Recent years have seen the emergence of two interrelated strands of work in the field of English‐speaking urban studies. The first has centred on rethinking notions of place along relational lines. The second centres on rethinking what an attention to the city in the world might mean for understanding the arriving at and making up of urban policy. Taking its cue from the intersection of these two strands, this article explores the forging of Edinburgh's tax increment financing (TIF) policy. It highlights how those in the city drew upon experiences from elsewhere (both relatively close to home and further afield) in assembling the policy and the particular ‘local’ politics over its translation/adoption/failed introduction. The article argues for an approach to urban policy mobility studies which is sensitive both to the ephemeral, indeterminate and open‐ended ways in which policies are arrived at and made up, and the segmented and structured contexts that inform how policies appear and reappear in multiple locations.  相似文献

In this article we portray and unpack the fabric of urban expansion in contemporary Luanda. In doing so, we examine interdependencies and complementarities between the organization of oil extraction off the coast of Angola, the emergence of particular modalities of modernist city planning for the expansion of its capital city, and the proliferation of cement blocks in the making of new urban forms throughout its burgeoning peripheries. By showing how urban development has unfolded through the interconnected realization of multiple kinds of systematizing blocks—namely oil blocks, city blocks and cement blocks—we analyse key material components in the production of new markets and urban spaces in the Angolan capital. By tracing forms of capitalism and modularity in the making of contemporary Luanda, we develop the concept of blocos urbanism to draw attention to modes of standardization and the production of legibility in contemporary processes of urbanization. Through this study, we aim to contribute to the conceptual apparatus for deciphering our global urban condition.  相似文献

The project of globalizing informality requires the circulation of concepts and theories from the ‘South’ to the ‘North’. It also relies on intertextuality and exchanges across languages and sites of academic production. This essay is a reaction to the collection of papers presented in this forum. Urban plans and projects that aim to initiate the redevelopment and gentrification of urban areas create social and ecological pressures on urban environments and thereby stimulate urban movements. These movements have a lifespan, which evolves in interaction with planning authorities under local or central governments and may be marked by institutionalization and co‐optation, as well as fragmentation among the people involved in them. Fragmentations are usually based on conflicting individual and collective interests, but may also be the result of different political perspectives in groups. This article is based on a case study conducted in two adjacent gecekondu neighbourhoods of Istanbul, Gülsuyu and Gülensu, where urban politics have played an important role in efforts to resist plans for urban transformation. It shows that fragmentations are very likely to occur in urban movements during planning processes in a neoliberal era, owing to the different perspectives in the movement on what the just city is.  相似文献

The aim of this symposium is to examine the situation of the creative economy in cities—specifically cities of sub-Saharan Africa. In this introduction we set out the case for the need to ‘re-describe’ the (much derided) phenomenon of the creative city. This task requires clarification of what is understood in academe and policy communities by the term ‘creative economy’, the pronounced growth of this sector, particularly in the global South, and its particular urban character. Secondly, in the face of conceptual and policy confusion we argue for the actually existing, and growing, importance of the urban creative economy. Thirdly, with this ground clearing achieved, we seek to frame, and focus on, the emergence of new research on the urban creative economy. Finally, we use the evidence from the symposium contributions to argue for a reformulation of the creative economy within African sub-Saharan urbanization.  相似文献

Large‐scale waterfront redevelopment projects, an urban development phenomenon that originated in the 1970s, are attractive to a growing suite of cities worldwide. But why? These mega‐projects are full of pitfalls, broken promises, cost overruns, disappointments and are often accused of promoting inequality. In this article, we consider the specific case of Melbourne's Docklands, which local popular opinion has roundly judged a failure despite the countervailing judgment of success in the revival of ‘liveability' of the adjacent Melbourne central business district. We use the Docklands case to illustrate the utility of a ‘critical pragmatic' framework of analysis to get behind dominant explanations of the demands of the urban growth machine and postmodern neoliberal capitalism. Without denying the existence of these dynamics, nor their hegemony, we nevertheless explicate how a critical pragmatic analysis can reveal the social dynamics driving the judgments and justifications offered by actors in urban redevelopment. A pragmatic analysis of these dynamics of argument and action at critical moments in the long process of an urban redevelopment can reveal new kinds of compromises and tests by which these projects are judged. In other words, what counts as failure and as success in the work of city building will shift, depending on what actors do and how they talk about it, and on how well these actions and justifications hold up to public challenges about the true character of a successful city. By gauging how these challenges are constituted and settled, we can better understand the evolution of the urban value proposition, and the new notion of justice grounded in urbanity that is emerging at the urban redevelopment frontier.  相似文献

This article connects two emerging debates in urban studies—the need to pay more attention to the role of nonhuman actors in urban planning and the ways in which media objects affect urban politics and planning—by examining how a video on Bogotá’s car‐free Ciclovía program facilitated the adoption and implementation of a similar program in San Francisco. The analysis shows that media objects have the capacity to act as fulcrums in processes of leveraging urban policy change owing to their potential to alter urban governance structures. The article analyzes the digital storytelling and ‘eye‐opening’ practices through which the video enabled policy changes to be implemented in San Francisco, while also tracing the local and transnational actors, networks and agendas that were involved in the production and circulation of the video through digital archival research and multi‐sited fieldwork. In doing so, it shows the active role that media objects play in shaping urban policymaking processes and provides an example of a relational methodology for studying the digital materialities through which urban policy ideas increasingly circulate.  相似文献

