This paper examines the combined effects of subsidies, regulations and perceived budget on overall output and technical efficiency in a sample of single-mode bus transit systems using an indirect production function. The main findings are that the average transit system is 67.21% output efficient and systematic and stochastic technical inefficiencies decrease output. In addition subsidies increase output, regulations decrease output and the overall budget effect is an increase in output. Additionally, it identifies the characteristics of two groups of transit systems whose perceived costs after subsidies and regulations are either less or greater than actual total costs.  相似文献

This study examines the total factor productivity (TFP) change of the UK airport industry from 2001 to 2009 using a Hicks-Moorsteen index method. The results show that the industry experienced an average annual growth in TFP of 0.32 per cent with efficiency change being the main contributor to the TFP growth. We find that private UK airports enjoy slightly higher TFP growth than those in public or mixed ownership. Regulation and airport size are found to have statistically significant effects on the airport productivity level.  相似文献

This paper uses a bootstrap data envelopment analysis (DEA) method to estimate technical efficiency scores for Canadian urban transit systems from 1990 to 1998. Bias and confidence intervals are estimated for the efficiency scores. A Tobit regression is used to analyze the sources of efficiency change. The paper finds that the original efficiency scores are biased. The bootstrap results indicate that the average technical efficiency of the transit systems is about 78%. Most transit systems experience increasing returns to scale. While higher average transit speed increases efficiency peaking decreases efficiency, which reinforces previous DEA efficiency studies.  相似文献

A marriage between public bicycle and rail transit presents new opportunities for sustainable transportation in Chinese cities. To examine determinants of public bicycle usage for rail transit access, an intercept survey of feeder mode choice among rail transit users was conducted near rail stations in Nanjing, China. Mode choice models were estimated with five feeder mode alternatives, including car, bus, walk, private bike, and public bike. By differentiating between public and private bicycle modes in the mode choice models, the study reveals the effects of personal demographics, trip characteristics, and station environments on public bicycle usage for rail transit access. Results show that female, older, and low-income rail commuters are less likely to use public bicycle to access rail transit. Rail commuters with bicycle theft experience and making school- or work-related trips are more likely to use public bicycle to access rail transit. Land use variables are largely insignificant in this study except that density shows a positive relationship with walking to rail transit. The results on demographic differences raise equity concerns when it comes to investing in public bicycle systems. Policy implications are discussed for Chinese cities to equitably boost public bicycle integration with rail transit.  相似文献

This paper formulates and compares parametric productivity estimates and non-parametric efficiency scores for urban rail firms. It outlines a decomposition of total factor productivity (TFP) change and proposed some hypotheses about how this relates to an analysis of efficiency using data envelopment analysis (DEA). TFP is empirically evaluated using estimates from a translog production function. The estimation also tests some hypotheses about the elements that comprise firm specific ‘technology’. The results show that while estimates of returns to scale differ using the TFP and DEA methods, the ranking of urban rail efficiency is broadly similar.  相似文献

The aim of this study is to evaluate the operating efficiency and productivity changes of the Greek airports, during the first years of the severe economic crisis in Greece (2010–2014), by using two methods: Data Envelopment Analysis (DEA) and Malmquist Productivity index (MPI). Findings have shown that, despite the dramatic effects of the economic crisis on the socio-economic life of the country, overall airport efficiency and productivity improved, mainly due to exogenous factors such as international tourism growth. The MPI reveals that over the period of the study, airports have experienced an annual average increase in total factor productivity (TFP) of 0.9% (an increase of 3.6% over the examined period). On examining the components of this productivity change, it becomes evident that this is due to the combination of both positive (a slight progress) annual average technology change (0.5%) and technical efficiency change (0.4%). The results also indicate that 65.8% of airports have an increase in average TFP during the period 2010–2014, ranging between 0.4% and 20%. However, as Greek airports operate at poor levels of efficiency, there is still considerable space for improvements in most of the airports.  相似文献

Results from numerous cost studies have generated conflicting results on public transit production technologies. Because prior studies have employed various sub-samples of public transit properties, the diverse results may either reflect alternative technologies or sampling differences. Based on a panel of nearly all transit systems reporting for Section 15 (US National Transit Data) purposes from 1986 to 1994, this paper explores whether public transit production technology differs by size and operating characteristics of the system. The results indicate that US transit properties are heterogeneous with different production technologies, which implies that transit cost analyses based upon a set of heterogeneous systems will generate incorrect inferences on public transit cost and production structures.  相似文献

