While ethnic diversity has been shown to produce numerous negative effects on the economic performance due to disagreement on the production of the public good, nepotism in making employment decisions, increased corruption and rent‐seeking behaviour, its positive effects appear to have received much less attention. We hypothesise and test several explanations why higher levels of ethnic diversity may be associated with better socio‐economic outcomes. We find that productive efficiency will be higher in the societies where ethnicities can benefit from the complementarity of skills. Incentives to engage in an ethnic conflict will be lower and the extent of political stability higher in those countries where the opportunity costs of ethnic conflict are more substantial. We also find some evidence in support of the political aspirations hypothesis that attributes the negative effects of ethnic diversity to the strife by ethnic groups for more political influence.  相似文献

This study explores the determinants of corruption, utilizing the Hausman and Taylor's technique to estimate a random effects model that incorporates both the effects of corruption determinants that vary over time and those that are time‐invariant, and using a larger panel dataset and a comprehensive set of corruption determinants. The first interesting result is that perception of strong support for rule of law is strongly correlated with reduced corruption, suggesting that a better quality of law enforcement reduces corruption. Rich countries have lower corruption, and the perception of free expression and accountability strongly decreases corruption, indicating that providing greater opportunities for citizens to participate in selecting their government, more freedom of expression, and free media are effective ways of curbing corruption. Conversely, natural resource abundance, country population size, country's dominant religious tradition, ethnic fractionalization, and political stability are unimportant determinants of corruption, while previous research has suggested they are important.  相似文献

The present paper attempts to combine cointegration theory and the material flow analysis approach to examine the causal relationship between resource use and real GDP in Jiangsu Province in East China. The study considers the period from 1990 to 2007. We use direct material input as the proxy variable for resource use. Our estimation indicates that real GDP and resource use are cointegrated and there is only unidirectional long‐run Granger causality running from resource use to real GDP, but not vice versa. The estimation results mean that resources are a limiting factor in terms of economic growth, and, therefore, strategies should be adopted for more vigorous economic development and consistent resource use in East China. Furthermore, the novel idea and methodology involved in the present study can be readily extended to cover other regions for the analysis of the relationship between resource use and economic growth.  相似文献

This study empirically investigates the impact of e-government and internet adoption on curbing corruption, by utilizing a large panel dataset. The results reveal that e-government is a powerful tool in reducing corruption—via telecommunication infrastructure and the scope and quality of online services—which is strengthened by greater internet adoption. The interaction effects between e-government and internet adoption suggest both as complements in anti-corruption programs. A dynamic panel data model that addresses the endogeneity problem and considers corruption persistency is employed. Results of panel Granger causality tests indicate a unidirectional causality from e-government to corruption, while a bilateral causality between internet adoption and corruption.  相似文献

We investigate the relationship between hurricane strikes and crime for Jamaica. To this end, we construct hurricane damages and daily recorded criminal activity. Hurricanes are found to significantly increase crime by 35%, where the impact is stronger for more damaging storms, but this only lasts for the duration of the storm. Decomposing crime into its various subtypes, one finds that while aggravated assault, break‐ins, and shooting increase during a hurricane, murders, rapes, and robberies actually decline. The greatest increase is with shootings, whereas the greatest decline is with rape. Crucially, the impact of crime depends on the existence of a storm warning. Our results also show that high frequency data more accurately estimate the impact of hurricanes on crime.  相似文献

The Chinese Government has increased its focus on expanding farm scale to promote agricultural development since 2010. A series of favorable polices has been adopted to support large‐scale farming. Using a multivariate probit model and 2015 and 2016 rural household survey data, the present paper examines the factors that influence small farmers' decision to become large‐scale farmers. The empirical regression results suggest that the decision to become a large‐scale farmer is significantly influenced by household human capital, cooperative membership, marketing channels, land‐transfer contracts and government policies. However, the influence of these factors differs with respect to becoming large‐scale grain and non‐grain farmers. These results imply that policy tools should target these factors and the appropriate group of small‐scale farmers. Generally, both central and local governments should promote large‐scale farming by enhancing rural households' human capital, improving marketing channels and providing agricultural social services, as well as encouraging returning migrant workers to engage in large‐scale farming.  相似文献

This paper analyses resource management experiences of seven resource-rich Asian transition economies. The countries’ experiences illustrate that a series of hurdles need to be surmounted to benefit from resource abundance, and that neither the similar initial institutions nor those created in the 1990s were immutable. For Uzbekistan and Turkmenistan the ability to earn revenue from cotton exports permitted avoidance of reform. Oil in Azerbaijan and Kazakhstan was associated with large-scale corruption, but with soaring revenues in the 2000s their institutions evolved and to some extent improved. Kyrgyzstan and Mongolia illustrate the challenge facing a small economy with a large potential mineral resource, with the former suffering from competition for rents among the elite and the latter from lost opportunities.  相似文献

