This Dialogue presents the views of four authors, from the US, the UK, and Norway, on the best policies to help lone mothers. Lone mothers face an inevitable dilemma in allocating their time between earning income and caring for their children. The low-earning capacity of women in an unequal labor market exacerbates the problem, causing material hardship for many lone mothers and their families. The policy solutions proposed lie along a spectrum, ranging from those that seek to enable all lone mothers to take employment to those that aim to let mothers choose whether to take employment or care for their children themselves. Other policies discussed concern ways to value and support caregiving, improve the low-wage labor market for women, and provide a set of income supports that would both boost income and provide time to care for children.  相似文献

Reform of the United States welfare system in 1996 drastically changed welfare receipt for low-income lone mothers. This paper explores the effects of these changes on lone mothers by summarizing empirical work on caseload reduction, labor force participation, income, poverty, material hardship, and family formation. While it appears that the economic status of many lone mothers improved during the economic expansion in the late 1990s, many lone mothers continued to experience poverty and material hardship. Building on the work of feminist scholars from both the US and other countries, this paper goes on to critique mainstream research on welfare reform. It identifies a particularly feminist approach to welfare reform research, stresses its advantages over mainstream research, and speculates about why there is comparatively less feminist research to date. The paper concludes by calling for more structural analyses of poverty and of lone motherhood itself.  相似文献

Abstract

Lone mothers have to take care of a sick child with little or no help from the child's other parent and have to carry all costs connected to leave-taking. This paper empirically tests whether lone mothers take more temporary parental leave to care for sick children than partnered mothers and whether parental leave is associated with a signaling cost. The results from this study of Swedish mothers show that lone mothers use more temporary parental leave than partnered mothers. Further, within the group of lone mothers, those with higher socioeconomic status take less temporary parental leave than those with lower socioeconomic status, whereas no such differences are found within the group of partnered mothers. One possible interpretation is that signaling costs negatively influence the utilization of temporary parental leave for lone mothers.  相似文献

For the last twenty years, eastern Sri Lanka has witnessed a bitter and bloody civil conflict. This paper explores the experience of female-headed households in the region. Only partially the product of war, such households cannot be bundled together as a social problem with a single solution. Our study endorses the feminist suspicion of falsely homogenizing accounts of women's lives and suggests instead an alternative emphasis on the many ways in which gendered relations of dominance and subordination are maintained. With its co-existing Muslim, Tamil, and Sinhala groups, eastern Sri Lanka facilitates the exploration of ethnicity as a source of variation. The households included in this study share a common structure and face the same economic problems, yet ethnic differences divide them. The paper charts the problems, strategies, and partial triumphs of these lone mothers and proposes policies to help them in their mundane but heroic struggle.  相似文献

There is a heated debate in many developed countries about how to design a welfare system that moves lone mothers off welfare and into work. We analyze the consequences of a major Norwegian workfare reform of the generous welfare system for lone mothers. The reform imposed work requirements and time limits on welfare receipt, while raising in‐work benefits. Our difference‐in‐differences estimates show that the reform was successful in improving labor‐market participation and in increasing the earnings of lone mothers. However, the reform was associated with income loss and increased poverty among a sizeable subgroup of lone mothers, who were unable to offset the loss of out‐of‐work benefits with gains in earnings.  相似文献

Lone mothers, as sole caregivers and women, face unique challenges to guaranteeing the economic well-being of their children compared to lone fathers. While all lone parents face a trade-off in time spent earning wages and time spent caring for children, mothers are likely to earn wages lower than fathers, thus increasing their chances of falling into poverty. Using data from the U.S. Census Bureau’s 2013 Current Population Survey, we estimate the size of the gender poverty gap among lone-parent families. We apply the Oaxaca–Blinder decomposition to assess whether this gap can be solely attributed to parent and family demographics. Much of the poverty gap, however, is attributed to unobservables, suggesting the increased likelihood of being in poverty for lone-mothered families may be, in part, due to gender-based discrimination in labour markets.  相似文献