Freight on Transit (FOT) refers to an operational strategy where public transit vehicles and/or infrastructure are used to move freight. Examples include moving goods alongside passengers on buses, attaching cargo trailers to transit vehicles, and operating freight vehicles between trains on subway lines. This paper describes the methods and results of a three-round Delphi study engaging 34 transportation experts to explore challenges and opportunities of FOT and to conceptualize and evaluate potential FOT operations in Toronto. Traditional Delphi methods were used for the exploration of FOT challenges and opportunities, and a modified approach was formulated to integrate experts' opinions and develop new FOT concepts for Toronto. The results support previous claims that technical challenges of FOT may be easier to overcome than institutional barriers. Evaluation of potential FOT operating strategies in Toronto suggests that while the current public transit network does not have capacity to support additional movements, there may be realistic opportunities to include freight service in future projects as a means of offsetting operating costs and reducing the impacts of goods movements.  相似文献

In many of the world's growing cities, semi-formal buses form the basis of public transit systems. However, little open and standardized data exist on these systems. The Digital Matatus project in Nairobi, Kenya set out to test whether the geo-locative capabilities of mobile technology could be used to collect data on a semi-formal transit system and whether that data could be translated into the General Transit Feed Specification (GTFS) data standard for wider use. The results of this work show that mobile technologies, particularly mobile phones, which are increasingly prevalent in developing countries, can indeed be used effectively to collect and deliver data in a modified GTFS format for semi-formal transit. Perhaps more importantly, through our work in Nairobi, we were able to identify the benefits and technical needs for developing data on semi-formal transit. Overall, the work illustrates (1) how the GTFS can be adapted to semi-formal systems and used by other cities with such transit systems, (2) that there is demand from technologists as well as transport communities for comprehensive data on semi-formal transit, (3) that releasing the data openly in the GTFS standard format can help to encourage the development of transportation applications, and (4) that including the entire transit community during the data development can create a community of users and mechanisms for institutionalizing a process of data updating and sharing. The engagement strategies our research team developed around the data collection process in Nairobi became just as important as the resulting data it produced.  相似文献

Public transit is immensely important among recent immigrants for enabling daily travel and activity participation. The objectives of this study are to examine whether immigrants settle in areas of high or low transit accessibility and how this affects transit mode share. This is analyzed via a novel comparison of two gateway cities: Sydney, Australia and Toronto, Canada. We find that in both cities, recent immigrants have greater levels of public transit accessibility to jobs, on average, than the overall population, but the geography of immigrant settlement is more suburbanized and less clustered around commuter rail in Toronto than in Sydney. Using logistic regression models with spatial filters, we find significant positive relationships between immigrant settlement patterns and transit mode share for commuting trips, after controlling for transit accessibility and other socio-economic factors, indicating an increased reliance on public transit by recent immigrants. Importantly, via a sensitivity analysis, we find that these effects are greatest in peripheral suburbs and rural areas, indicating that recent immigrants in these areas have more risks of transport-related social exclusion due to reliance on insufficient transit service.  相似文献

Public transportation in a metropolitan area often is supplied by multiple types of transit. This paper develops and illustrates a DEA-based procedure for estimating: overall efficiency of an area’s public transportation; technical efficiencies of the individual transit types; effect of each type on overall efficiency; and efficiency of the allocation of resources among types and an algorithm for improving it. The paper concludes that the overall efficiency of an urban area’s public transportation can be validly estimated only if the technical efficiency of each major transport type and the efficiency in allocating resources among them are taken into consideration.  相似文献

Many cities around the world have seen efforts to restructure the provision of public transport. While transit authorities as public agencies continue to deliver transit services in some cities, many others have privatised these services, have opened up the market to private operators or have outsourced them to newly founded subsidiaries. The situation is no different in Turkey, where new legislation was enacted in the 1980s enabling local authorities to establish corporate companies under their own agency, and to shift to them the entire responsibility for running certain public transport operations. The motivation is often to increase efficiency, productivity and profitability in these operations, although there is a risk that planning and operation may become fragmented under such organisational reforms, making it difficult to maintain coordination in planning and to ensure the provision of an integrated service. This paper analyses this organisational change in public transport in Turkey, focusing on the planning, operation and performance of urban rail systems in Ankara, Istanbul and Izmir.  相似文献