We develop a formal model that looks at the mutually endogenous determination of foreign direct investments in the extraction of natural resources, at the decision of host governments to expropriate these investments, and at the level of corruption. Higher investments in resource extraction make expropriation more attractive from the perspective of national governments. A low expropriation risk is in turn an important determinant of international investments and is therefore associated with high levels of resources extraction. Moreover, investments in the resource sector also raise corruption. Our theoretical predictions are confirmed by estimations of a simultaneous equation model in which we endogenize expropriation risk, corruption, and resource extraction.  相似文献

Research on the natural resource curse has been extended to the impact of natural resource abundance/dependence on institutional or governance quality, which includes corruption. This study investigates the impact of coal mining on local corruption in China. The findings show a positive association between coal output and corruption at the prefectural Party Secretary's level. Using the spatial band of 200 km radius and 100 km radius of individual coalmines aggregated at prefecture level as an instrumental variable, we establish the causality running from coal output to local corruption. A robustness check using court verdicts of all bribery cases in China indicate the same result, i.e., coal mining is conducive to local corruption at all levels. Furthermore, we show that the mechanism is not through demand side, i.e., corruption is not a consequence of economic boom around the coalmines but directly linked to the coal mining itself.  相似文献

This paper examines the roles of trade, institutional quality and their interactions in explaining carbon dioxide emissions in a panel sample of 40 Sub‐Sahara African countries using the system generalised method of moments. We find that institutional reforms are unequivocally environmental improving. Meanwhile, the impacts of trade on the environment tend to depend on the institutional setting of a country. More specifically, trade openness is harmful to the environment in countries with low institutional quality and beneficial to the environment in countries with high institutional quality. This means that institutional reforms are a perquisite for the countries with low institutional quality to actualise the beneficial environment effect of trade. As for the countries with adequate institutional quality, trade and institutions are reinforcing each other in bringing down pollution. From these results, we conclude that trade openness implemented in a sound institutional setting potentially brings better trade, more growth and better environment.  相似文献

As a developing country with great regional disparities, China's rapid urbanization has had important impacts on environmental quality. In this study, the drivers‐mechanisms‐effects (DME) model is built, which shows how element agglomeration, scale growth, knowledge accumulation and industry evolution drive the environmental system to change during the urbanization process. An econometric regression model using provincial panel data is further constructed to empirically analyze the impacts of urbanization on environmental quality. It is shown that during the process of urbanization in China, element agglomeration and knowledge accumulation help to improve environmental quality but with weak positive effect, while growing urban scale and industrial structure have obvious negative effects on environmental quality. The “inverted‐U shape” (up first and then down) change in the environmental quality during China's urbanization process is obvious. It is critical that China concentrates on the transformations of both city development paths and urbanization models to reduce resource and environmental costs as much as possible.  相似文献

We estimate the carbon intensity of industries, products and households in South Africa using data from a high resolution supply‐use table. Direct and indirect carbon usage is measured using multiplier methods that capture inter‐industry linkages and multi‐product supply chains. Carbon intensity is found to be high for exports but low for major employing sectors. Middle‐income households are the most carbon‐intensive consumers. These results suggest that carbon pricing policies (without border tax adjustments) would adversely affect export earnings, but should not disproportionately hurt workers or poorer households. Seven percent of emissions arise through marketing margins, implying that carbon pricing should be accompanied by supporting public policies and investments.  相似文献

Abstract: In this paper it is argued that political development is the key to long‐run growth in developing nations. Political development is seen to be dependent on the extent to which a state or ruling elite's income is earned or unearned. The availability of earned income is linked to the structure and productivity of the agricultural sector. Applying the analysis to the sub‐Saharan African experience involves taking into account three factors: the international environment, the ethnic division of societies as a result of colonization, and the urban bias which characterized the economic strategy of the newly independent African states. As a result, agriculture collapsed, the ruling elite became increasingly dependent on unearned income, political underdevelopment occurred. The collapse of state authority significantly impoverished the region and resulted in significant civil conflict. Any long‐run solution must incorporate a broad‐based expansion in agricultural productivity.  相似文献

There are a number of mechanisms through which illegal activity can affect economic activity. Until now, most empirical research that has attempted to quantify the negative effects of illegal activity on economic performance has used international cross-section comparisons. The present study is apparently the first attempt in the literature to examine directly the effects of crime and corruption (and one of few to examine the effects of terror) on private investment by examining the behavior of investors over time in a specific country within a structured model of investment. Israel was chosen as the subject of the study. According to international indexes, Israel’s status as a civil society has degraded over the past decade and according to the corruption index of Transparency International, it is now ranked 33rd in the world. The results of the research can serve as the basis for comparison in similar studies of other Western countries. The study’s conclusions support the hypothesis that crime and major (but not sporadic), significant or ongoing, terror events play an important part in determining the investment behavior of firms in Israel, both in the short and the intermediate/long run.  相似文献

