in land use. Several researchers argued that urban land use efficiency (ULUE) may decrease, due to the so-called “development zone fever”. However, using a super-efficient Slacks-based measure (SBM) model and the Double-difference model, we found that, from the perspectives of scale, factor accumulation, and agglomeration effects, NHTZs policies had a positive impact on ULUE in 285 Chinese cities in the period 2003–2016. In addition, the net effects of NHTZs policies on ULUE were 1.13 % in eastern cities, 0.38 % in central cities, and 0.19 % in western cities. Furthermore, different regions experienced differential impacts from economic development, urbanization level, industrial structure, population, foreign direct investment (FDI), and land marketization. A further empirical test found that the cumulative impacts of NHTZs policies on ULUE are related to both quantity and time. Among these, NHTZs growth time had the highest positive impact on ULUE. This study provides empirical justification for the establishment of NHTZs in China. 相似文献

In Norway and many other countries agriculture has moved toward less, but bigger farms. Total agricultural area has not been much affected mainly due to land tenancy. In this study we used aerial photographs to map land use and land cover in agricultural areas at present and in the mid-sixties. Three study sites were chosen, representing areas of differences with respect to drivers of change and possible differences in their landscape outcome. Maps from the two periods were used to produce transition matrices for the three areas as well as within each farm property. Our main finding on acreage change is that fully cultivated land increases and pastures decreases. A novel feature in our study is that we also include land use changes within single properties. In all three places a large share of the fully cultivated land in the sixties remains fully cultivated land irrespectively of whether the land is in use by its owner or is rented. When we looked at increases of fully cultivated land, the results are mixed. In the less favorable region, ownership to land versus rented land helps explain the variation in gain of fully cultivated land as well as maintained total agricultural area. However, in the case study from the grain region, whether a farm property today is in use as own land or rented, do not help explain the variation in changes within the data sample of farm properties larger than one hectare. 相似文献

The relationship between forests and people is of substantial interest to peoples and agencies that govern and use them, private sector actors that seek to manage and profit from them, NGOs who support and implement conservation and development projects, and researchers who study these relationships and others. The term forest-dependent people is widely used to describe human populations that gain some form of benefits from forests. But despite its long history and widespread use, there are substantial divergences in who the term refers to, what each of its constituent words mean, and how many forest-dependent people there are globally. This paper identifies the range of existing uses and definitions of the term forest-dependent people, and summarizes them in a systematic taxonomy. Our taxonomy exposes the dimensions that characterize the relationships between people and forests, and leads to two conclusions: First, an absolute, universally accepted definition of the term is untenable. Rather, users of the term forest-dependent people need to comprehensively define their population of interest with reference to the context and purpose of their forest- and people-related objectives. The framework and language of our taxonomy aims to aid such efforts. Second, conservation and development program funders, designers, and implementers must reconsider whether forest dependence is an appropriate target for policy objectives. 相似文献

Spatial planning has been earmarked as an important tool for achieving sustainable development. In Sweden the important task of planning for sustainable spatial development and land use falls largely to the local authorities, since there is no official institute for spatial planning at a national or regional level. This article investigates local planning for sustainable development by analysing recent municipal comprehensive plans, which it is argued are a major instrument for this purpose. Although comprehensive plans are statutory, their design and content is very much at local discretion, and for the most part, not a rigid process governed from above. For this reason, a template analysis was used, where the template was built from the contents of the comprehensive plans, and not from a predefined understanding of what sustainability is or how planning for sustainable development should be done. What the findings reveal, however, is that there is not much deliberation concerning the meaning(s) of sustainable development, and, further, that the planning principles considered necessary to bring about sustainable development were not exclusively regarded as sustainable as such, but rather as part of a general ‘belief system’ about prudent planning—sustainable or not. It is suggested that, rather than rethinking planning, planners have internalized the concept of sustainable planning into the existing ‘belief system,’ and thus, the planning principles have become ‘sustainable’ by default. 相似文献

Managing agricultural floodplains to meet present and future human requirements without jeopardizing biodiversity conservation is a challenge for land use planners and ecologists. This paper aims to disentangle the relationships between ecosystem services and biodiversity in multifunctional landscapes, such as floodplain agroecosystems, by disaggregating their values across land use types. We measured eight ecosystem services (gas regulation, soil formation, nutrient regulation, habitat provision, food provision, raw materials production, education, and recreation) and six plant diversity indexes (richness, abundance, and true diversity for both plant species and growth forms) in seven land use types identified in the floodplain of the River Piedra (Spain). We observed that all land use types provided services to some extent, but each one was better at providing certain services. Natural or semi-natural habitats provided more services and hosted greater diversity than cultivated land use types. In addition, five diversity indexes were strongly correlated to at least three ecosystem services each one. Habitat provision and education were the ecosystem services positively correlating to most diversity indexes, whereas food provision was negatively correlated to all diversity indexes. Moreover, analyzing the interactions between ecosystem services and biodiversity across land use types, we observed that land use type was the controlling factor regarding the sign and significance of the interaction. The results of this study suggest that, in floodplains agroecosystems, a mosaic landscape of different land use types helps support ecosystem services and contributes to maintaining biodiversity while using local resources. Such land use policies might manage agricultural floodplains at the landscape scale while still being able to accommodate specific measures for each land use type. Moreover, riparian forests should be preserved and restored across the floodplain as they are hot spots for biodiversity and ecosystem services provision. 相似文献

Insider trading is a much studied form of market manipulation in the financial market literature. However, studies addressing the issue of insider trading in resource markets, and in particular water markets, are rare. This study investigates the occurrence of insider trading practices around important water market allocation announcements in the Goulburn temporary water market trading zone in the Murray–Darling Basin, Australia, which is one of the largest and longest operating water market districts in the world. Nine years of daily water allocation volume and price transactions between 2008 and 2017 are modelled, with some evidence found of abnormal price movements in the 3 or 5 days preceding water allocation announcements, and especially before the introduction of insider trading rules in 2014. However, although the results do suggest some very weak statistically significant evidence that insider trading may still be present in Goulburn water markets post‐2014, it is just as feasible that our results may also reflect an increased sophistication of trader behaviour over time. 相似文献
