This research aimed to reconstruct a local urban politics and develop a meso–micro‐level model of urban politics through a case study, drawing on a Bourdieusian relational framework. To this end, it investigated the case of local low‐income housing policy — inclusionary zoning — in Madison, Wisconsin, USA. It historicized the path of the local low‐income policy issue through document analysis and qualitative media content analysis. Through multiple analyses, the study revealed that urban politics consists of complex interlinkages among stakeholders with shared values or interests from different social domains, created in order to dominate the policy issue. The study further investigated, on the basis of Bourdieu's concepts of capital and habitus, what elicited different political strategies from key community leaders.  相似文献

Historically, the urban was the condition of possibility for the political, but the symbiosis of the two has been concealed by the rise of the state and the concomitant development of the social sciences. The effort to recover the connection by denoting a separate domain of ‘urban politics’ is self‐defeating, because it re‐instantiates an ontology of the political that consigns the urban to the domain of ‘low’ politics. The dominant ontology suggests that ‘high’ politics — the most serious politics or politics proper — is always in the domain of states and empires, and that everything else is subject to it. This view is constantly reaffirmed by the political theory that underpins the state system and the modern social sciences. Nevertheless, a different ontology of the political is always already implicit in the concept of the city, understood as a local phenomenon and a global way of life. To see the political through the city is to notice how proximate diversity stimulates self‐organization and self‐government, generates politics in and between authorities in different registers, and defers the sovereignty claims it produces. On this view, the urban is neither high nor low, but is instead the very form of the political, encompassing states and empires as much as anything else.  相似文献

A burgeoning literature looks into the processes and actors involved in the adoption and emulation of best practices and models of urban policy and development across the globe, often with the aim of attracting investment and making cities more competitive. With its focus on leisure, tourism and global capital, the redevelopment of the Bay of Luanda, in the capital of Angola, echoes the rhetoric, policies and projects underpinning such practices. Yet, a deeper interrogation reveals that the redevelopment forms part of a predominantly inward‐looking project driven by the highest echelons of the national government and its ruling party. While these actors mimic and appropriate the language and tools of entrepreneurial cities, their aim is not necessarily to make the city more internationally competitive but to achieve domestic political legitimacy and stability. The argument presented in this article builds on McCann's ( 2013 ) call for scholars to also consider the ‘introspective’ politics of urban policy boosterism from the perspective of a context in which power is highly centralized. The article thus contributes to a growing literature that advances more adequate and provincialized theorizations of urban policy and city governance in the global South, with a particular focus on the African context.  相似文献

Recent debates in urban politics stress the need to broaden conceptions of what counts as urban politics, as well as of where they take place. This means shifting attention to include more quotidian and prosaic social relations, including those taking place in spaces of civil society. We answer this call with a case study of the relations between an emerging gay male community in mid‐twentieth‐century Seattle, USA and the local public health department’s disease investigators (DIs). We focus on both the biopolitics and cultural politics of the investigation process, from the perspectives of both DIs and gay men. We point out certain tensions and paradoxes in these processes as a form of governmentality, and interpret them through a ‘noir’ cultural lens that is consistent with a notion of urban politics as the unfolding of social relations in place. We conclude by stressing how our findings and framework can augment urban political inquiry both intellectually and empirically.  相似文献

