Rural ICT centers are the initiative of the third millennium and widen the accessibility horizons of information and Communication Technology among disadvantaged groups of societies, and play a significant role in rural development processes. Adoption of new technology in rural Iran has been the main challenge and focal point of all agricultural extension activities since the modernization era of the 1950s. Consequently the rapidly growing gap between urban and rural economy has reinforced the critical role of ICT in creating an equal society. Identifying the factors which foster adoption of ICT is among the important challenges of alleviating digital divide. ICT centers attract different groups within rural communities and create a forum for unprivileged rural settlers to learn about and to use computer and internet. This paper attempts to identify the factors influencing the adoption of ICT in rural Gharn Abad's ICT center of Golestan Province. The sample included 218 individuals, who were selected by stratified random sampling method. Survey method was used, and data was analyzed by correlation as well as multiple regression techniques. Based on the results, the existence of ICT center itself, with various funding sources, reinforced the adoption regardless of the users' economic status. At the same time, the other factors such as individual, social, the households' informative & communicative, as well as the innovation related factors were found influential. This case study could be used as a sample for planning, establishing, and developing the ICT centers in the other similar situations. 相似文献

The Internet Consumption Model was developed by integrating the theoretical constructs from the Technology Acceptance Model (TAM) and the Consumption Theory. This model intended to extend the TAM by adding accessibility and affordability, two important factors that influence the Internet diffusion. It also intended to extend the Consumption Theory by adding the two psychological factors from the TAM—the perceived ease of use (PEU) and the perceived usefulness (PU) – as the determinants of preference. The theoretical extensions aimed at explaining the Internet consumption behavior by utilizing the vital constructs of the two major theories. Based on the Internet Consumption Model, the cross-country empirical research was conducted to examine the relationships between income, Gini index, and the pattern of the Internet diffusion curve. It showed that the developed countries had steeper Internet diffusion curves and shorter time lags than the developing countries. The GDP per capita had positive correlation with the slope of Internet diffusion curve, while Gini index had negative correlation. The divergence argument was strongly supported by the empirical analyses of this study, especially for the countries approaching the two extremes of the income spectrum. 相似文献

Advancements in productivity in the digital economy constitute an important engine for economic growth. What drives productivity dynamics in the information and communication technology (ICT) sector? This study examines the productivity dynamics of ICT firms across countries from the perspective of corporate balance sheets. We study the effects of intangible assets and leverage on productivity growth using firm-level panel data from five industrialized countries. We find that intangible assets positively affect the total factor productivity in the ICT sector. The positive effect of intangible assets on total factor productivity growth is larger for ICT manufacturing firms than for ICT service firms. We also find that leverage has a positive relationship with total factor productivity development in the ICT sector. In addition, our empirical results substantiated that productivity is catching up to the technological frontier. Furthermore, larger firms and/or younger firms generally show higher total factor productivity growth than their peers. Economies of scale are more prominent in the ICT service sector than in the ICT manufacturing sector. Our findings contribute to the understanding of cross-country productivity dynamics in the ICT sector at the firm level in the digital economy. 相似文献

This paper contributes to the literature on digital divide by analysing regional- and country level determinants of the regional digital divide in the EU, based on panel data and using the multilevel analysis- the three level random slope model. The results indicate that only a mix of effective regional and national measures could mitigate the regional digital divide in the EU. Stimulating regional economic growth, increasing the tertiary education attainments, boosting R&D expenditure, and discouraging early leaving from education are regional- and national level policy measures that are found to successfully reduce the regional digital divide in the EU. 相似文献

This study presents an economic analysis of Japan's attempt to address the geographical digital divide problem for broadband and mobile telephone services. To receive broadband service local inhabitants make voluntary contributions, which are matched by a municipal subsidy. The approach is effective in terms of economic efficiency and equity. Importantly, as fixed broadband service is provided locally the benefits are limited to local inhabitants. By contrast, mobile service is provided via a spectrum user fee system. That is, for mobile telecommunication services, no universal service fund exists. The underlying rationale is that subscribers are beneficiaries and commercial decision-making should be left to mobile operators. 相似文献

