The paper analyzes the relationship between entry regulations and employment in the Italian retail trade sector. In Italy the opening of large outlets is regulated at the regional level. First, by using differences-in-differences estimators the paper presents evidence that in regions with less stringent entry regulations, retail trade employment does not decrease. Second, the paper focuses on the effects of the rules implemented in Abruzzo and Marche, two otherwise close and similar Italian regions which adopted very different policies: the first set tight restrictions on the opening of large stores; the second did not impose substantial entry regulations. The results show that in Marche after the inception of the flexible regulations the share of total retail trade employment in total population increased by 0.8 percentage points more than in Abruzzo. Fiercer competition also led to a recomposition of employment in small retail shops. These findings are robust to a number of checks.  相似文献

In this paper, we examine the effects of SARS (Severe Acute Respiratory Syndrome) on China's human resources, its labour-market and its level of employment and unemployment, looking specifically at what was one of its economically most vulnerable points, the hotel industry. The paper hypothesizes that the greatest impact would be on human resources in the service-industries and on particular sub-sectors, such as employment in hotels, located in three main cities in the PRC, in Beijing, Guangzhou and Shanghai, catering to both overseas as well as domestic tourism. It tentatively concludes that the almost dramatic demand and supply ‘shocks’ may have directly affected both the demand for and the supply of labour in the sub-sector, with discernable employment consequences.  相似文献

Adopting a subjective culture approach, the present study focuses on managers' beliefs about ideal leadership behaviour in organizations (i.e. leadership ideologies). On the basis of reported cultural dimensions which distinguish countries from one another, it is expected that the national origin of European managers will significantly influence their ideologies. The findings provide support for this assumption, since significant differences appeared between countries in eight aspects of leadership. Finally, the findings are compared with existing knowledge of cultural variation between these countries.  相似文献

The weak performance of the Japanese economy since the 1990s has renewed the debate on the efficiency of its employment practices. Although actual changes have long trailed expectations, two major developments have taken place in recent years: a rise in non-regular employment and the introduction of performance-related pay (seikashugi). Both affect the internal labour market that has been crucial to human resource management in Japan. The first development diminishes its relevance and the second directly impacts its functioning. This paper discusses these changes and the factors that determine their character. Moreover, it argues that the changes are not just aligned with but also made possible by an important continuity in the support for the core practice of lifetime employment. What results is a story of institutional change and continuity which argues that the specific character of Japanese employment practices remains in spite of an apparent convergence.  相似文献

This article examines the links between epidemics and their economic consequences, specifically in terms of their impacts on labour markets and jobs. To exemplify the above, we examine the effects of SARS (Severe Acute Respiratory Syndrome) on the Hong Kong economy, its labour market and its level of employment and unemployment. Theories of growth for firms have suggested that slow managerial growth is a major constraint why firms cannot grow faster. This paper is built on such a view and explores the factors that may influence the growth rate of Japanese firms in a given US industry. It is found that Japanese firms that allocated more internal and international managerial resources (proxied by expatriates) to their US operations tended to achieve higher growth rates. Japanese firms that were geographically diversified and those that spread their international investment projects evenly over time also achieved higher growth rates. A survey of Chinese employees was conducted in China to examine the antecedents and consequences of a pro-disparity norm concerning the pay disparity associated with expatriate managers and with Chinese managers recruited from distant geographical areas (outside managers). These two groups, especially expatriate managers, tend to receive high salaries. Interactional justice received from outside managers was positively related to pro-disparity norm and task interdependence with them was negatively related to pro-disparity norm, but no significant relationship was found for expatriate managers. When innovative climate was high, interactional justice and task interdependence showed a positive relationship with pro-disparity norm. With regard to consequences of pro-disparity norm, when innovative climate was high, it was positively related to compliance with the requests of expatriate and outside managers and positively related to knowledge sharing with them.  相似文献

Using a multi-source data set collected across eight European countries, this article examines how characteristics of both the organizational environment and the larger national context relate to the organizational-level variable of women's employment. Our study revealed that, in countries that were high in gender empowerment measure (GEM), establishments that were more supportive of part-time work options also employed a higher proportion of women. One reason for this relationship may be that in high-GEM countries offering part-time employment is a way for an organization to signal its support for work–life balance, something that makes it more attractive to women. In countries with low GEM, an establishment's greater support for part-time work was associated with employing a greater proportion of women only when establishments experienced recruitment difficulties. Key differences in gender empowerment between countries are discussed.  相似文献

In this empirical paper, we assess how social exclusion arises in the context of labour market transition behaviour. We estimate a multi-state multi-spell competing risks model and identify five states: high skilled employment, intermediate skilled employment, low skilled employment, unemployment and out-of-the-labour market. Using data from the first seven waves of the British Household Panel Survey, we show that a substantial number of workers were trapped in a vicious circle of low-skilled employment, unemployment and inactivity in the 1990s. Workers who are part of the so-called flexible workforce are more likely to suffer social exclusion.  相似文献

