We study the impact of a hypothetical tax on sugar - sweetened beverages (SSBs) on the U.S. households’ nutrients purchase, welfare change, and health benefit. Differently from the traditional approach, Food at Home (FAH) is here defined as a “home” good instead of a market good and consumers’ demands derived under the assumption that households maximize utility subject to both a money and a time constraint. The model is estimated by using an incomplete approximate Exact Affine Stone Index (EASI) demand system on a data set built by merging the U.S. consumer expenditure and time use surveys. Results show that a SSB tax would be much more effective in decreasing household nutrients purchase than it would appear by estimating a model neglecting time costs in home food production, due to a lesser compensation of calories from increasing FAH consumption. A tax-induced 38% increase in SSB price is predicted to decrease the per capita energy purchase by 41 kcal/day.  相似文献

This article reviews recent trends and regulatory prospects relating to telecommunications interception in Australia. The steady expansion of surveillance powers in Australia over the past two decades, particularly at the federal level, is critically evaluated. Drawing comparisons with the United States, the article analyzes the strengths and weaknesses of the existing regulatory system for telecommunications interception, including legal safeguards such as judicial warrants and civil actions for unlawful interception. The authors conclude by sketching a new normative framework for telecommunications interception that repudiates the idea of “balancing” competing interests in favor of a regulatory model that promotes human rights and due process as paramount considerations.  相似文献

This article compares leadership in Australia and New Zealand based on data collected as a part of the GLOBE (Global Leadership and Organizational Behavior Effectiveness) 62-nation culture and leadership project. Exploratory and confirmatory factor analyses were used to demonstrate that etic (universal) dimensions of Charismatic and Self-Protective leadership are evident in both cultures, but that the dimensions have emic (local) culturally determined manifestations. These emic manifestations were stronger in New Zealand than in Australia. Leadership effectiveness incorporated the negative emic dimension of Bureaucratic leadership (both countries), and the positive emic dimension of Egalitarian leadership in Australia and Team leadership in New Zealand. Both models of leadership nonetheless represent styles of leadership based on egalitarian principles.  相似文献

In light of the shift in policy paradigm in agriculture from state intervention to market liberalisation and globalisation, this paper develops a series of hypotheses on the relationship between agricultural policies and consumer diets. The first hypothesis is that the paradigm shift has led to greater specialisation of production, so changing the ability and incentive for producers to supply certain foods relative to others. Second, the shift has affected farmgate prices (both up and down), so creating opportunities for the industries which purchase farm commodities (the food consuming industries – FCIs) to substitute lower priced ingredients, thereby influencing the nutritional quality and content of foods available in the marketplace. Third, it has increased the ability of the FCIs to “add value” through product innovation and marketing, creating a market characterised by highly differentiated products targeted to individualised preferences, thus increasing the acceptability of a wider variety and quantity of food products.  相似文献

European policy makers have shown a keen interest in the success of 5G because ubiquitous and high capacity electronic communication infrastructure is recognized as a cornerstone of economic development and productivity growth. The second generation, GSM, is considered the leading example, reaching its peak of deployment in 2015 with 3.83 billion subscribers served by over 700 operators in 219 countries and territories.With 5G rapidly shaping up in the R&D and standardization environments, and a call for leadership with 5G in Europe by policy makers, it is timely to investigate what lessons can be learned from the success of 2G that can be applied to 5G. More broadly, this calls for research into the commonalities and differences between successive generations of mobile technology, their introduction and the market adoption that followed. This also calls for an investigation into the possibility of multiple futures of 5G and how that impacts the opportunity for leadership. As one future may be more desirable than the other, depending on the perspective of the actor involved, a policy debate will be required to determine the most desirable future. As well as a discussion of the policy and regulatory actions required to enable a particular future.Hence, the two-part research question being addressed in this paper is: What explains the success of 2G-GSM and how can it be applied to create success with 5G in the European Union?To respond to the research question this paper first identifies the leadership lessons to be drawn from the success of 2G-GSM in relation to its successors 3G and 4G. Secondly, the contribution describes two stylized images of possible futures of 5G, called “Evolution” and “Revolution”, as input to the policy debate on the options for leadership with 5G. These images reflect two extremes in terms of possible futures of 5G. “Evolution” follows the pattern of previous generations and current trends. “Revolution” represents a clear break with these trends and a path towards leadership with 5G, as it exploits the opportunities of standardized APIs for service creation, being enabled by network virtualization as an architectural foundation of 5G. These open and uniformly applied APIs allow the market entry of a multitude of virtual mobile network operators (VMNOs) serving particular industry verticals or economic sectors with tailored feature sets and qualities of services. They allow a market momentum to be built that constitutes leadership with 5G in Europe.  相似文献