We document the changing labour force participation patterns of women with young children in Russia during 1992–2004. In this period maternity leave benefits became less generous, and childcare was privatized and became increasingly scarce. Using nationally representative household survey data it is shown that in 1992, there was essentially no association between the probability of a woman being a labour force participant and her having a child under age 3. However, by 2004, having children under age 3 had become associated with significantly reduced participation and employment probabilities, conditional on other observable characteristics of women and their households, and local factors. Several potential explanations for these findings are discussed.  相似文献

Analysing survey data from 32 selected cities across China in 2003, this article examines parents’ expenditure on their children's education from two aspects: factors affecting domestic education expenditure and factors affecting expenditure on overseas education. The main findings that emerge from this study are as follows. First, household income has significant effects on the magnitude of the domestic and overseas educational expenditures. Second, households where mothers have senior secondary school or college education, and fathers are working in professional occupations are likely to spend more on education for their children. Third, being in the highest income category, having a college-educated father, having a mother who is a cadre or middle professional and living in a coastal area significantly enhances the probabilities for the households sending their children overseas for education.  相似文献

Abstract

This is a response to Robert Cherry's comment on the article, “Welfare as We [Don't] Know It: A Review and Feminist Critique of Welfare Reform Research” that appeared in the 10(2) issue of Feminist Economics. This response argues that while some combination of welfare reform, the booming economy in the late 1990s, and changes in economic policy all worked together to decrease caseloads and increase employment rates among welfare leavers, these are incomplete measures of the impact of welfare reform on the lives of lone mothers. This paper also argues that the effects of welfare reform on lone mothers are more mixed than Cherry acknowledges. This paper concludes that when one holistically examines low-income lone mothers' lives, it is premature to declare welfare reform a success.  相似文献

Using household data from twenty-six African countries, this study examines the correlation between four measures of polygyny and child growth. External validity is added to existing small-sample evidence by investigating this correlation across many countries and by controlling for, as well as exploring, sources of heterogeneity at the regional, country, household, and maternal level. Household fixed-effects models indicate that the children of monogamous mothers have significantly greater height-for-age z-scores than children of polygynous mothers. Also, a low ranking in the hierarchy of mothers and the ratio of married women to men are negatively correlated with child height. The correlation varies widely across countries and is strongest for multigenerational polygynous households.  相似文献

The feminization U theory claims that women’s labor force participation drops during the initial phase of industrialization and rises once a certain level of development is reached. This paper is the first to exploit the diversity in economic structure across municipalities to consider the shape of the feminization U in a developing country. Using data from South Africa’s 2007 Community Survey, this study investigates whether a feminization U exists. Results reveal a U-shaped relationship between the share of nonagricultural employment and women’s probability of being in the labor force. Results show that the exclusion of informal urban employment leads to an overestimation of the U slope and part of the decline in women’s labor force participation during early structural change is likely related to household and care constraints. A U-shaped relationship is not found between the share of households with electricity and women’s probability of being in the labor force.  相似文献

Abstract

This paper tests three hypotheses about how mothers' autonomy in India affects their children's participation in school and the labor market. To do so it extends the concept of mothers' autonomy beyond the household to include the constraints imposed by the extent of gender equity in the regions in which these women live. This study began with the expectation that increased autonomy for Indian mothers living in heterosexual households would increase child schooling and decrease child work. However, the results are mixed, indicating that mother's autonomy can be reinforced or constrained by the environment. The paper concludes that mothers and fathers in India make different decisions for girls vis-à-vis boys and that the variables reflecting mothers' autonomy vary in their impact, so that mothers' level of education relative to fathers' is not often statistically significant, while mothers' increased contributions to household expenditure decrease the probability of schooling and girls' work.  相似文献

Data from two British cohort studies show that women with childrenhave lower wages than childless women. We develop an innovativedecomposition of this 'family gap'. The crude pay gap betweenmothers and childless women in their thirties was similar in1978 and 1991, but low pay in part-time work became more importantin explaining this gap, and human capital less so. We find that,among full-time employees, women who broke their employmentat childbirth were subsequently paid less than childless women.In contrast, mothers who maintained employment continuity wereas well paid as childless women, but neither were as well remuneratedas men.  相似文献

