French children start public school either the year they turn two or the year they turn three. We evaluate the impact of this unique schooling policy on maternal labour supply. Using a Regression–Discontinuity design, we show that early school availability has a significant employment effect on lone mothers, but no effect on two-parent families. Also we show that the effect grows larger as the child grows older and as the family loses eligibility for child benefits. Finally, we provide some new evidence that school enrolment at the age of two has no adverse effect on children's subsequent educational outcomes.  相似文献

We evaluate the effect of a 2003 reform in the Spanish income tax on fertility and the employment of mothers with small children. The reform introduced a tax credit for working mothers with children under the age of three, while also increasing child deductions for all households with children. Theoretically, given the interplay of these two components, the expected effect of the reform is ambiguous on both outcomes. We find that the combined reforms significantly increased both fertility (by almost 5%) and the employment rate of mothers with children under three (by 2%). These effects were more pronounced among less-educated women. In addition, to disentangle the impact of the two reform components, we use an earlier reform that increased child deductions in 1999. We find that the child deductions affect mothers' employment negatively, which implies that the 2003 tax credit would have increased employment even more (up to 5%) in the absence of the change in child deductions.  相似文献

We use longitudinal data to examine the relationship between parenthood, wages, and hours worked for married men and women. We find evidence of negative selection into parenthood, substantial child-related reallocations of time within the household, and heterogeneity in the effects of children on household behavior. In households in which the wife experiences an interruption in employment, mothers' wages and hours worked fall, while fathers' hours and wages increase. In households in which the mother remains continuously attached to the labor force, however, there is no evidence of a wage decline for mothers, and the hours worked by fathers decrease substantially.  相似文献

Research on child custody primarily focuses on the well-being of children following divorce. We extend this literature by examining how the prospect of joint child custody affects within-marriage investment in children through changes in household bargaining power. Variation in the timing of joint-custody reforms across states provides a natural-experiment framework with which to examine within-marriage investment in children. The probability of children's private school attendance declines by 12% in states that adopt joint-custody laws. We also find evidence linking joint-custody reform to higher rates of labor force participation for married mothers, which may indicate less time devoted household production.  相似文献

We provide evidence on the impact of a large-scale construction of pre-primary school facilities in Argentina. We estimate the causal impact of the program on pre-primary school attendance and maternal labor supply. Identification relies on a differences-in-differences strategy where we combine differences across regions in the number of facilities built with differences in exposure across cohorts induced by the timing of the program. We find a sizeable impact of the program on pre-primary school participation among children aged between 3 and 5. In fact, we cannot reject the null hypothesis of a full take-up of newly constructed places. In addition, we find that the implicit childcare subsidy induced by the program appears to increases maternal employment.  相似文献

Existing empirical research on child overweight derives mainly from North America and points at rising maternal employment as an explanation for the increasing trend in child weight. These results cannot be replicated in Denmark, where an increase in maternal work hours does not increase the likelihood of weight problems for their children. This paper tests four possible explanations for this difference: (1) the effect of maternal employment on child obesity is heterogeneous and varies according to the country's weight distribution; (2) the quality of child care is on average higher in Denmark; (3) the counterfactual care provided by Danish mothers is of lower quality; and (4) Danish fathers contribute significantly to their children's health. This paper finds evidence consistent with the hypotheses that Danish child care and fathers play a significant role in explaining the absence of a significant relationship between maternal work hours and children's overweight status.  相似文献

We analyze the effect of children on the labor supply of married women in a framework that accounts for the endogeneity of labor market and fertility decisions, for the heterogeneity of the effects of children and their correlation with the fertility decisions, and for the correlation of sequential labor market decisions. Women with stronger propensity for market work have fewer children, work more before the first birth, and face larger negative effects of children. The total effect of a child remains considerable long after birth; prior birth-related reductions in labor supply account for a significant share of the total effect.  相似文献

This study explores gender differences in positive perceptions, anxiety, and depression among mothers and fathers of children with intellectual disabilities (IDs). We examined the relationship between these variables and certain characteristics of both the child (age and severity of disability) and the parents (age, educational level, and employment status). A sample of 60 mother/father couples who had children with IDs completed the Positive Contributions Scale to measure their positive perceptions, and the Hospital Anxiety and Depression Scale to assess their level of anxiety and depression. Bivariate analyses were used to determine differences between fathers and mothers as regards their positive perceptions and levels of anxiety and depression. A logistic regression model was then applied to identify which of the variables might be significant predictors of the gender differences observed among parents. Both mothers and fathers had positive perceptions of their children with IDs that co-existed with symptoms of anxiety and depression, with scores being higher among mothers. The predictive analysis of gender showed that individual variables (such as the employment status of both parents) may explain these differences.  相似文献

