Despite progress in poverty reduction achieved over the last two decades, Tajikistan’s food security situation remains challenging. Recent studies and analyses have highlighted progress as well as areas that require increased attention from the Government of the Republic of Tajikistan and international development partners. The paper argues that a systems approach that takes into consideration policy interventions by different sectors is required to more effectively improve access and affordability of healthy diets, contributing to a better food security and nutrition situation of the population. 相似文献

This paper attempts to provide insights into poverty, food insecurity, and malnutrition in Central Asia in the period following independence, and presents the available evidence from household-level data in the Kyrgyz Republic. It finds that although some improvement has been made in recent years, significant levels of poverty, food insecurity, and child malnutrition still exist. The paper argues that, in the short run, efforts should be made to protect vulnerable groups by investing in information generation and building capacity to design and implement food security and nutrition policies and programs. Increasing the speed of policy reforms and investment in productivity-enhancing agricultural research and rural infrastructure are fundamental for long-tern sustainable development in Central Asia. 相似文献

Malnutrition is a multicausal challenge that requires multisectoral responses to make comprehensive and sustainable progress, over the long term. How is agriculture and the wider agri-food system positioned within the constellation of factors and processes that determine nutrition outcomes in different contexts and countries? What is known about the role of enabling environments and the governance of agri-food systems in driving nutrition outcomes, for better or worse? In this paper we will highlight the findings of a systematic review that focuses on this question, drawing on work from the South Asian region including research undertaken by LANSA. Efforts to minimize the intake of industrial trans fat (I-TF) worldwide and thereby decrease the risk of coronary heart disease (CHD) have recently been intensified by the WHO and other organizations. The purpose of this study was to estimate the amounts of I-TF in biscuits, cakes and wafers in Iran, Turkey and Greece and to examine the recent changes made to these food products in some of the countries of the former Soviet Union and the former Yugoslavia, where these food products were previously investigated for I-TF. Three large supermarkets were visited or revisited in each of the countries’ capitals from 2014 to 2019. Pre-packaged biscuits, cakes and wafers were purchased if the list of ingredients mentioned partially hydrogenated fat or a similar term, including margarine, refined fat or confectionery fat, and the product contained more than 15 g of total fat per 100 g of product. Samples of the foods were subsequently analysed for trans fat (TF).In 84 different products in Iran, TF was between 2% and 5% of total fat. In Turkey, 6 different products had TF between 2% and 5%, and in Greece, 11 products had TF between 2% and 20%. This finding is in stark contrast to the findings of 2% to 50% TF found in 50–100 products in Kazakhstan, Kyrgyzstan, Armenia, Georgia, Serbia, Slovenia, and Croatia in 2014–2015. In the 7 latter countries, there was a 40–80% decline in the presence of TF from 2014/2015 to 2016/2019, but the findings indicate that in 2018/2019, high amounts of TF were still present in popular foods in some of these countries. 相似文献

Given the inseparable environmental and health impact of dietary habits, integrating health and sustainability goals has become a highly topical issue in policy development and communication to encourage consumers to adopt healthier and more sustainable diets. Increasing evidence indicates that it is possible to develop diets that are both environmentally sustainable and healthy, but their potential success largely depends on consumers’ willingness and ability to change their behavior. This study investigates consumer perceptions of the match, or mismatch, between healthy and sustainable diets, and gives insight into consumers’ motivation to eat healthily and sustainably, as measured by involvement. Data were collected in Spring 2014 through a cross-sectional quantitative online survey with samples representative for age, gender and region in four European Union (EU) countries (United Kingdom, Germany, Belgium, and the Netherlands) (n = 2783). The images of a healthy diet, a sustainable diet and a plant-based diet were found to be highly compatible based on a strongly observed match between European consumers’ perceptions of these concepts. Half of the participants were highly involved in healthy eating and one third in both healthy and sustainable eating. Informational food policy actions targeting both healthy and sustainable food consumption behavior are recommended to address issues relevant to the target segments, taking into account their levels of involvement. Increasing consumers’ motivation and involvement in health and sustainability emerges as a key trigger for increasing healthy and sustainable eating. 相似文献

Central Asia has experienced massive economic and social shocks during the past decade following the dissolution of the former Soviet Union. Demand for cereals, particularly for staple cereals and meats, has fallen significantly even as production and productivity have plummeted. Although agricultural reforms were launched in 1991, the performance of the agricultural sector has been weak across the region. Prospects for food security in Central Asia appear mixed. Projections indicate that a growing and urbanizing population in Central Asia with rising incomes will increase demand for cereals by 32% between 1995 and 2020 to reach 24 million tons, and for meat by 47% to reach 2.9 million tons. Improvements in crop productivity will be essential to meet the increases in demand projected for the region. Cereal production is forecast to keep pace with demand such that Central Asia will be virtually self-sufficient in cereals. However, national food self-sufficiency or food security does not necessarily translate into household or individual food security. Moreover, self-sufficiency comes with a high price-tag of opportunities foregone and inappropriate use made of resources. Given the growing enthusiasm for food self-sufficiency in Central Asia, it is imperative that research be undertaken to assess the full costs and benefits of such a policy. 相似文献

