The links between farming practices and biodiversity is well established. This paper develops a farm typology based on eighty hill sheep farmers on the biodiversity rich uplands of the Iveragh peninsula, SW Ireland. Despite outward appearances considerable diversity was found to exist within their livelihood strategies and farming styles. Using a combination of a detailed farm management survey and grazing state evaluation, the farms were classified into four distinct types – environmental stewards, support optimisers, traditionalists and production maximisers. Our results suggest that knowledge of the different farming styles is critical for more effective biodiversity conservation and for the design of more targeted agricultural and agri-environment policies. We suggest the need to move away from the ‘one size fits all’ approach, which on the Iveragh currently rewards the most overgrazed farms with the highest agri-environment payments.  相似文献

Recent decades have witnessed substantial losses of biodiversity in Europe, partly driven by the ecological changes associated with intensification of agricultural production. These changes have particularly affected avian (bird) diversity in marginal areas such as the uplands of the UK. Future trends for upland birds will likely be impacted by changes in agricultural support regimes, such as those currently envisaged in on-going reforms of the Common Agricultural Policy. We developed integrated ecological-economic models, using seven different indicators of biodiversity based on avian species richness and individual bird densities. The models represent six different types of farms which are typical for the UK uplands, and were used to assess the outcomes of different agricultural futures. Our results show that the impacts of these future agricultural scenarios on farm incomes, land use and biodiversity are very diverse across policy scenarios and farm types. Moreover, each policy scenario produces un-equal distributions of farm income changes and gains and losses in alternative biodiversity indicators. This shows that generalisations of the effects of policy and pricing changes on farm incomes, land uses and biodiversity can be misleading. Our results also suggest that a focus on umbrella species or biodiversity indicators (such as total species richness) can miss important compositional effects.  相似文献

In Vietnam, a quasi-private property regime has been established in 1993 with the issuance of exchangeable and mortgageable long-term land use right certificates. Using primary qualitative and quantitative data collected in a mountainous district of Northern Vietnam, this paper investigates the role of the land policy in the adoption of soil conservation technologies by farmers. This issue is of crucial importance in the region where population growth and growing market demands have induced farmers to intensify agricultural production. While poverty has been reduced, environmental problems such as soil erosion, landslides, and declining soil fertility have become more severe over the past years. Our findings suggest that despite farmers’ awareness of erosion, soil conservation technologies are perceived as being economically unattractive; therefore, most upland farmers continue to practice the prevailing erosion-prone cultivation system. Focusing on agroforestry as one major soil conservation option, we estimate household and plot-level econometric models to empirically assess the determinants of adoption. We find that the possession of a formal land title positively influences adoption, but that the threat of land reallocations in villages discourages adoption by creating uncertainty and tenure insecurity. The analyses reveal that these two effects interact with each other but are of small magnitude. We conclude that the issuance of land titles is a necessary but not sufficient prerequisite to encouraging the adoption of soil conservation practices. However, current practices remain economically unattractive to farmers. This deficiency needs to be addressed by interdisciplinary research and complemented by strong efforts by local authorities to promote sustainable land use.  相似文献

Once again the planning system of England and Wales is being reviewed. This paper considers criticisms of development plans, and proposals for changes, including those of the Department of the Environment (DoE) and Welsh Office in the consultation paper, "The Future of Development Plans: a Consultation Paper”, September 1986, with some of the reactions to it, and also The Nuffield Foundation report, "Town and Country Planning”, 1986. A focus of this critique is the effectiveness of development plans, in particular regarding the questions of implementation and resources. It is concluded that it is the co‐ordination of the provision of public resources, which are needed to implement plans and policies, that requires the attention of the Government, with adequate national and regional planning guidelines, rather than the abolition of Structure Plans.  相似文献

