Manuel Castells’The City and the Grassroots must be considered one of the most important books ever published on urban social movements. Castells elegantly identifies three core themes of modern urban social movements: collective consumption, defense of cultural‐territorial identity, and local government as a target for political mobilization. Providing rich empirical documentation, Castells makes a persuasive argument about the nature of urban social movements and the critical importance of space and place in social movement mobilization. There is, however, a significant gap in The City and the Grassroots: its failure to consider conservative suburban movements and their relationship to the growing politics of neoliberalism. Castells’ spatially sensitized framework, nonetheless, remains powerful and can be usefully employed to analyze the still poorly understood politics of neoliberalism.  相似文献

In the urban studies literature, urban politics is usually considered in two distinct locations: the city (often understood in quite conventional centralist ways) and the suburb (understood as spatially peripheral and politically at odds with the central city). At the metropolitan scale, the two types of urban politics are discussed in relation to one another. More recently, the metropolitan scale of urban politics has been expanded to regional dimensions. We pose the question of location of urban politics from a specific deficit in the geography of centre, suburb and metropolis. We argue that in today's regional political socio‐spatiality, politics will have to be found ‘in‐between’ the old lines of demarcation. Following Tom Sieverts' (2003) advice to look at the ‘in‐between’ cities that are neither old downtown nor new suburb but complex urban landscapes of mixed density, use and urbanity, we reveal the political vacuum that is at the heart of the urban region today. Using the politics of infrastructure in Toronto as our empirical example, we will show that vulnerabilities and risks for urban populations in that Canadian metropolis' in‐between city are co‐generated by the failure of conventional political spaces and processes to capture the connectivities threaded through those places that are in‐between the centre and exurbia.  相似文献

Inner‐city redevelopment in the south‐eastern European metropolis of Bucharest has been an intriguing object of analysis. Having been neglected for a long time by its inhabitants, urban politics and the local economy, the historical inner city recently experienced tremendous development of its evening/night‐time economy and leisure culture, as though it had received fresh impulses from European integration. However, there is no single cause which effected this unexpected proliferation. Therefore, this article traces the contingent ways in which the inner city has been affected, mainly through an empirical reconstruction of socio‐material assemblages of inner‐city leisure culture. A typology of (partial) assemblages is developed, which illustrates the heterogeneity, contingency and changeability of emerging temporary relations between various social, material and ideational elements. We demonstrate how localism and internal replication of limited business concepts have triggered the selective adaptation of various symbols of modernization. Against this background we argue that post‐transformational urbanity involves contingent social self‐referencing and socio‐material assemblage, rather than the adoption of prevailing translocal models of urban development. A critical reassessment of assemblage theory, as applied to this particular urban context, leads to final considerations concerning possible theoretical readjustments.  相似文献

How can urban studies research engage fruitfully with hip‐hop? This contribution responds to the essays by David Beer and Martin Lamotte on ‘street music’, urban ethnography and ghettoized communities. It discusses how a social science engagement with hip‐hop texts might differ from cultural studies approaches, and how the study of hip‐hop culture can contribute to social movements studies. The essay argues that academics can utilize this form of ‘urban’ culture in various ways when undertaking urban research, teaching urban studies and engaging a broader public in academic research.  相似文献

In many cities around the world we are presently witnessing the growth of, and interest in, a range of micro‐spatial urban practices that are reshaping urban spaces. These practices include actions such as: guerrilla and community gardening; housing and retail cooperatives; flash mobbing and other shock tactics; social economies and bartering schemes; ‘empty spaces’ movements to occupy abandoned buildings for a range of purposes; subcultural practices like graffiti/street art, skateboarding and parkour; and more. This article asks: to what extent do such practices constitute a new form of urban politics that might give birth to a more just and democratic city? In answering this question, the article considers these so‐called ‘do‐it‐yourself urbanisms’ from the perspective of the ‘right to the city’. After critically assessing that concept, the article argues that in order for do‐it‐yourself urbanist practices to generate a wider politics of the city through the appropriation of urban space, they also need to assert new forms of authority in the city based on the equality of urban inhabitants. This claim is illustrated through an analysis of the do‐it‐yourself practices of Sydney‐based activist collective BUGA UP and the New York and Madrid Street Advertising Takeovers.  相似文献