Developing country food systems have changed dramatically since the Green Revolution period. At the same time, malnutrition still represents a challenge and is now understood to encompass the three simultaneous dimensions of undernourishment, micronutrient deficiencies, and over-nutrition manifest in overweight and obesity. These changes in food systems and in the understanding of the global malnutrition challenge necessitate fresh thinking about food systems-based strategies to reduce malnutrition. This paper introduces a special section that offers such new perspectives. We discuss trends with respect to indicators of the triple burden of malnutrition to understand the extent of global malnutrition challenges and then relate those to food systems transformation in developing countries. 相似文献

ObjectivesThis study investigates whether the response of Supplemental Nutrition Assistance Program (SNAP) participants to a 30% incentive on fruit and vegetable spending varies with their access to food retailers.MethodsThe analysis exploits the random assignment of SNAP households in Hampden County, MA, to an intervention group that earned the incentive. Regression models for the impact of the incentive are augmented with measures of food retail access and interactions of random assignment status with food retail access. The main outcome—use of the SNAP benefit—is based on Electronic Benefit Transfer (EBT) card transaction records.ResultsAlthough households that lived within a mile of a participating supermarket spent approximately $2.13 or 19% more per month on targeted fruits and vegetables at participating supermarkets than households that did not live within a mile of a participating supermarket, we found no evidence that the impact of the incentive on SNAP fruit and vegetable spending varies with distance to retailers.ConclusionsThese findings imply that incentives to purchase fruits and vegetables were equally efficacious for SNAP households with high and low access to food retailers. 相似文献

A major barrier to achieving sustainable diets is the lack of clearly defined and agreed upon intervention points that will positively influence multiple sectors of the food system. There is an urgent need to understand what policy approaches and interventions will most effectively enhance the sustainability of diets in rapidly urbanizing low- and middle-income countries. To address this need, this work combines the input of diverse stakeholders and analysis of existing datasets to develop a conceptual framework for sustainable diets that is locally relevant to Vietnam using a process that is generalizable to other developing countries. The resulting framework includes 235 unique, measurable indicators within eight domains: (1) food production, (2) food processing and distribution, (3) food loss and waste, (4) food access and consumption, (5) food and water safety, (6) nutrition, (7) sociopolitical context, and (8) environmental impact. This conceptual framework was employed in a participatory workshop that brought together 50 Vietnamese stakeholders from diverse areas of expertise to identify and prioritize specific metrics for measuring sustainable diets. Based on the results of the stakeholder workshop, expert interviews, and characterized datasets, a comprehensive set of minimum metrics for each domain was produced and key leverage points that are likely to have an impact across multiple sectors were identified. These leverage points include food quality and safety, agricultural chemical usage, food waste, and water management. The analysis is expected to contribute to evidence-based policymaking in Vietnam to cultivate more sustainable diets. 相似文献

The Sustainable Development Goals (SDGs) agenda makes achieving food security and ending malnutrition a global priority. Within this framework, the importance of fisheries in local and global food systems and its contribution to nutrition and health, particularly for the poor are overlooked and undervalued. This paper reviews current fish production and consumption from capture fisheries and aquaculture, highlights opportunities for enhancing healthy diets and outlines key multi-sectoral policy solutions. Mirroring the call for a diversification of agricultural research and investment beyond a few staple grains, it is anticipated that productivity gains for a few farmed aquatic species will not suffice. Capture fisheries and aquaculture have a complementary role to play in increasing fish availability and access, and must be promoted in ways that support measurable nutrition and health gains. This paper argues that the lack of a nutrition-sensitive policy focus on capture fisheries and aquaculture represents an untapped opportunity that must be realised for ensuring sustainable healthy diets for all. 相似文献

A new food policy coherent with the goal of achieving sustainable food systems implies changing visions and radically revising the understanding of the system on which agricultural and food-related policies act. This paper identifies and discusses policy processes that contribute to sustainable food systems in Europe. Based on a conceptual framework that links the policy cycle approach to transition theories, we (i) assess the evolution of policy cycles of the Common Agricultural Policy (CAP) to highlight how the food and nutrition concepts have evolved and been reframed throughout the five phases of the CAP, (ii) map and classify available policy instruments to assess potential synergies and gaps in view of their reorganization and (iii) indicate and discuss strategic tools for sustainable food policies. This contribution goes beyond the current literature highlighting the obstacles which hinder the transition to a policy regime that embodies the nexus among food and nutrition security, natural capital preservation and climatic and social justice, and proposing new avenues for food policy studies. 相似文献

