The purpose of this article is to contribute to the understanding of how spatial entities in general — and those spatial entities that are defined as ‘regions’ in particular — form, evolve and sometimes stabilize. Inspired by the scholarship of Noortje Marres, the article explores how regions‐in‐becoming may be gainfully conceptualized as publics‐in‐stabilization. In the article it is argued that some of the mechanisms involved in such processes pertain to how territorially framed issues sometimes become formulated as loosely articulated propositions for regionalization. These can, with time, generate emergent stakeholder communities, which in turn may become stabilized and delegated to more durable forms and materials which can eventually become naturalized as recognized regions. A suggested conceptual model is utilized to perform an analysis of empirical material from three contemporary processes of regionalization in Northern Europe with the purpose of examining and discussing some of the potential merits and shortcomings of the conceptual model. It is concluded that adopting the proposed perspective can enable scholars to highlight some of the mechanisms whereby vague and non‐coherent propositions for regionalization within time may be singularized and stabilized to such a degree that they become taken for granted as naturalized spatialities.  相似文献

In contrast to more traditional debates about voting patterns, local versus state administrations, and individual rights and participatory democracy, this article addresses the question of urban politics through an analysis of subject formation. By taking subject formation as the analytical focus, research questions about ‘politics’ shift from traditional ones about local or state government and the development of consensus, for instance, to ones about the constitution of subjects who are governed and govern themselves in particular ways. Using the emergence of two increasingly commonplace subject forms in contemporary China — urban professionals and volunteers — as examples, the article considers how modes of self‐regulation become political problems and also how subjects may be of the urban as well as located in the urban. The problematizations of socialist state planning have led to new governmental rationalities and technologies that not only produced new subject positions, but also new urban spaces, landscapes, economies and lifestyles. From this view, the article is an intervention into discussions about the ‘where’ of urban politics. It also argues that it is critical to examine politics as problematization and normalization if we are to understand what is at stake in the constitution of potential ‘communities of action’.  相似文献

Cities in Latin America in particular have been investing in new transportation networks such as bicycle systems, metros and bus rapid transit (BRT) technologies in recent years. These infrastructures are promoted as cures for trenchant social and spatial divisions as much as for traffic gridlock and vehicular pollution. This article unpacks the theory that infrastructures might mend cities that have been fragmented into disparate parts by uneven capitalist development. I argue that this ‘infrastructural solidarity' thesis relies on a troubled imaginationshared across urban design and strands of urban theorythat infrastructures are static, formal arrangements that concretize relations and enforce social cohesion or fragmentation. This article draws on qualitative research on the TransMilenio BRT system in Bogotá, Colombia, as well as on the work of Bruno Latour, suggesting that the political life of infrastructure is better revealed when such systems are understood as dense knots of shifting relations with complex temporalities. Arguments for the value of this type of actor‐network theory (ANT) reading often skew towards the esoteric, but the TransMilenio case shows how sorting through infrastructural ontologies actually matters in terms of how urbanists—academic and practicing—conceive of and work towards just and functional cities.  相似文献

Cities are full of disputes about organizing public life. These disputes are important for deciding how spaces get used, and they are integral to how publics form and develop. In all sorts of ways they define the potentialities of urban public life. This article tells the story of the Southbank Centre's plans to redevelop their central London site, and Long Live Southbank's protest of these plans to save their skateable space. Through this detailed case study the article develops a distinctive conceptual apparatus for making sense of public disputes. Drawing links between Deweyan pragmatism and assemblage theory, the article explores how publics were drawn together as assemblages of humans and non‐humans with the capacity to act and argue. It follows the arguments that each side made—and the justifications underpinning them—to explore the different ideas of public‐ness that were at stake in the disagreement. This also helps highlight the space for cooperation that existed. The article emphasizes the part affect played in shaping the dispute; recognizing its role in public reasoning, and in how people get pulled into different publics. This is a story not only of disputation, but of how a corner of London expanded its public‐ness.  相似文献

Mumbai forms the décor to an interesting set of relationships among economic liberalization, globalization, class restructuring and an unprecedented housing construction boom. The much talked about new Indian middle class is primarily an urban phenomenon and seems nowhere more salient than in India’s commercial capital and largest city. This article seeks to undo some of the mysteries that surround the new middle class: how it can be empirically defined, whether and how it is growing, how class restructuring in Mumbai conforms (or not) to Western arguments about social polarization, and how any such class restructuring can best be explained. The empirical analysis employs existing data from various sources on income and consumption in Mumbai (and India at large) and reports on selected findings from a recent survey by the author on housing, class and upward mobility among households in newly constructed homes in Greater Mumbai. Data on the distribution of household incomes show that the upper‐middle income classes have grown relative to the total, that the lower‐middle income classes have shrunk, and that the ranks of the poor have expanded slightly. Survey data among new home buyers in Mumbai suggest little upward mobility. Discourse about the ‘new middle class’ tends to focus on consumption rather than income and additional findings indicate that much of the growth in consumption is credit‐based.  相似文献

