Policy makers concerned with the peri-urban interface find their greatest challenges in the rapid urban growth of developing mountain regions, since limitations caused by relief and altitude often lead to an increased competition between rural and urban land use at the valley floors. In this context, little attention has been paid to the affected agriculturalists’ perceptions of peri-urban growth—important information required for the realization of sustainable land use planning. How is the process of rural–urban land change perceived and assessed by peri-urban smallholder communities? Which are the major difficulties to be overcome? By what means are the affected people reacting and how are these adaptation strategies linked with the ongoing landscape transformations of the hinterland?By using the example of Huancayo Metropolitano, an emerging Peruvian mountain city, it is shown that rural–urban land change is intensively discussed within peri-urban smallholder groups. Although urbanization also leads to infrastructure investments by public institutions—an advantage perceived throughout the study area—the negative impacts of rural–urban land use change prevail. The perceptions’ analysis reveals that the decrease of fertile and irrigated agricultural land at the quechua valley floor is especially considered to threaten subsistence, food and income security. In order to compensate the loss of production capacities, many smallholders try to expand or intensify their land use at the suni altitudinal belt: an agro-ecological zone characterized by steep and nonirrigated slopes that can actually not be used for the year-round production of crops previously cultivated at the quechua zone.  相似文献

Peri-urban agricultural landscapes around the world are undergoing rapid transformation due to urban expansion. While some landscape values are being protected by current land-use planning frameworks, we know little about the broader values and attitudes of the urban public shaping this transformation. The structure of the values assigned to peri-urban agricultural landscapes by residents of Melbourne, Australia was explored and related to stated landscape preferences and people's underlying values. Exploratory factor analysis was used to categorise assigned values in multifunctional, food and native biota groups, and stated preferences for photographs into four landscape categories: intensive landscapes, extensive landscapes, high tree cover and plantations. The structure of underlying personal values closely resembled other studies of environmental value orientations. Multiple regression analysis revealed that preferences for all landscape categories were predicted strongly by multifunctional assigned values. Significant relationships were also evident between all assigned value groups and the biospheric underlying value orientation. Attitudes towards residential development approaches were also related significantly to assigned but not underlying values. Assigned values appear therefore to mediate between underlying values and attitudes towards peri-urban landscapes. This research demonstrates that peri-urban agricultural landscapes are perceived as multifunctional systems by the urban public and are valued for a range of functions not typically included in land use policies. This study also suggests that in the context of rapid land use change, a variety of landscape types should be retained on the urban fringe for their benefit to the urban public, and synergies promoted between landscape functions.  相似文献

Contestation over land is a central element of urban food systems. This paper examines how Ghana’s dual legal land system affects urban farmers. Situated within the “emancipatory planning” discourse, the paper investigates how farmers navigate customary and statutory land rules using tactics that include compliance, opposition and adaptation. Based on field work conducted in urban and peri-urban areas of Accra, the study demonstrates that farmers access land by working around, outside, and within the rules of the dual legal land system. The landowners on whom urban farmers depend also both comply with and violate these same rules. This system perpetuates inequities. Food systems policy and planning must address the structural and systemic inequities that are reinforced by the rules of the land game. The paper concludes with some reflections on how local and national policy and planning can do a better job in supporting urban food production in contexts characterized by complex, dual legal land systems.  相似文献

