Apart from local monographs and normative texts on community participation, research on community leadership constitutes a blind spot in urban leadership, urban politics, social movements and urban studies. This article, based on case studies in post‐apartheid Johannesburg, contributes to theorizing community leadership, or informal local political leadership, by exploring Bourdieu's concepts of ‘political capital’ and ‘double dealings’. Considering community leaders as brokers between local residents and various institutions (in South Africa, the state and the party), we examine how leaders construct their political legitimacy, both towards ‘the bottom’ (building and maintaining their constituencies), and towards ‘the top’ (seeking and sustaining recognition from fractions of the party and the state). These legitimation processes are often in tension, pulling community leaders in contradictory directions, usefully understood under Bourdieu's concept of ‘double dealings’. Community leaders are required, more than formally elected political leaders, to constantly reassert their legitimacy in multiple local public arenas due to the informal nature of their mandate and the high level of political competition between them — with destructive consequences for local polity but also the potential for increased accountability to their followers. We finally reflect on the relevance of this theoretical framework, inspired by Bourdieu, beyond South African urban politics.  相似文献

This article argues that the transformation of a Mumbai neighborhood from municipal housing colony into illegal slum has been facilitated by the politically mediated deterioration and criminalization of its water infrastructure in the context of liberalization‐era policy shifts. These policy shifts hinge upon a conceptual binary that posits the unplanned, illegal and informal ‘slum’ as the self‐evident conceptual counterpoint to a planned, formal, ‘world‐class’ city. The story of Shivajinagar‐Bainganwadi problematizes this assumption by evidencing the deeply political and highly unstable nature of this binary — and thus insists upon an account of the shifting political and economic stakes imbued in these categories. The case of Shivajinagar‐Bainganwadi reveals that the neighborhood's emergence as an illegal slum has been mediated by the liberalization‐era politics that have come to infuse the neighborhood's water pipes — dynamics that have produced the illegality/informality of the neighborhood as a discursive effect.  相似文献

Two decades ago, the rules governing the provision of piped municipal water supply in Mumbai became linked to the policy frameworks governing eligibility for a property titling scheme. This article outlines the ideological basis and practical implications of the shift, as well as the contradictions of the new regulatory regime. The article demonstrates how these contradictions have been mediated by the material and practical knowledge, embodied expertise, local authority and wide‐ranging socio‐political work of two sets of actors: municipal water engineers and a cast of characters known locally as ‘plumbers’. The social, political and hydraulic imaginaries animating the work of ‘plumbing’ are bound up with a temporal and spatial imaginary distinctly at odds with the network‐flow conception of hydraulic engineering within which the work of water supply planning and distribution in Mumbai is conceptualized, materialized and institutionalized. The hydraulic and legal contradictions of these clashing infrastructural idioms––of flow and event––have rendered the regulatory framework highly unstable. These contradictions eventually erupted in Mumbai's waterscape, leaving the city's water infrastructures suspended in a highly politicized state of limbo between dueling infrastructural imaginaries.  相似文献

This paper is a product of the ESRC's Local Governance research programme which considers the employment implications of the introduction of market forces into the provision of local government services in the United Kingdom. It discusses the fragmentation of labour markets as both a process and outcome of the commercialization of local service provision. In contrast to privatization scenarios, marketization suggests the blurring of the distinction between public and private employment deriving from the commercialization of municipal services and the transmission of local authority work organization and culture into the private sector. An assessment of employment change, workforce recomposition and bargaining capacity is offered which leads to the development of new models for institutional restructuring. ‘Sectoral de-differentiation’ is a concept developed to address the evolution of new labour market patterns and a ‘public capsule’ model is offered to explain the locality and service variations in marketization outcomes.  相似文献

