Drawing on the figurational sociology of Norbert Elias and the Foucauldian governmentality approach, this article outlines the political rationalities and governmental technologies pertaining to the territorial governance of urban marginality in Western Europe. Whereas many authors have suggested that segregation is key to the governing of urban marginality in the USA and perhaps the post‐industrial city generally, I suggest that, at least in Western Europe, marginality is governed through integration. The argument is illustrated with examples from the UK, the Netherlands and Belgium.  相似文献

This paper examines the first two decades of Greece’s experience as a member of the European Union (EU). In evaluating the Greek experience within the EU, we derive three fundamental policy lessons that apply both to similar small peripheral countries now entering the EU and to the EU itself in terms of facilitating their integration in a large economic area. First, small peripheral countries that enter the EU must address the structural deficiencies of their economies before entry in order to minimize the impact of increased competition after the removal of trade protection, and follow domestic policies that maintain and promote their comparative advantage within the EU. Second, the Convergence Criteria have proven to be a successful mechanism for countries with a poor historical policy record to achieve macroeconomic stability, as shown by the case of Greece. Third, common EU policies can be very helpful in facilitating structural reforms in small peripheral economies. However, these policies must be continuously evaluated and improved so that their effectiveness is maximized.  相似文献

In this paper, we examine Turkey's changing economic relations with the European Union (EU) and the rest of the world during the past few decades. We argue that a combination of the EU's reluctance to accept Turkey as a member, internal economic and political developments, and the rise of economic and political opportunities elsewhere have shifted the country to diversify its economic relations around the world and reduced its reliance on the ties with Europe. This shift, which had started long before the 2008 global financial crisis and accelerated in its aftermath, seems to have helped Turkey weather relatively well the recent economic storms in Europe.  相似文献

We revisit the relation between budget deficits and current account deficits for 28 European Union countries from 1996 to 2019. We find that an increase in budget deficit of 1 pp of GDP results in a deterioration of the current account deficit of 0.318 pp of GDP, which supports the Twin Deficits Hypothesis. On the other hand, dynamic panel estimates partially corroborate the Ricardian Equivalence Hypothesis in the presence of a fiscal rules index. In addition: i) the relation between the two deficits is asymmetric and the negative impact of the recent Eurozone banking and sovereign debt crisis on the current account balance is observed; ii) with right-wing governments, the impact of the budget balance on the current account balance is mitigated; if the government is on the left, the impact of the budget balance on the current account balance is amplified; iii) after 2010, the budget balance positively affects the current account balance; and iv) the positive impact of the budget balance on the current account balance is higher in the cases of non-Eurozone countries, high budget deficit countries, and low exports countries, whereas it is lower in the cases of Eurozone countries, low budget deficit countries, and high exports countries.  相似文献

This paper argues the case for the right of secession in Western democracies. I suggest that the winners gain more than the losers may lose. Indeed, the external effects of secession may well be positive. However, the political economy of secession is highly problematic. Ideally, the rules for secession should be set at the international level but international organisations have a vested interest in preventing secession. It is easier to establish the right of secession at the national level. The opinion of the European Union institutions that Catalonia and Scotland, after seceding, would have to reapply for EU membership has no basis in the European treaties. Nor has this question been settled in any UN agreement or Vienna Convention. There are merely practices, and they vary among international institutions. The paper concludes with suggestions on how secessions from EU member states and withdrawals of member states from the EU might be implemented.  相似文献

Creation of the climate-smart agriculture requires efficient resource use and mitigation of the environmental pressures among other objectives. Therefore, it is important to assess the energy efficiency and productivity growth in the European Union's agriculture. This paper analyses the sample of the selected European Union member states. The productive technology including the energy consumption and the resulting greenhouse gas (GHG) emission is constructed. The measurement of the energy efficiency and productivity change relies on the slacks-based measure and Luenberger productivity indicator. The productivity growth was decomposed with respect to the input/output variables and the sources of growth (i.e., efficiency change and technical progress). The average annual productivity growth of 0.79% was obtained for the selected countries during 1995–2016. The highest productivity gains were observed in Lithuania, Denmark, Belgium and Romania (1.27%–1.94% per year). The productivity growth related to GHG emission dominated the contributions by the input/output variables in Lithuania, Denmark, Belgium, Romania, Poland, Austria, France, the Netherlands, Hungary and Estonia.  相似文献