Forest Transition Theory (FTT) suggests that reforestation may follow deforestation as a result of and interplay between changing social, economic and ecological conditions. We develop a simplistic but empirically data driven land use transition agent-based modeling platform, interactive land use transition agent-based model (ILUTABM), that is able to reproduce the observed land use patterns and link the forest transition to parcel-level heuristic-based land use decisions and ecosystem service (ES). The ILUTABM endogenously links landowners’ land use decisions with ecosystem services (ES) provided by the lands by treating both lands and landowners as interacting agents. The ILUTABM simulates both the land use changes resulting from farmers’ decision behaviors as well as the recursive effects of changing land uses on farmers’ decision behaviors. The ILUTABM is calibrated and validated at 30 m × 30 m spatial resolution using National Land Cover Data (NLCD) 1992, 2001 and 2006 across the western Missisquoi watershed, which is located in the north-eastern US with an estimated area of 283 square kilometers and 312 farmers farming on 16% of the total Missisquoi watershed area. This study hypothesizes that farmers’ land use decisions are made primarily based on their summed expected utilities and that impacts of exogenous socio-economic factors, such as natural disasters, public policies and institutional/social reforms, on farmers’ expected utilities can significantly influence the land use transitions between agricultural and forested lands. Monte Carlo experiments under six various socio-economic conditions combined with different ES valuation schemes are used to assess the sensitivities of the ILUTABM. Goodness-of-fit measures confirm that the ILUTABM is able to reproduce 62% of the observed land use transitions. However, the spatial patterns of the observed land used transitions are more clustered than the simulated counterparts. We find that, when farmers value food provisioning Ecosystem Services (ES) more than other ES (e.g., soil and water regulation), deforestation is observed. However, when farmers value less food provisioning than other ES or they value food provisioning and other ES equally, the forest transition is observed. The ILUTABM advances the Forest Transition Theory (FTT) framework by endogenizing the interactions of socio-ecological feedbacks and socio-economic factors in a generalizable model that can be calibrated with empirical data.  相似文献

African countries continue to face deepening food crises that have been accentuated by the global food, energy, and financial crises. This situation is part of a long‐term structural problem: decades of under‐investments in agricultural sector and poor policies of support for smallholder farmers who form the bulk of the farming population. The inability of these farmers to achieve a supply response when commodity prices were high and market access was less of a problem suggests that there are multiple sets of binding constraints that continue to limit the potential of agricultural growth to reduce food security and poverty on the continent. This article reviews some of the historical trends that have hampered the performance of the agriculture sector. In addition, it reviews the impacts of more positive trends that could stimulate agricultural growth in Africa that could change the African agricultural landscape. The article however warns that there are more recent global developments and some continental challenges that could prevent or slow agricultural growth. These include the global financial crisis, public sector investments, inequities in global agricultural development policies, rush for agricultural lands by foreign investors, domestic commercial financing markets, climate change, and emerging carbon markets. The article argues that while opportunities for accelerated growth exists for African agriculture, new sets of policy instruments will be needed to support smallholder farmers to access new agricultural technologies, finance, reduce impacts of climate change, and adopt sustainable land use practices that can allow them to benefit from emerging global carbon markets.  相似文献

[目的]以我国台湾省台中市为研究对象,利用多源统计数据,对其2011—2015年土地产权变化及土地利用变化进行分析,以揭示台中市几年来土地产权变化和土地利用变化的主要特征。[方法]文章主要采用描述性分析和统计分析方法。[结果](1)2011—2014年台中市共计增加登记土地产权面积621 hm2,公私共有产权土地面积先减少后增加,至2014年达到643hm2。(2)已登记非都市土地总面积,从2011年起处于先减少、后增加的趋势,特别是2014年已登记非都市土地总面积增加较多,相对于2013年增加了1.4196万hm2。(3)都市发展区中的住宅用地、商业用地、文教用地、特定专用区的面积皆有增长,而工业用地、公共设施用地、其他区的面积有所下降;非都市发展区中的保护区面积比较稳定,而农业区、风景区和河川区的面积处在调整的状态。[结论](1)台中市私有土地面积占比处于下降趋势,但整体不是非常明显;土地所有制包括公有、私有和公私共有等多种形式完全可以共存;东南亚人取得的土地所有权数量在总体上增减变化不大;(2)台中市都市发展区用地虽有增长但增幅较小,而都市区土地、非都市区土地内部的用途竞争导致了各类用地功能区的面积此消彼长;土地所有制对城市用地扩展没有构成制约,即土地所有制不是城市发展的分歧所在;(3)非都市土地转换为都市土地,不仅取决于各类土地竞租能力的差异,还取决于都市发展计划与土地使用分区管制,土地用途转换应以经济高质量发展与居民社会福利增进为目标。最后,提出完善土地权利结构体系,增加公有土地面积占比来保障社会公共福利等政策建议。  相似文献