Apart from local monographs and normative texts on community participation, research on community leadership constitutes a blind spot in urban leadership, urban politics, social movements and urban studies. This article, based on case studies in post‐apartheid Johannesburg, contributes to theorizing community leadership, or informal local political leadership, by exploring Bourdieu's concepts of ‘political capital’ and ‘double dealings’. Considering community leaders as brokers between local residents and various institutions (in South Africa, the state and the party), we examine how leaders construct their political legitimacy, both towards ‘the bottom’ (building and maintaining their constituencies), and towards ‘the top’ (seeking and sustaining recognition from fractions of the party and the state). These legitimation processes are often in tension, pulling community leaders in contradictory directions, usefully understood under Bourdieu's concept of ‘double dealings’. Community leaders are required, more than formally elected political leaders, to constantly reassert their legitimacy in multiple local public arenas due to the informal nature of their mandate and the high level of political competition between them — with destructive consequences for local polity but also the potential for increased accountability to their followers. We finally reflect on the relevance of this theoretical framework, inspired by Bourdieu, beyond South African urban politics.  相似文献

This article utilizes Loïc Wacquant's concept of the ghetto as an analytical tool in understanding the marginal and ambivalent position of Gypsy‐Traveller populations resident on sites (or camps) in Britain. The article argues that the fruitful work of quantitative urban scholars on ethnic segregation in the UK has neglected Gypsy‐Travellers. It suggests that the theoretical concept of the ghetto can elucidate the ways in which the spatial marginality of sites serves as a weapon of ‘confinement and control’ for the dominant, and an ‘integrative and protective device’ for the stigmatized Gypsy‐Traveller population. Drawing on qualitative empirical data, key characteristics in Wacquant's definition of the ghetto are shown to hold true for Gypsy‐Traveller sites; these include ethnic homogeneity, spatial confinement, shared cultural identity, mutual distancing and a retreat into the private sphere of the family. This comparison also reveals key differences in terms of economic function, parallel institutionalism and the relationship with the state. The article points to the potential offered by Wacquant's theory and suggests that the dismissal of the ghetto concept within the UK ignores its power as a tool of comparison. The article suggests that qualitative and theoretical approaches should seek to complement the work of quantitative social scientists through focusing on everyday social relations and encounters between ethnic minority groups and ‘host’ populations — both within and outwith residential boundaries. It also questions the urban‐centred focus of debates on ethnic segregation.  相似文献

Housing has come to play an important role in demarcating the contours of social polarization in inner London, notably via the widening socio‐spatial divide between an impoverished working class located in council housing estates and affluent home‐owning gentrifiers. In mass media and policy discourses, the former are routinely represented as an unruly urban ‘underclass’, a representation that homogenizes council tenants and marginalizes their voices. This article aims to move beyond a narrow underclass perspective by providing an in‐depth analysis of neighbourhood place images and social identity based on interviews with white working‐class council tenants in the inner London Borough of Camden. Drawing on debates around social distinction and place, the article illustrates a complex set of neighbourhood images rooted in narratives of urban decline as well as notions of belonging and knowing people. The article examines these place images in relation to the longstanding status distinction between respectability and roughness, as well as ‘race’. In conclusion, the defensive and exclusionary elements of neighbourhood images are related to processes of social deprivation and insecurity that have affected working‐class council tenants in Camden.  相似文献

This article presents an open discussion of the processes of urban secession and gentrification in contemporary European cities, arguing that intergroup social dynamics in urban spaces are generally more complex than either extreme mutual avoidance or the colonization of neighbourhoods by the wealthiest groups. We analyse the residential strategies of urban upper‐middle class managers in various European metropolitan areas through in‐depth semi‐structured interviews to argue that these groups develop complex strategies of proximity and distance in relation to other social groups. The development of these ‘partial exit’ strategies takes place through specific combinations of practices that allow groups to select the dimensions they are willing to share with other social groups, and those in which they prefer a more segregated social environment for themselves and their families. The responses of our interviewees were consistently more nuanced and complex than suggested by a simplistic theory about their drive to withdraw from society, forcing us to develop more sophisticated conceptual frameworks to account for the growing prevalence of multi‐layered identities and spheres of reference and solidarity, specific combinations of elective segregation and local involvement, and more active patterns of mobility combined with local embeddedness.  相似文献

Despite developments within planning theory challenging the ideal of the rational master plan it may be argued that there is still use for the production of knowledge through analysis in planning. However, the cultural complexity of today's planning contexts, and a move towards governance and entrepreneurial policies, makes it difficult to make places, to achieve social welfare and sustainability. Traditionally, the analysis of places has been done by architects and planners focusing on physical form, having an essentialist perspective of place resembling the theory of genius loci. In Norway, the planning authorities refined this methodology in the 1990s. This approach is, however, not in tune with a progressive view of places as multiple and dynamic social constructions, and may be accused of ‘symbolic violence’. If one is to take this view seriously and still be able to make plans, planning must also be based on other types of knowledge. In this article I argue for a socio‐cultural approach to reveal social representations and practices that make a place. I use the case of place‐making in Sandvika, a suburban ‘minicity’ outside Oslo, as an example of how a constructivist understanding differs from and may supplement an essentialist approach.  相似文献

