This paper presents an analysis of the key elements of Modinomics, defined as “everyone's participation, everyone's progress.” It investigates the reasons why Modinomics was necessary, the key elements of Modinomics, and how this policy was implemented. It argues that India's economic policy has had continuity since the economic reform package of 1991, so Modinomics has involved a high component of better implementation. Nevertheless, there have been some major policy changes as well. The paper discusses the deep structural reforms of demonetization and a Goods and Services Tax as well the new Insolvency and Bankruptcy Act. The paper examines the record of economic growth under Modi as well as new welfare and employment programs to make economic growth more inclusive. Finally, the paper examines the medium and long‐term growth prospects for India.  相似文献

ABSTRACT

The integration of small states into the international financial system has constrained their ability to enact the traditional macroeconomic tools of fiscal and monetary policy. As systems of mortgage credit are tightly integrated into global capital markets and influence flows of capital between states, this paper uses Denmark as a case study to explore whether domestic mortgage sector reforms have been used to build financial capacity to compensate for the loss of economic policy autonomy. The results of this analysis suggest that the Danish government has actively used mortgage credit to meet three specific macroeconomic objectives since the 1980s: (1) mortgage credit was restricted in the 1980s to resolve Denmark's persistent balance of payments problem; (2) liberalisations of mortgage credit in the 1990s and 2000s allowed the Danish government to stimulate the economy via privatised/house-price Keynesianism and reduce their sovereign debt burden; and (3) mortgage credit has been used as a form of privatised monetary policy, allowing Denmark to break-free from the ‘iron-cage’ of the Mundell-Fleming trilemma. It is in these specific ways that the Danish government has used mortgage reforms to achieve macroeconomic policy autonomy and navigate economic challenges whilst adhering to the constraints of the international financial system.  相似文献

Theoretical and empirical literatures have identified several channels through which foreign direct investment (FDI) influences economic growth. This paper examines the impact of FDI on economic output growth per worker using aggregate production function augmented with FDI inflows, economic policy reforms and institutional constraints. The paper covers 80 developing countries over the period 1980–2006. We use panel data and employ fixed, random effects and GMM methods for estimation. Our results highlight the importance of FDI, policy reforms and institutional development for growth in developing economies. Finally, we demonstrate that irrespective of reforms and institutions, an increase in FDI affects output growth positively.  相似文献

We analyze a panel of output series for India, disaggregated by 15 states and 14 broad industry groups. Using principal components (Bai, 2004; Bai and Ng, 2004) we find that a single common “V-factor” captures well the significant shift in the cross-sectional distribution of state-sectoral output growth rates since the 2nd half of the 1980s. The timing of the turnaround implied by the V-factor is more closely related to the pattern of policy reforms than has been found in previous research. Regression-based analysis also provides some insights into the uneven distribution of the turnaround across Indian states.  相似文献

This paper analyzes the history of the relationship between the state and the private sector in India. It concludes that India's economic reforms, which made development policy more dependent on international trade and private initiative, depended on the evolution of technocratic and political conviction. Reformers needed the support of financial crises for overcoming the powerful vested interests opposed to reforms. Successful reforms involved largely homegrown strategies of policy and institutional change. They have produced impressive growth rates and have benefited the rich and the middle class. The challenge for development and sustainable reforms is to make it more inclusive for poor farmers and unorganized workers.  相似文献

As India, potentially one of the largest economies in the world, seeks membership to the Asia Pacific Economic Cooperation forum (APEC), a case for its inclusion in an expanded APEC is examined. The methodology and empirical design as developed in Marwah and Klein (1995) within the framework of a world trade matrix consists of seven regions divided into India, components of APEC, and the rest of the world. The growth of economic cohesiveness within APEC between 1965 and 1995 is quantitatively assessed by patterns of trade linkages through measures of bilateral reciprocity, multilateralism, and market diversification. Entropy indexes of the trade matrix are computed and used in the analysis. Since 1991, when massive economic reforms were implemented, India has experienced strong growth in exports and in imports, a departure from its previous performance. Furthermore, its external orientation has shifted positively and significantly since the reforms. Despite this, during the latest five years, India's integration with APEC hadn't changed to a level of statistical significance. The case for an expanded APEC, including India, is still somewhat prospective but the evidence is growing that it could prove beneficial to all the member countries. For India to benefit in this expanded APEC, it should continue to press its case for inclusion in the Asia Pacific Economic Cooperation forum (APEC).  相似文献