The rapid urbanization in developing countries implies an increasing pressure on urban agriculture for production. As most perishable food products come from this agriculture in close proximity to population concentrations, we analysed from an agronomic point of view how market-garden farmers can meet this increasing urban demand. This work took place in the case of Mahajanga, a secondary city with high increasing demographic rate on the Northwest coast of Madagascar. Based on preliminary surveys to characterize the farming systems (on a sample of 91 farms), 11 market-garden farmers chosen in the three main agricultural zones of the urban area were surveyed during two years. Surveys aimed at understanding their decision rules in crop choices, crop allocation to land and resource management, and to estimate their room for manoeuvre to increase their leafy vegetable areas under cultivation. The wholesalers and retailers who buy the farmers’ produce were also surveyed. A previous model of decision rules regarding crop location on farm territory was used to analyse the on-farm surveys and cartographic methods (GIS and on-farm manual representations) were used to quantify the land use. We highlight the following major points. (1) The leafy vegetable production in the surveyed farms already intensively uses land: farmers have complex decision rules largely depending on the water dynamics in the two main environments (lowlands and lakesides) where leafy vegetables are cultivated during the dry season. (2) The scarcity of farmers’ resources (labour money and water) leads to very little internal room for manoeuvre to increase the leafy vegetable production in the farms. (3) At territorial level however, some land reserve exist in one of the lowlands, but not on lakesides. The water availability for agriculture must be better informed through specialized hydrologic studies, as one of the main constraints nowadays to extend the agricultural area. An extrapolation to other cases of urban agriculture is then discussed as well as the role of agronomy to help urban planners to consider the place of agriculture in the urban development.  相似文献

We address a new agricultural policy concern following the decoupling of CAP direct payments in 2005: passive farming, whereby landowners maintain their agricultural area to collect payments without producing commodities. It is claimed that passive farming is hindering agricultural development by ‘blocking’ access to farmland for expanding farmers. We evaluate the links between the EU's Single Payment Scheme (SPS), passive farming, land use and agricultural development. Following identification of the rational landowners’ optimal land‐use choice, we evaluate the effects of the SPS using a spatial, agent‐based model that simulates farmers’ competition for land in a case‐study region of Sweden. We show that passive farming does not constrain land from being used in production; on the contrary more land is used than would be the case without the SPS. We conclude that passive farming is not a problem for agriculture, but provides public goods that would otherwise be under provided: preservation of marginal farmland and future food security. However SPS payments on highly productive land inflate land values (capitalisation) and slow structural change, which hinder agricultural development. Consequently CAP goals could be better served by targeting payments on marginal land and phasing out payments to highly productive land.  相似文献

This study analyzes industrialization-induced agricultural land conversion (ALC) and its impact on land use change, food crop production, and the livelihood of smallholder farmers in peri-urban Gelan and Dukem, Oromia Region, Ethiopia. The study was carried out using a mixed method approach, i.e., qualitative and quantitative methods. Data were collected through various methods, e.g., household survey, expert interview, field observation, and focus group discussions method. Furthermore, a total of 223 interviews with farmers were conducted in Gelan and Dukem. Results show that large-scale industrial investments in the case study area led to substantial land use change, an appropriation of agricultural land, and an increase in the number of landless farmers, as well as farmers with small farmland holding sizes of less than one hectare. At the same time, the total crop production in the area decreased. The ‘development pace’ of the investments is often very slow. Only 28% and 37% of the licensed projects in Gelan and Dukem had entered their operational phases by the end of 2014, respectively. The study concludes that if the incomes of smallholder farmers are not enough to meet the needs of their families, they will need to create some income alternatives. Thus, considering the population growth and limited farmland, it is necessary to support various income-generating activities in order to improve farmers’ livelihoods rather than depending entirely on low productive methods such as traditional agricultural activities and non-mechanized production tools. It is worth mentioning that the results of this study will enhance the positive impacts of ALC and minimize the negative ones through land use planning and management tools. Furthermore, the main findings allow us to specify the gaps in access, utilization, and coverage due to wrong policy priority and institutional and technological variables.  相似文献