What margins of maneuverability do urban‐based progressive movements have for affecting policy outcomes in entrepreneurial and neoliberal political systems? This article provides a partial answer to this question by examining how relations developed and stabilized between actors in the different sectors (community based organizations, labor, university) of Los Angeles’ progressive community. Such relations are a necessary but not sufficient condition for affecting policy outcomes. I argue that these relations have resulted from a 20‐year process of interactions between the more innovative agents of each of the sectors. Through their repeated experimentation in building frameworks to coordinate their partnerships, I argue that a variety of complex mechanisms have taken shape that nourish relations and coordinate complex forms of collective action. Functioning as ‘relational platforms’, these coordinating mechanisms have combined to form an emergent ‘organizational infrastructure’ that facilitates both ongoing relational processes and the mobilization of collective resources in politically effective ways. Thus, by examining the organizational infrastructure that makes such a broad based ‘movement’ possible and sustainable, the article offers the reader one insight into how urban progressives have been able to build the power necessary to affect policies in one of the world's most entrepreneurial and neoliberal cities.  相似文献

This article examines the ways in which business improvement districts are being introduced into UK cities. In advancing this analysis, the focus here is on the means through which one or two Manhattan business improvement districts have been constructed as ‘models’ of urban management, taken out of their particular local/regional and national contexts and introduced into a diverse set of local political economic contexts in UK cities and towns. Examining the way business improvement districts have become a policy in motion, the article sketches out the emergence of entrepreneurial urban governance arrangements in the UK as part of the state's changing spatiality in the industrialized economies of Western Europe and North America. I argue that these changes make UK cities and towns increasingly receptive to the business improvement district model of downtown management. Seeking to move beyond the sometimes rather one‐sided representations of policies that find themselves on the move, the article seeks to connect the ‘exporting’ and ‘importing’ zones of policy transfer, arguing for an open and permeable conceptualization of these places. It draws on work in Manhattan, New York to unpack the nature of the political–economic relations that business improvement districts were part of, before moving on to examine the dynamics of policy transfer and the early days of the introduction of this downtown ‘model’ into UK cities.  相似文献

Among the ‘extra‐economic means’ that facilitate primitive accumulation, or accumulation by dispossession, the law plays a prominent role. But works on neoliberal urban restructuring rarely engage with concrete legal technologies. Analysing judicial property restitution (‘reprivatization’) in Warsaw, this article grasps the machine of accumulation by dispossession at a moment of faltering and exposes the distinctive legal technologies behind its troubleshooting. It makes three contributions to critical urban studies. First, it demonstrates how judicial systems can steal political conflicts that obstruct the cycle of accumulation by dispossession. It thus introduces the notion of ‘judicial robbery’, a non‐legislated expropriation of common property through judicial engineering that simultaneously deprives the public of political agency. Second, it shows that seemingly neutral legal technicalities, usually sheltered from political debate, can become a key locus of urban politics. Third, it examines the agency, scope and spatial patterns of ‘dispossession by restitution’, the term I use for a locally specific form of accumulation by dispossession in Warsaw. Lastly, I raise the question of political struggle against primitive accumulation. Is the judicial robbery reversible? If we can reclaim property, can we also reclaim political conflicts that have been stolen by the law?  相似文献

A recurrent finding in on‐the‐job training research is the ‘training gap’ in formal training: the positive correlation between initial education and continuing training. This finding is here examined from the perspective of two important distinctions: (i) between employee skill supply and job skill demand and (ii) between formal and informal training. Less‐educated workers may hold jobs with low skill requirements demanding little further formal training because the use of high skills is irrelevant, jobs that moreover provide little informal training. Exploring these issues on representative Swedish survey data using the educational mismatch (overqualified, the rightly qualified and the underqualified) model, we find that job requirements are strongly correlated with the incidence of both formal and informal training. Rather than, as has previously been argued, employee training decisions being the cause of the gap, this suggests that employer decisions regarding how to structure jobs and whom to hire are the primary factors behind the training gap.  相似文献

Focusing on the case of young socialist vigilantes who were arrested and imprisoned as ‘terrorists’ in 2007, this article illustrates how vigilantism in working‐class neighbourhoods of Istanbul with a high Alevi population evolved from an unarmed, public and participatory form of vigilantism to an armed one, and discusses the role of the anti‐terror law in this transformation. The article illustrates the ways in which the anti‐terror law, by narrowing the space for civil politics, paved the way for youth engagement in violent forms of extra‐legal security practice in spaces occupied by the historically stigmatized working‐class Alevi population. The article also argues that, over the last decade, Turkey’s ruling elites have used the anti‐terror law to wage a war against the oppositional politics conducted by the country’s historically stigmatized populations (such as Kurds and Alevis). Not only has this war put politically active and respected local figures from these communities behind bars, it also ‘polices’ (à la Rancière) these communities. Accordingly, the article illustrates how the law that considers attempts at self‐governance as a threat to state sovereignty effectively intervenes in local politics and space, leading to the reconfiguration of political space at the local level.  相似文献