This paper examines how international openness influences China's corporate environmental performance. A unique firm‐level dataset is constructed by combining two databases: the Annual Industrial Survey and the China GreenWatch Program Rating System. The empirical results obtained from a series of ordered probit models indicate that openness has a positive relation to corporate environmental performance in China. However, the two main market‐opening strategies in China, exporting and attracting foreign investment, have different effects on environmental performance. The results reveal that foreign investment plays a substantial and positive role that can support the environmental spillovers in China. However, the effect of exporting is insignificant. The environmental pressure from foreign customers to improve Chinese firms' environmental performance presents a challenge. Our study indicates that China could make environmental quality improvements through increased international openness, as is likely the case for other developing countries.  相似文献

税收的弹性空间使低成长率的企业能够借助吃喝腐败进行税收寻租以促进其成长,这破坏了公平的市场竞争环境,导致了资源误置。本文运用2005年世界银行对中国企业的调查数据,分析吃喝腐败和税负对企业成长的影响。分位数回归结果发现,重税负阻碍企业成长,吃喝腐败有助于缓解企业税负对其成长的不利因素。但这种润滑剂作用主要体现于低成长的企业,使其能在权力庇佑下继续生存,对高成长的企业这种作用并不明显。在运用工具变量解决税收的内生性问题和一系列的稳健性检验后,以上结论仍然成立。进一步根据企业规模和制度质量进行的分样本研究发现,吃喝腐败缓解企业税负以促进其成长的润滑剂作用在中小企业和制度质量低的地区表现得更为突出。因此,结构性减税与建立公平的市场竞争环境是释放企业成长空间的关键。  相似文献

Empirical evidence has suggested a “resource curse” exists, in which countries with abundant resources may have higher initial consumption but then grow more slowly. The effect appears to be dependent on a country's political structure. Theoretical models not typically accounted for historical exceptions, or have not shown the effect exists in a dynamic growth setting. We derive the resource curse effect in an optimal growth model augmented with a political process. The economy has a finite nonrenewable resource, and the government planner can choose to over‐extract natural resources relative to the efficient path by distorting the discount rate, but in so doing incurs political costs that depend on the presence of democracy. Government planners in non‐democratic countries usually have more autonomy in policymaking than those in democratic countries; therefore, the political cost is lower for non‐democratic countries. We show that the incentive for the planner to distort the extraction path is larger, the higher is the initial resource endowment. Consistent with empirical evidence, the distortion raises short‐term consumption but lowers the long‐term growth rate, and institutional differences create corner solutions that explain why some resource‐abundant countries avoid the curse. These results are robust to the inclusion of autonomous technological change.  相似文献

This paper addresses the issue of the low level of private investment in the Middle East and North Africa (MENA) region, with special emphasis on the role of governance. Based on the existing published reports, we categorize what types of governance institutions are more detrimental to entrepreneurial investments. We then estimate a simultaneous model of private investment and governance quality where economic policies concurrently explain both variables. Our empirical results show that governance plays a significant role in private investment decisions. This result is particularly true in the case of “administrative quality” in the form of control of corruption, bureaucratic quality, investment‐friendly profile of administration, law and order, as well as for “political stability.” Evidence in favor of “public accountability” is also found. Our estimations also stress that structural reforms like financial development, trade openness, and human development affect private‐investment decisions directly, and/or through their positive effect on governance.  相似文献

An important connection between recent attempts to understand the determinants of economic growth and the measurement of sustainability is the finding of a negative and significant relationship between natural resource abundance and economic growth. This is the so-called resource curse hypothesis. Using cross-country regressions, we offer evidence that the curse may itself be a manifestation of the inability of governments to manage large resource revenues sustainably. In particular, these results offer another perspective on the resource curse hypothesis: the countries where growth has lagged are those where the combination of natural resource, macroeconomic and public expenditure policies have led to a low rate of genuine saving (net saving adjusted for resource depletion).  相似文献

This paper uses turnover data from Chinese contracted projects in as many as 87 low and lower middle income countries from 1998 to 2009. Economic fundamentals motivate Chinese contractor presence in developing countries as their revenues are positively associated with countries’ per capita income and expected growth. All else equal, contractor project revenues are higher in countries with stronger political rights regimes. Moreover, the estimated positive effect of improvements in political freedom is largest among countries with high fuel endowment, but lowest among countries with high ores and metals endowments. Conclusions relating Chinese contractor activities, perceptions on the level corruption, and resource endowment among sub-Saharan African countries must remain tentative as the estimated relationships are sensitive to the corruption indices used.  相似文献