This paper analyses some relevant supply chain management issues for Italian firms operating in the footwear industry. The analysis is carried out on representative firms, located in a specialized regional district with a high density of shoe manufacturing companies. Companies were experiencing substantial problems in the management of supplier relationships, as well as in the commercial/distributive channel. Specifically, synchronization issues in the logistics pipeline were weakening firms’ lead time performances.The case study presented strives to highlight the critical points in the set up of the supply chain management programme, as well as the main results obtained. The case study also shows that the adoption of tailored Information and Communication Technology (ICT) tools has the potential to save significant lead time in supplier/buyer relationships. The reduction of the digital divide due to the availability of the Internet and the improvement of skills is accompanied by reverse and resistance trends associated with the influence of socio-demographic and economic characteristics of users. In this paper, we estimate the volume and dynamics of the digital divide in access and use of the Internet in Russia by key social groups according to a longitudinal survey for 2008–2018. We found that along with the reducing of the digital divide, its gaps still remain. The greatest polarization is associated with the income, age, and type of residence of the respondents. The most vulnerable social groups on access to ICTs and Internet use are the low-income, the elderly, citizens with disabilities, and those living in rural areas. The reverse shifts in the digital divide were recorded mainly in relation to the Internet usage by age between the middle-age and youth and by gender. In addition, we pointed out the most resistance social groups to reduce the digital divide in the period under review, in particular, by income and type of residence of the respondents. The findings contribute to an understanding of the dynamics and social consequences of the digital divide and can be taken into account in social policy and measures. 相似文献

This study analyzes the interdependence of telecommunications manufacturing, services, and user industries in the Mississippi Delta region of the US to understand the social and economic prospects of poorer rural areas of the US as advanced technologies rapidly proliferate. An underlying assumption is that telecommunications industries should not be viewed only by the employment they directly support; they should also be analyzed in terms of their linkages to other industries and how those linkages influence the competitiveness and growth prospects of businesses and public institutions in the region by building a capable community of technology users. The absence of leading telecom manufacturing and service firms in rural Delta counties together with low levels of connectivity suggest that digital divide problems are very real for the region. The central economic development challenge should be to ensure that rural businesses, government, health care, education, and non-profit institutions gain access to an advanced telecommunications infrastructure and that they develop the capacity to leverage this access to enhance their performance and expand their reach. 相似文献

Government funding is essential for digital equity. Scholarship on policies to improve internet access often examines the funding mechanisms behind subsidies, or the quality and reach of services provided. However, a better understanding of the issues and constituencies to receive government support to date may help digital equity activists more strategically lobby for new digital divide policies in the future. To do this, we take a macro-level approach to Van Dijk's resources and appropriation theory and examine how the framing of all digital divide–related U.S. Congressional legislation introduced between 1990 and 2020 may be associated with a bill's passage or the political party of its sponsor. Content analysis revealed that bills highlighting privacy literacy programs, educational outcomes, and corporate transparency were more likely to be passed into legislation. Bills sponsored by Republicans were 422% more likely of being passed into legislation. Certain frames were also associated with partisan sponsorship: Republican-sponsored bills were more often framed around deregulation, privacy programs, corporate transparency, and rural access, whereas Democrat-sponsored bills were more often framed around digital skills such as digital literacy and educational outcomes. Findings serve as a historical record of digital equity priorities in the U.S. and highlight possible strategies for future policy design. 相似文献

In this paper, the notions of digital inequality and digital divide have been employed to describe two levels of Information and Communications Technologies (ICTs) access. On the one hand is the inequality of access to the cluster of technology measured by Internet use and on the other are the confluence of skills and other resources that differentiate countries in sub-Saharan Africa. Using cross-country data, hypotheses are tested within a simultaneous equation system. The paper confirms the vital importance of telecommunications infrastructure represented by the high correlation of telephone density with Internet irrespective of per capita income level of the country. 相似文献

