Although, at the time of accession to the EU, organic farming policies formally were equally developed in the Czech Republic and Poland, a closer investigation reveals some variation. This paper takes a policy network perspective to explore the policy differences between these two countries. Common network themes are used to link networks with policy output. It is argued that the capacity of the organic sector and its structural organization, its cohesion, and the relationship between organic interest groups and the government affect the political discourse, and, in consequence, how organic farming policy is elaborated.  相似文献

The organic sector in the UK is booming with the largest ever wave of farm conversions underway. Consumer demand is currently growing faster than supply. The evidence regarding the factors that have been critical, now and in the past, in causing producers to establish organic systems is reviewed. This review draws on the authors’ own work as well as that of other researchers in Europe and the USA. In the second part of the paper we report on a recent study of the factors that prompt organic producers to abandon registered organic production. This analysis is based on a survey of producers, formerly registered with the Soil Association, who have left the scheme since 1990. Finally, the paper considers the current policy regime with respect to organic farming, the scope for the continued growth of the sector and the debate regarding the design of future policy.  相似文献

Despite most having developed under the umbrella of the Common Agricultural Policy (CAP), national-level organic farming policy networks in Europe vary. The aim of this paper is to explore the reasons for this variation. Quantitative network analyses were carried out in five ‘old’ and five ‘new’ EU member states and in Switzerland. To examine the patterns of influence on these 11 policy networks, the cases are compared in two stages. First, we examine the factors co-varying with the size and density of the networks and then we apply a most similar system – most different outcome research design. We identify the political environment as the main factor affecting size and density of organic farming policy networks in Europe. The distribution of power between organic farming organizations and agricultural ministries is influenced by state involvement and by the resources available to organic farming policy actors.  相似文献

This overview paper introduces the special issue focused on links among innovation, food system transformation, and technology adoption in all segments of agrifood value chains from inputs to farming to post-harvest segments including logistics, wholesale, processing, and retail. Scenario analysis is a qualitative tool for strategic policy analysis that enables researchers and policymakers to support decision making, and a systemic analysis of the main determinants of a business or sector. In this study, a scenario analysis is developed regarding the future development of the market of organic food products in Europe. The scenario follows a participatory approach, exploiting potential interactions among the relevant driving forces, as selected by experts. Network analysis is used to identify the roles of driving forces in the different scenarios, and the results are discussed in comparison with the main findings from existing scenarios on the future development of the organic sector.  相似文献

The frequent and intermittent need for new scientific knowledge has resulted in an increasing focus on links between industry and academic institutions. This has been particularly pronounced in the flows of knowledge between the two partners, which may lead to considerable diffusion of scientific and technical knowledge, particularly into the small firm sector. This development could be of particular benefit to smaller peripheral economies, which have demonstrated low levels of indigenous industrial technological development. As a result, universities could become increasingly important for local economic development in smaller countries on the periphery of Europe. However, a greater understanding is required of the pro-active role that the university itself can play in developing strong linkages with industry, particularly through mechanisms such as the Industrial Liaison Office (ILO). In particular, there needs to be an examination of the strategies and policies that are undertaken to increase the process of technology transfer from academia into local indigenous business within smaller countries. This paper will therefore examine the role that universities play in the regional economic development in two contrasting small countries of Europe, namely Sweden and Ireland. Drawing on interviews with key individuals in the processes of technology transfer between academia and industry (including ILOs), as well as secondary data, it will examine the general role and function of the industrial liaison office and how this has changed. It will also discuss the involvement of the university in different types of industrial links, the main opportunities and barriers to the development of links between university and industry, the benefits to the university from industrial links, and the perception of industry’s assessment of the relationship with universities. The research will provide valuable insight into the role of universities in developing innovation and entrepreneurship within the smaller and peripheral countries of Europe and will determine whether these universities are undertaking a pro-active role in encouraging the growth of innovative indigenous industry. This may have significant policy implications, especially with regard to the development of specific regional programmes to encourage academic-based entrepreneurship.  相似文献

Recent shifts in telecommunicatiions policy have led to a dramatic restructuring of the Japanese telecommunications industry. A variety of new participants have entered the domestic communications market, and existing vendors have reoriented themselves. These shifts have not occured without trauma. Policy and jurisdictional debates and tension remain; traditional policies and structures conflict with new directions. Japan's experience in adapting new goals, policies and structures in the telecommunications sector warrants careful examination by public and private industry participants.  相似文献