This overview article sets out the broad themes behind the transformation of local political leadership, in particular the forces that have led to the introduction of stronger forms of local executive, such as directly elected mayors. After setting out the role of local political leadership in traditional local government and different traditions and patterns across Western Europe, the article sets out the likely factors driving the changes toward a stronger form of leadership in the more complex pattern of governing described as local governance: complex networks, the ‘new political culture’, Europeanization of public policy and institutional mimetism. The article observes that the articles in this symposium do not fully confirm these hypotheses, showing the complexity of the responses and the different contexts across Western Europe. The concluding sections draw together the implications of the stronger forms of local executive for the current practice and functioning of local politics and policy‐making: the legitimacy crisis that may have emerged from more autonomous political leaders, which combines with the decline in the conventional measures of local political participation; the lack of complementary institutional resources to assist the performance of the enhanced executive function; and the emergence of a new north‐south divide in governing styles. Cet article général expose les grands thèmes qui sous‐tendent la transformation de l'autorité politique locale, notamment les forces qui ont conduit à l'introduction de formes d'exécutif local plus puissantes, comme l'élection des maires au suffrage direct. Après avoir expliqué le rôle d'une autorité politique locale dans un contexte classique et selon plusieurs traditions ou modèles d'Europe occidentale, l'étude s'intéresse aux facteurs susceptibles de tendre vers une forme plus forte d'autorité dans le cadre pluscompliqué d'une gouvernance locale intégrant réseaux complexes, ‘nouvelle culture politique’, européanisation des politiques publiques et mimétisme institutionnel. Les articles proposés pour ce symposium ne confirment pas totalement ces hypothèses, révélant la sophistication des réponses et la multiplicité des contextes européens. The aim of this article is to explore new ways of integrating technology, nature and infrastructures into urban public spaces. This is done through a case study, the design of General Vara del Rey, which is offered here as a model to explore a novel urban political ecology that calls into question dominant definitions of public spaces as self‐contained sites operating independently of natural and infrastructural spaces. Through the double movement of ‘the technification of public space’ and ‘the publicization of infrastructures’, the square aims to rethink the political ecology of urban public spaces by enabling the effective incorporation and participation of infrastructural and natural elements as active actors into the public and political life of the community. It is argued that the transformation of infrastructures into fully visible, public and political agents provides a useful model to address the growing proliferation of infrastructural and technological elements onto contemporary urban surfaces and to open up the possibility of new forms of civic participation and engagement.  相似文献

Juxtaposing the empirical findings of a qualitative research study of an urban transformation project in the Kadifekale squatter district of Izmir with the changed nature of urban politics in a neoliberal context, this article aims to trace the manifestations of the regime of informality in Turkey. Ethnographic consideration of the motives behind these projects, the way they have been carried out and their consequences for the lives of the inhabitants points to an extended space for informal politics tactically manoeuvred by state officials of various ranks. Particularly during the last two decades, neoliberal urban policies have triggered an intensification of power discrepancies in both the vertical and horizontal dimensions and a fragmentation of community structure in the localities — mainly along socioeconomic divides. This research reveals a transition from positive/passive to negative/active uses of informality in the disposition of the state towards the urban poor when the fast and efficient conduct of urban transformation projects is in question. The characteristics of the locality as a landslide zone, the already fragmented socioeconomic structure in the neighbourhood and the dense presence of Kurdish immigrants facilitate the putting into practice of informal strategies. The immigrants who cannot define a place for themselves in the simultaneously formal and informal context of the project have been seriously disadvantaged.  相似文献

This article identifies traces of the state in three urban neighborhoods of Mexico City. Instead of asking what is the state, where is it located or what does it do, the question posed here is: what are the effects of state practices at the street level? By ethnographically and visually describing how protection is performed, the article argues that the state is not only ‘somewhere’ in specific functions, actors or institutions; it also manifests materialized effects produced by a web of conflict‐ridden relations. Discussion about the state in the global South generally revolves around its failures and informality. The proposal here is that, by analyzing the state from the standpoint of urban space, the focus is on how protection is performed and by means of which operations, relations, objects and actors—not whether the state works or not, or whether actors are formal or informal. Based on ongoing ethnographic work and a collaboration with two visual artists in Mexico City, the article analyzes three protective processes: the ‘muscles’ (involving actors including police officers, gang leaders, fathers and husbands), the ‘saint’ (involving caring for representations of various saints and participation in other clientelistic chains of fidelity) and the ‘amparo’ (a form of application of the rule of law in a personalized manner for the redress of interpersonal conflicts). These are three sets of practices that have been embedded in Mexico's history of state formation since the days of colonization.  相似文献

China's urban transformation since 1978 is notable for both its scale and speed. Focusing on the dimension of speed, we propose the concept of the ‘urban speed machine’ to assess its role in shaping the politics and political economy of Chinese urbanization. We argue that in China speed must not be understood merely by means of measurable outcomes of change, but rather that speed is an essential and vital element embedded within China's specific processes and mechanisms driving urban growth. In this sense, speed is constantly at the forefront of local cadres’ considerations, since moving fast to achieve urban growth is an expression of political imperatives and pervasive city‐based accumulation strategies. The Chinese urban speed machine, as we conceive it, mainly involves three state‐dominated institutional arenas: the Communist party's personnel review system, the planning mechanism and local finance. We also discuss regional variability vis‐à‐vis the nature of speed in urbanization and in the differing responses to problems of fast‐city growth in recent years. This article's core contributions are to clarify the paramount importance of speed in the political economy of urban growth and illuminate a relational understanding of the politics of speed in China's urban change.  相似文献

