In this paper we discuss public policy towards the telecommunications sector in Central and Eastern Europe (CEE), focusing primarily on the need to ensure adequate capital investment. The analysis falls into two main parts: the regulation of monopoly, and policy on liberalization. Concerning regulation, we discuss how policy credibility is likely to be a problem in the region, and how reputational considerations, the design of regulatory institutions, and methods of price control can help to ameliorate this problem. Concerning liberalization, we consider the effects of potential competition on investment incentives, and construct a simple model to analyse the different effects of liberalization and regulatory risk on investment. Some preliminary policy conclusions are drawn, and we argue that in the CEE region – in contrast to more well developed countries – a reasonable case can be made for allowing a temporary period of monopoly for basic services.  相似文献

The aim of this paper is to propose and evaluate a new institutional theory explanation for patients making informal payments for health services in Central and Eastern Europe. This views informal payments by patients to healthcare professionals as arising when formal institutional failures lead to an asymmetry between the laws and regulations of formal institutions and the unwritten rules of informal institutions. Reporting a 2013 Eurobarometer survey of the prevalence of informal payments by patients in Central and Eastern European countries, a strong association is revealed between the level of asymmetry between the formal and informal institutions, and the propensity to make informal payments. The association between informal payments and various formal institutional imperfections is then explored to evaluate which structural conditions might reduce this institutional asymmetry, and thus the propensity to make informal payments. The paper concludes by exploring the implications for tackling such informal practices.  相似文献

In all Central and Eastern European countries (CEECs) land reform has been a key part of the overall agrarian reforms and land reform procedures differ significantly among CEECs. This paper, by focusing on distributional effects and political economy implications, explains why thirteen CEEC governments chose particular reform procedures. Key factors in their choices are the history of the land ownership, including the post-collectivization ownership status, length of Communist rule, the ethnicity of pre-collectivization owners, and the equality of pre-collectivization asset distribution. These factors influence the distributional consequences of the land reform, including the (potential) conflicts between efficiency, social equity, and historical justice, and thus the political economy equilibrium.  相似文献

This paper uses a historical experiment - the occupation of South Eastern Europe by the Ottoman Empire - to shed light on the persistence of financial development. Interest-lending prohibition persisted under Islamic rule much longer than in the rest of Europe. The unique history and political fragmentation of the region allows investigating within-country effects, in six countries that were formerly only partly occupied by the Ottoman Empire. Former Islamic rule is consistently associated with lower contemporaneous formal financial development, both across and within countries. It is associated with a decrease in bank penetration by 10% across countries and 4% within countries. However, within country, the effect of the Ottoman Empire is confined to financial development. There is no association between former Ottoman rule, income, small and medium sized enterprise development or entrepreneurship. The effect is robust to controlling for a wide number of observable characteristics. Moreover, localities with Armenian, Jewish or Greek minorities, who were allowed to practice interest lending under Ottoman rule, have higher levels of bank penetration. By contrast, Islamic religion and trust in the financial system play no role in explaining such long-term persistence.  相似文献

The purpose of the paper is the following: firstly, to chart how much economic reform of CEE electricity industries has taken place to date; secondly, to discuss why progress has been so limited; and thirdly, to consider the prospects over the next few years. In charting economic progress to date, we will consider and discuss progress in electricity price unbundling and rebalancing; in utility commercialization, in industry and market restructuring and liberalization; and in privatization, as well as the development of economic regulation. For the reasons outlined above, we will explore the pricing issues in some detail as they are essential for understanding the difficulties in making progress in the other aspects of economic reform. The analysis concentrates on the ten countries with which the EU has and Association Agreement and who are stated candidates for EU membership (the EU 10).  相似文献

Both from history and logic, the rural reform is the starting point for China’s overall economic reform. The gradualism, inherent logical evolution and interest conflict of reform in China all have their origins in rural reform. The thirty-year’s rural reform can be viewed as the adjustment of urban-rural relations by different period. This study adopts the analytical framework of institutional economics to clearly demonstrate the whole logic process of institutional transition, then from the international comparative perspective, generalizes some basic experiences in China’s rural reform and the lessons for developing and transitional countries. On the basis of judging different stages of economic development, this paper also sums up the new challenges faced by rural reform and discusses its prospects for the next reform.  相似文献