Despite a significant growth in food production over the past half-century, one of the most important challenges facing society today is how to feed an expected population of some nine billion by the middle of the 20th century. To meet the expected demand for food without significant increases in prices, it has been estimated that we need to produce 70–100 per cent more food, in light of the growing impacts of climate change, concerns over energy security, regional dietary shifts and the Millennium Development target of halving world poverty and hunger by 2015. The goal for the agricultural sector is no longer simply to maximize productivity, but to optimize across a far more complex landscape of production, rural development, environmental, social justice and food consumption outcomes. However, there remain significant challenges to developing national and international policies that support the wide emergence of more sustainable forms of land use and efficient agricultural production. The lack of information flow between scientists, practitioners and policy makers is known to exacerbate the difficulties, despite increased emphasis upon evidence-based policy. In this paper, we seek to improve dialogue and understanding between agricultural research and policy by identifying the 100 most important questions for global agriculture. These have been compiled using a horizon-scanning approach with leading experts and representatives of major agricultural organizations worldwide. The aim is to use sound scientific evidence to inform decision making and guide policy makers in the future direction of agricultural research priorities and policy support. If addressed, we anticipate that these questions will have a significant impact on global agricultural practices worldwide, while improving the synergy between agricultural policy, practice and research. The dominant logistical activities of storage, freight transport and materials handling require substantial amounts of land. It is estimated, for example, that in 2006 warehousing occupied around 23,500 ha in England and Wales. This paper examines the changing demand for land from the logistics sector. It begins by classifying logistics-related land uses and reviewing available statistics from government sources and property consultants, most of which apply to warehousing. Recent trends in warehouse development are discussed, particularly the centralisation of floorspace in a smaller number of larger distribution centres. Previous attempts to forecast the future land requirements of logistics have assumed a close correlation between warehouse floorspace and economic growth. This paper argues that this relationship is likely to be distorted by several factors over the next few decades. A model is presented which shows the interaction between a range of factors likely to influence future logistics land requirements. These include the off-shoring of manufacturing, the rebalancing of logistical cost trade-offs in an era of higher oil prices and lower inventory costs, modal shift to rail and water, the growth of online retailing, advances in warehouse technology, the reconfiguration of the waste supply chain and the adaptation of logistical systems to the effects of climate change. The main section of the paper examines the possible effects of each of these factors on the amount of land that will be needed to support logistical activities, and its spatial distribution.  相似文献

如何科学合理地制订征地补偿标准,完善征地补偿办法,我们一直在积极探索。日前,国土资源部适时发布了《关于开展制订征地统一年产值标准和征地区片综合地价工作的通知》,预示着新的征地补偿标准即将浮出水面,也标志着我国的征地制度改革又向前迈出了一大步。新的征地补偿标准一旦付诸实施,沿用多年的征地补偿标准将从片面、单一的“前三年主要农产品的平均产值”的若干倍数切换到更符合科学发展观的“征地统一年产值标准或区片综合地价”。那么,我们该怎样正确认识新的征地补偿标准?它的出台有什么来龙去脉?它对我国的土地市场化建设有什么积极作用?各地在探索过程中有哪些可资借鉴的成功经验?这些问题都值得我们去探究,当然也是本期特别策划的出发点。  相似文献

Historically, soils have always underpinned civilisation. Their role is fundamental to the provision of food and water, along with a wide range of ecosystem goods and services. Soils are arguably the most complex systems on Earth, and are intimately linked to human security and the integrity of the wider environment. In this paper we propose 18 ecosystem services that are critical for soils and land use in the UK. Soils are extremely heterogeneous and not all soils can fulfil the full spectrum of services required for the future of the UK, so there is a need to protect their multifunctional attributes in order to preserve national and international natural capital. There are concerns that anthropogenically induced changes in land use or management will result in soils not being utilised to provide the functions to which they are best suited. For example, soils primarily suited for food supply may be given over to provide a platform for construction. This is an all-pervading and recurring concern and highlights the importance of critical decisions, thresholds and potential ‘tipping points’. Once critical soil functions are lost they are irrecoverable, potentially for millennia, representing a loss of resource that is fundamental to the UK's national livelihood and well-being. Pressures from changes in climate and to the Earth system will bring about complex and systematic change to soils and their abilities to provide essential functions. We therefore recommend national needs for ensuring the sustainability for soils and future land use in the UK. They are to maintain the long-term base for soil science through education and intellectual investment, including communication of the value of soils and land as natural capital; to manage soil resources so that multi-functionality prevails and critical tipping points are avoided; to audit the national soil resource through soil mapping; preparation of appropriate databases and provision of long-term monitoring networks and observatories; and to synthesise adaptable predictive frameworks for soil system science through integrated modelling.  相似文献

The region connecting Edmonton and Calgary, the two largest cities in Alberta, contains rich agricultural land and is one of the most rapidly changing areas in the province. There is little legislation to restrict urban sprawl or adequately protect agricultural land or native grasslands, and there has been little research to predict future alteration. The main study objectives are, therefore, to assess historical changes in the Edmonton-Calgary corridor from 1984 to 2013 and simulate the future landscape change to 2022 under potential government intervention scenarios. Satellite imagery from Landsat, used in conjunction with biogeophysical variables, was used to create a history of cover in the Edmonton-Calgary area. This history of the environment can be used as a baseline to project changes into the future. Testing different legislative scenarios under two major branches of modifying rates of change or locations of change can be used to identify effective policies for limiting damage to the environment while still allowing for urban growth. Five scenarios were created for this purpose: (1) business as usual, (2) increased rate of urban expansion, (3) no urban expansion, (4) implementation of greenbelts around urban areas, (5) protection of the best agricultural land. This study finds that over the past 30 years, urban area has nearly doubled in size, targeting predominately farmland, especially due to an increase in rural subdivisions. Each scenario impacts growth differently, however, greenbelts and the no expansion model decease growth the most, while the agricultural protection is comparable to the business as usual scenario.  相似文献