This paper studies the effect of competition on product innovation in the market for digital cameras during the years 1998 to 2001. The analysis is based on a structural dynamic model that is estimated and used to simulate the innovation behavior of firms in counterfactual environments. The model features heterogeneous consumers, who time optimally purchase goods, depending on the expected evolution of the prices and the characteristics of available cameras. On the supply side, firms introduce new camera models and choose their characteristics, accounting for the dynamic value of new products and the optimal dynamic behavior of consumers. The counterfactual simulations imply that an increase in competition in the industry would not have generated better products on average and, depending on the type of competition, would have generated products with lower average quality. 相似文献

This study examined the relationship between R&D team climate and team performance in a developing context, Korea. Given the fragmented results of existing studies in advanced countries, which explored largely the effects of individual dimensions of team climate on team performance, this study focused on the interaction effects among multiple dimensions of team climate. The interaction effects can produce seemingly contradictory or paradoxical bivariate associations between each climate dimension and team performance. Both bivariate and multivariate analyses, using data from 80 R&D project teams in both government-sponsored research institutes and private R&D centres in Korea, revealed the following results. 1. Four dimensions of R&D team climate—autonomy, cohesiveness, change orientation, work pressure—were not positively associated with team performance. Rather, autonomy was found to have a significant negative relationship. 2. Interaction effects of each team climate dimension were partially borne out. When the change orientation or work pressure of a team was high, autonomy had a positive impact on team performance. Otherwise, autonomous team climate deteriorated performance of the team. However, interaction effects between cohesiveness and change orientation or work pressure were not found significant. 3. There appeared three clusters of R&D teams with similar climate characteristics. Teams with high autonomy but a low change orientation exhibited a lower level of performance than the other two clusters—one with low autonomy but high change orientation and work pressure, and the other with a medium level of autonomy and change orientation. The results implied that a holistic team climate, as well as an individual aspect of climate, had a significant impact on team performance. A configuration approach considering interaction effects among various climate aspects would be beneficial for the development of high performing R&D teams. 相似文献

In recent decades, Europe has experienced a major societal challenge—the aging of the human population. The Finnish government has responded to this challenge by focusing on individually tailored services that enable older adults to live independently and comfortably at home for longer with the help of digital assistive technology. This paper presents the findings of an empirical study on how initial trust is formed with regard technology adoption by older people. Four bases of trust (personality, cognitive, calculative, and institutional) underpin the theoretical framework of the study. A qualitative research approach was adopted, utilizing individual and focus group interviews with older people living independently in urban and rural areas of South Finland. The findings derived from thematic analysis offer new insights into the complex and multidimensional process of older people's initial trust formation, which is affected by an interplay of 12 identified factors shaping the four bases of trust and four supplementary factors. The aim of this paper is to present a quantification approach for the calculation of the ICT sector's structural effects in the economy, focusing on the case of Greece. We construct a composite sector using a hypothetical extraction methodology based on the most recent Greek input-output table and structural business statistics at the national level. Our framework builds on the formal definition of the ICT sector provided by OECD and includes two distinct sub-components, ICT manufacturing and ICT services. In the second stage of this study, we explore the production linkages among ICT services, ICT manufacturing and the rest of the Greek industries using input-output-based and network analysis-based metrics that build on the intermediate transactions of an expanded input-output table of the Greek economy that includes the two sectors. Our empirical findings suggest that the total ICT sector has a major contribution to the Greek economy in terms of GDP and employment, but this is driven mainly by the ICT services component. We further identify that ICT services are more integrated in the Greek production network compared to ICT manufacturing, but their production linkages are underperforming in terms of meaningful contribution to the activity of the rest of the sectors. These results reflect the low integration of digital technologies and can be further embedded in a discussion on the ICT deficiencies of the Greek economy and the need for targeted regulatory and financial interventions. 相似文献

