This article focuses on the relationship between employment protection regulation (EPL), trade unions and tenure of employment. A main hypothesis is that EPL strictness tends to prolong tenure, because rigorous rules imply that remaining with the same employer gives more job security. The role of unions can be expected to be similar. These assumptions are related to issues regarding dualisation in the labour market. Data used are the European Working Conditions Survey 2010—including 23 countries and more than 18,500 employees—combined with national‐level data on EPL, unemployment, union density and collective bargaining coverage. The analyses reveal that EPL strictness and bargaining coverage are associated with longer tenure. The same goes for having an employee representative in the workplace. The institutional variables work through interactions with individual‐level variables. For example, the impact of age, which is strongly linked to tenure, increases with stricter EPL and higher bargaining coverage.  相似文献

In this study, we examine the effects of two key variables associated with union effectiveness on the job performance of employees, and the mechanisms that explain such effects. More specifically, we investigate whether employees' perceptions that their union has a constructive relationship with management (industrial relations climate) and is able to act as an agent for their concerns (union instrumentality) promotes their job performance by enhancing their perceived job security and trust in management. Drawing on three waves of data from 303 employees and their immediate supervisors within 17 private enterprises in China, we find employees' perceptions of union effectiveness influence their job performance by enhancing both their perceived job security and trust in management. These findings are consistent with social exchange theory and conservation of resources theory. This article contributes to the literature by improving our understanding of how unions influence employees' work performance and by explaining how employees' perceptions of the industrial relations climate and union instrumentality influence their job performance. It also sheds light on the important issue of the effectiveness of unions in China, a country where the centrality of the Chinese Communist Party is often considered to have reduced the instrumentality of unions.  相似文献

It is well known that US aggregate union election activity under the National Labor Relations Board (NLRB) has fallen for several years. It is also well known that NLRB win rates have increased moderately during the Sweeney era relative to the later part of the Kirkland years. This article sheds new light on organising activity and win rates, by examining these data on a national union basis. The results show that several unions, including most of the largest nationals, experienced both increases in organising activity and increased win rates for the period of 1999 to 2004 compared with the years 1990–95 (the end of the Kirkland era). While explanations of variations in inter‐union organising success remain elusive, understanding and building on the experience of these ‘resurging unions’ holds the promise of union renewal more generally.  相似文献

This paper uses labour market spell data from the first seven waves of the British Household Panel Survey (BHPS) to model separations and quits. Three main results emerge. First, job satisfaction data are powerful predictors of both separations and quits, even controlling for wages, hours and standard demographic and job variables. Second, the comparison of the power of seven domain job satisfaction measures in a quit equation yields a ranking of job characteristics: job security and pay are the most important, followed by use of initiative, the work itself, and hours of work. This ranking differs markedly across different labour market groups. Last, union job dissatisfaction seems to be real: dissatisfied union members are just as likely to quit as are dissatisfied union non-members. However, union “free-riders” (non-union members at establishments with union recognition) do seem to behave differently from workers at establishments where unions are not recognised.  相似文献

This paper explores the apparent paradox that while unions exist to promote the interests and well-being of their members, UK survey evidence consistently shows that union members report lower levels of job satisfaction than non-union workers. A review and further analysis of the evidence confirms that this difference persists after controlling for other factors such as type of work. If union member dissatisfaction reflects a form of voice, then we might expect to see resulting gains. An analysis of data from the 1998 Workplace Employee Relations Survey indicates that any gains are modest. Evidence is presented to suggest that although management has become less hostile to trade unions, a degree of anti-union sentiment remains, sometimes leading to a muffling of the union voice, and this helps to account for some of the union member dissatisfaction.  相似文献

In the context of massive outward migration after Poland's accession to the EU in 2004, this article explores the possibilities for cross‐border collaboration by Polish trade unions. The findings are based on interviews with the two main trade union/trade union federations, Solidarity and Ogolnopolskie Porozumnie Zwi?zków Zawodowych: All‐Poland Alliance of Trade Unions, at national, regional and sectoral levels. Examining the issues and challenges faced by Polish trade unions in terms of loss of membership and social capital, the article also evaluates the significance of Poland's status as a country of some inward migration. It is argued that cross‐border trade union collaboration has become an even more urgent project as the economic crisis intensifies competition in the labour market and increases the potential for xenophobia.  相似文献