The article compares how low‐wage competition and labour migration from EU11 Member States affect industrial relations and working conditions for natives and migrants in three sectors (transport, cleaning and agriculture) in Denmark and Sweden. The analysis shows how already vulnerable sectors with below‐average union density and collective agreements—especially geographical dispersed sectors—are strongly affected.  相似文献

Automobility — the centering of society and everyday life around automobiles and their spaces — is one of the most contentious aspects of contemporary urban growth debates at the local, national, and global scale. The politics of automobility is a spatial struggle over how the city should be organized and for whom. Yet there is little research on how this struggle is unfolding, and how that politics is shaping urban space. Part of this stems from the essentialization of automobility in policy and academic discourses on cities. Moving beyond essentialization, this article will explore how contentious political struggles reveal nuanced and diverse discourses and ideologies surrounding automobility and space. Focusing on what I call ‘secessionist automobility’— using an automobile as an instrument of spatial secession — I examine Atlanta, Georgia’s contentious automobility debate. Secessionist automobility is bound with the blunt politics of race‐based secession from urban space, but also more subtle forms of spatial secession rooted in anti‐urban ideologies. Implications for local, national, and global contestation of automobility will be provided.  相似文献

Efforts to promote community empowerment within regeneration management have been persistently critiqued. Particular concern regards the potential capture of civic organizations into the sphere of influence of more powerful governance stakeholders, leaving communities marginalized and frustrated. Although such ‘capture’ is a discernible threat, this article presents a more nuanced perspective demonstrating the scope for community‐based organizations to dissent from seemingly inexorable regimes of power. The article details a series of tensions that emerged across the evolution of a community‐led regeneration partnership. It then outlines how civil society organizations challenge ‘partnership orthodoxies’, seeking autonomy albeit nested within—and relative to—formal bureaucratic and administrative regimes. Community partners can therefore assume a hybridity of capture and autonomy—or a mutuality—that is rarely acknowledged by accounts that critique regeneration governance.  相似文献

Unravelling the social and economic roots of urban inequality in Africa has remained a thorny issue in African political economy. Stripped to its bare essentials, the critical questions are who causes urban inequality, what causes it, and how it is caused? While all different, the questions are interrelated. Answering the “who causes inequality” question requires a related analysis of what and why, and that is connected to the how question. Indeed, the how question has two parts—how inequality is caused and how it can be addressed. Both are connected to the why question and to its resolution. Unfortunately, while studies about urban inequality abound, they tend to hive off one aspect or another of the tripartite questions on inequality and, even worse, they study the three questions separately. This article tries to overcome the existing atomistic and piecemeal approach to the study of urban inequality in Africa by contextualizing the work of Jane Jacobs and Henry George, who took a holistic view of urban inequality. It argues that Jacobsianism and Georgism have much to offer in terms of understanding urban inequality in Africa, but neither analysis goes far enough to be able to serve as a solid foundation for policy. Ultimately, it is in their approach to urban analysis—the emphasis on context, on actual urban problems, inductivism, and some of their mechanisms for change such as George's land tax and cautious abstraction, in that order, along with their combined vision—which I call “diversity in equality”—that can add to the insights of postcolonialism in understanding and transforming urban inequality in Africa.  相似文献

This article studies the development of Warsaw's S?u?ewiec neighbourhood, Poland's largest business district, as a case of real estate financialization. We argue that the neighbourhood's chaotic ‘de‐contextualized’ growth was shaped by Poland's semi‐peripheral position in the global economy on the one hand—enabling a process of subordinate financialization—and legacies of state socialism on the other. In so doing, we mobilize research on peripheral financialization and global economic hierarchies, and studies of post‐socialism to enhance debates about real estate financialization. Commercial real estate—and office development in particular—is a crucial domain in which contemporary core–periphery structures are produced and negotiated. A key function of subordinate financialization is to absorb globally mobile capital—the product of financialization in the core. The case of S?u?ewiec shows that only by considering the interplay of global hierarchies (Poland's position as capital absorbent), local dynamics (fragmented urban development, which was characterized by competition among these unequal municipalities, with local growth coalitions in some municipalities, but not in others) and specific historical legacies (Warsaw's socialist‐time functional organization and its transformation, which weakened the city) can we fully understand the specific dynamics that shape real estate financialization in different places.  相似文献