Improving the habitat of residents in central‐city neighbourhoods without simultaneously gentrifying these is becoming a pressing dilemma in right‐to‐housing and right‐to‐the‐city agendas, both in the global North and the global South. This article explores what possibilities limited‐equity housing cooperativism can bring to the table. Insights are drawn from two urban ‘renewal’ processes in which limited‐equity housing cooperatives have played an important role: in Vesterbro (Copenhagen) and Ciudad Vieja (Montevideo). The article analyses the everyday politics within and around these cooperatives through a broader institutional and political‐economy lens. This approach sheds light on mechanisms of inclusion and exclusion that operate within these cooperatives, as well as on the processes through which they have been directly and indirectly implicated in the displacement of low‐income neighbours. Despite providing a grassroots housing alternative for local ‘non‐owners’, individual cooperatives participate in, and are vulnerable to, urban transformations that traverse multiple scales. They are inserted, moreover, within wide‐ranging unequal social structures that the cooperative's formal equality has limited tools to offset. The ways in which cooperatives interlink as a sector and how this sector relates to the state are two key dimensions to be considered in challenging capitalist‐space economies.  相似文献

Asserting the need to acknowledge the role of the current crisis and austerity politics in fostering the re‐emergence of squatting initiatives in Rome, this article brings together the literature on squatting as an urban social movement, notably Martínez López's holistic approach, with a political economy perspective analysing the current stage of ‘late neoliberalism’. In so doing, I use the conceptualization of ‘expulsions’ developed by Sassen to show how emerging squatting initiatives in Rome represent the ‘spaces of the expelled’. Focusing on the case of Communia in San Lorenzo neighbourhood, the article shows how Martínez López's approach is able to account for the rapid success and support enjoyed by Communia, going as it does beyond the ‘single‐issue’ perspective that has dominated much of the squatting literature. Indeed, the main claims addressed by Communia activists concern a plurality of issues grouped around the concept of urban commons, as both a practice and a goal. Methodologically, the article is the result of 18 months of fieldwork based on an activist/participatory action research (PAR) approach, comprising participant observation/observant participation, in‐depth interviews and questionnaires.  相似文献

In the current debate on local and regional development and after several ‘turns’, dominant critical models have found some security in institutional, cultural and evolutionary approaches. Interest today centres on success and competitiveness and how they are reproduced in a few paradigmatic regions. A distinctive feature of these regions and places is the embeddedness of certain non‐economic factors such as social capital, trust and reciprocity based on familiarity, face‐to‐face exchange, cooperation, embedded routines, habits and norms, local conventions of communication and interaction, all of which contribute to a region’s particular success. Although these approaches may not deny the forces of the capitalist space economy, they do not explicitly acknowledge them or take them on board and so they tend to discuss non‐economic factors and institutions as autonomous forces shaping development. This essay provides a critique of these concepts based on their (1) inadequate theorization, (2) depoliticized view of politics and de‐economized use of economics and (3) reduction of space to territory. The essay concludes that we need a far more penetrating renewal of radical critique of the current space economy of capitalism. Old concepts such as uneven development, the social and spatial division of labour, the geographical transfer of value, accumulation and imperialism must be combined with cultural and institutional issues, with those non‐economic factors mentioned above.  相似文献

In recent years, geographers and urban sociologists have sought to map and understand the emergence and development of lesbian and gay spaces within the city — popularly dubbed ‘the scene’. It is often asserted that the city is a space of sexual liberation and that specifically the ‘scene’ can play an important part in lesbian and gay men's identity formation and development. However, despite the range and richness of the academic literature on the production and emergence of lesbian and gay urban spaces, relatively little attention has been paid to the actual role of the scene in the ‘coming out’ process and the way young lesbians and gay men negotiate transitions to adulthood. This article addresses this neglect by drawing on empirical work with lesbians and gay men in the UK to explore what the scene has meant to them. In the first half of the article we focus on the positive roles that the scene can play in helping young people to find themselves as they make the transition from childhood to adulthood. In the second half of the article we consider the risks that they can encounter in the process. We conclude by reflecting on the scene as a paradoxical space, and on the implications of this research for the youth transitions and urban studies literatures, and for social policy.  相似文献