It has been argued that infrastructure unevenness rigidifies into more lasting structures of socio-economic and political privilege and advantage. This paper focuses on telecommunication infrastructure as the backbone of the fast-growing digital economy, and raises important questions about the early National Broadband Network (NBN) rollout in Australia. The paper asks whether there was any case of pork barrelling in the selection of early release sites that enjoyed a regional competitive advantage against other localities that had to wait several years to receive the infrastructure. The answer to this question then leads to a second question about the degree to which voting in the early NBN release sites has swung following the infrastructure rollout. In order to answer these questions the paper examines the voting patterns in the earlier NBN release sites versus all electorates in the Federal elections in 2007–2013 using the data available via Australian Electoral Commission. Findings show trends of politically targeted funding, followed by vote swing in the very next election.  相似文献

The role of networks in business operations is widely recognized. We discuss social network theory, identify its main constituents, and outline a methodology and procedure that enable the identification and valuation of informal networks in an international business-to-business environment. Research is carried on informal Internet networks among firms in the biotechnology industry from Sweden and Australia. We use the methodology to recognize salient nodes, determine prominence and identify structural holes that allow the unveiling of brokerage opportunities that lie latent in networks. Global firms and suppliers of industrial products that are or can position themselves effectively in a social network are in a position to leverage considerable value.  相似文献

Despite significant progress in Information and communication technologies (ICTs), rural dwellers of Bangladesh are still less fortunate when it comes to availing the improved ICT facilities compared to their urban counterparts, and this digital divide is more evident in the case of women. Mobile phone ownership (MPO) can play a key role in bridging this digital divide and achieving the Sustainable Development Goals of “End poverty in all its forms everywhere”, “Achieve gender equality and empower all women and girls”, and “Ensure healthy lives and promote well-being for all at all ages”. Administrative district-level infrastructural and societal readiness to women's MPO in rural settings of Bangladesh may also influence the geospatial variation in their MPO status, which is still unexplained. In the context of rural Bangladesh, household heads substantially exert influence over women's decision-making process. However, the role of household heads' age and education on women's MPO is mostly unexplored. As in developing countries, women's MPO does not ensure its usage, investigating the possibilities of women's MPO on its usage has immense importance. Therefore, this study aims to revisit the correlates of rural women's MPO in Bangladesh and explain the administrative district-level geospatial variation in their MPO by controlling the effect of individual and household-level sociodemographic correlates of MPO. Further, this study attempts to investigate the possibilities of MPO on the extent of its usage. This study used the latest nationally representative cross-sectional data from Bangladesh Multiple Indicator Cluster Survey 2019. This study reveals that the district-level readiness was a potential source of geospatial variation in the prevalence of rural women's MPO in Bangladesh. The lowest level of readiness was noticed in north-western Bangladesh. Comparatively elderly women with better education and media exposure had a considerably higher chance of MPO. Elderly household heads, especially male and less educated heads, hindered the MPO of women. This study identified MPO as a key determinant of its extent of usage. Moreover, to increase the MPO by a faster pace, strategies should target less empowered women, particularly those who lived in districts of lower readiness.  相似文献

In recent years, the preference for purely private funding and ownership of telecommunications networks has given way to a ‘new wisdom’ that some form of public funding is now likely necessary if faster and more capacious next generation access (NGA) networks are to be constructed in a timely fashion for the majority of the population. Policy-makers are charged with deciding how that public investment will take place. One approach is via Public-Private Partnerships (PPPs), where public and private actors collaborate in UFB (Ultrafast Fibre Broadband) investment, construction and operation. However, the body of analysis of PPPs in NGA networks to guide policy-makers is scant.By using the concept of regulatory commitment, the paper compares the experiences gained in a hold-up situation in PPPs in other infrastructures (e.g. roading) with the UFB context. A case study of New Zealand's Ultrafast Fibre Broadband Initiative is used to draw new insights for government purchasers and regulatory agencies. In comparing the different forms of PPPs, the paper shows that UFB PPPs reverse the typical direction of financing and ownership observed in roading PPPs. Financing and asset ownership are separated in UFB PPPs, increasing the potential for misalignment of incentives and the likelihood that the public party can use its legislative powers to alter regulatory settings after the PPP contract is signed, and thereby hold up the private party once existing network assets are sunk. Whilst the government instigating the PPP may not be inclined to act opportunistically, a successive government facing different political priorities does not face the same incentives. To the extent that the private party can anticipate this risk, it should structure the initial agreement to ensure that the public party is penalised if such an event occurs (i.e. an automatic right to favourable renegotiation or payment of compensation). Such terms will discourage opportunism, so that the project benefits from time-consistent alignment of incentives and objectives.  相似文献