The conservation and management of protected areas in urban settings has become increasingly challenging with dynamics over land use change in adjacent urban areas being highly relevant to, but at times conflicting with, the protected area. This study seeks to better understand the implications of land use change processes to urban protected area management through the case study of the Las Piñas – Parañaque Critical Habitat and Ecotourism Area (LPPCHEA) in Metro Manila, Philippines. Factors and processes influencing land use change and protected area management and the impact of stakeholders’ perceptions on protected area were analyzed. The urban protected area in itself has limited influence on its surrounding urban areas, as land use change in these areas is shaped more by social, economic and policy/institutional factors occurring within the context of urban-regional development. The study also found that land use conflict is evident in an urban protected area due to the competing ecosystem services derived by various stakeholders. This discord is deepened by the lack of coordination between land use planning and protected area management. Integrating protected area management with land use planning through legally binding instruments, specific timeframes and clear internal procedures can help resolve land use conflict for an urban protected area at the strategic or policy level.  相似文献

In Thailand, land use planning and policy decision-making were—and to some extent still are—organized in a hierarchical and disjointed fashion. This is also true for the utilization of public lands, including forest reserves in the northern uplands that are often settled by ethnic minorities. There are, however, instances of change in land policies and regulations and in the way decisions and plans are made. Doi Mae Salong (DMS) in Northern Thailand, where there is a trend towards land use for conservation purposes, is a case in point. This paper aims to explore decision-making by farmers in DMS in the context of changing land regulations and policies from the 1950s to the present. The Institutional Analysis and Development (IAD) framework, together with a historical perspective and with narratives on land management through time, were applied by using in-depth interviews of key informants and group farmers’ discussions as tools. The time period under investigation was divided into three periods of change: The first period, before the year 1960, was an era of security concern. In contrast, the second period, from 1961 to 1996, was an era of emerging conservation priorities. Finally, the third period, from 1997 to the present, is an era of lessons learned from the conservation era. Land use decision outcomes reveal that the decision-making processes of farmers are influenced both by the hierarchical decisions of higher authorities and by horizontal linkages among multiple stakeholders. However, while farmers participate readily in forest conservation activities, they do not play an active role in the process of changing policies.  相似文献

French production is based on a large agricultural area with a large number of farmers. They work with co-operatives which are very near to them and collect their product. Protectionism has led to a disequilibrium with the economic system in this sector. Actual CAP's orientations and the increase in competition, has forced farmers and co-operatives to concentrate and restructure. The number of farmers has decreased while many co-operatives have started to process raw production materials. One goal of the food industry is to become more international. French food industry made a lot of acquisitions abroad but the increasing place of Italians in French companies also has to be noticed. Distribution plays an important role in agricultural marketing where 66% of food products are sold through about ten companies. This market structure allows them to have a favored position. Coffee and banana are important cash and food crops in Uganda and the surrounding East African highland region. Production is dominated by smallholders that have limited arable land and often coffee and banana are intercropped. No significant research and development efforts have been undertaken over the last few decades on this coffee/banana intercropping system. Because recent studies suggest that this system could be a practice with high benefits to the farmers, we decided to study the perceptions of stakeholders along the coffee value chain starting with farmers. Perception analysis based on open-ended interviews following interview guides revealed that a major limitation for the sustainability of this system was poor soil fertility conditions. Perceptions on the benefits of intercropping differed little among coffee actors; that is, banana intercropping provides additional food and income from smallholders’ limited land and helps farmers reduce risks related to drought, pest/disease attacks and coffee price volatility. However, farmers’ desire to minimize risks does not match the objective of stakeholders higher up the coffee value chain to maximize coffee production. Furthermore, research by public institutes, both national and international, is primarily organized for single crops and not systems. We conclude that the institutional setting of the coffee sector hampers the promotion of intercropping, despite the benefits for the farmer.  相似文献

