Developing country food systems have changed dramatically since the Green Revolution period. At the same time, malnutrition still represents a challenge and is now understood to encompass the three simultaneous dimensions of undernourishment, micronutrient deficiencies, and over-nutrition manifest in overweight and obesity. These changes in food systems and in the understanding of the global malnutrition challenge necessitate fresh thinking about food systems-based strategies to reduce malnutrition. This paper introduces a special section that offers such new perspectives. We discuss trends with respect to indicators of the triple burden of malnutrition to understand the extent of global malnutrition challenges and then relate those to food systems transformation in developing countries.  相似文献

Food safety systems in emerging markets are currently facing a transformation period, becoming more stringent because of an increasing demand for safer food. Consequently, policy makers need to find strategies to increase food safety while giving the industry time to improve their performance. In Thailand, policy makers have adopted the strategy of upgrading food safety standards gradually. Government and private food safety brands and labels were introduced onto the market but little is known whether Thai consumers have preferences for them or not. This study is aimed at evaluating Thai consumers’ preferences for food safety labels and brands on fresh produce, using a surveyed based on discrete-choice experiments. A sample of 350 Thai consumers was surveyed in Bangkok and Nonthaburi in 2013. Quota sampling according to the shopping outlets and convenience sampling methods were adopted. Two hundred respondents were recruited at fresh-food markets and 150 respondents were recruited at supermarkets. We found that consumers are willing-to-pay more for both government led food safety label and private brands, but that there is high heterogeneity in their preferences. The high degree of social desirability for food safety labels confirms that food safety labelling policy should be supported. However, the provision of information and credibility are vital in order to mitigate the risk of consumer deception by self-claimed labels.  相似文献

Food systems in developing countries are currently undergoing a rapid transformation towards high-value products and modern supply chains. While supply side aspects of this transformation have been analyzed previously, issues of consumer demand have received much less attention. This article analyses demand patterns for fresh fruits and vegetables in Vietnam, using household survey data and a demand systems approach. Demand for products from modern supply chains – particularly supermarkets and non-traditional imports – is highly income elastic, and the income effect is stronger than the impact of prices and supermarket penetration. This highlights the importance of considering demand side aspects when projecting future trends. Our results imply a continued restructuring of the food sector in the further process of economic development.  相似文献

Traceability and related concepts, such as trust and transparency have gained greatly in relevance in food supply chains. This study seeks to answer what exactly determines firms’ investments in traceability systems by developing and testing a theoretical framework using partial least squares methodology and empirical data from 234 companies of the German food industry.The results reveal that high external pressure to implement improves the image of tracking and tracing systems in the sense that their use enhances a firm’s status, increases the intention to use those systems and fosters their perceived usefulness in the eyes of agribusiness executives. The hypothesized negative effect of costs on perceived usefulness and the intention to invest could not be verified.  相似文献

The competitiveness of food companies in national and international markets depends upon their ability to adopt production processes which meet food safety and quality requirements. Food safety and quality assurance affect the cost of carrying out transactions, and therein lies the private incentive for adopting voluntary quality assurance systems. While quality assurance systems have the potential to reduce transaction costs by serving as the seller's guarantee of safety or quality, they may also serve as trade barriers.  相似文献

This paper provides a critical commentary on the conception of food miles followed by an empirical application of food miles to two contrasting food distribution systems based on carbon emissions accounting within these systems. The comparison is between the carbon emissions resultant from operating a large-scale vegetable box system and those from a supply system where the customer travels to a local farm shop. The study is based on fuel and energy use data collected from one of the UK’s largest suppliers of organic produce. The findings suggest that if a customer drives a round-trip distance of more than 6.7 km in order to purchase their organic vegetables, their carbon emissions are likely to be greater than the emissions from the system of cold storage, packing, transport to a regional hub and final transport to customer’s doorstep used by large-scale vegetable box suppliers. Consequently some of the ideas behind localism in the food sector may need to be revisited.  相似文献

This paper provides an overview of agricultural policy reforms and their impact on food security in Kazakhstan and Turkmenistan. Owing to increasing hostility in regional trade among the countries of Central Asia, Kazakhstan and Turkmenistan, like their neighbors, have chosen to follow a path of food self-sufficiency, which has biased their agricultural systems towards grain production. The paper finds that the land reforms in these two countries, which have dismantled the state farms, have resulted in reduced productivity of crops and declining food availability at the household level. It argues that reversing this trend will require increased investment in rural infrastructure and agricultural research to improve crop yields, and in the short-term, food security interventions to protect the poor and vulnerable.  相似文献