Do market-oriented economic reforms result in higher levels of human well-being? This article studies the impact of macro-level institutional and infrastructure reforms on the economic, educational and health dimensions of human well-being among 25 transition economies. We use panel data econometrics based on the LSDVC technique to analyse the effects of market-oriented reforms on the human development index (HDI), as a measure of human well-being, from 1992 to 2007. The results show the complexity of reform impacts in transition countries. They show that institutional and economic reforms led to positive economic effect and significant impacts on other dimensions of human development. We find some positive economic impacts from infrastructure sectors reforms. However, not every reform measure appears to generate positive impacts. Large-scale privatizations show negative effects in health and economic outcomes. The overall results show the importance of the interaction among different reform measures and the combined effect of these on human development.  相似文献

The objective of this paper is to study the relationship between the demand for human rights and the demand for economic prosperity from the “exit” perspective, looking at migration patterns. We investigate intra-national migration in India, which is a federation of various states that feature significant economic and political differences. The paper finds that the quality of human rights protection and the economic well-being in the target state are substitutes with respect to determining patterns of migration. These results depend on framing effects; human rights complaints appear to be interpreted differently by migrants, depending on the trust in the government in the target state.  相似文献

Women's labor supply in Sri Lanka has increased steadily since the early 1990s following economic reforms, but remains well below the level predicted by national income, a feature shared by a number of Asian and Latin American countries that have undergone similar reforms and economic growth. To understand the microeconomic determinants of women's work in Sri Lanka's growing economy, this paper estimates a binary‐choice model of married women's labor supply using household survey data spanning a 23‐year period. Decomposition and cohort analysis reveal that women have been drawn into the workforce through falling fertility rates, rising tertiary education, and declining income effects among younger generations, but other factors have undermined this positive trend. Educational attainment reduces married women's labor supply except at the tertiary level, consistent with social stigmas associated with married women in non‐white‐collar employment. The strict sectoral segregation of married women by education level supports this hypothesis. In addition, growth has been concentrated in low‐skilled sectors with self‐employment more prevalent, reducing employment prospects of educated women and prompting their labor force withdrawal. This suggests it is the structure of economic development, rather than speed, that matters for women's labor force activity.  相似文献

The performance of the Indian economy in recent years has attracted increasing international interest. This paper focuses on the role of fiscal and monetary policies in the evolution of the Indian economy over the years, with particular attention being given to the reforms undertaken in these policies since the early 1990s. The coordination of fiscal and monetary policies has been crucial in the sequencing of the economic reform process carried out since the early 1990s. Monetary policy aims to maintain a judicious balance between price stability and economic growth. With the opening up of the Indian economy and the spread of financial sector reforms aimed at functional autonomy, prudential strengthening, operational efficiency, and competitiveness of banks, considerations of financial stability have assumed greater importance in recent years alongside the increasing openness of the Indian economy. The biggest challenge facing the conduct of fiscal and monetary policy in India is to continue the accelerated growth process while maintaining price and financial stability. Therefore, the self‐imposed rule‐based fiscal correction at both the national and subnational levels has to be consolidated and carried forward. The existence of a high level of fiscal deficit also contributes to the persistence of an interest rate differential with the rest of the world, which then also constrains progress toward full capital account convertibility. The success achieved in revenue buoyancy through tax rationalization and compliance has to be strengthened further.  相似文献

We propose an empirical strategy to adjudicate between competing explanations of political–economic development in the American South. This strategy evaluates the dynamic relationship between partisan control of representative institutions and economic performance, both before and after major partisan realignment forces and economic conditions had structurally transformed the American South. The political–economic development of low‐capacity Southern states since the early 1980s reflects a “virtuous cycle” of rising income growth and partisan balance of state legislatures mutually reinforcing one another. These findings reconcile conflicting claims regarding the catalytic nature of political–economic development coevolution in the American South and have broader implications for the study of comparative political–economic development.  相似文献

准确判断收入不平等对经济增长的影响,对于客观评价中国各个阶段的收入分配制度改革尤为重要。本文在统一增长理论的框架下引入收入不平等因素,构建了一个人口数量、不平等和经济增长同时内生的理论模型,并利用CGSS数据构造收入不平等指标,使用中国省际非平衡面板数据进行经验检验。研究发现:收入不平等与经济增长之间呈现倒U型关系。更重要的是,随着经济发展水平的提高,倒U型曲线将逐渐向左移动,即最优的收入不平等程度随着经济发展水平的提高而逐渐降低。这一发现意味着改革开放以来,中国各个时期的收入分配制度改革均是在特定历史条件下的最优选择。本文的结论具有深刻的政策含义:为了提高经济增长率,需要进一步巩固“脱贫攻坚”成果,逐渐加大收入分配调节力度,使收入分配制度改革紧跟经济发展的步伐,根据经济发展水平不断缩小收入不平等程度。  相似文献

