‘Squatting’ in the communal areas of Zimbabwe has been largely ignored in the literature because it is assumed that it does not exist in a ‘communal’ land tenure system. This article argues that ‘squatting’ in Gokwe villages has become a common strategy by landless immigrants to access land. Gokwe has been a frontier region for many immigrants in search of land since the 1950s with intense pressure on land by the 1990s. As the frontier closed, the question of citizenship in Gokwe villages became more signi?cant than ever before. Those who are not formally registered as residents are de?ned by local government authorities and established villagers as ‘squatters’ who should be evicted. The article traces how local authorities and established villagers have responded to what they perceive as the ‘squatter menace’. It further examines the means used by ‘squatters’ to lay claims to land and to defend those claims in Gokwe villages.  相似文献

Abstract

Government intervention has been a feature of food markets in both industrialized and agrarian economies. However, the last 10 years have seen reforms aimed at reducing intervention; these have been a characteristic of ‘structural adjustment’. The process of reform has involved the replacement of administered by market‐determined prices and the abolition of trading parastatals or the removal of their monopoly. Despite an almost complete consensus that reforms are necessary and the absence of coherent local opposition, the pace and extent of reforms have varied. Moreover, views about liberalization tend to be polarized. Proponents argue that continued intervention is inefficient, unaffordable and distorting; antagonists suggest that unmodified markets lead to unacceptable inequalities, and expose producers and consumers to unacceptable risks. Moreover, weak fragmented markets do not constitute a sufficient base for sustained growth. This paper reviews the experience. It concludes that simple solutions of substituting public with private trading are not necessarily possible nor desirable, and argues that the nature of the debate may be misleading. The way forward may not lie in a choice between private market supremacy and conventional government intervention.  相似文献

Although a number of reforms have significantly changed the Common Agricultural Policy (CAP ) over the past two decades, a defining characteristic of the policy is its prohibitively high import tariffs on a number of key commodities as tariff cuts have not formed part of CAP reform. These high tariffs, whilst protecting EU producers, complicate the EU 's attempts to negotiate Free Trade Area (FTA ) agreements around the world, and will likewise be problematic for agri‐food trade with a post‐Brexit UK , particularly over the politically sensitive border between the EU ‐27 and the UK on the island of Ireland. An open border could be more easily secured if the UK 's tariff barriers on CAP products matched those of the EU ‐27. This, however, implies either that the UK will have to abandon its plans to pursue ‘free‐trade’ policies with other countries around the world, or that the EU ‐27 needs to complete its reform of the CAP by unilaterally reducing its tariff barriers. It seems highly unlikely that the challenges posed by Brexit would prompt the EU to unilaterally reduce its excessively high CAP tariffs.  相似文献

In the first of two essays in this Journal, I seek to unify the historical geography of early modern ‘European expansion’ (Iberia and Latin America) with the environmental history of the ‘transition to capitalism’ (northwestern Europe). The expansion of Europe's overseas empires and the transitions to capitalism within Europe were differentiated moments within the geographical expansion of commodity production and exchange – what I call the commodity frontier. This essay is developed in two movements. Beginning with a conceptual and methodological recasting of the historical geography of the rise of capitalism, I offer an analytical narrative that follows the early modern diaspora of silver. This account follows the political ecology of silver production and trade from the Andes to Spain in Braudel's ‘second’ sixteenth century (c. 1545–1648). In highlighting the Ibero‐American moment of this process in the present essay, I contend that the spectacular reorganization of Andean space and the progressive dilapidation of Spain's real economy not only signified the rise and demise of a trans‐Atlantic, Iberian ecological regime, but also generated the historically necessary conditions for the unprecedented concentration of accumulation and commodity production in the capitalist North Atlantic in the centuries that followed.  相似文献