This paper provides an overview of agricultural policy reforms and their impact on food security in Kazakhstan and Turkmenistan. Owing to increasing hostility in regional trade among the countries of Central Asia, Kazakhstan and Turkmenistan, like their neighbors, have chosen to follow a path of food self-sufficiency, which has biased their agricultural systems towards grain production. The paper finds that the land reforms in these two countries, which have dismantled the state farms, have resulted in reduced productivity of crops and declining food availability at the household level. It argues that reversing this trend will require increased investment in rural infrastructure and agricultural research to improve crop yields, and in the short-term, food security interventions to protect the poor and vulnerable. 相似文献

Given the present conditions of demographic growth and the complicated transition toward market economies in Central Asia, the problems of food security and designing policies to achieve it without compromising economic growth are at the forefront of policy agendas in these countries. This paper reviews food policy reforms in Uzbekistan, the Kyrgyz Republic, and Tajikistan in the context of sustainable agricultural development. Analyzing the trends in the agricultural sector during the transition period, it identifies the major impacts of policy reforms on food security and enumerates future challenges for improving food security in these countries. It finds that despite the progress made in reforming their economies toward market-oriented ones, the three countries continue to face food insecurity to varying degrees. Food literacy – i.e. the ability to collect, understand, process, and use relevant information to navigate the food system – is a key concept inspiring food policies across the World. While scholars agree in discussing the interplay between individual food literacy skills and the health, social, environmental, political, cultural, and economic aspects of food consumption, evidence on the extent and consequences of limited food literacy is scattered. This paper tries to shed light on this issue, proposing a measurement approach to assess the food literacy skills of a representative sample of the Italian population. The research findings suggest that problematic food literacy is prevailing: elderly, people with low education, and those suffering from financial deprivation are more likely to show limited food literacy. Inadequate food literacy concurs in producing impaired health status. Integrated policy interventions are needed to improve individual food literacy skills and to support the establishment of a just and sustainable food system. 相似文献

This study investigates the relationship between consumer motivation, understanding and use of sustainability labels on food products (both environmental and ethical labels), which are increasingly appearing on food products. Data was collected by means of an online survey implemented in the UK, France, Germany, Spain, Sweden, and Poland, with a total sample size of 4408 respondents. Respondents expressed medium high to high levels of concern with sustainability issues at the general level, but lower levels of concern in the context of concrete food product choices. Understanding of the concept of sustainability was limited, but understanding of four selected labels (Fair Trade, Rainforest Alliance, Carbon Footprint, and Animal Welfare) was better, as some of them seem to be self-explanatory. The results indicated a low level of use, no matter whether use was measured as self-reported use of different types of information available on food labels or as use inferred from the results of a choice-based conjoint analysis. Hierarchical regression indicated that use is related to both motivation and understanding, and that both motivation, understanding and use are affected by demographic characteristics, human values as measured by the Schwartz value domains, and country differences. The results imply that sustainability labels currently do not play a major role in consumers’ food choices, and future use of these labels will depend on the extent to which consumers’ general concern about sustainability can be turned into actual behaviour. 相似文献

In 2014, the Rome Declaration on Nutrition recognized food system sustainability as a key condition to ensure adequate nutrition and access to healthy diets for all. Five years later, the evidence has never been more clear: despite a series of positive outcomes, our current food systems have increasingly generated severe environmental, social, and health-related costs. Many of the most severe health impacts of food systems can be traced back to the core practices of industrial food and farming systems (e.g. input-intensive agriculture; intensive livestock production; mass marketing of highly processed foods; deregulated global commodity chains). Yet alternatives exist.This article provides an overview of the key impacts generated by current food systems on human and environmental health, with an emphasis on their effects in the region of Europe and Central Asia. It then brings together evidence on how diversified agroecological systems can play a key role in meeting health and nutrition goals, while also addressing the environmental, social, and economic challenges created by current systems. Ultimately, the article sheds light on how to break away from the underlying drivers keeping current systems in place, and suggests how more diversified systems can effectively be promoted through systemic, multi-sector, and integrated policy approaches to ensure healthy diets for all. 相似文献

Migration has become a key component in the livelihood strategies of an increasing number of households across the developing world and remittances have expanded dramatically in the last decade. This has come at a time when an increased emphasis has been placed on reducing malnutrition to achieve Millennium Development Goal (MDG) targets. While this is the case, there has been little attention on the interface between migration and nutrition even though migration can influence nutrition through a number of channels. The objective of this special issue is to present state-of-the-art analyses of the link between migration and nutrition in developing countries. In this paper, an overview of the conceptual and empirical issues in identifying the link between migration and nutrition are considered. Further, the results from seven country case studies are synthesized and policy implications are drawn. 相似文献
