Cities confronted with unsustainable development and climatic changes are increasingly turning to green infrastructure as an approach for growth and climate risk management. In this context, recent scholarly attention has been paid to gentrification, real‐estate speculation and resident displacement in the context of sustainability and green planning in the global North. Yet we know little about the environmental‐justice implications of green infrastructure planning in the context of self‐built settlements of the global South. To what extent do green infrastructure interventions produce or exacerbate urban socio‐spatial inequities in self‐built settlements? Through the analysis of a greenbelt project, an emblematic case of green infrastructure planning in Medellín, we argue that, as the Municipality of Medellín is containing and beautifying low‐income neighborhoods through grabbing part of their territories and turning them into green landscapes of privilege and pleasure, communities are becoming dispossessed of their greatest assets—location, land and social capital. In the process, community land is transformed into a new form of aesthetically controlled and ordered nature for the middle and upper classes and for tourists. By contrast, communities’ planning alternatives reveal how green planning can better address growth and climate risks in tandem with equitable community development.  相似文献

The threat of flooding in cities is often compounded by political and economic decisions made on watershed management, land development and water infrastructure and provisioning. It has also become a point of conflict between cities’ objectives for development and modernization, and the struggles of marginalized residents living in low‐lying coastal and riverine areas to remain in place. Flooding takes on different forms depending on one's point of view. It is a biophysical issue, involving geology, geography, meteorology and ecology. It is one of urban governance, involving planning and maintenance of infrastructure and land use. And it is sociopolitical, involving historical social and spatial marginalization and contestation. This article, based on mixed‐methods research in Jakarta, Indonesia, traces the conceptual and physical contours of urban waterscapes across these conflicting ideas and narratives. It brings into dialogue theories of urban political ecology, landscape ecology and environmental ethnography to explore the interrelationships between biophysical and sociopolitical factors behind urban flooding. In the article the focus is on the varying materialities and scales involved, including the ecological scales of the watershed, the infrastructural scales associated with flood protection, and the urban scales of planning, governance and social activism. The article concludes with a proposition for a multidimensional approach to thinking and acting on problems of urban ecological change.  相似文献

This article reveals how newcomers weave their own threads into the fabric of urban infrastructure. Entangling their own with other urban assemblages, newcomers generate multi‐layered dynamics situationally in order to render possible the lives to which they aspire. They forge openings where there seemed none before and keep negative potentialities in check. To offer an ethnography of how the Senegalese presence in Rio de Janeiro has grown dynamically between 2014 and 2019, I draw analytical strength from the double meaning of agencement: the action of interweaving varied socio‐material components—agencer—so that they work together well, and the resulting assemblage of social and material components. Two case studies act as a starting point: how Senegalese came to inhabit an urban architectural landmark and how they regularize their residence status. Their transformative power of city‐making is generated both through the mutual intertwining of a dahira, a religious group of Senegalese migrants, and a diasporic Senegalese association and through the ways in which the Senegalese interweave themselves and their institutionalized collective forms with ever more socio‐material components of the urban space. Beyond the better‐known transnational embeddedness of the Senegalese, their complex infrastructuring practices upon arrival become constitutive of new urban realities, moulding the city fabric of which they are becoming part.  相似文献

This article challenges both contemporary and classic urban theory by analyzing the historical case of coastal Ecuador. Working from primary and secondary sources, I track the urbanization of coastal Ecuador during the long nineteenth century, when cacao exports determined not only the economic wellbeing of the city of Guayaquil, but of the entire tropical lowland region. I argue that this extended urban geography was both experienced and practiced as an unbounded economic and cultural region. As the value of cacao exports skyrocketed, capitalists in the city invested in infrastructural projects and financial instruments, divorcing money‐making from cacao production. After the Gran Incendio (great fire) of 1896, the city was rebuilt according to the ideals of modern liberal planning that further separated the city from the country symbolically, despite their continued material interconnection. This work suggests that long histories of capitalist urbanization provide material and theoretical support for critiquing bounded urban theory both past and present, by moving beyond the city and highlighting the processes undergirding spatial production under capitalist social relations. Likewise, this historical case study argues that city‐centrism, rather than being constituted epistemologically, was tied to liberal notions of the urban based on nineteenth‐century ideologies of modernization and progress.  相似文献