In 2014, the Rome Declaration on Nutrition recognized food system sustainability as a key condition to ensure adequate nutrition and access to healthy diets for all. Five years later, the evidence has never been more clear: despite a series of positive outcomes, our current food systems have increasingly generated severe environmental, social, and health-related costs. Many of the most severe health impacts of food systems can be traced back to the core practices of industrial food and farming systems (e.g. input-intensive agriculture; intensive livestock production; mass marketing of highly processed foods; deregulated global commodity chains). Yet alternatives exist.This article provides an overview of the key impacts generated by current food systems on human and environmental health, with an emphasis on their effects in the region of Europe and Central Asia. It then brings together evidence on how diversified agroecological systems can play a key role in meeting health and nutrition goals, while also addressing the environmental, social, and economic challenges created by current systems. Ultimately, the article sheds light on how to break away from the underlying drivers keeping current systems in place, and suggests how more diversified systems can effectively be promoted through systemic, multi-sector, and integrated policy approaches to ensure healthy diets for all.  相似文献

The main function of food classification systems is to regulate the market and inform it (consumers above all) about the different types of products and their characteristics. However, the reality is that many of these systems give rise to confusion and prevent consumers from obtaining a clear idea of them, making the purchasing process more difficult. The objective of this study was to propose a method that can be used as a basis or reference framework for analysing the suitability of any food classification system, based on maximising consumer comprehension and learning, before introducing it into the market. The model proposed establishes the procedure and the necessary indicators for identifying the advantages and drawbacks of each of the different systems, making it possible to compare their suitability. The model was tested empirically by comparing the current classification of orange juices and Iberian ham with two different proposals, in an experiment conducted with an online consumer panel, and using MANCOVA to analyse the differences between the six indicators related to consumer learning results. It was concluded that the model is suitable for assessing the suitability of the classification systems, as it shows technical viability, ease of introduction in practically any situation and the ability to facilitate and guide the process of drawing up consumer-oriented food classification systems.  相似文献

A new food policy coherent with the goal of achieving sustainable food systems implies changing visions and radically revising the understanding of the system on which agricultural and food-related policies act. This paper identifies and discusses policy processes that contribute to sustainable food systems in Europe. Based on a conceptual framework that links the policy cycle approach to transition theories, we (i) assess the evolution of policy cycles of the Common Agricultural Policy (CAP) to highlight how the food and nutrition concepts have evolved and been reframed throughout the five phases of the CAP, (ii) map and classify available policy instruments to assess potential synergies and gaps in view of their reorganization and (iii) indicate and discuss strategic tools for sustainable food policies. This contribution goes beyond the current literature highlighting the obstacles which hinder the transition to a policy regime that embodies the nexus among food and nutrition security, natural capital preservation and climatic and social justice, and proposing new avenues for food policy studies.  相似文献

The inter-related nature of food, health and climate change requires a better understanding of the linkages and a greater alignment of policy across these issues to be able to adequately meet the pressing social and health challenges arising from climate change. Food price is one way through which climate change may affect health. The aim of this study of the global and Australian food systems is to provide a whole-of-system analysis of food price vulnerabilities, highlighting the key pressure points across the food system through which climate change could potentially have the greatest impact on consumer food prices and the implications for population health. We outline areas where there are particular vulnerabilities for food systems and food prices arising from climate change, particularly global commodity prices; agricultural productivity; short term supply shocks; and less direct factors such as input costs and government policies. We use Australia as a high-income country case study to consider these issues in more detail. The complex and dynamic nature of pricing mechanisms makes it difficult to predict precisely how prices will be impacted. Should prices rise disproportionately among healthy foodstuffs compared to less healthy foods there may be adverse health outcomes if less expensive and less healthy foods are substituted. Higher prices will also have equity implications with lower socio-economic groups most impacted given these households currently spend proportionately more of their weekly income on food. The ultimate objective of this research is to identify the pathways through the food system via which climate change may affect food prices and ultimately population health, thereby providing evidence for food policy which takes into account environmental and health considerations.  相似文献

Despite rapid population growth, increasing land pressure and urbanization, farmers in Sub-Saharan Africa have not intensified their production in a sustainable manner and farming systems remain predominantly subsistence-oriented. In response, developing country governments increasingly implement programs that promote crop intensification and more commercially-oriented agricultural systems. Rwanda’s Crop Intensification Program (CIP), launched in 2007, is one such example. However, despite its apparent success in raising production of several priority crops, there are legitimate concerns about the food and nutrition security implications for households that are encouraged to consolidate their land, specialize in their production, and increasingly rely on markets for their food needs. Using recent household survey data and a propensity score matching difference-in-differences method, we find that participation in land consolidation activities had ambiguous consumption effects: it positively impacted on consumption of roots and tubers, but had a negative effect on meat, fish and fruits consumption and the potential availability of vitamin B12 in participants’ diets. This calls for a review of CIP implementation practices to enhance the program’s food and nutrition security outcomes, with improvements in market functioning and market access being potential starting points.  相似文献

