We analyze the work incentives and labor supply effects of the so-called mini-jobs reform (subsidies of social security contributions to people with low-earnings jobs) introduced in Germany in April 2003. The analysis is based on a structural labor supply model embedded in a detailed tax-benefit microsimulation model for which we use the German Socio-Economic Panel (GSOEP). Our simulation results show that the likely employment effects of the mini-jobs reform will be small. The small positive participation effect is outweighed by a negative hours effect among already employed workers. The fiscal effects of the reform are also likely to be negative. As the first woman to win the Nobel Prize in economics, Elinor Ostrom has attracted the interest of many feminist economists. Best known for her work on common pool resources, Ostrom made numerous theoretical and methodological contributions to economics, many of which are useful for feminist economists. This paper explores Ostrom’s work on coproduction: the active participation of individuals who receive a good or service in the production process. A particular focus is on how Ostrom’s model of coproduction might be applied and extended to capture the characteristics and circumstances of aged care. Data from interviews with women employed in Australia’s aged-care sector are used to inform a discussion of coproduction in aged care and the institutional supports necessary for successful outcomes. Key issues include the skills and resourcing of aged-care workers, and their authority to negotiate care practice with care recipients under current governance arrangements.  相似文献

This article traces the development of policies designed to reduce gender workforce inequality in Australia. In contrast to earlier centralized and collective approaches, current strategy is founded on individualism and direct workplace bargaining. The location of reform is now the enterprise, with direct bargaining replacing collective standards. Current policy developments have seen gender subsumed under market imperfections and family responsibilities. These policies will remove many of the safeguards of minimum pay and conditions for women workers, especially those who are most vulnerable. When combined with the growth of "nonstandard" jobs the picture is bleak for many workers, especially the low paid. The onus for corrective action now rests with individual employees and workplace managers, with trade unions being marginalized. The authors suggest that a continuation of the current policy will wind back the clock on the employment conditions of women workers in Australia.  相似文献

This paper develops a three-sector model to analysis the mechanism of cross sectoral labor reallocation in China over the period of 1978–2011. The model incorporates factors of sectoral differences in productivity, non-homothetic preference characteristics of consumers, and institutional barriers of labor mobility. Moreover, the model considers changes in the scale of the public sector as an important driving force. We find that there are two effects of changes in the scale of the public sector in declining public sector output on labor reallocation. First, enterprises will increase the share of capital input to labor, resulting in relative expansion of non-agricultural production. Second, residents' income will also increase, together with the relative increase in demand towards non-agricultural goods due to non-homothetic preference characteristics of consumers. ABSTRACT

Using data from Chile, this study analyzes the relationship between different forms of social capital and women’s labor force participation, accounting for both endogeneity problems and differences among women of different economic strata. First, the results suggest that only some types of social capital are relevant for labor force participation: namely, networks with weaker yet far-reaching connections, including higher-status individuals. There are neither empirical nor theoretical reasons to believe that women have better access to such networks than men. Second, this type of social capital is only relevant for the economic integration of the richest women, failing to increase labor force participation among women of the other 80 percent of households. Thus, this study concludes that policies targeted at women’s economic integration based on the presumption that women have more social capital than men are deeply flawed.  相似文献

The way in which the new international division of labor (NIDL) in the globalized economy affects gender inequalities has not been sufficiently explored yet. The body of literature on commodity chains that has attempted to assess the welfare effects of the NIDL, especially in less developed countries, has paid sparse attention to gender issues. Globalization has entailed the deverticalization of commodity supply chains and the emergence of highly concentrated financial groups and transnational companies linked to a network of firms operating as affiliates and suppliers, namely the global commodity chains. The NIDL could worsen gender inequality, due to the particular organizational strategies in global commodity chains that privilege power, instead of trust and market exchange, as the major form of governance and means for resource allocation. Because women represent the poorest swathe of the world’s population, they suffer the most from the growing wealth inequality and the concentration of power produced by the NIDL. Moreover, because of the traditional sexual division of labor and because of their low status in society, women are the most harshly exploited subjects in the system. The general conclusion of the paper is that in the NIDL the main means of resource allocation are not competitive markets, as often suggested by the GCV literature and mainstream economics, but are instead power relations that ultimately stem from the patriarchal culture of violence and domination.  相似文献

Price trends in housing markets may reflect herding of market participants. A natural question is whether such herding, to the extent that it occurred, reflects herding in forecasts of professional forecasters. Using more than 6,000 forecasts of housing approvals for Australia, we did not find evidence of forecaster herding. On the contrary, forecasters anti‐herd and, thereby, tend to intentionally scatter their forecasts around the consensus forecast. The extent of anti‐herding seems to vary over time. We also found that more pronounced anti‐herding leads to less accurate forecasts.  相似文献

Abstract

This contribution examines the relationship between women's labor force participation (LFP) and fertility in three industrial towns of nineteenth- and early twentieth-century England from a feminist economic perspective. The study augments existing statistical approaches to demographic history by discussing women's motivations. Women's LFP influenced their likelihood of family limitation (via effects on both age at marriage and marital fertility). Where women were most likely to be in paid work, they were most likely to limit family size. It is further argued that the diversity of LFP patterns is the principal explanation for the varied patterns of fertility decline in different parts of Britain.  相似文献

We examine the division of labor within households and marital matching patterns in the USA using both the Current Population Survey (CPS) and the National Longitudinal Survey of Youth (NLSY). We use Becker’s theory of marriage markets by estimating household production functions and using the estimates to test for positive or negative assortive matching. We also construct match matrices, which are used to judge how well our model fits Becker’s theory. We find positive assortative matching on all traits in young marriages and couples without children, and negative assortment along some traits in marriages with children. This suggests that children induce specialization whereas couples without children exploit household public goods.

This paper argues that the capitalist spirit associated with Max Weber’s Protestant Ethics is not associated with Protestantism but with the modernization phase of economic development. A preference for hard work is also found amongst other religions and non-religious people at times of high economic growth and decreases after the modernization phase. We find a robust relationship between the level and growth of economic development during an individual’s childhood and this individual’s work ethic. An epidemiological approach is applied to indicate that the direction of the relationship runs from growth and the level of economic development at the time values are formed, to work ethic. Protestant adherence has a positive relation with work ethic, but this relation is less robust than economic development.  相似文献
