制度是企业运营中的要件之一,是企业管理水平的重要体现,制度的规范性、完善性和适用性直接关系到一个企业的运行效率。但是,制度是不是越多越好、越细致越好呢？本文通过制度执行和企业文化等方面阐述了“制度不在多”的道理。

第三只眼看组织

竞争，首先要知己。每个企业经营决策的依据来源于企业内部和外部的大量信息。定量的、定性的，有时还需要凭借经营者的直觉。由此可见。一个优秀的企业经营决策者必须具备外部信息管理能力(处理外部信息)、自知自检能力(了解组织本身)和足够的情商(决策直觉)。三个方面同等重要。缺一不可。     

从“制度范式”看现代商业文明

现代商业文明体现在3个方面：其一是物质文明，现代商业文明导致了社会物质财富的积累，生产能力空前提高，使整个社会的物质文明不断进步；其二是文化层面的文明（知识文明），物质文明的发展带来文化产品的丰富；与前二者相联系的是制度层面的文明，它是物质文明与知识文明的基础。

THE IMF: A BIRD'S EYE VIEW OF ITS ROLE AND OPERATIONS

Abstract The International Monetary Fund (IMF) is the world's premier international financial institution with 184 member countries and active programmes in a significant number of them at any one time. The Fund attracts a great deal of attention, much of it critical. But the discussion is often polemic in style. Strongly held, but frequently opposing, views are expressed. This survey attempts to examine, in an objective way, the theory and evidence relating to the Fund's operations. Many aspects of the empirical research are relatively recent and a universal consensus is yet to emerge; as a consequence there is scope for disagreement to persist. However, the research is also gradually clarifying many important issues. The format for the survey is to examine the life cycle of IMF arrangements. What makes a country turn to the Fund for assistance? Should the IMF be lending? What influences the outcome of negotiations and the design of programmes? Are IMF programmes effective? And why do some countries make prolonged use of IMF resources? For completeness there is also some discussion of the history of the IMF, the extent to which Fund policies have been influenced by advances in economic theory and the Fund's systemic role. Important organisational and governance issues are also covered briefly. Although primarily adopting an economist's perspective, the survey reflects the growing recognition that in order to understand the IMF's operations, economics has to be combined with politics. Examining the IMF is an exercise in applied political economy.     

家族企业用人机制初探

中国的家族企业形成规模的目前还为数不多，而小型企业的数量却与日俱增。美国家族企业一直是美国经济中至关重要的一股力量，1969-1976年间雇员不足20人的企业创造了美国66％的就业机会，近20年来小型企业成为美国劳动力市场的一个重要组成部分。

ON ORGANIZATIONAL DESIGN: FROM A LINEAR PROGRAMMING POINT OF VIEW

This paper analyses the impact of different organizational structures on the coordination problem of the multilevel organization. The two basic structures analysed is the U-form and the M-form within the framework of a price-directive coordination mechanism. Issues such as vertical and horizontal decomposition, the length of the planning period, the level of aggregation, etc., are discussed. INTERPRETATIONS ON AUTOMATIC: A DIFFERENT VIEW OF STRATEGIC ISSUE DIAGNOSIS*

Models of strategic decision-making and environmental scanning typically assume that decision-makers diagnose issues actively, using conscious and intentional effort to identify and to interpret potentially significant events, developments and trends. This article establishes that conditions in organizations put decision-makers ‘on automatic’in their diagnosis of strategic issues, with direct implications for the process and content of strategic action. Implications for theory and practice are established.     

A UNIFYING VIEW ON MULTI‐STEP FORECASTING USING AN AUTOREGRESSION

Abstract This paper unifies two methodologies for multi‐step forecasting from autoregressive time series models. The first is covered in most of the traditional time series literature and it uses short‐horizon forecasts to compute longer‐horizon forecasts, while the estimation method minimizes one‐step‐ahead forecast errors. The second methodology considers direct multi‐step estimation and forecasting. In this paper, we show that both approaches are special (boundary) cases of a technique called partial least squares (PLS) when this technique is applied to an autoregression. We outline this methodology and show how it unifies the other two. We also illustrate the practical relevance of the resultant PLS autoregression for 17 quarterly, seasonally adjusted, industrial production series. Our main findings are that both boundary models can be improved by including factors indicated from the PLS technique.

中小企业适用的“渠道倒立法”

先找经销商处处受制且损失惨重戴维是某化妆品企业的销售主管，负责四川市场的开拓。根据公司的一贯做法，开拓新市场的第一步工作就是先找经销商，有了经销商后再来启动终端市场。由于戴维所在企业的产品在外埠市场没有一点知名度，戴维跑了大半个月，才好不容易在一地级市找到一个有点经销意愿的经销商。戴维的企业对外埠市场有一套销售政策，可自从戴维与经销商“亲密接触”开始，公司的销售政策就如同一张废纸。但为了“拴住”这好不容易找到的经销商，公司只好答应了经销商的一系列“不平等条约”。结果是一分钱货款也没有收回来，一个…
