CAPABILITIES AS FUNDAMENTAL ENTITLEMENTS: SEN AND SOCIAL JUSTICE   总被引:1,自引:0,他引:1  
Amartya Sen has made a major contribution to the theory of social justice, and of gender justice, by arguing that capabilities are the relevant space of comparison when justice-related issues are considered. This article supports Sen's idea, arguing that capabilities supply guidance superior to that of utility and resources (the view's familiar opponents), but also to that of the social contract tradition, and at least some accounts of human rights. But I argue that capabilities can help us to construct a normative conception of social justice, with critical potential for gender issues, only if we specify a definite set of capabilities as the most important ones to protect. Sen's "perspective of freedom" is too vague. Some freedoms limit others; some freedoms are important, some trivial, some good, and some positively bad. Before the approach can offer a valuable normative gender perspective, we must make commitments about substance.  相似文献

This paper discusses the ways that capabilities and human development theory can guide the creation of entrepreneurship programs, utilizing a framework of human-centered design thinking. It is well known that a variety of institutional factors shape gender outcomes and gender inequality within entrepreneurship, particularly with regard to necessity versus opportunity entrepreneurship and informal versus formal sector entrepreneurship. Failure to understand the diversity of entrepreneurial activity among women, and the connection (or lack thereof) of such activity to human freedom, leads to biased entrepreneurship programs. This paper links social economic theory and practice by: (1) discussing the ways that capabilities and human development theory relate to entrepreneurship programs; (2) demonstrating that human-centered design thinking reflects the capabilities approach; and (3) showing how the design thinking framework would be used to create a gender-sensitive entrepreneurship program.  相似文献

Abstract

Several works emphasise the similarities between Rousseau and Smith's analysis of self-interest. We will show, along the lines of Le Jalle, that these similarities end on a divergent appreciation of the importance of envy in commercial societies for, contrary to Rousseau, Smith did not consider envy to be a major threat in commercial societies. Part 1 presents their quite similar definitions of envy based on three characteristics: envy comes from a disadvantageous comparison with others; it is painful and malevolent. Part 2, then, studies their moral psychology, or the way they understand the relationship between sympathy and pity on the one hand, and comparison and envy on the other. Here, we identify significant differences between our two philosophers which might explain why they have opposing views on the predominance of envy in commercial societies and on the issue of inequalities of wealth as we show in Part 3. Rousseau thinks that envy increases with wealth and inequality and thus pervades commercial societies, while Smith sees envy as the exception rather than the rule, and, moreover, does not provide a historical genesis for envy. For Smith, it is emulation rather than envy which is the driving force of the progress of society.  相似文献

Although there is evidence that there was gender inequality in China's education system in the 1980s, the literature in China has mixed evidence on improvements in gender inequality in educational attainment over the past three decades. Some suggest gender inequality is still severe; others report progress. We seek to understand the progress China has made (if any) in reducing gender inequality in education since the 1980s. To meet this goal, we use a meta‐analysis approach which provides a new quantitative review of a relatively large volume of empirical literature on gender educational differentials. This article analyzes differences across both time and space, and also across different grade levels and ethnicities. Our results indicate that gender inequality in educational attainment still exists, but it has been narrowing over time. Moreover, it varies by area (rural versus urban) and grade level. There is nearly no significant gender inequality in the case of girls in urban areas or in the case of the 9 years of compulsory education (primary school and junior high school). Girls, however, still face inequality in rural areas (although inequality is falling over time) and when they reach high school or beyond. (JEL I24)  相似文献

Increases in access to social services are often thought to decrease inequality in the level of these services between advantaged and disadvantaged groups. This is an issue in the developing world, where policy-makers often argue that increasing the level of health care, for example, will decrease gender inequality. However, increases in access to services often have empirically ambiguous effects on inequality, increasing it in some cases and decreasing it in others. This paper argues that this is not surprising, and simple economic theory suggests that we should expect a non-monotonic relationship between access and inequality. At low levels of access to investments, there is no investment for either the advantaged or disadvantaged group, producing equality. Increases in access increase investment for the advantaged group first, generating inequality. Further increases in access increase investment in the disadvantaged group, decreasing inequality. I test the predictions of this theory using data on the availability of health camps (or distance to health centers) and gender differences in vaccinations in India. I find strong support for a non-monotonic relationship between access and gender equality.  相似文献

This paper examines the major economic contributions of Amartya Sen. Sen's contributions fall into three main areas: a philosophical critique of traditional economic assumptions, an attempt to build a more realistic economic science based on the notion of entitlements and human capabilities, and a long series of practical contributions to welfare economics that follow from the capabilities approach - how to measure poverty and inequality better, how to understand famine and hunger, the importance of gender in economic development, and the differences between economic development and economic growth. The paper concludes with a brief assessment of the significance of Sen's work.  相似文献