Any subsidy provision for healthcare premiums, including those embedded in Affordable Care Act (ACA), has the potential to result in some couples facing an implicit penalty when married relative to unmarried. To illustrate such consequences of means-tested subsidies of health insurance premiums, we construct hypothetical households earning different levels of income who are eligible for current subsidies in the USA. and compare the estimated implicit marriage penalty faced by these households to the one faced by low-income households who are eligible for various means-tested programmes (e.g. TANF, WIC, SNAP) for each of the 48 contiguous states. We find that, like very low-income households, marriage can potentially penalize couples who receive health insurance premium subsidies by decreasing their overall disposable income by as much as 14%. We find that the ACA increases the number of households subject to marriage penalties embedded in means-tested programmes for low-income couples. This distortion will exist for any future health insurance premium subsidies that are means tested at the household income level.  相似文献

It is generally assumed that credit has a positive effect on children's schooling among poor households. This article shows that need not be the case when households obtain credit for investment purposes. In fact, investment loans may not have any effect on the likelihood of schooling for children who work in their family business. Our estimates confirm that this is the case; credit used to finance investments has no effect on the odds of schooling for employed children. This may be because investment loans increase children's labour productivity, which in turn increases the opportunity cost of schooling. The results of this study suggest that improving access to credit may not, by itself, constitute a solution to the problem of child labour in developing countries.  相似文献

The existing literature does not provide a theoretical basis for understanding why Russians participate in the land market. Based upon a survey of 800 rural households in five Russian regions, this article analyses three variable clusters which act as the independent variable: structural factors, capital factors and labour factors. Statistical analysis is performed to test which of the independent variables best explain participation in the land market. The analysis has policy implications as Russia searches for a way to transform its land relations.  相似文献

How lone parents combine work and welfare in earning a living has long inspired discussion. Yet little is known of their actual labor market attachment, either over calendar time or during individual lifetimes. In this article we address both issues, first by studying Norwegian Labor Force Surveys to illuminate the labor force participation of lone parents during the last two decades and by comparing the trends revealed with similar developments among married and cohabiting parents. Next, we analyze individual labor market transitions, using longitudinal data from administrative registers. The analyses demonstrate large differences in the labor market behaviors of single and nonsingle parents in Norway, even when controlling for differences in human capital and care responsibilities. Shifting labor demand and welfare reforms that prioritize paid work have both affected the employment of lone parents, but favorable economic conditions seem to have played a larger role than stringent social policies in increasing their employment activity.  相似文献

Household survey data from China is used to analyze the determinants of households' willingness to pay to participate in the New Cooperative Medical System (NCMS). Wealthier households, households with at least one member who has been treated as an inpatient, and households in counties where NCMS is already established are willing to pay more for the program. Households who carry other forms of insurance, however, have a lower willingness to pay for the NCMS. We also find that the participation fee could be increased substantially to increase the size of the risk pool while scarcely affecting participation rates. (JEL I1, O1, D1)  相似文献

The analysis in this paper presents evidence on the behaviour of tenants in public housing in Australia. Using a unique administrative dataset for West Australia, we identify the nature of spells in public housing and the determinants of the length of those spells. Our results indicate that lone parents and single individuals experience longer spells in public housing compared with couple households. We find that an increase in the market rent of a property in the order of $100 per month reduces the hazard out of public housing by between 17 per cent (lone parents) and 10 per cent (couples).  相似文献

This paper explains how household formation rules affect the fertility and labour supply of women in the Former Soviet Union and neighbouring countries. Women who bear a male first child in countries dominated by traditional, patrilocal households are shown to have substantially lower subsequent fertility from those whose first child is female. Where households are generally nuclear, male first borns do not reduce subsequent fertility. Middle-aged women in more patrilocal contexts often work less if their first child is male, despite reduced fertility and being more likely to reside with a daughter-in-law. In more nuclear contexts, they tend to work more. These findings suggest that household formation rules are strongly related both to women’s demand for sons and to the direction of intergenerational transfers.  相似文献