Federal and state agencies focus on providing captive users in mobility-vulnerable population groups with access to public transit resources. One challenge to the provision of equitable access is quantifying equity-oriented metrics for public transit service. This paper utilizes an approach that utilizes the available spatial demographic data and transit network characteristics to compute multimodal transit connectivity and equity. This method is exemplified by analyzing transit connectivity for three metropolitan cities in the state of Tennessee in the United States and overlapping that connectivity on demographic data. Results indicate that the distribution of transit services among vulnerable populations varies within and between cities. The case studies illustrate how this methodology can be used by public agencies to assess the performance of transit systems and to identify the distribution of these systems among various groups to improve the equity of transit connectivity.  相似文献

The explosive growth of ridesourcing services has stimulated a debate on whether they represent a net substitute for or a complement to public transit. Among the empirical evidence that supports discussion of the net effect at the city level, analysis at the disaggregated level from a geospatial perspective is lacking. Besides, it remains unexplored the spatiotemporal pattern of ridesourcing's effect on public transit, and the factors that impact the effect. Using DiDi Chuxing data in Chengdu, China, this paper develops a three-level structure to recognize the potential substitution or complementary effects of ridesourcing on public transit. Furthermore, this paper investigates the effects through exploratory spatiotemporal data analysis, and examines the factors influencing the degree of substitution via linear, spatial autoregressive, and zero-inflated beta regression models. The results show that 33.1% of DiDi trips have the potential to substitute for public transit. The substitution rate is higher during the day (8:00–18:00), and the trend follows changes in public transit coverage. The substitution effect is more exhibited in the city center and the areas covered by the subway, while the complementary effect is more exhibited in suburban areas as public transit has poor coverage. Further examination of the factors impacting the relationship indicates that housing price is positively associated with the substitution rate, and distance to the nearest subway station has a negative association with it, while the effects of most built environment factors become insignificant in zero-inflated beta regression. Based on these findings, policy implications are drawn regarding the partnership between transit agencies and ridesourcing companies, the spatial-differentiated policies in the central and suburban areas, and the potential problems in providing ridesourcing service to the economically disadvantaged population.  相似文献

Synergies between shopping and public transit have long been noted, with main streets emerging along tram lines and shopping malls attached to train stations. The shopping-transit synergy is also at the core of transit-oriented development (TOD), a widespread planning approach to urban sustainability. However, there is a lack of morphological research investigating how shopping clusters around transit stations at a fine-geographic scale. This paper explores the shopping morphologies of three central-city subway station areas in Toronto, San Francisco, and Melbourne, mapping and measuring the extent of public and quasi-public shopfronts relative to the station. The morphological analysis of 200, 300, 400, and 500 m walking catchments shows that as the distance from the station increases, the proportion of shopfronts in the total catchment declines. Quasi-public shopping space can enhance the walkable catchment and permeability of a station area and may contribute to urbanity as long as it adds to diversity of access options. The findings highlight the role walkable shopping environments can play within urban transit station areas and show the importance of nuanced consideration being given to morphologies in the analysis and planning of TODs.  相似文献

This research analyzes the relationship between bike-sharing and public transit using bike-sharing data collected in Cologne, Germany. The selected system is one of very few in Germany that is organized as a free-floating system, which allows the generation of more detailed data. A construction site in the light rail network causing multiple disruptions in the public transit network offered the possibility to detect changes in bike-sharing usage that occur in the corresponding period. Applying negative binomial regression, spatial and temporal usage patterns are analyzed to identify connections to the public transit network and other factors influencing the usage of bike sharing. The analysis suggests the existence of a spatial relationship between bike-sharing and public transit. Therefore, an intermodal use of both means of transport can be assumed. The short-term changes in the public transit network caused by the construction site only have minor impacts on the usage patterns. Other factors that affect the usage structures could be identified. Proximity to universities as well as the number of certain points of interest nearby, such as food outlets and shops, promote bike-sharing use. Higher temperatures are also positively correlated, while rain reduces usage. The findings of the study can be beneficial to integrate bike-sharing into urban transport systems, especially regarding public transit.  相似文献