Love, war and culture have all played an important role in the evolution of human institutions and they have been characterized by complex relationships. War can select unselfish groups ready to sacrifice themselves for the love of their communities that they recognize to be culturally different from the others. At the same time, horizontal cultural differentiation cannot be taken for granted. Culture is the outcome of long evolutionary processes. It requires some human specific characteristics, including a large brain, that are likely to have been influenced by sexual selection and by the peculiar structure of human love affairs. Thus, if war may have generated love, also the reverse may be true: by favoring the development of human culture, love may have produced the conditions for war among culturally differentiated groups. In turn, war may have co-evolved with group solidarity only under the prevailing social arrangements of hunting and gathering economies. In general, human relations have been influenced by the prevailing features of the goods (private, public and positional) that have characterized production in different stages of history. They have been embedded in institutions involving very different levels of inequality, ranging from mostly egalitarian hunting and gathering societies to typically hierarchical agrarian societies and to wealth-differentiated industrial societies. The perspectives of the present-day knowledge-intensive economy can also be seen through the same institutional approach to human evolution. The different nature of contemporary production processes involves a new set of alternative possible arrangements that have different implications for social (in)equality and different capabilities to satisfy basic human needs.  相似文献

We analyze the evolvement of education inequality and the gender gap in Ghana before and after two major education reforms. Using different measures of inequality, our findings suggest that the gender gap at the basic school level has closed following the introduction of the education expansion policies, but inequalities persist at the postbasic school levels and across regions. We further demonstrate that the educational expansion–schooling inequality nexus is best illustrated by an inverted U-shaped Kuznets curve. We find that after an average of 6 years of schooling has been reached, inequality starts to decline, and gender equality can be achieved when the average years of schooling reach 9.  相似文献

Abstract

In recent years, crime has become a serious concern in Mexico as its increase has detrimentally affected government institutions and economic growth. There is considerable speculation among policy analysts about the causes of the increase in crime. Whereas some analysts attribute the increase to a rise in income inequality, others believe internal migration and a loss of morals are the roots of criminal behavior. This research shows that at least for the Mexican state of Veracruz, wage inequality and labor force participation have an important impact on crime. When gender is considered, however, the impact is more complicated than it seems. An increase in women's labor force participation decreases the overall number of alleged violent offenders. However, the number of alleged rapists and grievous bodily harm offenders increases as women's wage distribution improves. The results shed light on the gender dimensions of the economics of crime.  相似文献

This article analyses the microeconomic sources of wage inequality in the United States from 1967–2012. Decomposing inequality into factors categorized by degree of personal responsibility, education explains over twice as much of inequality today as 45 years ago. However, neither hours worked nor education, industry, marital status, or geographical location can explain the rise in income inequality. In fact, ‘unfair’ inequality (income disparity derived from non-responsibility factors) has risen faster than ‘fair’ inequality (income disparity derived from responsibility factors), regardless of the set of variables chosen as fair sources of inequality. We further examine income inequalities within gender and racial groups, finding substantial heterogeneity. Overall, using micro data to understand the sources of inequality and how these changes over time can provide better information for policymakers motivated to combat rising inequality.  相似文献

This paper analyzes children's well-being using the capability approach, with a special focus on gender differences. The two areas analyzed are the capability of senses, imagination, and thought; and the capability of play. Using data from the 2008 Multipurpose Survey on Daily Life released by the Italian National Institute of Statistics, a structural equation model is estimated in which the capabilities are defined as latent variables that are intrinsically interrelated. For each capability, a set of indicators of functionings is utilized and the effects of individual and social conversion factors – including parents’ unpaid work, their level of education, and employment status – are analyzed. The model is applied to Italian girls and boys ages 6–10 in 2008. The analysis confirms that the two capabilities are interrelated. Policies aimed at improving children's achievements in education also improve the capability of play and vice versa. Differences by gender occur in the factors’ effects.  相似文献

I characterize how house price shocks affect consumption inequality using a life cycle model of housing and nonhousing consumption with incomplete markets. I derive analytical expressions for the dynamics of inequalities and use these to analyze large house prices swings seen in the United Kingdom. I show that movements in consumption inequality were large, that they correspond with the theoretical predictions qualitatively, and that the model explains a large fraction of the movements quantitatively. I demonstrate the accuracy of this analysis using an extended model's full nonlinear solution. Finally, accounting for house price shocks alters estimates of labor–income risks using cross‐sectional data.  相似文献