We develop the organizational characteristics element of Stone and Colella's (1996) framework by drawing on the Ability–Motivation–Opportunity (AMO) model to assess the relationship between high‐performance work practices (HPWPs) and work‐related disability disadvantage. We develop competing “enabling” and “disabling” hypotheses concerning the influence of selected HPWPs (competency testing, performance appraisal, individual performance‐related pay, teamworking, and functional flexibility) on disabled relative to nondisabled employees. An empirical assessment of these competing hypotheses using matched employer–employee data from the nationally representative British Workplace Employment Relations Study 2011 reveals a negative relationship between these HPWPs when used in combination and the proportion of disabled employees at the workplace, although this relationship disappears in workplaces with a wide range of disability equality practices. While disabled employees report lower work‐related well‐being than their nondisabled counterparts, we find limited evidence that this is associated with the presence of HPWPs.  相似文献

We analyze the roles of and interrelationships among school inputs and parental inputs in affecting child development through the specification and estimation of a behavioral model of household migration and maternal employment decisions. We integrate information on these decisions with observations on child outcomes over a 13-year period from the National Longitudinal Study of Youth (NLSY). We find that the impact of our school quality measures diminishes by factors of 2 to 4 after accounting for the fact that families may choose where to live in part based on school characteristics and labor market opportunities. The positive statistical relationship between child outcomes and maternal employment reverses sign and remains statistically significant after controlling for its possible endogeneity. Our estimates imply that when parental responses are taken into account, policy changes in school quality end up having only minor impacts on child test scores.  相似文献

Women's increasing participation in the labor force since the 1950s demands that knowledge about their labor supply needs to keep pace with the changing world. One important change has occurred among mothers of small children, they are increasingly working for pay in successive generations, as the break in their employment has become increasingly shorter. Legislation was enacted in the UK to outlaw unequal pay and discrimination in employment on the basis of gender, while statutory maternity leave was introduced in 1976 and extended in 1986. The proportion of mothers taking maternity leave has since increased, as has full-time employment among mothers. The authors examine the transitions into and out of paid work which women make after childbirth, helping to determine whether recent generations of mothers have benefitted from the policy changes, whether all have benefitted equally, and whether any effects persist beyond the period around the first childbirth. Study data are drawn from the fifth sweep of the National Child Development Study (NCDS) 1958 birth cohort at age 33. The experiences of mothers in the 1958 generation suggests that women have begun to benefit from the equal opportunities provisions enacted in Britain during the 1970s. The age of the youngest child is the most important determinant of women's participation over the preschool years, and relatively better educated women have the highest degree of continuity in employment across childbirth.  相似文献

We develop a structural model of female employment and fertility which accounts for intertemporal feedback effects between these two outcomes. To identify the effect of financial incentives on employment and fertility we exploit variation in the tax and transfer system, which differs by employment state and number of children. Specifically, we simulate in detail the effects of the tax and transfer system, including child care costs. The model provides estimates of the structural preferences of women that can be used to study the effect of various policy reforms. Results show that increasing child care subsidies, conditional on employment, increases the labor supply of all women as well as the fertility rates of the childless and highly educated women.  相似文献

This paper shows that a temporary incentive to join the labor market or to work more can also produce substantial life-cycle labour supply effects. On September 1997, a new childcare policy was initiated by the provincial government of Québec, the second most populous province in Canada. Licensed and regulated providers of childcare services began offering day care spaces at the subsidized fee of $5/day/child for children aged 4. In successive years, the government reduced the age requirement, created new childcare facilities and spaces, and paid for the additional costs entailed by this low-fee policy. No such important policy changes for preschool (including kindergarten) children were enacted in the nine other Canadian provinces over the years 1997–2004. Using annual data drawn from Statistics Canada's Survey on Labour and Income Dynamics and a difference-in-differences quasi-experimental methodology, the paper estimates the dynamic labour supply effects of the program. The results demonstrate that the policy had long-term labour supply effects on mothers who benefited from the program when their child was less than 6. A striking feature of the results is that they are driven by changes in the labour supply of less educated mothers.  相似文献