The use of Agile practices is typically associated to a wide array of benefits for organizations. This paper extends growing research on the ‘dark’ side of Agile by investigating the depletion of innovation in a large telco company following the large-scale implementation of Agile in R&D units. Our qualitative study reveals a shift in the organizational logics underpinning new product development, from a “navigating through unchartered waters” to a “putting out fires” logic. We tracked the change in key components of logics (goals of teams, source of legitimacy of team members and support and control systems) and explained the multi-level mechanisms through which the shift occurred, i.e., changes in processes of workflow management, work allocation, and performance management. We found that the new organizational logic negatively impacted individual attitudes towards the generation of new ideas by promoting the internalization of short-termism, a perceived drain in competences and confidence, and the lack of accountability for innovation. By focusing on changes in organizational logics, our insights expand current knowledge about the relationship between Agile implementation and individual attitudes. We also explain why unexpected effects of Agile implementation may go undetected in organizations, because they derive from multi-level, diffused, changes in the organization.  相似文献

The aim of this research is to conduct a quantitative analysis of the factors leading Spanish companies to adopt certain forms of organization that are typical of flexible businesses and high performance organizations. Despite the supposed inflexibility of the Spanish labour market, the results both point towards the high capacity of Spanish companies to select the form of work organization that best suits them and show the key role that competitive strategy plays when it comes to differentiating or segmenting types of work or workers, over and above the rigid working regulations that, purportedly, standardize labour relations in Spain.  相似文献

This article considers how two new strategies for improving pay and skills development have been used in the UK National Health Service (NHS) to develop labour capacity and capability by stimulating the development of relatively coherent internal labour markets for workers at the lower end of the occupational hierarchy. Drawing on data from 13 NHS trusts, we scrutinise the implications of the new national pay system, Agenda for Change, for healthcare assistants and cleaners and find substantial one‐off improvements in pay for these groups as a direct result of the new national pay framework. However, the detailed case‐study data reveal there is considerable uncertainty regarding the extent, depth and durability of pay improvements. In particular, opportunities for pay progression in reward for acquisition of new skills and qualifications were more variable as a result of the stronger role of management choice and strategy at the organisational level in implementing the new national strategy for skills development, the Skills Escalator. Moreover, management strategy shaped the demand for, and distribution of, intermediate‐level skills (through new job design, for example), which was critical to the effectiveness of trusts in pulling lower grade employees up through an internal career trajectory.  相似文献

This article examines an American multinational company to uncover any crossnational differences in managerial attitudes toward employee participation in decision-making. Human resource practices of the parent company toward its European subsidiaries were also examined, especially those relevant to employee participation issues. Data were collected from the company's manufacturing facilities in Britain, the Netherlands, Spain, and the United States. Managers were interviewed and then surveyed regarding their attitudes toward participation. The interviews revealed resistance to the parent company's efforts to “export” an American vision of employee participation to its European subsidiaries. The survey data revealed attitudinal differences among European managers as well as among their American counterparts. Possible explanations, implications for human resource executives and research directions are discussed. © 1993 by John Wiley & Sons, Inc.  相似文献

This paper examines the role of migration in affecting the labour market opportunities of male and female household members left behind. We address this question by analyzing the impact of international migration flows from Albania, where migration is a massive and male-dominated phenomenon. We find that the labour supply of men and women responds differently to current and past migration. Controlling for the potential endogeneity of migration, estimates show that having a migrant abroad decreases female paid labour supply while increasing unpaid work. On the other hand, women with past family migration experience are significantly more likely to engage in self-employment and less likely to supply unpaid work. The same relationships do not hold for men. These results suggest that while left-behind women in Albania may take on the extra burden associated with the migration of male family members, they gain employment opportunities upon their return.  相似文献

The objective of the study is to examine the impact of gender discrimination in education, health, and labour market on economic growth in a panel of 20 high-income OECD countries for the period of 1980–2015. In addition, the study proposed an index of pro-equality growth, which is flared with education, health, and labour market initiatives to promote economic growth. The results show that gender parity index for educational attainment significantly promotes economic growth while health and labour market required substantial policy reforms to reduce health and labour market inequalities to sustain long-term economic growth. The results classified three countries as highly equitable growth, one country for equitable growth, two countries are moderate growth, four countries are less equitable growth while remaining 10 countries fall in the category of inequitable growth, where greater inequality promotes economic growth on the cost of education, health, and labour market inequalities.  相似文献

Studies on the links between training and organizational commitment have only looked at professional and managerial workers, mostly in the U.S. This paper focuses on a German manufacturing company that employed many blue-collar workers and offered generous training opportunities during short-time work in the post-2008 crisis. In an analysis based on employee survey data, only training in job-specific skills and training in skills usable outside of work were found to be associated positively with organizational commitment. The findings suggest that employer-provided training programs may be part of a model that achieves internal flexicurity in economies such as Germany.  相似文献