In contrast to more traditional debates about voting patterns, local versus state administrations, and individual rights and participatory democracy, this article addresses the question of urban politics through an analysis of subject formation. By taking subject formation as the analytical focus, research questions about ‘politics’ shift from traditional ones about local or state government and the development of consensus, for instance, to ones about the constitution of subjects who are governed and govern themselves in particular ways. Using the emergence of two increasingly commonplace subject forms in contemporary China — urban professionals and volunteers — as examples, the article considers how modes of self‐regulation become political problems and also how subjects may be of the urban as well as located in the urban. The problematizations of socialist state planning have led to new governmental rationalities and technologies that not only produced new subject positions, but also new urban spaces, landscapes, economies and lifestyles. From this view, the article is an intervention into discussions about the ‘where’ of urban politics. It also argues that it is critical to examine politics as problematization and normalization if we are to understand what is at stake in the constitution of potential ‘communities of action’.  相似文献

The issue of the organization, role and influence of business interests in urban politics at the edge of major cities is one that is overdue for investigation. This article provides an initial and empirically oriented investigation of the organization, role and influence of business interests in edge urban politics in Europe. We present findings from five members of a European network of self‐styled ‘edge cities’. Following the now extensive debate in academic literature regarding the applicability of US concepts such as growth machines and urban regimes to the European setting, we draw attention to a diversity of business involvement in urban politics at the edge of Europe’s capital cities. This diversity does include instances that, despite the very different ‘macro‐necessities’ structuring edge urban politics in Europe, approximate to these concepts. Moreover, the diversity apparent in edge urban business politics raises several important questions for future research on urban governance. Namely, the complex connection between the local dependence of business and the organization of its interests; the ‘jumping of scales’ by locally dependent edge urban actors, and the sometimes neglected articulation of business interests with party political organization.  相似文献

This introductory symposium article develops a framework for an urban political reading and a theorization of urban uprisings. We argue that there is a need to foreground the notion of the urban political as central to the theoretical and practical demands of urban research today. First, we revisit critical urban theory in light of recent urban insurrections and point out a lack of sustained theoretical engagement with the political. Second, based on this critique, we argue for what we call a ‘re‐centring of the urban political' to rethink urban theory in ways that consider the city as a site of political encounter, interruption and experimentation, even when, or perhaps especially when, these ways fall outside institutional forms or lack the organizational form or legitimacy of social movements. Thus, we attempt to place politics at the heart of radical urban political theory and practice today in order to make sense of urban subjects, events and claims that elude established government practices and institutionalized structures.  相似文献

We outline the rationale for reopening the issue of the spatiality of the ‘urban’ in urban politics. There is a long tradition of arguing about the distinctive political qualities of urban sites, practices and processes. Recent work often relies on spatial concepts or metaphors that anchor various political phenomena to cities while simultaneously putting the specificity of the urban itself in question. This symposium seeks to extend debates about the relationship between the urban and the political. Instead of asking ‘what is urban politics?’, seeking a definition of the urban as a starting point we begin by asking ‘where is urban politics?’. This question orients all of the contributions to this symposium, and it allows each to trace diverse political dimensions of urban life and living beyond the confines of ‘the city’ as classically conceived. The symposium engages with ‘the urban question’ through diverse settings and objects, including infrastructures, in‐between spaces, professional cultures, transnational and postcolonial spaces and spaces of sovereignty. Contributions draw on a range of intellectual perspectives, including geography, urban studies, political science and political theory, anthropology, cultural studies, sociology, planning and environmental studies — indicating the range of intellectual traditions that can and do inform the investigation of the urban/political nexus.  相似文献

This essay offers a reflexive return to two research projects to demonstrate the value of Bourdieu's emphasis on the symbolic for the analysis of contemporary urban transformation. Bourdieu's insistence that we track the social genesis and diffusion of spatial categories of thought and action directs us to the empirical study of the struggles between agents and organizations that promote and/or oppose these categories, as well as the political, economic and other interests animating the agents. A retracing of the parallel invention of the ‘at‐risk neighborhood’ (quartier sensible) coined for and targeted by French urban policy since the late 1980s and the emergence of ‘historic’ or ‘diverse’ neighborhoods touted by gentrifying residents, cultural organizations and real estate agents in the United States since the 1960s challenges misleading oppositions between materiality and representations that often underpin and cramp urban research.  相似文献

