Agrarian Change and Privatization of Ejido Land in Northern Mexico   总被引:3,自引:1,他引:2  
This paper uses the findings of a 1999 case study of ejidos (collective landholdings) in the Yaqui Valley, Sonora, a prominent agricultural region of northwest Mexico, to examine responses to a series of economic and legal reforms enacted as part of Mexico's 'Reform of the Countryside', which began in the late 1980s. In particular, it analyses reactions to the 1992 amendment to Article 27 of Mexico's Constitution, which legalized the rental and sale of previously inalienable ejido land and created programmes and institutions to officially certify ejido members' land rights. The paper concludes that the complex of economic and legal reforms – combined with the specificities of Sonoran agriculture – has generated a visible change in ejidos with respect to land operation, setting the stage for an accelerated shift towards the privatization of agricultural land in northern Mexico.  相似文献

This paper argues that deepening commodification in Turkish agriculture has changed the lives of farmers in significant ways. Global circuits have swept away the accustomed networks of information, production and marketing which had been largely established and maintained by comprehensive governmental support policies. New institutions have come into the picture establishing the links between small producers and larger markets. With state policy strengthening the domination of the market, prices and demand patterns fluctuate widely leaving small producers vulnerable to market forces and raising the level of risk and insecurity. This situation brings about a rapid de‐ruralization of the population in most regions of the country. In the fertile coastal strip of the southern and western provinces, however, commercial opportunities introduced by global circuits have led to a thriving market in products, land, and labour. Farming of vegetables and fruits for domestic and European markets dominate agricultural production. Seasonal employment, in tourism and in labour‐intensive crops, supplement household incomes, permitting the rural population to remain in the countryside.  相似文献

While the commercial ambitions of indigenous capitalists are continuously displayed in Australia, little is known about the origins and initial development of the class. In this essay one area of the country, the north‐west of Western Australia (WA), is chosen to show how changes in the principal agricultural industry opened space for Aboriginal commerce. Despite the opposition of State governments and existing firms that dominated cattle and sheep production, this space was enlarged as pastoralism underwent major changes. The rise of the indigenous bourgeoisie was also facilitated by the growing power of the class's political representatives in electoral and in executive politics. Parallel with changes in Australian federalism, which gave the national government increased financial and other powers, Aboriginal representatives captured this shift for commercial advantage.  相似文献

This paper contributes a preliminary analysis of the process of agrarian capitalist transition in Arunachal Pradesh, one of the least studied regions of India. Primarily based on information collected through a field survey in eleven villages, the paper seeks to explain the nature and implications of institutional unevenness in the development of capitalism. Institutional diversity is not simply mapped across space, it is also manifested in the simultaneous existence of market and non-market institutions across the means of production within the same village or spatial context. In addition, there is a continuous and complex interaction among these institutions which both shapes and is shaped by this capitalist transition. Primitive accumulation emerges as a continuing characteristic of the on-going agrarian and non-agrarian capitalist transition. Institutional adaptation, continuity and hybridity are as integral to the emergence of the market economy as are the processes of creation of new institutions and demise of others. There is no necessary correspondence between the emerging commercialization of the different productive dimensions of the agrarian economy. These uneven processes are deeply influenced by existing and emerging power relations and by the state. Framed by the Bernstein–Byres debate about the contemporary (ir)relevance of the agrarian question, evidence is presented to justify the conclusion that although the processes at work are far from the classical models of the transition to capitalism, all aspects of the agrarian question remain relevant.  相似文献

Agrarian structures based on small peasant property can have two opposite kinds of impact on urban wages. In the first type, stable smallholder farming bringing high returns puts upward pressure on wages. In the second type, smallholder farming that does not bring sufficient returns leads to semi‐proletarianization in which workers' access to rural sources of income functions as wage subsidy and puts downward pressure on wages. This paper argues that the situation in Turkey between 1950 and 1980 fits the second type. By pointing out the factors that changed the attitude of the migrant labourers towards class struggle from relative passivity to increasing militancy, it suggests that instead of the rural ties of the emerging working class, the main reason behind the dramatic rise in urban wages in Turkey in the 1960s and 1970s was the working‐class struggle throughout the period.  相似文献