Studies on bike-share programs have dramatically increased during the past decades. While numerous studies have examined various factors affecting bike-share demand at the station-level, few attempts have been made to understand bike-share ridership at the origin-destination (OD) level due to technical difficulties. The objective of this study is to examine whether existing public transit characteristics affect bike-share ridership at OD-level. We combined three datasets: (1) bike-share ridership data, (2) land-use and bike-transit infrastructure, and (3) bike-transit route characteristics between OD pairs of bike stations. Zero-inflated negative binomial (ZINB) regression models were used for the analysis. Our results showed that the travel distance between OD bike stations, land-use compositions, and the existence of bike-friendly infrastructures were significant factors determining bike-share ridership at the OD-level. In particular, a longer duration of public transit trips than bike-share, and more transit transfers, were associated with bike-share ridership. Further, this study showed that bike-share and public transit might compete with or promote each other, even within the city. The study's findings suggest that the relative efficiency of bike-share compared to public transit is highly associated with bike-share demand and help to increase the utility of bike-share system in response to several limitations of existing public transit networks.  相似文献

Modern transportation planners and urban designers are looking for a practical solution toward sustainable, accessible, and cost-effective development of public transportation. Achieving a well-balanced transit-oriented development (TOD) requires a clear illustration of the existing public transportation, land use, and correlations between them. Bus rapid transit (BRT) is a well-known strategy toward developing high-quality transit networks and would be a reasonable transportation choice if allied with a suitable walkable design in surrounding areas. In this paper, the node-place model is developed and applied on BRT stations in Tehran to be analyzed and clustered using three extended TOD indicators. The design index, representing the accessibility and walking potential, is further improved by measuring spatial specifications and walkway density parameters. Furthermore, the place index, representing demand and land use specifications of the area, is investigated through the calculation of possible destination points (PDPs) in the vicinity of stations. The model is reapplied after correlation analyses on input data to find stations' behavior by using more effective parameters. The results indicate that appropriate access to the stations requires a tight network of walkways that offers multiple routes to the stations. Meanwhile, a dense and sophisticated pedestrian area needs to offer short routes with minimum turns required to reach the station. Moreover, in each station, some factors are found to be more dominating. Changes in these factors have more profound effects than other factors. This paper aims to identify these factors and help planners develop TOD areas sustainably.  相似文献

As the propensity to link multiple intermediate stops in a trip chain (a sequence of journeys that starts and ends at home, includes visiting one or more locations) is more prevalent, the relationship between travel mode choice and trip chain pattern aroused the attention of academics. This paper examines two distinct structures to identify the decision process of travelers between travel mode choice and trip chain pattern: one structure in which trip chain pattern organization precedes travel mode choice, another structure in which travel mode choice decision precedes the organization of trip chain pattern. To accommodate multi-day behavioral variability and unobserved heterogeneity in personal characteristics ignored by traditional travel surveys, multi-day GPS data collected in Shanghai is employed to estimate these two structures within Nested Logit (NL) model. The Monte Carlo (MC) method simulates the switch of trip-chaining and mode choice under possible Transportation Demand Management (TDM) strategies based on estimation results. The findings of this study are as follows: (1) trip chain pattern decision precedes travel mode choice, which means trip-chaining is organized first and affects travel mode choice; (2) complex trip chain is related to higher automobile dependency, and it is a barrier to the tendency to adopt public transit; (3) people who generally travel by automobiles might switch to public transit when private cars are unavailable, and an increase in household bicycle ownership enhances competition between the bicycle and public transit which leads people to turn to cycling. These findings help implement TDM strategies to develop sustainable transportation systems and optimize the urban trip structure.  相似文献

Increasing attention is given to public transport services in cities of the Global South as a tool to enhance social inclusion and support economic development. Against this background, developing and evaluating indicators that quantify the distribution of public transport services from a social equity perspective is essential. The aim of the study is, therefore, to assess the equity of public transport services in four metropolitan regions in Brazil (São Paulo, Rio de Janeiro, Curitiba and Recife) with two commonly used indicators of public transport provision. The first indicator measures proximity to rapid transit infrastructure (bus rapid transit, light rail and heavy rail stops with high frequency throughout the day), and the second measures accessibility to jobs by public transport. While simple indicators of proximity to public transport stops are most commonly used given their ease of operationalization and communication, accessibility to job indicators are more representative of the benefits provided to individuals by the public transport network. Combining these two indicators in one study provides a quantitative assessment of the socio-spatial distribution of public transport services in four large metropolitan areas in Brazil and the results demonstrate that lower-income households are disadvantaged in terms of public transport services in all four metropolitan areas. Furthermore, the results highlight the importance of quantifying accessibility by public transport, in addition to proximity to rapid transit, and thereby sheds light on the importance of developing openly available public transport schedules and geographic data. This study is of relevance to planners and researchers wishing to measure and evaluate public transport equity in the Global South.  相似文献