Considerable research has focused on understanding how upland farmers adjust land‐based livelihoods to the influences of agrarian change in Southeast Asia. In the process, an ‘upland bias’ has emerged where researchers focus narrowly on the uplands as localities with distinct, coherent features, neglecting how families engage place, social relations and ethnicity as they access opportunities in proximate spaces. This paper considers how the Tagbanua – long considered an upland swidden people – have ‘stepped back’ from swidden agriculture due to declining yields and debt to harvest the lucrative grouper (e.g. Plectropomus leopardus). We show how Tagbanua families on Palawan Island have adjusted swidden as they negotiate social relations, ethnic cleavages and economic barriers to effectively engage the grouper industry. Rather than cast such farmers and fishers as ideal types in place, we argue that how they negotiate social relations creates new livelihood opportunities in varied environments, reinforcing the dynamic, recursive context of agrarian change.  相似文献

The global discourse on food sovereignty suggests several mechanisms for improving food security and agricultural livelihoods, including redistributive land reform and restructuring of markets to improve food distribution and access. In Brazil, the Fome Zero (Zero Hunger) social welfare programme has created innovative links between public nutrition and food security programmes and rural development initiatives through mediated market support for the family farm sector. We report on a participatory assessment of the experience of land reform beneficiaries in seven municipalities in Mato Grosso, Brazil, who were contracted to produce food for the Programa de Aquisição de Alimentos (Food Procurement Programme, PAA) and the Programa Nacional de Alimentação Escolar (National School Feeding Programme, PNAE) under the umbrella of Fome Zero. This analysis offers insight into the opportunities and challenges related to participation in mediated ‘farm‐to‐institution’ food procurement programmes, and assesses their influence on key food sovereignty principles, including agro‐ecological transition, increased market stability and farmer autonomy.  相似文献

Land held under customary tenure has proven difficult to register and release for private enterprise globally. This is because the costs of developing secure rights to land held under communal ownership is high given that such ownership rules out a ‘pay-to-use-the-property’ system while punitive negotiation and policing costs make a ‘pay-him-not-to-use-the-property’ system ineffective (Demsetz, 1967, p. 355). Here I document reforms to institutions governing access to land held under customary title in Papua New Guinea that has imbedded collective ownership whilst allowing for a ‘pay-to-use-the-land’ for private enterprise. Reforms put in place over the past decade have allowed for voluntary incorporation of landowning clans, the registration of their land, and the leasing of this land for up to 99 years. The ongoing reforms provide lessons both for Papua New Guinea and for others wrestling with the challenges of making available land held by customary groups for individual enterprise.  相似文献

The Chinese Government has initiated a series of agricultural reforms since the 1970s to encourage agents to provide more services to farmers. In 2006, a new round of agricultural reforms was extended nationwide; however, the effectiveness of these reforms has not been examined. Based on a comparison of survey data sets before and after the reforms, we found that overall they significantly increased the time agents spend on agricultural extension services, although their effectiveness differs among three major components of the reforms. While the financial assurance reform had little impact on agents’ time allocation, the administrative reform actually reduced the time allocation to agricultural extension. However, we found strong evidence that the ‘three rights’ management reform (comprising the rights of personnel, financial and asset management) successfully increased agents’ time allocation to agricultural extension services. We also found that institutional incentives and the Government’s investment did not increase the time agents spent on agricultural extension. The lack of incentives is a problem that needs to be addressed in future reforms. We found that professional agents spent more time providing extension services than their non‐professional counterparts. We suggest that local Governments should avoid recruiting non‐professional agents into agricultural extension stations.  相似文献

Based on a synthesis of the empirical scholarship on England and Germany, this paper demonstrates that in both regions, rural socio‐economic developments from c.1200 to c.1800 are similar: this period witnesses the rise to numerical predominance and growing economic significance of the ‘sub‐peasant classes’, which had a growing impact on the market as a result of their increasing market dependence, and from which – towards the end of the period – a rural proletariat emerged. Against the influential theory of Robert Brenner, it is argued that the period c.1200–c.1400 cannot really be categorized as ‘feudal’ according to Brenner's definition; and ‘agrarian capitalism’ does not adequately describe the socio‐economic system that obtained by the end of the sixteenth century. A genuine transition to capitalism is only evident from after c.1750, and can be found in Germany as well as in England; it is predicated both on ideological shifts and on the evolution of the rural proletariat, which is only found in large numbers by or after c.1800.  相似文献