This article summarizes the activities performed by the Network for Capacity Development in Nutrition in Central and Eastern Europe and Balkan countries (NCDNCEE) in the past decade. The article gives a retrospective of the achievements and challenges in building capacity in nutrition research.Recognizing the lack of capacity and incoherent nutritional situation in CEE/BC, the United Nations University (UNU), Food & Nutrition Programme and the UN Standing Committee on Nutrition (SCN) encouraged the formation of NCDNCEE in 2005, which became CAPNUTRA in 2012.The network’s aim was to initiate and support tailor-made activities for capacity development in food & nutrition in research and training in CEE/BC. To identify the challenges and needs of nutrition research in the region, the network performed inventories on existence of food composition databases, food systems elements, dietary surveys, micronutrient recommendations, application of dietary assessment methods and grey literature. Further on, the network focused on the development of food composition databases and concomitant data management software, the Diet Assess & Plan platform for food consumption collection, dietary intake assessment and nutrition planning. These and other elements form the Balkan Food Platform, which underpins harmonized nutrition research in CEE/BC. Among key actions promoted by the platform are EFSA-supported dietary surveys conducted in four Balkan countries, on children and adults, in which food consumption data are collected and analysed in a harmonized way. Cooperation with FAO and active participation in international research projects enhanced the exchange of information and knowledge and brought international recognition to the CAPNUTRA network.  相似文献

Increasing numbers of non-governmental organizations (NGOs) declare a move from a needs- to a human rights-based approach (HRBA) in addressing food and nutrition security. Little work, however, has been done to reveal how HRBA to food is realized at a country level. Using a mixed methods approach, we demonstrate main challenges for NGOs’ adoption of HRBA in Armenia and Georgia. A combination of NGO operational and state level factors hamper rights-based food and nutrition work of NGOs. NGOs’ willingness and capacity to engage with HRBA to food and confront the state is influenced by the history of post-Soviet transition, views on the state versus market, and isolation from transnational actors propagating the right to adequate food.  相似文献

How to improve the performance of mergers & acquisitions (M&A) continues to be a confounding issue. We show that a dedicated M&A function is a new phenomenon that is positively related to a firm's M&A performance and M&A learning process. Moreover, we find that an M&A learning process (involving articulation, codification, sharing, and internalization) helps build up an M&A capability, which in turn is positively related to a firm's overall M&A performance. This paper attempts to provide insights into poverty, food insecurity, and malnutrition in Central Asia in the period following independence, and presents the available evidence from household-level data in the Kyrgyz Republic. It finds that although some improvement has been made in recent years, significant levels of poverty, food insecurity, and child malnutrition still exist. The paper argues that, in the short run, efforts should be made to protect vulnerable groups by investing in information generation and building capacity to design and implement food security and nutrition policies and programs. Increasing the speed of policy reforms and investment in productivity-enhancing agricultural research and rural infrastructure are fundamental for long-tern sustainable development in Central Asia.  相似文献

Serious concerns have been raised, especially across Europe, about the role of regulation in network infrastructure investments. More specifically, the installation of optical fiber closer to customer premises, the so-called next generation access networks, requires massive investments in the face of demand and regulatory uncertainty. The purpose of this paper is to assess whether specific regulatory scenarios (permanent regulation, regulatory forbearance, regulatory holidays and sunset clauses) alter the timing of the investment decision of an incumbent to expand to a new network infrastructure exploiting the binomial lattice approach from real options analysis.  相似文献

Canadian provincial governments have introduced voluntary nutrition guidelines for recreation and sport facilities to promote healthy dietary patterns in children. This paper presents baseline data from the Eat, Play, Live (EPL) randomized controlled trial to examine whether facilities in guideline provinces had greater capacity, more nutrition policies, and healthier food environments than facilities in a province without guidelines. Facility capacity, policy development, and food environment quality were measured and compared in guideline (GF; n = 32) and no guideline facilities (NoGF; n = 17) using ANOVA and Chi-square statistics. Healthfulness of vending and concession items were rated as Do Not Sell (least nutritious), Sell Sometimes or Sell Most (most nutritious). Facility capacity scores did not differ between GF and NoGF. A higher proportion of GF had facility-specific nutrition policies compared to NoGF. GF vending machines had healthier profiles than NoGF; including a lower proportion of Do Not Sell snacks and beverages, and a higher proportion of Sell Sometimes snacks and beverages and Sell Most beverages. GF concessions had healthier profiles than NoGF; with a lower proportion of Do Not Sell snacks and beverages, a higher proportion of Sell Sometimes snacks and Sell Most beverages, and higher food environment summary scores. Recreation and sport facilities in guideline provinces had more nutrition policies and healthier food environments than facilities in a province without guidelines. However, food environments were unhealthy regardless of guideline status which may promote correspondingly unhealthy dietary patterns among children.Clinical trials registration (retrospectively registered): ISRCTN14669997 Jul 3 2018.  相似文献

Manufacturing decisions inherently face uncertainties and imprecision. Fuzzy logic, and tools based on fuzzy logic, allow for the inclusion of uncertainties and imperfect information in decision making models, making them well suited for manufacturing decisions. In this study, we first review the progression in the use of fuzzy tools in tackling different manufacturing issues during the past two decades. We then apply fuzzy linear programming to a less emphasized, but important issue in manufacturing, namely that of product mix prioritization. The proposed algorithm, based on linear programming with fuzzy constraints and integer variables, provides several advantages to existing algorithm as it carries increased ease in understanding, in use, and provides flexibility in its application.  相似文献