We examine the effect of domestic violence on child mortality using Demographic and Health Surveys from thirty-two developing countries. We first examine conditional associations between violence faced by the mother and child mortality after controlling for observable confounders. Children of (ever) physically victimized mothers are 0.4, 0.7, and 1.0 pp more likely to die within thirty days, a year, and five years of being born. We find similar associations when examining violence experienced in the last twelve months, although these are no longer statistically significant. The association is statistically significant, and larger, if the mother experiences violence in the last twelve months often, rather than sometimes. Violence is significantly associated with pregnancy loss, suggesting the true effect on mortality is larger than estimates based on live-births would suggest. We investigate robustness of associations to omitted variable bias, assessing the role of selection on unobservables to estimate lower bounds on the true effect. These continue to indicate economically meaningful positive effects, suggesting selection on unobservables would need to be 2.4–3 times that of selection on observables to nullify the estimated effect. We provide evidence that maternal smoking and breastfeeding practices are mediators in the relationship between domestic violence and child mortality.  相似文献

A year-round calendar redistributes schools days around the year. This paper studies how this redistribution of school days, and therefore child care days available through school, affects maternal employment. The presence of year-round calendars in a district could be correlated with other district level attributes that might affect female employment rates. I therefore use a differencing method that compares the influence of district year-round enrollment on the employment rates of women with school-aged children relative to women whose eldest child is pre-school-aged. Unobserved district factors should affect employment rates of women with school-aged and pre-school-aged children similarly, yet only women with school-aged children should be directly impacted by school calendar. I find that redistributing child care days available through school into shorter intervals over time negatively impacts maternal employment. Among those women with school-aged children, those also having pre-school-aged children have the hardest time adjusting to differences in existing availability.  相似文献

We study the effect of fertility on maternal labor supply in Argentina and Mexico exploiting a source of exogenous variability in family size first introduced by Angrist and Evans [Angrist, J., Evans, W., 1998. Children and their parents' labor supply: evidence from exogenous variation in family size. American Economic Review 88 (3), 450–577] for the United States. We find that the estimates for the US can be generalized both qualitatively and quantitatively to the populations of two developing countries where, compared to the US, fertility is known to be higher, female education levels are much lower and there are fewer formal facilities for childcare.  相似文献

A bstract .   Economists have increasingly recognized the growing role of married women in the labor market by treating the labor supply decisions of married couples as joint decisions. However, they have yet to apply the same reasoning to home production. We build a more complete model of household time allocation that consists of a system of simultaneous equations estimating hours of labor supply and home production. Using data on white couples from Wave XXV of the Panel Study of Income Dynamics, we find that working wives act as if their husbands are substitutes for home production while other wives do not. Husbands' responses to their wives' behavior depends upon whether children are present.  相似文献

This study investigates how maternal employment is related to the cognitive development and body weight of 10 and 11 year olds, controlling for a wide variety of child, mother and family characteristics. The results suggest that limited market work benefits youths who are relatively “disadvantaged” and even long hours, which occur infrequently, are unlikely to leave them much worse off. By contrast, maternal labor supply is estimated to have more uniformly harmful consequences for “advantaged” adolescents. The negative cognitive effects for these youths probably partly occur because maternal labor supply reduces the time spent in enriching home environments. Some of the growth in obesity may be related to determinants of excess weight common to the child and mother.  相似文献

In this paper we evaluate the work disincentive effects of the disability insurance (DI) program during the 1990s using comparison group and regression-discontinuity methods. The latter approach exploits a particular feature of the DI eligibility determination process to estimate the program's impact on labor supply for an important subset of DI applicants. Using merged survey-administrative data, we find that during the 1990s the labor force participation rate of DI beneficiaries would have been at most 20 percentage points higher had none received benefits. In addition, we find even smaller labor supply responses for the subset of ‘marginal’ applicants whose disability determination is based on vocational factors.  相似文献

This paper addresses the interplay between health and labor market behavior in the later part of the working life. We use the longitudinal Health and Retirement Survey to analyze the dynamic relationship between health and alternative labor force transitions, including labor force exit, job change and application for disability insurance. Specifically, we examine how the timing of health shocks affects labor force behavior. Controlling for lagged values of health, poor contemporaneous health is strongly associated with labor force exit in general and with application for disability insurance in particular. At the same time, our evidence suggests that controlling for contemporaneous health, poor lagged health is associated with continued participation. Thus, it appears that not just poor health, but declines in health help explain retirement behavior. We conclude that modeling health in a dynamic, longitudinal framework offers important new insights into the effects of poor health on the labor force behavior of older workers.  相似文献