Barro and Lee (1994), in an influential empirical study of the determinants of economic growth, find that, whereas growth is positively related to male schooling, it is negatively related to female schooling. Stokey (1994) has suggested that this is largely due to the influence of four Asian countries (Hong Kong, Singapore, Taiwan and Korea) that have very high levels of growth but very low levels of female schooling, and that deleting the female education variable would cast doubt on the statistical significance of the male education variable. Deletion diagnostics and partial scatter plots are analysed to identify influential observations. The sensitivity of the Barro-Lee results to deleting selected countries from the sample and deleting female education from their growth equations is then examined. The results obtained point to the fragile nature of both the significant negative effect of female education and the significant positive effect of male education in the Barro-Lee model. This paper (1) summarizes a number of previous Index of Sustainable Economic Welfare (ISEW) and Genuine Progress Indicator (GPI) studies at various scales; (2) estimates the GPI for Baltimore, Baltimore County, and the State of Maryland; and (3) compares these results with previous and parallel studies. GPI incorporates environmental, social, and economic information into a single metric to represent economic well-being. At all three scales, GPI was found to grow at a slower rate than the conventional economic measure of gross domestic product (GDP), while at the US national scale GPI has been relatively flat since 1975. State-level results match an independently calculated Maryland GPI, confirming that GPI methods are robust and reproducible. In addition, the State of Maryland has recently made GPI one of their official State statistics, reported annually. State-level GPI results were also compared with studies for the states of Ohio and Vermont to explore regional differences. We recommend that the GPI research community develop consensus on a standardized measurement approach and seek common ground for advancing the use of improved indicators and accounting systems in official policy settings.  相似文献

Abstract:

The Great Recession had a tremendous impact on low-income Americans, in particular Black and Latino Americans. The losses in terms of employment and earnings are matched only by the losses in terms of real wealth. In many ways, however, these losses are merely a continuation of trends that have been unfolding for more than two decades. We examine the changes in overall economic well-being and inequality, as well as changes in racial economic inequality during and since the Great Recession. We find that the Levy Institute Measure of Economic Well-Being inequality between White and Black households decreased during the Great Recession but since 2010, racial inequality in terms of LIMEW has increased. We find that changes in base income, taxes, and income from non-home wealth during the Great Recession produced declines in overall inequality, while only taxes reduced between-group racial inequality.  相似文献

Indexes of economic freedom measure the degree to which the policies and institutions of countries are supportive of economic freedom. The authors find a considerable scope for improvement in Index of Economic Freedom, created by Heritage Foundation, since not all components of index have equal effect on economic well-being. Contrary to Heritage methodology the authors tackle the aggregation bias and highlight that each index component contributes differently to the level of economic freedom and subsequently to the level of income per capita. The level of fiscal freedom and monetary freedom exert the strongest influence on the overall index of economic freedom. Authors present the new endogenous cross-country ranking of 135 countries from Instrumental Variable-Two Stage Least Squares (IV-2SLS) empirical specification which removes the inconsistencies arising from the arbitrary assumption of the equivalent effect of each component on the overall index and, hence, the level of real income per capita.  相似文献

The economic reforms implemented by the Thein Sein government face several challenges, some of which continue from the past military regime and some of which are new. The government is starting to overhaul institutions in order to obtain market‐based macroeconomic policy tools, which will possibly eliminate a long‐lasting fundamental cause of economic instability. One essential challenge is to design policies to encourage private capital, and to promote the agricultural and manufacturing sectors, which have already shown a high potential. At the same time, a regulatory framework and a well‐functioning financial system, which are essential to encourage private capital with market discipline, must be developed. A recent rise in natural resources exports created both a fiscal cushion and balance‐of‐payments surplus, which seems to have promoted reforms. However, the government should be aware that the recent favorable conditions may not last for a long future.  相似文献

The goal of this article is to provide a comprehensive evaluation of the impacts of finance and corporate governance reforms on organised labour since 1980. The argument is made that contemporary institutional and ‘Varieties of Capitalism’ as well as ‘Varieties of Unionism’ perspectives on labour market reform have overstated the power of states, institutions and organised interests in deflecting global economic pressures. Drawing on a range of recent Organisation for Economic Cooperation and Development (OECD) statistics and qualitative studies, it is claimed that current developments in finance and corporate governance mark a fundamental break with post-war developments. Capital has reasserted its power over organised labour and labour markets not only in the US and UK, but throughout Western Europe as well. In assessing how far this reversal has gone, the article focuses on three key political economic changes: i) the rise in finance and adoption of corporate ‘shareholder’ systems; ii) the expansion of mergers and acquisitions and their negative effects on unionisation and manufacturing jobs; and iii) the effects of financial pressures and corporate reform on collective bargaining and wages. This is the first study to report on comparative changes and qualitative reforms to both finance and labour in 13 OECD countries between 1980 and 2005.  相似文献