During the past 15 years, membership rates in many unions have been declining in Denmark, Finland and Sweden. Reasons for this decline may be similar to what has happened in other countries—occupational change and neoliberal ideology and policies—but in the three Ghent countries, changes in the unemployment insurance system may also have affected trade union membership losses. The major part of the decline has taken place in a period of low unemployment, which may have reduced the employee incentive to take unemployment insurance, but will increasing unemployment rates mean more trade union members? At least for the LO‐ and SAK‐affiliated trade unions, it seems that trade union independent unemployment funds may be alternatives for workers who take unemployment insurance.  相似文献

It is apparent from existing research that little is known about the effectiveness of non‐union employee representation (NER) voice arrangements in Australian firms. This article examines both the non‐union Suncorp‐Metway Employee Council (SMEC) and union voice arrangements at an Australian financial services firm, Suncorp, and assesses their effectiveness in representing the needs of employees. This study is unique because it is one of the few examples of dual representation channels at a single firm. Overall the findings suggest that the effectiveness of union and NER arrangements is dependent on the union and NER voice channels being perceived by the workforce as both representative and able to act effectively or independently. However, while trade unions may provide greater voice than non‐union arrangements, the strength of voice is dependent on the legitimacy and effectiveness of trade unions in representing employees' interests at the workplace. The findings also suggest that the marginalisation strategy used by the union in excluding SMEC from its industrial campaigns, coupled with employees' perception of a lack of effective union voice, could impact negatively on the influence that unions may have on management decision‐making. This could also be perceived by employees as an inappropriate response by the union to management substitution strategies. As a consequence, any changes to industrial relations policy or trade union strategies regarding NER should be considered in the light of these findings.  相似文献

During the 1990s, outsourcing work was commonly associated with the weakening of union organisation and the deterioration of pay, working conditions and job security. A variant of outsourcing, termed here as ‘insourcing’, involves a firm purchasing ‘non‐core’ functions and services from enterprises located under the same roof. This case study of Fiat outlines the impact of insourcing on traditional arrangements and practices, and analyses the response of Italian local unions. The findings indicate that in the context of ‘bargained compromise’ between trade unions and management in the Italian motor industry insourcing did not have the negative implications for union organisation and employee terms and conditions associated with traditional outsourcing.  相似文献

Unions make differences to employee satisfaction that correspond to their effects on individual economic advantage. Panel data reveal how changes in economic circumstance and changes in job satisfaction are linked to changes in union coverage. When individuals move into a union covered job they receive a wage mark‐up and express enhanced pay satisfaction. Conversely, those moving from a union covered job on average lose any mark‐up and have significantly reduced satisfaction. Similar findings emerge for working hours. On average individuals prefer shorter hours, something they tend (not) to achieve on moving (out of) into a unionised job, resulting in higher (lower) satisfaction. Switching into union coverage lowers satisfaction with job security, even though coverage has no effect on the risk of unemployment. This is because covered employees suffer greater costs of re‐employment for a given level of unemployment risk, partly because of loss of the union mark‐up.  相似文献

Any analysis of workforce flexibility within particular countries needs to take account not only of the character of industrial relations and union organization at workplace and company levels, but also of how actions at those levels are influenced by broader regulatory arrangements covering employment and work practices. In other words, to avoid the over-simplifications and over-generalizations which much of the flexibility debate has in the past been (correctly) accused of and to expand the analysis offered by the relatively broad-brush, multi-country studies, it is necessary to locate issues of flexibility more securely within both existing national regulatory and institutional frameworks, and also to take account of patterns of union organization and job regulation at the local level, and the ways unions and workforces have responded to (and at times even shaped) different flexibility initiatives by employers. By analysing different types of enterprise in Spain and the United Kingdom, this article seeks to illustrate the role and significance of these factors for the particular development of workforce flexibility in the two countries.  相似文献