Evidence assembled in this special issue of Food Policy shows that rising rural population densities in parts of Africa are profoundly affecting farming systems and the region’s economies in ways that are underappreciated in current discourse on African development issues. This study synthesizes how people, markets and governments are responding to rising land pressures in Africa, drawing on key findings from the various contributions in this special issue. The papers herein revisit the issue of Boserupian agricultural intensification as an important response to land constraints, but they also go further than Boserup and her followers to explore broader responses to land constraints, including non-farm diversification, migration, and reduced fertility rates. Agricultural and rural development strategies in the region will need to more fully anticipate the implications of Africa’s rapidly changing land and demographic situation, and the immense challenges that mounting land pressures pose in the context of current evidence of unsustainable agricultural intensification, a rapidly rising labor force associated with the region’s current demographic conditions, and limited nonfarm job creation. These challenges are manageable but will require explicit policy actions to address the unique development challenges in densely populated rural areas.  相似文献

This paper presents a critique of commercialising smallholder farming for agriculture in Sub-Saharan Africa. First it questions the validity of an overarching ‘metanarrative’ approach to development. Then it discusses the different types of knowledge, values and method and draws attention to the increasingly heterogeneous development policy context and also the heterogeneity among the smallholder ‘targets’ of agrifood policies.Second, a case study exemplifies this critique in the context of an existing multistakeholder strategy of commercialising the Zambian cassava sector. Although limited in scope, the primary research illustrates how a commercial supply response should not be assumed from within a rural sector more concerned with food security.The study casts doubt on the validity of a commercialising metanarrative. Rather, it endorses the need for a multidisciplinary understanding of the particular and local context which influences knowledge generation and development design, accounting for different value systems and perceptions of reality and smallholder farmer decision making within heterogeneous contexts.  相似文献

This article addresses the efficiency of regulation policy in the telecommunications sector. First, the concepts of static and dynamic efficiency are reviewed, with the main policies used into achieve these goals identified, while distinguishing effective competition from industrial policy. Indicators are proposed that enable assessment of components of sector efficiency. These indicators are used to empirically investigate the link between regulation policy and economic performance for OECD Member Countries. The investigation is based on national differences in regulation policy and efficiency indicators. The results support the notion that asymmetrical ex ante regulation alone is not necessarily efficient, and that an ex ante policy, integrating an industrial policy, could favor dynamic efficiency.  相似文献

As efforts to improve diets in high income countries intensify, attention has turned to how policies may influence diet composition. The case studies in this special issue contribute to our understanding of how two main types of policies have influenced food product composition and dietary outcomes: (1) policies affecting food manufacturers’ input costs and (2) information policy affecting competition. Research on the first type of policy is relatively new, but suggests that US commodity policies would not be good policy instruments to influence diets, except through the long run impacts of agricultural research. Research on the impacts of information policy continues to demonstrate that it can spur food industry competition to introduce healthier products, but may not result in healthier diets. International comparisons show where the US experience may have relevance for other high income countries.  相似文献

Despite 40 years of research and development, and hundreds of millions of dollars spent, aquaculture is struggling to realize its high biophysical potential in Africa. Hampered by ineffective institutional arrangements and donor-driven projects, the substantial gains in desperately needed food security and economic growth predicted by development agencies have generally not been achieved. Nevertheless, African aquaculture has demonstrated its competitiveness, producing fishes that feed low on the food chain in a range of well-adapted, environmentally friendly and profitable farming systems that meet the needs of a broad spectrum of user-groups. Key constraints to broader growth include lack of good quality seed, feed and technical advice; poor market infrastructure and access; and weak policies that, rather than accelerate, impede expansion, largely by emphasizing central planning over private sector initiative. If African aquaculture is to make substantial and much needed contributions to the continent’s development, government policy should attempt to facilitate the alleviation of key constraints and rely more heavily on commercial investments to lead future growth. Evidence to date indicates that a pragmatic business approach focusing on small and medium-scale private enterprises would produce more benefits for more people than centrally planned and government led development projects.  相似文献