Taiwan has abundant biological resources that provide a quality living environment; however, industrial land use may change that environment through urban sprawl and thus have impacts on rural society. This study examined the experience of a Taiwanese rural region that has been exposed to industrial wastewater discharge specifying the relationship of industrial development to rural society and its role in policy. We addressed the societal adaptation to environmental degradation from risk perception perspectives about land use. Drawing on social vulnerability concept, semi-structured interviews were conducted in five communities that use irrigation water exposed to wastewater discharge. The interviews were designed using the Driver-Pressure-State-Impact-Response (DPSIR) causal framework to examine residents’ risk perceptions highlighting both built-environmental sensitivity (degradation) and residents’ adaptability (capacity). In addition, remote sensing technology was used to identify the urban sprawl that led to industrial land use and exposed the rural region to water pollution risks. As a result, we present a social resilience cycle to introduce adaptive responses underlining social amplification of risk. Both local knowledge of the locals (the Hakka people) and their societal response to environmental change reflect the role of culture in influencing land use policy. It is underlined that individual and community responses shape the social experience of risk and are related to both the ethnicity of the locals and the land use policy of the government. We indicated further that a large-scale survey that would really quantity this exploratory study to support land use decision-making is expected.  相似文献

Climate change impacts the water sector in a manner that reduces the harvest and income of farmers, thereby exacerbating poverty and many other social problems. However, through adaptation measures, farmers can manage climate change impacts and thus reduce their vulnerability. To design effective public adaptation strategies, it is crucial to understand farmers’ behaviors at the farm level in response to water shortage due to climate change. Thus, the aim of this research is to accrue empirical evidence about farmers’ perceptions of and responses to water shortage due to climate change, using the Protection Motivation Theory. To increase the predictive power of the model, this paper added the collective efficacy variable to the model. The population of interest consisted of farmers from Shushtar, a county in Khuzestan Province, southwestern Iran. A total of 251 farmers were selected using a multi-stage, clustered, random sampling method. The results of structural equation modeling revealed that model variables accounted for 39 % of variance in farmers’ adaptation behaviors. The inclusion of collective efficacy in the original model increased its predictive power and produced a model of a better fit; the proportion of variance accounted for an increase of about 11 %. These findings are expected to yield recommendations for public policy, as well as agricultural extension and education recommendations for stimulating successful adaptation behaviors among Iranian farmers.  相似文献

The Brazilian Atlantic Forest is widely recognized for its high levels of biodiversity and endemism. Its vast region concentrates also a large number of small farmers, who historically have been practicing swidden-fallow cultivation. Globally, there is contradictory evidence of the current fate of this traditional, integrated agricultural system, and the new land uses may have a strong impact on farmers’ livelihoods and ecosystem conservation. In this study, we assessed the land cover and land use change in a watershed where slash-and-burn cultivation was prevalent, aiming at understanding the drivers of change and discussing past and possible future impacts, including the perception of farmers on the drivers of land use change. We combined information gathered from interviews with 15 key informant farmers and from the analysis of remote sensing images for the years 1957, 1978 and 2011. Swidden-fallow cultivation has declined steadily since the 1950s. Part of the land was abandoned and forest succession was allowed to occur, increasing the total forest area; an apparently positive outcome. However, conversion to pastures and Eucalyptus plantations not only used much of the open land but also converted successional forests through deforestation, based on remote sensing. The willingness of farmers to grow more Eucalyptus and raise more cattle further increases concerns about the prospect for conservation. Our approach, combining remote sensing-based land change quantification and interviews, revealed to be complementary, allowing a better understanding of the past and possible future scenarios for the land use dynamics.  相似文献

Spikes in international food prices in 2007–2008 worsened poverty incidence in Indonesia, both rural and urban, but only by small amounts. The paper reaches this conclusion using a multisectoral and multihousehold general equilibrium model of the Indonesian economy. The negative effect on poor consumers, operating through their living costs, outweighed the positive effect on poor farmers, operating through their incomes. Indonesia's post‐2004 rice import restrictions shielded its internal rice market from the temporary world price increases, muting the increase in poverty. But it did this only by imposing large and permanent increases in both domestic rice prices and poverty incidence. Poverty incidence increased more among rural than urban people, even though higher agricultural prices mean higher incomes for many of the rural poor. Gains to poor farmers were outweighed by the losses incurred by the large number of rural poor who are net buyers of food, and the fact that food represents a large share of their total budgets, even larger on average than for the urban poor. The main beneficiaries of higher food prices are not the rural poor, but the owners of agricultural land and capital, many of whom are urban based.  相似文献