In this paper, the impact that the Internet access device has on consumer loyalty behaviors relative to Internet content was explored. To do so, a mixed logit demand function for mobile and PC subscribers to digital content was estimated and consumers’ willingness to pay for attributes related to specific content providers and their levels of service quality were measured. It was found that significant differences in loyalty and willingness to pay for service quality factors existed between mobile and PC Internet content subscribers, suggesting that while content may be developed as device independent, consumers interact differently with similar Internet content accessed through different devices. Specifically, the willingness to pay for more robust and more frequently updated content was on average higher in the mobile segment than in the PC segment. In addition, the overall switching costs consumers attributed to specific content providers via the mobile channel were far higher than through the PC channel. These results suggest that more robust content management systems must be developed to accommodate for such differences in consumer behavior. 相似文献

Based on the theory of the diffusion of innovations through social networks, the article discusses the main approaches researchers have taken to conceptualize the digital divide. The result is a common framework that addresses the questions of who (e.g. divide between individuals, countries, etc.), with which kinds of characteristics (e.g. income, geography, age, etc.), connects how (mere access or effective adoption), to what (e.g. phones, Internet, digital TV, etc.). Different constellations in these four variables lead to a combinatorial array of choices to define the digital divide. This vast collection of theoretically justifiable definitions is contrasted with the question of how the digital divide is defined in practice by policy makers. The cases of the United States, South Korea, and Chile are used to show that many diverse actors with dissimilar goals are involved in confronting the digital divide. Each of them takes a different outlook on the challenge. This leads to the question if this heterogeneity is harmful and if countries that count with a coherent national strategy and common outlook on digital development do better than others. It is shown that the effect of a coherent vision is secondary to tailor-made sector-specific efforts. On the contrary, a one-size-fits-all outlook on a multifaceted challenge might rather be harmful. This leads to the conclusion that it is neither theoretically feasible, nor empirically justifiable to aim for one single definition of the digital divide. The digital divide is best defined in terms of a desired impact. Since those are diverse, so are the definitions of the challenge. The best that can be done is to come up with a comprehensive theoretical framework that allows for the systematic classification of different definitions, such as the one presented in this article. 相似文献

The issue of how financial development affects international trade has gained much attention in the literature, both theoretical and empirical, without investigating the various transmission channels of financial development on international trade. Significantly, how the digital economy modulates the effects of financial development on trade remains unexplored. Our study addresses these research gaps using panel data from 47 African economies spanning 1990 to 2019. Our findings based on the dynamic system GMM approach show that the direct impacts of financial development and the digital economy have been crucial in driving international trade in Africa in the short and long runs. Second, in the short and long runs, the digital economy serves as a vital channel through which financial development has the most significant impact on trade in Africa. Third, the robustness checks by excluding countries endowed with natural resources in Africa provide robust evidence that digital technology and finance matter for trade. Further, the study discloses an important novelty in that the marginal effects on trade increase when financial development in Africa interacts with the digital economy. In light of these findings, we conclude that policy reforms should focus on policies that encourage the development of the digital economy and its use in the financial sector in Africa. 相似文献

The sector of Information and Communication Technologies (ICT) is one of the key instruments for the development of an economy. The literature emphasizes its capacity for both increasing productivity and generating new sources of income and wealth (5 and 20 among others). Traditionally studies on the ICT sector have focused on the analysis of its economic impact, but not on its capacity as a “bridge” for information and knowledge flows across the economic network. Following Burt's approach (1992) on structural holes, the organization of the economic network defines where and for whom new opportunities lie. The structural hole methodology allows to analyze the capacity of the ICT sector as an enabler of technological diffusion and innovation. The results show that the European ICT sector not only is important for its intermediary role in the flow of information across the economic network, but also for its low level of dependency on other sectors. 相似文献