The rapid urbanization of China since the mid‐1980s has led to the development of a new spatial category, the urban village (chengzhongcun). The dominant neoliberal urban development regime approaches urban villages as a social, spatial, economic and political problem, and as targets for aggressive redevelopment and eradication policies. In this article, I propose a spatial perspective that makes use of several theoretical ‘anchors' to analyze the influence of urban village spatiality on its development process and to explore alternatives to the dominant redevelopment model. I begin by examining the spatial conceptualization of the urban village as a non‐place, arguing that this spatial reading undergirds the redevelopment‐by‐demolition model and tends to obscure alternative conceptualizations. I then move on to propose three alternative readings of urban village space, examining it as an everyday space, a liminal space and a neighborhood. Combining these three readings with the ‘non‐place' conceptualization provides a nuanced understanding of urban villages' unique spatial attributes and social roles, by evoking spatial and social processes that take place in most urban villages across China. Taken together, these spatial readings challenge the social and spatial rigidity of dominant representations of urban villages and supply a much‐needed spatially based conceptual framework that can be used to develop new urban planning models.  相似文献

This article focuses on the emergence of ‘low‐carbon’ gentrification as a distinct urban phenomenon, a process that we see as the outcome of efforts to change the social and spatial composition of urban districts under the pretext of responding to climate change and energy efficiency imperatives. The article develops a conceptual framework for scrutinizing low‐carbon gentrification, predicated upon insights from literatures on ecological gentrification and displacement. It documents the existence of an ‘eco‐social paradox’ associated with new patterns of socio‐spatial segregation and energy efficiency retrofits. We interrogate the discursive and policy frameworks, socio‐spatial implications and political contestations of low‐carbon gentrification. Evidence is drawn from case study research in an inner‐city district of the Polish city of Gdańsk, where such processes have been unfolding since 2006 due to the implementation of a targeted urban regeneration programme. This investigation is positioned within a wider analysis of secondary written sources about similar developments in other geographical contexts across Europe and North America, where anecdotal evidence suggests that low‐carbon gentrification may be widespread and common.  相似文献

Transit‐oriented development (TOD) plays a significant role within contemporary planning policies for ‘smart growth’ and sustainable development, particularly in Europe and North America. As a well‐rehearsed practice, this planning model is due for critical assessment and improvement in terms of its ability to incorporate dynamic and heterogeneous socio‐spatial processes as matters of concern. Analyses of the conditions for ‘making TOD work’ in the scholarly and professional literatures tend to focus on the ‘node’ and ‘place’ qualities. While elaborations on node analysis (primarily based on accessibility measurements) abound within empirical research, discussions of place‐specific assets are limited in scope and often spatially bounded by the circle defined by a 10‐minute walk. This essay examines the use of this generic ‘circle’ model, and how it normatively frames how place is understood in TOD studies. We argue that the circle enhances a Euclidean understanding of the site, which favours a static and homogeneous spatial analysis of accessibility and density rather than (other) place qualities relating to dynamic socio‐spatial processes. Finally, we argue that relational geography can facilitate an analysis of place qualities beyond the circle—one in which both the continuities and shifting settings of the wider context are meaningfully taken into consideration.  相似文献

在对国内外相关研究现状的基础上,以苏州市为例,探讨了城市旅游空间结构演进过程及优化问题;首先,按照城市旅游地生命周期,阐述了城市旅游空间结构在不同阶段的演变形态和特征,在开发阶段的城市旅游空间结构为单节点的凝聚模式,在成长阶段为多节点并存的放射模式,在成熟阶段为板块旅游模式;其次,实证分析表明,苏州市目前旅游空间结构处于放射模式阶段,不利于城市旅游进一步发展,通过旅游线路体系的完善和空间结构的优化,苏州市旅游空间结构演变为理想的板块旅游模式.  相似文献

Eco‐cities have attracted international attention from governments, corporations, academics and other actors seeking to use sustainable urban planning to reduce urban environmental impacts. China has devoted significant political will and economic resources to the development of new‐build eco‐city projects, reflecting the Chinese government's goals to build a ‘harmonious society' in which environmental sustainability and social stability are mutually reinforcing. We critically analyse the case of the Sino‐Singapore Tianjin eco‐city to demonstrate that the eco‐city's ecologically modernizing visions of eco‐urbanism construct a protective environment for its residents that constrains broader consideration of social sustainability. Through analysis of the marketing and presentation of specific domestic and other spaces of the eco‐city, we examine the application of ecologically modernizing construction and technology to the design of the city. We argue that the eco‐city is discursively constructed as ecologically beneficial for its inhabitants rather than for the broader socio‐environmental landscape. Our analysis of residential spaces in Tianjin eco‐city introduces the question of what ‘eco’ means when considering the construction of eco‐urban environments for the city's residents.  相似文献