This important book is structured around two issues. The first concerns the political role and extent of East India patronage in Scotland between 1720 and 1784. The second relates to the ‘fortunes’ amassed by those in receipt of such patronage, the amounts remitted to Scotland, and the use to which these remitted surpluses were put. With respect to the former, a substantive, original contribution is made in four respects: in demonstrating the significance of colonial posts in overall patronage in Scotland; in showing the heavily disproportionate favouring of Scots in this patronage; in revealing that this was substantial and growing from the 1720s (and did not start only in the 1780s or 1770s, as has been previously assumed); and in arguing convincingly that this East India patronage was important in securing the post‐1707 British state. This is a considerable achievement. While the first issue has an impressively substantive outcome, the second, no less important, set of questions, is argued presumptively: to the effect that large fortunes were made by Scots in India, significant amounts were remitted, and these were crucial in the dramatic economic advance in Scotland from the 1750s on, especially in the countryside. A plausible presumptive case is made, but this is not supported by convincing evidence. There is a need for research of the intensity that gave such impressive shape to the first set of issues, if the presumptive case is to be adequately substantiated. A brief agenda for the necessary research on agrarian change is suggested.  相似文献

‘Squatting’ in the communal areas of Zimbabwe has been largely ignored in the literature because it is assumed that it does not exist in a ‘communal’ land tenure system. This article argues that ‘squatting’ in Gokwe villages has become a common strategy by landless immigrants to access land. Gokwe has been a frontier region for many immigrants in search of land since the 1950s with intense pressure on land by the 1990s. As the frontier closed, the question of citizenship in Gokwe villages became more signi?cant than ever before. Those who are not formally registered as residents are de?ned by local government authorities and established villagers as ‘squatters’ who should be evicted. The article traces how local authorities and established villagers have responded to what they perceive as the ‘squatter menace’. It further examines the means used by ‘squatters’ to lay claims to land and to defend those claims in Gokwe villages.  相似文献

Aquaculture presents a radically different way of producing fish that aims to transcend the limitations of capture fisheries but that in turn creates new forms of agrarian and ecological transformations. Using the case of Laguna Lake, the paper probes how aquaculture production and corresponding agrarian transformations are inextricably tied to dynamics in capture fisheries in multiple ways. It emphasizes the fundamentally ecological nature of the relations between aquaculture and capture fisheries through a discussion of three interrelated features of agrarian change: commodity widening through the production of a commodity frontier, aquaculture producer strategies of working with materiality of biophysical nature, and the attendant consequences of these processes for agrarian configurations. By examining the appropriation of nature in commodity frontiers and situating relations between aquaculture and capture fisheries as historical‐geographical moments in commodity widening and deepening, the paper highlights the centrality of nature in agrarian change.  相似文献

How does rural China's political economy determine the motivations and constraints that drive small farmers and agribusiness companies into contract farming and shape its practice and impact? This paper identifies three distinctive features of contract farming in China – varied impact on rural inequality, unstable contractual relations and lack of competitiveness with other alternatives – and proposes tentative explanations linked to three features in rural China's political economy: strong collective institutions, active state support for agriculture and strong domestic markets. The recent turn in China's agrarian transition towards vertical integration of agriculture with industries is, however, undermining these conditions and may move China towards more convergence with other countries. Studying contract farming in China's unique political economy context shows not only how variations in the political economy can alter its practice and impact, but also how it needs to be evaluated in comparison with competing alternatives.  相似文献

Agrarian reform in Uzbekistan has been informed by contradictory objectives and priorities. Legislation has oscillated between measures to increase private access to land, in line with populist pressures and the structural reform agenda of international agencies, and counter–measures to tighten and restrict such access in response to the Government imperative of retaining control over the production and export earnings of cotton. Drawing on fieldwork carried out in the provinces of Andijan and Khorezm in 2000–1, this article analyses the role of gendered divisions of labour in the maintenance of a commercial cotton sector alongside a smallholder economy that has become the mainstay of rural livelihoods since the post–Soviet collapse of public sector employment and wages. It also discusses the outcomes of different types of farm restructuring and highlights the gender differentiated outcomes of a reform process that forces a growing number of women out of the recorded labour force into casual, unremunerated and informal work.  相似文献

Can radical political‐economic transformation be achieved by electoral regimes that have not thoroughly reconstructed the state? Contemporary Venezuela offers an optimal venue for examining this question. The Chavista movement did not replace the previous state: instead, its leaders attempted to reform existing state entities and establish new ones in pursuit of its transformation agenda. It has also used its oil wealth to support cooperatively‐oriented economic activity, without necessarily fundamentally altering the property structure. Thus, the social change‐oriented political economy exists alongside the traditional one. Focusing on agrarian transformation, we examine ethnographically how these factors have impacted the state's capacity to attain its goal of national food sovereignty. We find that the state's ability to accomplish this objective has been compromised by lack of agency‐level capacity, inter‐agency conflict and the persistence of the previously‐extant agrarian property structure. These dynamics have influenced the state to shift from its initial objective of food sovereignty to a policy of nationalist food security.  相似文献