Drawing upon the Irish case, this article explores the interaction between the financialized economy and the urban planning system. While considerable scholarship has examined the financialization of real estate, it remains unclear how planning systems are being repurposed to facilitate a finance‐led regime of urban growth or how the ‘real estate–financial complex’ seeks to enact planning policy transformations that support its interests. This article explores how such actors have advanced the concept of ‘financial viability of development’ as a means of influencing the post‐crisis re‐regulation of Irish planning policy. This group has argued that housing construction in post‐crash Ireland is unviable given the high development finance costs, onerous planning gain contributions and the lack of development certainty in the planning process. As such, housing construction has been at an all‐time‐low, leading to a new crisis in affordable housing provision. In response, a complicit state has further liberalized the planning system, introducing an array of policies that are evermore facilitative of development interests. Empirical findings, based on interviews with developers, lobbyists and planners, emphasize the importance of informal access to policymakers, the wielding of ‘expert knowledge’ and media management to co‐opt the state into adopting financial viability within planning policymaking.  相似文献

This paper seeks to record and to explain the enormous growth in interest over the last few years in the provision of loans and other investment to not‐for‐profit organisations. It argues that this funding development fills a gap in the market. It describes the following new approaches: social investment, the provision of ‘patient capital’, and an ‘investment’ or ‘venture philanthropy’ approach to grant making. The factors driving the growth in use of these approaches are examined and their relevance to fundraising charities considered. This article investigates the engineering of elevated transport infrastructure in contemporary Mumbai. It argues that the conception, construction and implementation of flyovers and skywalks in Mumbai over the past 20 years has been part of elite efforts seeking to instil a more free‐flowing, predictable and regulated city. The techniques, routines, standards and visualizations comprising these engineering schemes have promised ways of reshaping the socio‐material configurations and everyday landscapes of Mumbai into a more knowable, functional and integrated realm. The article suggests that this can be understood analytically as a means of trying to establish and maintain ‘formal’ ideals, citizens and spaces in Mumbai against wider urban contexts perceived as increasingly ‘informal’. The article thus emphasizes the importance of exploring how the ‘informal’ and ‘formal’ are actively produced and imagined against each other through material practices and procedures, and the central role of urban engineering in attempts at reconfiguring the social and political dimensions of urban life.  相似文献

This article examines the management of solid waste in Addis Ababa from 2004 to mid‐2011. It describes how solid waste management has evolved and how relationships between the informal sector and the local authority have shifted in relation to the political atmosphere in the city. The author shows how good governance promoted by international donors does not necessarily result in improved service delivery on the ground. In line with the principles of good governance, the Ethiopian government decentralized the city's administration and entered into partnerships with non‐state actors in order to improve service delivery. However, these structural changes have not led to improvements in providing services for dealing with solid waste, nor have they improved accountability to or participation by civil society. The study shows that the established ways of exercising power are continuing within the new structures of the city administration, resulting in increased control over the actors involved in the process, and more conflicts and deeper mistrust of the city administration. This, in turn, has prevented the successful integration of the informal sector and provision of an improved solid waste service in the city. The city administration in Addis Ababa claims to have adopted good governance, but in reality it has adapted good governance to suit its own interests and agendas.  相似文献