This article traces the movement of the concept of ‘defensible space’ from New York City in the 1970s, where it was developed by the Canadian architect/planner Oscar Newman, to London in the 1980s and into design interventions in British public housing in the 1990s, through British geographer Alice Coleman, who acted as an especially powerful transfer agent. In focusing on this urban design ‘concept’ on the move we contribute to existing scholarship on policy mobility and city building in a number of ways. First, we explore an instance of the movement/mobility of a planning concept in a historical period (the recent past) largely overlooked to date. Secondly, we demonstrate that this movement was the result of a disaggregated series of expert knowledge transfers and localized translations of pre‐policy expert knowledge, generated through university‐based research work and networks. We theorize this instance of urban planning mobility by way of the interlinked insights offered by the sociology of science and policy‐mobilities literatures. As this is an instance of university research shaping public policy it also offers an opportunity to reflect upon the meaning of ‘evidence‐based policy’ and the impact agenda in contemporary higher education.  相似文献

According to Richard Florida, the world is in the grip of a ‘New Urban Crisis’. In his most recent book Florida recounts a visit to Medellín that provoked an epiphany in which he realized that the New Urban Crisis is global in scope. Unfortunately, Florida's discovery of the global South is informed by a deeply Eurocentric understanding of urbanization. This leads him to conclude that Southern cities should ‘unleash’ creativity, and he proposes that the United States should develop a global urban policy that would export a version of American urbanism. In this essay we deconstruct Florida's notion of the New Urban Crisis and show that its Eurocentric assumptions obscure the very real environmental, economic and political challenges facing cities in the global South and their residents.  相似文献

China's urban transformation since 1978 is notable for both its scale and speed. Focusing on the dimension of speed, we propose the concept of the ‘urban speed machine’ to assess its role in shaping the politics and political economy of Chinese urbanization. We argue that in China speed must not be understood merely by means of measurable outcomes of change, but rather that speed is an essential and vital element embedded within China's specific processes and mechanisms driving urban growth. In this sense, speed is constantly at the forefront of local cadres’ considerations, since moving fast to achieve urban growth is an expression of political imperatives and pervasive city‐based accumulation strategies. The Chinese urban speed machine, as we conceive it, mainly involves three state‐dominated institutional arenas: the Communist party's personnel review system, the planning mechanism and local finance. We also discuss regional variability vis‐à‐vis the nature of speed in urbanization and in the differing responses to problems of fast‐city growth in recent years. This article's core contributions are to clarify the paramount importance of speed in the political economy of urban growth and illuminate a relational understanding of the politics of speed in China's urban change.  相似文献

Juxtaposing the empirical findings of a qualitative research study of an urban transformation project in the Kadifekale squatter district of Izmir with the changed nature of urban politics in a neoliberal context, this article aims to trace the manifestations of the regime of informality in Turkey. Ethnographic consideration of the motives behind these projects, the way they have been carried out and their consequences for the lives of the inhabitants points to an extended space for informal politics tactically manoeuvred by state officials of various ranks. Particularly during the last two decades, neoliberal urban policies have triggered an intensification of power discrepancies in both the vertical and horizontal dimensions and a fragmentation of community structure in the localities — mainly along socioeconomic divides. This research reveals a transition from positive/passive to negative/active uses of informality in the disposition of the state towards the urban poor when the fast and efficient conduct of urban transformation projects is in question. The characteristics of the locality as a landslide zone, the already fragmented socioeconomic structure in the neighbourhood and the dense presence of Kurdish immigrants facilitate the putting into practice of informal strategies. The immigrants who cannot define a place for themselves in the simultaneously formal and informal context of the project have been seriously disadvantaged.  相似文献

The threat of flooding in cities is often compounded by political and economic decisions made on watershed management, land development and water infrastructure and provisioning. It has also become a point of conflict between cities’ objectives for development and modernization, and the struggles of marginalized residents living in low‐lying coastal and riverine areas to remain in place. Flooding takes on different forms depending on one's point of view. It is a biophysical issue, involving geology, geography, meteorology and ecology. It is one of urban governance, involving planning and maintenance of infrastructure and land use. And it is sociopolitical, involving historical social and spatial marginalization and contestation. This article, based on mixed‐methods research in Jakarta, Indonesia, traces the conceptual and physical contours of urban waterscapes across these conflicting ideas and narratives. It brings into dialogue theories of urban political ecology, landscape ecology and environmental ethnography to explore the interrelationships between biophysical and sociopolitical factors behind urban flooding. In the article the focus is on the varying materialities and scales involved, including the ecological scales of the watershed, the infrastructural scales associated with flood protection, and the urban scales of planning, governance and social activism. The article concludes with a proposition for a multidimensional approach to thinking and acting on problems of urban ecological change.  相似文献

The rapid urbanization of China since the mid‐1980s has led to the development of a new spatial category, the urban village (chengzhongcun). The dominant neoliberal urban development regime approaches urban villages as a social, spatial, economic and political problem, and as targets for aggressive redevelopment and eradication policies. In this article, I propose a spatial perspective that makes use of several theoretical ‘anchors' to analyze the influence of urban village spatiality on its development process and to explore alternatives to the dominant redevelopment model. I begin by examining the spatial conceptualization of the urban village as a non‐place, arguing that this spatial reading undergirds the redevelopment‐by‐demolition model and tends to obscure alternative conceptualizations. I then move on to propose three alternative readings of urban village space, examining it as an everyday space, a liminal space and a neighborhood. Combining these three readings with the ‘non‐place' conceptualization provides a nuanced understanding of urban villages' unique spatial attributes and social roles, by evoking spatial and social processes that take place in most urban villages across China. Taken together, these spatial readings challenge the social and spatial rigidity of dominant representations of urban villages and supply a much‐needed spatially based conceptual framework that can be used to develop new urban planning models.  相似文献