Polity's ‘Resources’ series is a set of scholarly books, each of them dealing with a single resource or resource‐based commodity from a generally global or international perspective. As of this writing, nine books have been published in the series, six of which I review here. The series is a welcome contribution to interdisciplinary and overall critical perspectives on the social and environmental dimensions and implications of the international appropriation, production and exchange of natural resources. While there is no clear disciplinary bent or theoretical foundation running across the volumes, together the books develop a transnational perspective, stressing the linkages between specific sites of appropriation and production, on the one hand, and broader political economic networks of processing, finance, coordination, commercial distribution and social regulation, on the other. The books should serve as valuable references to researchers in academic, government and non‐government institutional settings, but should also prove valuable for undergraduate teaching on contemporary natural resource industries and their social regulation.  相似文献

In the wake of Cuba's far‐reaching, halting economic reforms, geopolitical rapprochement and trade openings with the United States (US) offer opportunities and risks for Cuban small‐scale farmers and agrarian cooperatives: pressures, paradoxes and potential abound. Meanwhile, on the margins, agro‐ecologically oriented tours bring admiring US students, farmers and agrarian advocates. Cubans concur that the country must solve key problems in its agricultural sector to overcome the contradictions of its agri‐food model, and that this entails more exchange with the US – but in what capacity and on what terms? The current crossroads begs the classic agrarian question, even as it updates it. Having experienced and survived the promises and disasters of both capitalist and communist agricultural economies, Cuban farmers expand the original ‘peasant’ protagonist. As they navigate new non‐state markets and recent re‐entrenchment of state control of prices, Cuban farmers and cooperatives struggle to avoid monopolizing tendencies of unfettered capitalist as well as communist agricultural economies – both of which have historically been ecologically damaging. US agribusiness courts Cuba, but not as mere unidirectional capture: Cubans are inviting and leveraging trade to end the embargo, which is increasingly being modified altogether. Key Cuban agrarian principles of resilience and cooperativismo have persisted through capitalist and communist crises: could they influence prospects for agro‐industrial hegemony from the North?   相似文献

The unfolding of a juridico‐cadastral system in present‐day Cambodia is at odds with local understandings of landholding, which are entrenched in notions of community consensus and existing occupation. The discrepancy between such orally recognized antecedents and the written word of law have been at the heart of the recent wave of dispossessions that has swept across the country. Contra the standard critique that corruption has set the tone, this paper argues that evictions in Cambodia are often literally underwritten by the articles of law. Whereas ‘possession’ is a well‐understood and accepted concept in Cambodia, a cultural basis rooted in what James C. Scott refers to as ‘orality’, coupled with a long history of subsistence agriculture, semi‐nomadic lifestyles, barter economies and – until recently – widespread land availability have all ensured that notions of ‘property’ are vague among the country's majority rural poor. In drawing a firm distinction between possessions and property, where the former is premised upon actual use and the latter is embedded in exploitation, this paper examines how proprietorship is inextricably bound to the violence of law.  相似文献