Urban insurgencies have spread across the globe like wildfire in recent years. The indignado plaza occupations in Spain are often cited as beacons of popular and widespread dissent. This article argues that urban insurgencies with the highest emancipatory potential in Spain today are found in the practices of the housing rights movement—the Plataforma de Afectados por la Hipoteca (PAH, or Platform for Mortgage‐affected People)—that mainly entail blocking evictions and occupying empty bank‐owned housing. I elaborate on the notion of insurgent practice by examining how insurgency has been considered in relationship to citizenship, planning and public space. I propose insurgent practice as a way of articulating how people attempt to enact equality in everyday life and engage explicitly with socio‐spatial and political questions related to an emancipatory democratic politics. Based on a detailed analysis of two of the PAH's insurgent housing practices, I posit that recuperating empty bank‐owned housing with and for evicted families has the highest and most significant emancipatory potential, as it disrupts the core dynamics of urban capital accumulation and enacts equality for evicted households by directly contesting financial rent‐extraction mechanisms at multiple levels. In closing, I outline some conclusions that emerge from the Spanish housing case and from the concept of insurgent practice and urban politicizing practice in general.  相似文献

The Spatial Pattern of Residential Mobility in Guangzhou,China   总被引:2,自引:0,他引:2  
In urban China, residential mobility behaviors have changed fundamentally in recent decades. While research has been undertaken on the trends and causes of residential relocation for different population groups, less attention has been paid to micro‐level processes of residential change, yet the latter underscore urban dynamics. This study addresses this through a survey conducted in Guangzhou in late 2012, which analyzes the spatial flows of residential shifts within and between three distance zonesinner core, inner suburbs and outer suburbs—to reveal complex mobility trends. In particular, hukou or household registration status, socio‐economic status, the nature and rank of employment, and tenure were found to have varied effects on the probability of inward and outward shifts. More specifically, while outward shifts in recent years mainly involved local hukou holders, families with higher education levels, a higher socio‐economic status or those working for government departments and public institutions were found to be more likely to settle in high‐rise commodity housing in the inner core. The majority of non‐hukou migrants, by contrast, moved within the same street or between adjacent streets within the same suburban area, while age, socio‐economic status and homeownership were found to increase an individual's chance of an inward shift.  相似文献

Using the experience of metropolitan Rio de Janeiro, this article contributes to the broader debate on development regimes, rescaling and state spatial restructuring in Brazil, and its specificities in relation to the international discussion on the transformations in Atlantic Fordism. I argue that the transition from a (peripheral) development state to a competitive and rescaled regime has been accompanied by important continuities. Legitimized through discourses around development poles and trickle‐down effects, the national‐developmental regime has systematically promoted some spaces as opposed to others, without much emphasis on the social and environmental dimensions of spatial policies. The emerging competitive state spatial regime, whether in its neoliberalized, or its more recent ‘rolled‐out’ national‐developmental version, is merely expected to aggravate the historical socio‐environmental contradictions in the production of space. Moreover, scale has proven contested and strategic‐relational, both molding and being influenced by actors that seek to use scalar politics to reach their interests. My analysis suggests that, within this scenario, neither economic growth, nor regulatory and institutional strengthening, nor financial resources are likely to produce structural transformation in the inherited spaces of Greater Rio de Janeiro.  相似文献

Efforts to understand the background to perceptions and manifestation of corporate social responsibility (CSR) in the developing world need to focus on establishing their link with the challenges of socio‐economic governance and societal expectations and cultural traditions. This signifies a departure from a western centric understanding of CSR but also an over‐focus on CSR as philanthropy. This study considers the Malawian tourism industry and finds that its colonial legacy, post‐colonialism development thinking and the national education system explain the prevalence of a ‘CSR as philanthropy’ agenda. When these factors interact with challenges of socio‐economic governance and societal expectations, however, the universality thesis that has often been associated with the theory and implementation CSR can be challenged. These findings therefore suggest a shift from the western centric CSR thinking to a CSR perspective that is strongly grounded in local values and norms and which meets the expectations of the global society. How is the notion of ‘culture’ understood and used in planning the transformation of obsolete industrial space? This article analyses the evidence from a current planning project in Suvilahti, Helsinki. It shows that ‘culture’ is imagined and employed as an instrument capable of producing difference in urban space. The transformation of the Cable Factory in Helsinki and the subsequent consensus on the importance of ‘culture’ are shown to have influenced the planning of Suvilahti. On the one hand, planning is being carried out with a deliberate minimization of planning interventions and the promotion of the spontaneous, non‐planned practices of cultural producers: the future Suvilahti is imagined as a ‘cultural enclave’ and its community is characterized as a ‘living organism’. On the other, ‘culture’ is planned in terms of its supposedly positive effects on urban space. Planners do not want to interfere with the non‐planned character of ‘cultural production’, yet at the same time they express certainty about cultural production's positive spatial and socioeconomic effects. The transformation of Suvilahti is playing an important part in the large‐scale planning project to redevelop the old industrial harbour in Kalasatama, Helsinki. The changes in the nature of planning are analysed under the concept of cultural governmentality.  相似文献