This paper conducts an empirical investigation into the issue of inequality decomposition, using the 1985 FES micro data tapes for Northern Ireland. It is hoped that it makes three contributions. First, by using the raw data, it permits a fairly rich disaggregation of individuals. The disaggregation employed in this paper viz. by individuals belonging to different'family types'and individuals of different'economic status'seems particularly relevant to social policy. Second the data also permits a disaggregation of total income by type of income: this permits one to assess, for example, how much of total inequality is caused by inequality in the distribution of income from different sources. Finally, the analysis is consistent with the existing theoretical literature on inequality decomposition.
The main results may be summarized briefly. When the FES sample was divided by subgroups of family type or economic status, then, in 1985, most of income inequality in NI was due to within group rather than to between group inequality. When total income was disaggregated by income type, then inequalities in the distribution of wages and salaries made the largest contribution to the inequality of total income. Prosperous families in NI tended to contain within them a far greater proportion of secondary workers than did the less well off families. It was not implausible therefore that the distribution of employment between families made a major contribution to wage inequalities between them.  相似文献

Africa has the largest number and proportion of fragile states in the world. Fragile states are characterized by slower economic growth, higher incidences of poverty, and persistent inequality. Thus, there is a circular relationship between fragility, inequality, and slow economic growth. This study examines the relationship between fragility, financial inequalities, and inclusive growth in African countries. We introduce a novel way of examining inclusive growth in African countries by developing a unified measure of inclusive growth that captures the two dimensions of inclusive growth: income growth and income distribution. This enables us to adequately assess not just increased opportunities arising from economic growth, but also see how those new opportunities are distributed across all segments of the population. We captured the fragile status of African countries by using an index of fragility. We measured financial inequalities using new data on financial inclusion. The data analysis suggested negative relationships between fragility and inclusive growth in African countries. In addition, the results suggest positive relationships between financial inclusion and inclusive growth. Thus, inclusive growth can be fostered through policies that reduce financial inequalities. Therefore, a less fragile environment is conducive to inclusive growth both directly and indirectly through financial inclusion.  相似文献

Amartya Sen's capability approach to human welfare recognizes the impact of social institutions on human capabilities. But as an evaluative framework, it does not analyze the role of institutionalized power in causing or perpetuating inequalities in individual opportunities to achieve. Drawing on authors who are receptive to the capability approach and who have examined the political aspects of advancing human capabilities, this paper presents a view of social power and its exercise that is congruent with the capability approach. This examination of power continues the exploration of intergroup relationships that Sen has advocated, and it can be expected to yield new criteria for policy evaluation as well as new policy options.  相似文献

Based on unit record data from four household surveys conducted by Statistics New Zealand for the years 1983/1984, 1991/1992, 1995/1996 and 1997/1998, this paper addresses some ethnic dimensions of income inequality among New Zealanders over the period of the surveys. It applies alternative techniques of decomposition of the Gini coefficient of inequality by subgroups of population. It then analyses how changes in the incomes of specific population subgroups affect the overall inequality. The results help quantify the economic distances among the different ethnic populations of New Zealand, and indicate how and why these distances have been changing over time.  相似文献

This contribution studies revenue sharing in the public pension system in Spain from a gender perspective, revealing that differences are evident in the percentage of men and women entitled to different types of pensions and in the average fiscal amount per pension for men and women. Using 2010 data, the study analyzes how labor market conditions are reflected in pension type and amount for women pensioners, yielding two important conclusions: the income of women pensioners decreases, relative to men, with age; and the degree of inequality of pensions among women is lower than that among men. These gender differences owe to the contributory character of the system, which reproduces the labor market inequalities of both genders – inequalities that ultimately derive from the social division of roles in which women remain responsible for unpaid care work. This conclusion is consistent with similar studies on other European countries and world regions.  相似文献

The question I pose in this article is just why, from its egalitarian foundations, inequality first arose. There is good information regarding how inequality has been defended over the millennia, but no answer as to why, from an egalitarian ideological foundation, some began to assert a superior position, while others — the vast majority, in fact — accepted this. In this historic process that leads to the current period, it appears that those asserting a superior position are of an “honorable” nature. That is, they tend to be mass murderers, fundamentally dishonest, hypocrites, and generally anti-social. Just why is this? Why are these “honorable men” of the Brutus type at the top of the social hierarchy? While Thorstein Veblen and Karl Marx have developed cogent analyses of inequality itself, neither has explained the origins of inequality in its break and separation from the original state of equality. I propose that this is a task for institutionalists, basing their argument on Veblen’s understanding of “institutions.”  相似文献