The increasingly turbulent and unstable international environment requires new approaches to development planning. Current methods need to be reformulated, perhaps by employing an “institutional approach.” Three possible directions are discussed: the need to enlarge the scope of anticipatory decisions covered by the planning process; the need to reinterpret and redefine the concept of the planning horizon, transcending the limitations of the distinctions between short-, medium-, and long-term planning; and the imperative of dispersing planning capabilities throughout society.  相似文献

To explain participation in the undeclared economy, the conventional supply-side approach evaluates the reasons people work in this sphere. This article, for the first time in Central and Eastern Europe, explains the undeclared economy using a demand-side approach which evaluates citizens’ motives for purchasing undeclared goods and services. Here, three potential explanations for purchasing undeclared goods and services, grounded in rational economic actor, social actor and institutional imperfections theoretical perspectives, are evaluated. Reporting data from 11,131 face-to-face interviews conducted in 11 Central and Eastern European countries in 2013, the main finding is that all three explanations are used by consumers, demonstrating the need for a synthesis of these approaches. A multinomial regression analysis identifies the specific groups variously using the undeclared economy to obtain a lower price, for social or redistributive rationales, or due to formal institutional imperfections. The implications for theorising and tackling the undeclared economy are then explored.  相似文献

The article outlines the most significant changes in the banking sector and traces its possible future path in Central and Eastern Europe (CEE) in the context of competing banking models. The main conclusion is that despite the transition the orientation of the banking sector will be towards the government sector (including the central bank). The new network of financial interrelations that emerged during transition is characterised by the banking sector's significant net defensive position and creditor passivity. Although CEE countries are developing their financial systems in line with a universal banking model the aggregate balance sheets of their banking sectors reveal a structure that is more in line with other proposed models. Financial relations between households, the corporate sector and the state sector intermediated by the banking sector reveal a severe retreat of banks from the corporate sector in favour of maintenance of government and central bank operations.  相似文献

How do social banks signal their social commitment to motivated funders? We hypothesize that two main channels are used: selectivity and transparency. We test these predictions using a rich dataset comprising balancesheet information on 5,000 European banks over the period from 1998 to 2013. The results suggest that social screening leads social banks to higher project selectivity compared to mainstream banks. Social banks also tend to be more transparent than other banks. However, combining selectivity and transparency can result in excess liquidity. Overall, the empirical findings not only confirm our theoretical hypotheses, but also raise challenging issues regarding the management of social banks.  相似文献

This paper develops a theory of optimal sequencing of regional integration and applies it to the specific question of Central and Eastern European countries (CEECs) and the EU. We show that the timing of transition and integration has implications for the long-term trade structure of Europe. In this model the interest to integrate the CEECs comes from harmonization of policies to attract industries. Without integration, European countries will try to inefficiently protect their industries. Because of the transfers implied by the CAP and the Structural Policies, the EU delays enlargement until the CEECs have sufficiently converged. CEECs might at this point prefer to stay outside the EU and attract industries by offering them more generous protection than the EU. Such timing may be inefficient ex ante for all countries because it may prevent full European integration in the long run, inducing firms to relocate outside of the EU and governments in the EU and the CEECs to inefficiently protect industry. During the transition, all countries benefit from regional integration among the CEECs.  相似文献

The design and implementation of industrial policy in Czechoslovakia, Poland, and Hungary in the 1960s and 1970s are explored. In Czechoslovakia where management of the economy was more centralized than in Hungary and Poland, a policy of promoting production and export of nuclear equipment was effectively carried out; other product groups were less successful. In Poland, bureaucratic resistance undermined the implementation of industrial policies (which were never unambiguously formulated). The Hungarian policy was chiefly oriented toward import substitution. The statistical evidence gives only weak support for the effective conduct of industrial policies in these countries.  相似文献