Coastal megacities across Asia have experienced devastating floods in recent years. Studies project dramatic increases in populations prone to chronic flooding and potential permanent inundation of densely populated urban areas in future decades. The uncertainties presented by future flood risks disrupt prevalent state visions of globalization‐driven prosperity. The emerging reality of a shift in relationship between water and urban settlements has begun driving recalibration of power relations around a range of issues, including longstanding contestations over infrastructure delivery, housing, land rights and political representation. Flood mitigation efforts have played out in debates over displacement and eviction, and distributional concerns about the costs and benefits of these initiatives. This article develops a conceptual framework for assessing the implications of projections of flood risk for urban political theory. The article begins by identifying political contestations that emerge around the varied ways water intersects with urban processes—through dynamics of permeability, flow and drainage, aquifers and pipes, and coastal defense. It then explores how projections of the crisis of flooding have reshaped three contemporary debates in urban politics: those around property rights and the question of ‘informality’; around neoliberalization and financialization; and around the rescaling of the state. Finally, it briefly deploys this framework to examine the case of Jakarta.  相似文献

The concept of planetary urbanization has emerged in recent years amongst neo‐Lefebvrian urban scholars who see urbanization as a process taking place at all spatial scales. This article analyses recent critiques of the urban political ecology (UPE) literature which argue that much of the work in the field has been guilty of focusing exclusively on the traditional bounded city unit rather than urbanization as a process. In response, the article reviews various strands of the UPE literature which have (always) moved beyond ‘the city’ to consider the various metabolisms and circulations of humans and non‐humans connecting cities with places outside of their borders at a variety of scales. Furthermore, it suggests how these approaches can productively work with the insights of the planetary urbanization literature, in considering both the changing nature of urbanization and also the socio‐ecological and political implications of these changes. Finally, the article suggests how the methodological approach of the ‘site multiple’ and its focus on everyday practices and lived experiences can be useful for researching diverse urban phenomena and their more‐than‐urban connections.  相似文献

This article excavates the debate that unfolded during the 1980s between Jacques Rancière and Pierre Bourdieu to shed light on the theoretical divide that still cuts across the field of urban studies today. Looking at contemporary Rancièrian scholarship through a Bourdieusian lens, it points to their main theoretical shortcomings and reasserts the value of relational, field‐based and empirically grounded approaches to urban politics. At the same time, this article engages seriously Rancière's critique of Bourdieu's failure to account for space in order to question the territoriality inherent to the notion of field. We put this theoretical discussion to the test of Lagos's garbage. Drawing on an ethnographic study conducted in Lagos from 2015 to 2016, we propose analyzing the process of spatialization of the field of local representation by looking at the ways solid waste—here conceived as a political opportunity—is mobilized by different actors. We argue that the deployment of a waste infrastructure in Lagos is congruent with a relative disinvestment in practices of territorial control that reshapes the structure of local representation, reconfiguring the ‘stage’ on which politics is played out in the Nigerian metropolis.  相似文献

In Indian cities, informal ‘slum’ settlements have long been targeted for removal as an environmental improvement strategy, despite their relatively low impact. Slum clearance has escalated with the combination of speculative development and environmental change, creating uneven precarity throughout Mumbai's neighborhoods. State agents play a direct role in slum evictions, but they do not act unilaterally. Diverse lower‐income and middle‐class residents seeking better living conditions have sometimes converged in their embrace of slum clearances and resettlements that advance elite development interests. In other moments, the dispossessing effects of market‐based and elite‐biased slum rehabilitation have fomented contestation. This article analyzes how differently situated groups emerge as ‘environmental subjects’ that embrace or contest improvement projects. It suggests three dimensions of subject formation: governing logics and discourses of urban environmental improvement, the territorial politics of informality, and differentiated embodied experiences of precarity and dispossession. Environmental subject formation is explored through two interventions that entail slum clearance—mangrove and green space conservation and an urban transport infrastructure project. Findings suggest that the connection between displacement and improvement cannot be explained through theories of environmental gentrification but require attention to the simultaneously inclusive and dispossessing regimes of postcolonial development.  相似文献