There is a growing debate about the nature and extent of platform control over workers. Companies claim they are merely ‘matchmakers’ while labour advocates argue that these organisations exercise granular control over workers. Blending the fields of information science and labour relations, this article develops a classification system of sequential control to delineate between ‘high control’ and ‘low control’ platforms. In doing so, this article provides a theoretical method to distinguish ‘sharing’ versus ‘gig’ platforms and argues that worker autonomy—how platforms foreclose worker choice—can be used to understand platform control.  相似文献

This article presents a systematic literature review of how norms are used in a sample of 436 articles in the human resource management (HRM) field. In exploring how norms are theorized, applied, and operationalized, the article identifies four main thematic fields in which norms are commonly used: culture, diversity, labor market, and work–life. The article makes three main contributions to the existing literature. First, it reveals a pervasive inconsistency in the use of norms across HRM research such that any assumption of a “norm of norms”—that is, consensus on the meaning of norms in HRM—is erroneous and in need of critical reflection. Second, the review offers a typology that outlines four similarities and differences in how HRM research employs norms. Finally, the authors propose a norm-critical research agenda as a relevant basis for future critical and reflexive enquiry into norms in both HRM theory and practice.  相似文献

This article presents an historical overview of the HR Learning System of the Society for Human Resource Management (SHRM), the origins of the Learning System, and its ties to the process of certification by the Human Resource Certification Institute (HRCI). The evolution of the Learning System is described, as well as how content is developed. In the past few decades, a diverse body of scholarship has complicated the image of American suburbs as spaces of white, middle‐class homogeneity. Revisionist suburban histories and accounts of African American and immigrant suburbanization have drawn attention to the longstanding presence of non‐white others in US suburbs. Yet despite diversification, white privilege remains deeply entrenched in suburbia. This article explores the shifting character of white privilege in the US — especially in the US South — and asks how whites interpret diversity and identify those with whom they are, or are not, willing to share their privileges. This article uses the results of a pilot study in a subdivision near Columbia, South Carolina, to explore how white suburbanites articulate belonging in neighborhood space. This discussion highlights the ways in which respondents reject the pre‐civil‐rights order marked by overt racial discrimination, but also reveals the ways in which they evaluate the relative merit of minority groups and identify certain differences as unacceptable. While limited in scope, this study encourages scholars to further explore the ways in which shifting configurations of race become intertwined with processes of contemporary suburban change.  相似文献

Since the interwar period, the Swedish economy has been dominated by a few business groups that control practically all Swedish industry of any importance. This article provides a sociologically informed account of the existence and lasting dominance of business groups in Sweden. In challenging efficiency‐based accounts of business groups in Sweden offered by transaction‐cost economists, I adopt a historical and dynamic approach that understands economic institutions not as efficient responses to external circumstances, such as market conditions, but as “social constructions.” This approach emphasizes the role of contingency as well as agency in the formation and reproduction of institutions. The article demonstrates the historical contingencies of the emergence of the business groups—in the form of economic crises in the interwar period—and how the groups became institutionalized in the postwar period through a process of social exchange among the key actors in the Swedish political economy: the business elite, the trade unions, and the state.  相似文献

We study a model of Bayesian persuasion between a designer and a receiver with one substantial deviation from the standard setup—the designer offers once and for all a single statistical experiment from which the receiver can acquire costly i.i.d. signals over time. Taking a 2-state-2-action environment and employing a tractable continuous-time framework, we fully characterize the optimal persuasion policy. When the receiver features high skepticism, the optimal policy is to immediately reveal the truth, which is true for a large set of primitives. We construct the designer’s maximum payoff and find a discontinuous drop in it as compared with the standard model. Unlike in many standard persuasion models, the designer is not able to appropriate all the rents of information disclosure while the receiver often achieves the highest possible benefit from being able to repeatedly sample from the strategically offered information structure.  相似文献

This article connects two emerging debates in urban studies—the need to pay more attention to the role of nonhuman actors in urban planning and the ways in which media objects affect urban politics and planning—by examining how a video on Bogotá’s car‐free Ciclovía program facilitated the adoption and implementation of a similar program in San Francisco. The analysis shows that media objects have the capacity to act as fulcrums in processes of leveraging urban policy change owing to their potential to alter urban governance structures. The article analyzes the digital storytelling and ‘eye‐opening’ practices through which the video enabled policy changes to be implemented in San Francisco, while also tracing the local and transnational actors, networks and agendas that were involved in the production and circulation of the video through digital archival research and multi‐sited fieldwork. In doing so, it shows the active role that media objects play in shaping urban policymaking processes and provides an example of a relational methodology for studying the digital materialities through which urban policy ideas increasingly circulate.  相似文献