The paper examines the economic impact of pricing and access to public basic research‐related intellectual property (IP) in the presence of downstream interfirm spillovers using a Salop circle model of monopolistic competition. Depending on the nature and extent of spillovers and with free access to upstream basic research, firm entry can be excessive, insufficient, or socially optimal. When interfirm lump‐sum spillovers are absent or sufficiently small, competitive entry is excessive, so policies that restrict access to basic research IP can enhance social welfare. When lump‐sum research spillovers are sufficiently large, policies to induce entry and a clustering of downstream research activity can be welfare enhancing. Le présent article examine, à l’aide du modèle de Salop de concurrence monopolistique positionnant les firmes sur un cercle, l’impact économique de l’attribution d’une valeur à la propriété intellectuelle de la recherche fondamentale financée par des fonds publics et de l’accès à cette recherche lorsqu’il y a des retombées entre firmes en aval. Selon la nature et l’étendue des retombées et compte tenu de l’accès gratuit à la recherche fondamentale en amont, l’entrée de firmes peut‐être excessive, insuffisante ou optimale sur le plan social. Lorsque les débordements de la recherche vers d’autres firmes sont absents ou faibles, le niveau d’entrée de concurrence parfaite est excessif. Dans ce cas, les politiques qui restreignent l’accès à la recherche fondamentale financée par des fonds publics peuvent accroître le bien‐être social. We examine the nature of the ‘feminization of agriculture’ in the semi‐subsistence, peasant production sector of southeastern Mexico, as associated with male labour out‐migration. Presenting findings from empirical work with smallholder producers, we discuss the impact of men's migration to the United States on women's participation in agriculture and gendered relations of agricultural production. In 2007, we conducted a survey of 155 semi‐subsistence, smallholder households in six ejidos. This survey was supplemented by ethnographic research in a single ejido. Our findings demonstrate the need to distinguish between farm labour and management in this sector, and the potentially significant (but focused) changes in the local relations of agricultural production wrought by gendered patterns of labour migration – specifically in tenure, land‐use decision‐making and the management of hired labour.  相似文献

This paper examines the political trajectory of agribusiness firms called ‘dragon head enterprises’ in China's ongoing agri‐food transformations. It starts from the premise that state and private elites in China are working together to consolidate a robust domestic agribusiness sector, as both an arena for national‐level rural and economic development, and a new frontier for access to resources and markets abroad. Through analyses of policy documents, market share data and ethnographic materials, I explore the organization and operation of dragon heads in the pork sector. My findings reveal that agribusiness development in China's pork sector is largely domestic, has a mixed state–private form and tends to marginalize the foreign‐based TNCs that have been the most powerful actors in the global agri‐food system to date. I argue that China is not only a destination for ‘external’ transnational capital, but also a site of agribusiness development in its own right. This has important implications for analysing capitalist transformations and for engaging global agri‐food politics.  相似文献

This paper takes the viewpoint of a social scientist and looks at agricultural scientists' pathways for science impact. Awareness of these pathways is increasingly becoming part and parcel of the professionalism of the agricultural scientist, now that the pressure is on to mobilize smallholders and their productive resources for (global) food security and for reducing persistent rural poverty. Significant new thinking about pathways is emerging and it is useful to present some of this, even if it is not cut-and-dried. This new thinking focuses on innovation, not as the end-of-pipe outcome of development and transfer (or ‘delivery’) of results of research to ‘ultimate users’, but as a process of technical and institutional change at farm and higher system levels that impacts on productivity, sustainability and poverty reduction.

This paper will review technology supply push; farmer-driven innovation; market-propelled or induced innovation based on the agricultural treadmill; participatory technology development; and innovation systems. The pathways reviewed all have their merits; the paper will assess them from the perspective of improving smallholder productivity and livelihoods.

This paper concludes that many agricultural scientists have not developed their thinking about how the fruits of their work can help make the world a better place. This is a flaw in their professionalism. Curriculum development, training, promotion criteria, standards used in refereeing journal articles and research funding could benefit from taking on board understanding of pathways of science-for-impact.  相似文献