This article presents a set of indicators to measure regional trade integration, focusing on the case of the European Union. We propose measures of openness, connectedness and integration which are tuned to evaluate not only how these components contribute to the advance of international integration, but also to control for the potential threat posed by the proliferation of regional trade agreements to trade globalization. Although this and related questions have been examined from several perspectives, the present article explicitly attempts to quantify how regional trade agreements either intensify or thwart trade globalization. Results show that the process of trade integration has intensified among European Union members, whereas integration with non-members is advancing slowly. Our indicators provide a more complete view of the differing speeds of integration, which depend on whether the component of integration considered is openness or connectedness.  相似文献

Companies are responding to the effects of climate change by reducing CO2 emissions as a way of managing stakeholder interests and complying with legal and regulatory requirements. In Europe, the emissions trading system is consolidated as a limiting market and control scheme to support business climate change management through a collaborative relationship between government and industry. This work focuses on the economic accounting field, analysing carbon management accounting and its impact on financial performance in scenarios attached to that trading system. The methodological approach used is quantitative, empirically testing the hypotheses through a multiple regression analysis with a sample of 350 European companies. The results attest to the importance of carbon management accounting (CMA) control and its effects on financial performance. Compared with European emission trading, the results failed to display significant differences in the relationship studied between those that make up this type of market and those that do not.  相似文献

This article discusses the prospects for an ordoliberal reform of the European Union in order to tackle its multiple crises. It shows what an ordoliberal European Union would have to look like and examines the constraints its implementation faces. Three reasons are identified that make an ordoliberal reform of the EU at present unlikely. First, in the EU's most powerful member state, Germany, where ordoliberalism has its origins, economic policy adheres increasingly less to this strain of economic thinking. Second, given the primacy of European integration in domestic politics, Germany values European unity higher than economic principles. Third, once Brexit is complete Germany will lack influential allies for an ordoliberal reshaping of the EU.  相似文献

ABSTRACT

Over the years, European leaders have proudly waved a social flag as one of the European Union’s (EU) constituent and differentiating elements. This commitment is assessed here through the social footprint of the European 2007–2013 multiannual financial framework among the EU countries and, worldwide, using an extended multiregional input–output model. The focus is on the quantity and the quality of income and jobs generated. We find that well-known differences among its northern, southern and eastern regions threaten the EU’s intentions for high social standards, enabling first- and second-class winners. Core EU countries account for the most of the Funds and, thus, most of the positive economic and social impacts, mainly through spillovers from peripheral regions. Beyond the EU borders, Funds expenditures induce capital compensation boosts in emerging countries not balanced by a similar labor compensation impulse. Indeed, China captures the bulk of low-skilled and temporary employment.  相似文献

This paper focuses on the implementation of circular economy (CE) practices in small‐ and medium‐sized firms in all 28 European Union (EU) countries. The analyses take into account the hierarchical nature of the collected data as firms are nested within EU countries, that is, the heterogeneity between different types of firms and countries according to practices and attitudes towards CE. The multilevel latent class model identifies groups of firms and groups of EU countries that are homogeneous in terms of CE, that is, how the homogeneous groups of small‐ and medium‐sized enterprises (SMEs) are distributed across the groups of EU countries. These results, together with the fact that firms with similar CE attitudes and practices have different demographic and business profiles across groups of countries, shed further light on the topic of green behavior in the EU with implications for businesses' environmental policies. Moreover, indications emerge that European policies favoring the implementation of CE practices should be targeted at least for subgroups of European countries, considering the different composition by typology of SMEs operating in their territories and that, at the same time, policies should be defined within each group of countries to account for the specific features of each of the four classes of SMEs.  相似文献