The impact of union membership on employees' intent to leave their jobs was examined to testthe effect of unions' “voice” face. Regression analyses showed a significant, negative relationship between union membership and employees' intent to leave. In addition, the data revealed significant interactions between union membership and job satisfaction and between union membership and organizational commitment. Dissatisfied nonunion members are much more likely to intend to leave their jobs than are union members. Similarly, nonunion members with low organizational commitment are much more likely to intend to leave their jobs than are union members. Bothof these results support the conclusion that union membership reduces employees' intention toleave their jobs, and provides evidence that the voice face of unions matter. Trade unions have been analysed quantitatively primarily in their role as vested interest organisations, attempting to quantify the excludable benefits they provide to members rather than examine their wider impact in an institutional context. Power resource theory acknowledges unions as social agents but assumes the willingness to oppose neoliberalism is constant, limited only by scarce power resources. Whilst true in general terms, this fails to explain trends of increasing labour market dualism in resource‐rich industrial relations regimes. This article examines social solidarity as a union power resource, measuring the impact of trade union membership on social attitudes of solidarity. Data were collected from the 2016 European Social Survey for 18 countries, grouped into five distinct industrial relations regimes. The findings suggest that, at European level, union membership still has a significant effect on all dimensions of social solidarity, but these relationships vary significantly across industrial relations regimes.  相似文献

In light of internationally declining union density, this article examines to what extent employees derive advantage from trade unions. Data collected in 21 countries through the European Social Survey 2010 are being used. Multilevel analyses show that it is not so much individual membership but unions' collective power that matters. Perceived union influence and a union‐friendly industrial relations regime (mainly the organized corporatism in the Nordic countries) are positively linked to the occurrence of regular workplace meetings and to the impact of these meetings on organizational decisions. Employees also appear to benefit from unions' collective power in terms of appropriate pay and job security, although the regime pattern is then less clear.  相似文献

Women's groups (WGs) provide a platform from which women can develop their strengths, advance their concerns and access empowering positions. Academic attention to WGs in British unions has recently increased, reflecting their expansion and growing union responsiveness to female members. However, the meaning of WGs for unions remains under‐researched. This article analyses workers’ attitudes to trade unions by comparing the survey responses of Unison members with public sector workers who have left or never joined a union. It examines whether differences between these groups can help to explain union‐joining behaviour and membership patterns. The findings demonstrate that there are few differences in attitudes between Unison members, ex‐unionists and never‐members on the issue of ‘union effectiveness’. However, ex‐unionists were more reluctant to re‐join unions than never‐members. The evidence concludes that if public service unions are to recruit new members, they need to adopt differentiated strategies and representatives have to target ex‐unionists and never‐members in the workplace.  相似文献

In the Irish context of national partnership and the promotion of workplace partnership at firm level, unions might be expected to have achieved, at least, a pragmatic acceptance by employers. Using a survey of full‐time union officials in eight trade unions organising in the private sector, this paper reports their experiences of recent recognition campaigns. Employer opposition appears to have intensified, and in a substantial percentage of cases has involved the victimisation of activists. In facilitating employees to make a free choice regarding union representation, the Codes of Practice and the Industrial Relations Amendment Act 2001 are regarded by the majority of officials as inadequate. A majority of officials favoured the introduction of a statutory right to recognition. Non‐union firms appear as ‘free riders’ that have enjoyed the benefits of national partnership but evaded the compromises and concessions that necessarily characterise such agreements. If left unchecked, the free‐rider phenomenon could undermine the institutional framework on which partnership is based.  相似文献

In an environment of what would appear to be a widening ‘representation gap’ developing in many organisations, there has been considerable discussion on the effectiveness of non–union employee representation (NER) structures as communication devices and mechanisms for employee involvement, or as a substitute for unions in the collective bargaining process. The underlying debate centres on whether NER forms make trade unions unnecessary, or whether NER forms have a role different from, but complementary to, that of unions at the workplace. The findings of this study suggest that a ‘substitute’ or union avoidance strategy as used at News International Newspapers could have limitations. The implications of not recognising these limitations could result in greater indirect union influence in workplace issues and greater employee dissatisfaction at the workplace.  相似文献

This article considers how trade unions respond to systemic racism at work. Based on case studies in the UK, Belgium and France, it identifies a gap between the national‐level anti‐racist policies of several European trade unions and local‐level union workplace practices: direct racism is often denied and indirect racism rarely challenged. It describes and analyses this gap arguing that unions must more consciously champion anti‐racism and recommends a leadership role for workplace representatives.  相似文献