Between 1997 and 2002, homeowners in various parts of Los Angeles sought to secede from the City. At the same time, in Toronto, the province of Ontario forced the amalgamation of six municipalities forming a new megacity of 2.4 million. Residents mobilized for several months. In 2000, the province of Quebec forced the merger of 28 local municipalities in Montreal, forming a new city of 1.8 million. Angst came mostly from suburban Anglophone municipalities, where it was felt mergers would affect linguistic privileges. In the three cases, but stemming from different positions on the Left‐Right political spectrum, social actors claimed more local autonomy ‘in the name of local democracy’. Comparing these cases where institutional reforms and claims for local autonomy captured the political agenda, the article asks whether the use of ‘local democracy’ as a legitimizing tool for territorial claims may point to the emergence of a new generalized discursive strategy. Comparing variations in interpretations, and locating them in their respective local political cultures and in relation to the political positioning of claiming groups, highlights the processes by which socio‐political movements mobilize residents to their cause while avoiding accusations of NIMBYism. In the end, the article questions the moral tone attached to the expression ‘local democracy’.  相似文献

Most HRM research over recent decades has concentrated on ‘change’, charting ever more fragmented, individualised and unitarist employment relationships. This is equally true of public sector HRM, where the emphasis has been on neo‐liberalism and marketisation. However, in many countries and sectors, collective, pluralist approaches to HRM and industrial relations have proved remarkably resilient. This article uses Neo‐Institutional theory to explain the ‘continuity’ of one such HRM system: national collective bargaining in English local government (1979–2007). We argue that this survives because it manages the political and managerial processes that link central government and central–local relations and acts as a conduit between institutional stakeholders to deliver services to the public. By understanding the ‘passive consensus’ that holds the collectivist HRM system together, we can anticipate the forces that might pull it apart.  相似文献

Automobility — the centering of society and everyday life around automobiles and their spaces — is one of the most contentious aspects of contemporary urban growth debates at the local, national, and global scale. The politics of automobility is a spatial struggle over how the city should be organized and for whom. Yet there is little research on how this struggle is unfolding, and how that politics is shaping urban space. Part of this stems from the essentialization of automobility in policy and academic discourses on cities. Moving beyond essentialization, this article will explore how contentious political struggles reveal nuanced and diverse discourses and ideologies surrounding automobility and space. Focusing on what I call ‘secessionist automobility’— using an automobile as an instrument of spatial secession — I examine Atlanta, Georgia’s contentious automobility debate. Secessionist automobility is bound with the blunt politics of race‐based secession from urban space, but also more subtle forms of spatial secession rooted in anti‐urban ideologies. Implications for local, national, and global contestation of automobility will be provided.  相似文献

This article considers the fractured nature of state power in contemporary Mumbai. Based on a case study of the ongoing Dharavi Redevelopment Project, a 2‐billion US dollar initiative to redevelop Mumbai's most infamous ‘slum’ settlement as a mixed‐use, mixed‐income township, it details the new state strategies emerging to support urban development efforts in India today. Identifying the structural weaknesses that have traditionally hindered development planning in Mumbai, it describes how a private developer, acting as a political entrepreneur, has worked to consolidate the authority and resources necessary to overcome these institutional gaps and structural weaknesses. Situating the analysis in theories of state restructuring, this case sheds light on how the local Indian state is responding to the pressures associated with neoliberal globalization and competitive urbanism. While a growing literature in this area has offered important insights into emerging configurations of power, it remains overly focused on the role of NGOs in these efforts, failing to provide an adequate analysis of alliances between the state and other private actors. This article attempts to address this gap with an in‐depth examination of the political entrepreneur as a site of institutionalized, but ultimately incomplete, power in globalizing Mumbai.  相似文献

Delving into the nexus between the state and informality, this paper discusses the informality of the legal and judicial systems. Produced by structurally powerful actors, this kind of informality is not so much legitimized by the law, but concealed within the very process of legitimization. To capture how legal engineering welds formalized laws with informal translations, I look at judicial outcomes that, while formally legal, are socially delegitimized and perceived as legal corruption. After analysing the contested judicial outcomes of Warsaw's ‘reprivatization’ process (property restitution), I define the mechanism of legal corruption as rules‐lawyering, by which I mean an attempt to gain legal advantage by obsessively sticking to the written laws, while deliberately desecrating its spirit. I describe three of its mechanisms: appropriation, redefinition and fraud laundering. Finally, in my preliminary vivisection of the recent and ongoing process of delegalizing the legal corruption that has been part of the reprivatization process, all the allied concepts of this forum come together to demonstrate the essential inseparability of informality and state.  相似文献