He also examines the characteristics of the environmental factors which have an influence on food distribution, and explores the relationship between the environmental factors and the specific characteristics of food distribution systems of developing countries. Food safety, alongside food quality, remains a primary concern of both consumers and those along the whole food supply chain, leading to regulation by government alongside private third party certification. Much has been written about the value of these systems primarily from the perception of the consumer. This paper reports on a study that examined industry perceptions on the regulatory and assurance systems within the dairy sector of England and Wales. It found that the primary producer found value in both systems, although from a food hygiene focus regulation was seen to be more rigorous. Other stakeholders along the dairy food supply chain saw the assurance scheme as more rigorous. All stakeholders recognised the need to reduce duplication in delivering food safety through combining key elements of both systems with the added potential for better communication of both food safety and quality to the final consumer.  相似文献

Historically, and notably so since 1933, three ideologies have been evident, and in conflict, in the farmfood policies of the USA. The gradual transformation of US agriculture since World War II into an agribusiness industry, and into the dominant world food exporter, has necessitated the modernising of these three ideologies. How the new food politics of the Carter Administration will differ from those of the Nixon-Ford Administration is of worldwide concern. In the context of near-absence of public food safety and quality standards, or the lack of effective implementation of them where they exist, and in order to increase product quality and consistency and differentiate their product from traditional produce retailers, leading supermarket chains in Central America are imposing private standards on their fresh produce suppliers. These are mainly for cosmetic quality, but emerging also are standards for fresh produce safety, in particular for leafy greens and some fruit. They are implementing the private standards at the same time they are cutting costs in order to compete with wetmarkets, via organizational change in the leading chains’ procurement systems (shifting away from use of spot markets and traditional wholesale systems toward centralized purchases and use of implicit contracts and specialized/dedicated wholesalers). They are coupling those changes with some actions to resolve idiosyncratic factor market failures facing farmers such as through provision of technical assistance. The implementation of these private standards of produce safety are good for consumers as they are among the few food safety practices by domestic food industry actors. But the tougher standards are a challenge for producers who need to make significant investments, implying the need for investment assistance and support services by governments. The paper presents field study findings for Costa Rica, Guatemala, El Salvador, Honduras, and Nicaragua from 2002 to 2004.  相似文献

Because food insecurity is primarily a problem of low household incomes and poverty, and not just inadequate food production, projects and programs for food insecure African farmers which aim at increasing production of subsistence crops may be ineffective. Instead, government should look for ways to improve returns to farmers' resources in a broader context, which may include expanded opportunities for non-farm microenterprises and agricultural labor. This has been the conventional wisdom since the writings of Amartya Sen. Still unclear, however, are the implications of his thinking for the roles of African women farmers who are traditionally the food-crop producers in Africa and are often food insecure. Immediate expansion of income-earning activities such as cash cropping and non-farm microenterprises may not be possible for women in male headed households in many African societies where cash income is seen as part of the male domain. In addition, women farmers may need a long adjustment period to diversify their income sources fully because most African countries are at the early stages of structural transformation. Different developmental interventions, both in policy and in technology, are therefore needed to address food security and economic transformations in Africa in the short and long term.  相似文献

The effects of key agricultural policies on Senegalese farmers are analysed through a survey combining farming systems research methods, family budgets, dietary and anthropometric studies for the same rural households. Policies impact their food consumption through farm and non-farm incomes, prices of inputs, extension and research, and the prices of basic foods. Food consumption is closely related to family success in mixed cropping, but millet remains the basic rural food. Although rice has deeply penetrated rural markets, a maintenance of export earnings will require simultaneous gains in yields for both cash and traditional foodcrops.  相似文献

The 1970s saw a transformation in the economic position of the food and agricultural sector of the Irish economy. Prior to membership of the EEC, the development of Irish agriculture had been severely curtailed by the limited market opportunities that faced food exports from Ireland. The prospect of membership of a large and prosperous European Community brought a new era for the food sector. These new market opportunities coincided with, and gave incentive to, a technological revolution in food processing in Ireland. The extent of this change can be most graphically seen from a comparison of the small local creameries which played a major role in dairy manufacturing in the 1960s with the large, sophisticated plants of the 1970s.  相似文献

The recent food scares have been the motivation for voluntary programmes on food safety being promoted by public authorities and voluntarily implemented by food operators. In this article, we take into account the nature of the contamination risk to investigate the complementarities between private and public mechanisms for those voluntary systems to be implemented by a firm. We show two main results. First, when the firm directly markets its products to consumers a strong mandatory threat is a sufficient condition to implement voluntary systems whatever the risk of contamination. In contrast, when the mandatory threat is weak voluntary systems should be more implemented in industries where the risk of food contamination is low (pesticide residue) than in industries where the risk of contamination is high (pathogenic contamination). Second, when the risk of food contamination is low and the firm is embedded in a supply chain where the retailer can impose its own safety system, a well-designed penalty contract will induce a voluntary implementation whatever the mandatory threat.  相似文献