The idea of an urban renaissance — based on a celebration of city life and its possibilities — is timely given half of the world's population now resides in urban areas. Yet, as appealing as this prospect may be, both in principle and planning theory, it remains at odds with the desires of many residents who seek ‘lifestyle living’ in low‐density suburban or ex‐urban settings. This article presents the results of a qualitative investigation of what it means to ‘live on the edge’ in a peri‐urban village, as understood by residents living in those settings. These results are evaluated in light of phenomenological literature on authentic and inauthentic places, and the myriad reasons so‐called amenity migrants choose the peri‐urban village as their preferred residential location. The results of in‐depth interviews with 28 residents are presented as a four‐part typology of ‘active’ lifestylers and those searching for community, and ‘passive’ speculators and those seeking a civilized society. Though prior work suggests people are attracted to the peri‐urban village for its bio‐physical environmental features, this research suggests socioeconomic factors and opportunities for active place‐making experiences are as, if not more, important.  相似文献

Historically, the urban was the condition of possibility for the political, but the symbiosis of the two has been concealed by the rise of the state and the concomitant development of the social sciences. The effort to recover the connection by denoting a separate domain of ‘urban politics’ is self‐defeating, because it re‐instantiates an ontology of the political that consigns the urban to the domain of ‘low’ politics. The dominant ontology suggests that ‘high’ politics — the most serious politics or politics proper — is always in the domain of states and empires, and that everything else is subject to it. This view is constantly reaffirmed by the political theory that underpins the state system and the modern social sciences. Nevertheless, a different ontology of the political is always already implicit in the concept of the city, understood as a local phenomenon and a global way of life. To see the political through the city is to notice how proximate diversity stimulates self‐organization and self‐government, generates politics in and between authorities in different registers, and defers the sovereignty claims it produces. On this view, the urban is neither high nor low, but is instead the very form of the political, encompassing states and empires as much as anything else.  相似文献

Using a mix of survey data, results from a study on local planning politics and fieldwork, this article discusses the interplay of planning and welfare policies with global financial markets in the ‘making’ of social segregation in Halle‐Neustadt, a borough in the German city of Halle (Saale). Here, different developments come together. First, Halle‐Neustadt has experienced two waves of privatization, leading to a complete change of ownership structures, marked by the rise of financial investors. Second, welfare cuts have put increasing pressure on welfare recipients to live in the cheapest housing available. This has led to the emergence of a ‘Hartz IV business model’ based on low, but state‐subsidized, rents. Third, new planning policies have led to a massive drop in house prices, thus facilitating the use of ‘leverage’ strategies for financial investors. We expand on an already developed debate, providing new insights about relations between planning, state restructuring and financialization in a German context. We demonstrate that a broad array of changes in national regulatory settings, policy change in different sectors and local particularities can all be crucial in enabling financialization. We conclude that research should place greater emphasis on the state in providing explanations and take differences in context more seriously.  相似文献

This article develops the concept of recombinant urbanization to show how agrarian landed property and land‐based caste/class relations shape the production of post‐liberalization urban real estate markets in India. I focus on two interrelated but differentiated agrarian property regimes in western Maharashtra to argue that real estate development is building on prior uneven agrarian land markets, which were themselves sociotechnically produced by colonial and postcolonial development politics. Through an examination of the organizational form of sugar cooperatives, which mediated agrarian capitalism in an earlier era, I track how these primary agricultural cooperatives are now being reorganized into real estate companies, sometimes with former sugarcane growers as company shareholders. The same caste‐based political and social capital that made sugar cooperatives possible in a capitalist agrarian society is now being leveraged by agrarian elites to ease their own and their constituents’ entry into an urbanizing economy. The concept of recombinant urbanization opens new methodological entryways to analyze the entangled agrarian and urban question in predominantly agrarian and late liberalizing societies.  相似文献

Hip‐hop is a definitively urban movement, born in the crisis of the Fordist city and rooted in the 1970s street culture of poor and working‐class African Americans and Latinos in New York City. Engaging with the contributions of Beer and Lamotte, this essay addresses two questions. Firstly, can we understand hip‐hop as a politics of resistance, a social movement rooted in a claim on urban space and a practice of urban citizenship? And secondly, is hip hop, and particularly rap music, a form of urban and regional research? I argue that as a primarily artistic movement and black expressive culture (subject to commercial imperatives), hip‐hop has a layered and complex relationship with the social, political and spatial fabric of urban America. The complexity of this relationship renders problematic attempts to understand hip‐hop as urban ethnography or as a resistance politics. I conclude by discussing the potential of an engagement between hip‐hop and critical urban studies.  相似文献