This article critically examines the governing of ‘sustainable urban development’ through self‐build cohousing groups in Gothenburg and Hamburg. The two case cities have been selected because both are currently involved in major urban restructuring, and have launched programmes to support self‐build groups and cohousing as part of their emphasis on promoting urban sustainable development through this process. Departing from a theoretical discussion on advanced liberal urban governance, focusing in particular on the contemporary discourse on sustainable urban development, we examine the interaction between political institutions, civil society and private actors in the construction of cohousing as a perceived novel and alternative form of housing that may contribute to fulfilling certain sustainability goals. Questions centre on the socio‐political contextualization of cohousing; concepts of sustainability; strategies of, and relations between, different actors in promoting cohousing; gentrification and segregation; and inclusion and exclusion. In conclusion we argue that, while self‐build groups can provide pockets of cohousing as an alternative to dominant forms of housing, the economic and political logics of advanced liberal urban development make even such a modest target difficult, particularly when it comes to making such housing affordable.  相似文献

The study examines the impact of institutional factors on working capital management for a sample of 5431 European listed firms over the period 2010–2018. Employing a weighted least squares (WLS) methodology, we provide empirical evidence on the role of institutional quality in shaping the working capital policies of European listed firms. The results indicate that firms located in countries with a stronger institutional framework maintain lower levels of working capital on average. The results are robust to different subsamples of firms. The study complements the extant literature by analyzing the effects of institutional quality on working capital management, across a large number of different institutional systems specific to developed and transition economies alike. The results are useful for practitioners and policy makers in understanding the relationship between institutional quality and short-term firm-level decisions.  相似文献

Since the 1980s, the metropolitan spaces of Brazil have seen a significant upsurge of the Christian Pentecostal movement, which today dominates the religious landscape of the favelas. In Rio de Janeiro, the rise of Pentecostalism coincided with the establishment of drug gangs as actors controlling favela territories. Based on an ethnographic field study conducted in a favela complex in the city's Zona Norte, this article examines the role and significance of the Pentecostal churches in Rio's favelas, both in everyday urban life and in the ways these areas are governed. One of my focal points of analysis is the increasing entanglement of actors in the drug industry and church actors. The article posits that the Pentecostal churches' role and significance, their institutional shape and their followers' practices are inextricably intertwined with the favela's social, spatial and political structural patterns. It shows the ways in which the evolving Pentecostal movement has permeated all aspects of the favela's informal way of urban life and government and has produced a new urban religious configuration in which the Pentecostal movement and the favela are intertwined and transform each other.  相似文献

This article scrutinizes the relationship between governmental reform and infrastructural change in Singapore. Focusing on the role of engineers, it is argued that neoliberal decentralization has occurred through the physical reconfiguration of drainage. Neoliberalization is conceived as a localized technical response to a public health crisis resulting from infrastructural enclosure, which is orchestrated on and through the material‐ecological environment. A closed drainage system consisting of trapezoidal canals and concrete culverts had produced an ideal breeding environment for dengue‐carrying mosquitoes, undermining the state's centralized approach to water governance. This article reorients Michel Foucault's analytics of government around engineering and the ‘milieu’ to consider how drainage infrastructure was consequently opened up to an emerging civil society to relieve pressure on the state and allow greater public participation in the surveillance and management of canals, pipes and culverts. Alongside landscape architects, engineers would increasingly turn to naturalized waterways and open catchment policy to encourage citizens to form an affective bond with water and to inculcate principles of individual ownership and responsibility through physical contact. The article contends that with the proliferation of integrated resource management systems, governmental power is increasingly exercised through the liveliness as well as the fetishization of urban infrastructure.  相似文献

Bridging debates on urban sovereignty and urban informality, this paper argues that relationships between sovereignty and informality may not reside exclusively in the way the sovereign state decides to allow or forbid informality, but also in the way sovereignty is distributed among a range of state and non‐state actors. Drawing upon fieldwork on the early‐2010s management of displaced Romanian Romani families in two emergency camps in the city of Montreuil (France), the paper shows how the NGO responsible for managing one camp acted as sovereign power, allowing a number of informal activities to thrive within its confines. By contrast, inside the other camp, managed by another NGO that resolutely implemented state directives, only formal activities took place. Building on Dean's (2010) concept of ‘disaggregated sovereignty’, the paper mobilizes this disjuncture as a case for critically examining how the ‘state of exception’ takes shape beyond the state's grip. A subtext running throughout is the parallel between the very first camps for civilians in nineteenth‐century colonized territories and these twenty‐first‐century camps for Roma in Europe—both elicited a state of exception partially predicated on camp dwellers’ perceived ethnic/racial homogeneity.  相似文献