Internet access is determined by a combination of a widely available telecommunication infrastructure and affordability of Internet services, which are closely related to government policies (IT Group. (1999). Like other countries, both Australia and China have considered the Internet a powerful tool for national development economically and socially. As Internet growth becomes more and more significant, it becomes important to address the extent to which the underlying communication policies influence current growth rates.This paper provides a comparative review of policy approaches to regulating the Internet in both China and Australia. This study aims to identify the regulatory factors affecting Internet access in terms of availability and affordability, especially those factors which encourage the creation of a policy and regulatory environment favourable to the development of Internet infrastructure and access.This paper examines the linkages between regulatory regimes, market environments and Internet access in both China and Australia. The preliminary result suggests that government policies governing the telecommunications service market and promoting information infrastructure have a significant impact on the affordability and availability of Internet access. The most significant factor is the level of competition permitted in the telecommunication sector. It has become clear that further regulatory initiatives such as deregulatory mechanisms and interconnection regimes are needed to establish a more competitive environment for Internet access in both countries, and more particularly in China.  相似文献

This paper discusses if and how multi-stakeholder involvement can make a worthwhile contribution to the development of agricultural policy in the enlarged EU, using the example of organic farming. A methodological approach to policy design and learning developed and implemented during the design phase for national implementations strategies of the Rural Development Plans in 11 European countries is introduced. Examples of results obtained by this methodology are presented. Conclusions for the design of future bottom-up policy development processes are drawn.  相似文献

In 2014, the Rome Declaration on Nutrition recognized food system sustainability as a key condition to ensure adequate nutrition and access to healthy diets for all. Five years later, the evidence has never been more clear: despite a series of positive outcomes, our current food systems have increasingly generated severe environmental, social, and health-related costs. Many of the most severe health impacts of food systems can be traced back to the core practices of industrial food and farming systems (e.g. input-intensive agriculture; intensive livestock production; mass marketing of highly processed foods; deregulated global commodity chains). Yet alternatives exist.This article provides an overview of the key impacts generated by current food systems on human and environmental health, with an emphasis on their effects in the region of Europe and Central Asia. It then brings together evidence on how diversified agroecological systems can play a key role in meeting health and nutrition goals, while also addressing the environmental, social, and economic challenges created by current systems. Ultimately, the article sheds light on how to break away from the underlying drivers keeping current systems in place, and suggests how more diversified systems can effectively be promoted through systemic, multi-sector, and integrated policy approaches to ensure healthy diets for all.  相似文献

The elaboration of an appropriate incentive system, including measures of agricultural price and trade policy has important consequences for Bulgarian agriculture. This paper offers a brief picture of the process of reform towards the establishment of a market economy in Bulgaria, as well as of the main developments in its agricultural sector. An analysis is then presented of the impact of alternative agricultural price and trade policy scenarios for the period up to 2002. The results show that the impact of price and trade policies is modest when compared to that of technological change and the increase in incomes. Adoption of the CAP will stimulate production, decrease demand and have strong adverse effects on consumers and taxpayers and wider negative effects on the competitiveness of the food industry. Thus the issue of extending financial support for structural policies rather than granting direct aid requires further investigation.  相似文献

We analyze trends in crop yields and yield variability of barley, maize, oats, rye, triticale and wheat in Switzerland from 1961 to 2006. It shows that there have been linear increases in crop yields since the 1960s. However, yields of barley, oats, rye, triticale and wheat have leveled off in Switzerland since the early 1990s, which contrasts linear trends in cereal yields that is usually assumed for Europe. We show a relationship between the introduction of agricultural policy measures towards environmentally friendly cereal production that fostered widespread adoption of extensive farming practices and the observed leveling-off of crop yields. Thus, this paper emphasizes that agricultural policy can be an important reason for slowing crop yield growth. Agricultural policy measures will be one of the key driving forces of future crop yields. Thus, the potential leveling-off of crop yields that is indicated in this study should be considered in analyses of future land use and food supply as well as in the evaluation of agri-environmental measures and policy reforms.  相似文献

National food strategies, sponsored by the World Food Council, are intended to produce policy blueprints for improving food production in poor countries. International experience with agricultural development discloses wide agreement on national and local policy specifics which should have priority. However, the absence of research into the political attitudes and processes which foster consensus on goals and the reconciliation of competing desirable policies, eg short term v long term, equity v efficiency, may impede the desired policy reform.  相似文献

This article reviews the experience of market reform in Eastern and Southern Africa and highlights some key lessons learned. A distinction is drawn between countries whose policy regime before reform was favourable to food production and those whose policies were unfavourable, and alternative reform paths are described. The two key issues emerging are the role of the public sector after reform, for which there is still no clearly appropriate model, and how the strong short-term response of the private sector to trading opportunities can be transformed into investment. Post-reform markets have been competitive, but operate under tight constraints with little evidence of significant capital accumulation. Critical research issues to inform policy making are identified.  相似文献