This review examines three recent books that address the relationship between neoliberalism and agribusiness, on the one hand, and the demise of smallholder farming, traditional diets and the rise of diet‐related chronic illness, on the other. The first, by Timothy Wise, adopts what may be characterized as an ‘agrarian populist’ stance, constructing a universal binary between trans‐nationalizing agribusiness and a unified family farm sector. Protagonists from the latter are seen to embody the future, using agroecology to feed the world sustainably in a time of climate crisis. This is not a consistently propeasant stance, however; Wise seems rather to advocate a ‘farmer road’ to national capitalist development. The other two books, by Alyshia Galvez and Gerardo Otero, cover quite similar ground to one another, looking explicitly at the rise of neoliberalism, the decline of traditional farming and diets and the rise of processed food‐related diseases. Unlike ‘agrarian populists’, both authors privilege the state and ‘class struggle’ (sensu lato) in analysing the dynamics of neoliberalism, free trade agreements and food policies. Normatively, both see the state as pivotal in generating policies centred around smaller scale farming and the production of nutritious food for all. For Otero, like Wise, these policies seem to be tied to a form of national developmentalism as an escape route from neoliberalism. For Galvez, the future is less clear‐cut—although by inclination ‘propeasant’, she does not exclude elements of national developmentalism in envisioning a postneoliberal world.  相似文献

Landscape as a Focus for Integrating Human and Environmental Processes   总被引:2,自引:0,他引:2  
The landscape has long been an important object of rural policy, particularly in terms of protecting scenic areas. Increasingly, however, landscape is seen as a multifunctional and holistic entity, which provides a framework for the governance and interdisciplinary study of spatial units. A central dilemma in the maintenance of cultural landscapes is that the historical practices which produced them are often obsolete, and new social and economic forces may fail to reproduce their valued properties. Sustainable development strategies therefore seek to instil ‘virtuous’ circles in cultural landscapes, linking society and economy to environmental service functions and land uses, in order to generate mutually reinforcing feedback loops resulting in socially preferred outcomes. We explore ways of investigating these linkages as a basis for future rural research and policy. We conceptualise cultural landscapes as ‘socio‐ecological systems’ (SESs), and consider their capacity for resilience and stability. Noting that resilient systems are characterised, not by simple equilibria, but by ‘basins of attraction’, we argue the need to understand the ways in which SESs stabilise within a particular basin, or move to an alternative. In particular, we reflect on the dynamics of ‘adaptive cycles’ that may lead to changes in system state. Finally, we discuss the development of appropriate models as tools for investigating whether a landscape is trending towards stability within a ‘vicious’ or a ‘virtuous’ circle, and evaluating potential interventions to alter this trajectory.  相似文献

Summary

Institutions which own and develop property are just beginning to recognize that they are offering a product which no longer enjoys a guaranteed market with ever increasing returns. In the increasingly difficult and discerning letting markets of the 1980's they are having to accept that the price (both in rental and capital terms) of the product they own and offer will depend entirely on how it meets the needs of their customers, the tenants. Like many other quasi‐monopolists used to operating in protected markets in the past, they may find the process of adjusting to this new world goes further, last longer and hurts more than they expect. Against that background, the traditional distinctions between ‘prime’, ‘secondary’ and ‘tertiary’ property in the investment market, as well as the old dividing lines between the office, industrial and retail categories are beginning to break down. Hillier Parker, for example, have published research suggesting that rents of secondary shop properties grew much faster than ‘prime’ rents over the past five years. The lowest yields, and highest prices, rents and investment ratings must eventually come together to produce an explosion of relative value in the locations and buildings with the best record and prospect of growing tenant demand.  相似文献

Development optimists in South Asia have argued that electoral politics and the reduced role of villages as centres of economic activity have largely put an end to exploitation by dominant castes. Although the political arrangements that have emerged out of these changes fall short of the idealized standards of civil society, various commentators have argued that they nevertheless benefit subordinate classes. Partha Chatterjee even argues that the ad hoc and extra‐legal nature of these political arrangements – which he terms ‘political society’ – actually serve popular enfranchisement better than the law‐bound activities of civil society, which he sees as captive to capital. On the basis of village ethnography from the Pakistani Punjab, I argue that political society is in fact integral to processes that dispossess people of their rights and to the reproduction of elite power. The paper illustrates how it is not the cold rationality of the state and the rule of law that disenfranchise subordinate classes, but their absence.  相似文献
