This article explores the implications of the OECD‐wide decline of union density for earnings inequality and income redistribution by looking at aggregate (country‐level) data. Over the period 1975–95, countries that experienced relatively large declines in union density also experienced relatively large increases in earnings inequality. In addition, governments apparently became less willing to engage in ‘compensatory redistribution’ in these countries. Since the early 1990s, however, union decline has become less closely associated with rising earnings inequality and redistributive policy changes. I argue that the declining relevance of unionization has to do with changes in the position of union members in the income distribution. In most OECD countries, the average union member has become relatively better off as union density has declined and union members have probably become less supportive of wage solidarity and redistributive government policies.  相似文献

In this article we use matched cross sections from the Current Population Survey (CPS) to examine patterns of short-term earnings mobility for the period 1967-91, which we then employ to assess the impact of rising annual individual earnings inequality on inequality over a longer span, First, we find that less-educated individuals and blacks have more instability in their earnings than those who are more highly educated and non-black. Second, short-term mobility levels have not undergone major changes over the time span we examine. Third, our results suggest that long-run inequality (calculated over five years) rose in the latter half of the 1980s. Fourth, important differences exist across demographic groups in long-run inequality trends, with long-term inequality increasing most in the 1980s for less-educated males.  相似文献

This article provides a longitudinal perspective on changes in Spanish male earnings inequality for the period 1993–2000 by decomposing the earnings covariance structure into its permanent and transitory parts. Cross‐sectional earnings inequality of male full‐time employees falls over the second half of the 1990s. Such decline was determined by a decrease in earnings instability and an increase of the permanent earnings component. Given the marked decline in temporary employment over the sample period, we also examine the effect of the type of contract on earnings variance components and find that workers on a fixed‐term contract face, on average, more instability than workers on a permanent contract. This evidence suggests that the decline in temporary employment is responsible for the decreasing earnings instability.  相似文献

This paper reports research examining differences in the earnings distributions of unionized and non–unionized workers and the impact of union status on the likelihood of a worker being in each region of the earnings distribution. Average earnings of unionized workers are shown to be higher than those of non–union workers in the first four quintiles, but lower than average earnings of non–unionized workers in the top quintile. Union effects are greatest among workers situated in the lower and middle regions of the distribution, and benefit workers who are typically disadvantaged in the labour market.  相似文献

This paper presents a systematic analysis of the decentralization of the Israeli system of collective bargaining and its contribution to the rise in earnings inequality. We quantitatively analyze all collective agreements that were signed between 1957 and 2003, and present the scale, scope, and timing of five dimensions of decentralization. The findings suggest that decentralization started in the mid‐1970s when national agreements were less likely to be extended to nonunion employees; it was intensified in 1975–1980 when nationwide industrial agreements were supplanted by occupational and local agreements. Decentralization became fully consolidated by 1987 when peak‐level agreements covering the entire private sector were no longer signed. We then present evidence (including time‐series analyses that control for union density and macroeconomic indicators) that the process of decentralization, especially the decline in the use of extension orders and the proliferation of local agreements, explains a significant part of the sharp rise in earnings inequality in Israel during 1970–2003.  相似文献

This study examines the differential effects of union density on the degree of earnings inequality among women and among men. Our results suggest an equalizing impact of union density for all men and for both men and women who work year-round and full time. Union density does not appear to equalize and may even contribute to a disequalization of the earnings distribution for all women.  相似文献

Increases in the inequality of earnings among male workers since the late sixties have been attributed primarily to shifts in employment from goods-producing to service-producing activities and the baby-boom cohort's entry into the labor market. This paper provides empirical estimates of the magnitude of these and other potential causes of the increase in earnings inequality from 1967 to 1985. The results show that changes related to the age composition of the labor force and to the industrial composition of the labor force account for only a portion of the increase in inequality. Most of the increase in unexplained by either factor. Other contributing factors include a rise in the return to education, a change in the relationship between age and education among males, and a decline in the marriage rate among younger males.  相似文献

Multi-unionism is a common feature of the industrial relations scene, yet to date there has been relatively little economic analysis of its effects, in particular on the outcome of wage negotiations. In this paper, we examine the impact of multi-unionism—specifically, the degree of union membership concentration—on the determination of the relative pay of a particular occupational group, namely that of schoolteachers in England and Wales. We measure teacher trade union concentration using the Herfindahl index of concentration, and find that, after controlling for other possible influences, changes in the value of this index have a positive impact on schoolteachers' relative pay. In addition, we find union membership concentration to be a better indicator of 'union pushfulness' effects in wage determination than the traditional measure, union density. These findings are potentially of wider significance for the analysis of wage determination in multi-union environments.  相似文献

A number of recent studies measure trade union membership concentration using the Herfindahl index. This study uses the same measure to examine the relative effects of the different factors that influenced the level of British union membership concentration between 1892 and 1987. Five factors are identified as influencing this development: mergers, formations, dissolutions, breakaways, and membership change. Marked occupational differences in the relative effect of these factors are shown. In aggregate terms, mergers and membership change tend to be complementary in effect until 1946 and counteractive thereafter.  相似文献

This article examines the importance of family, gender and place to the intergenerational transmission of trade union membership. Using data from the British Household Panel Survey, we show that union membership among parents influences the union joining behaviour of young workers. These effects are particularly apparent among daughters and where both parents are members of unions. The effects of parental membership are also stronger among those born in areas characterized by relatively high levels of union density. Parental effects are therefore important to our understanding of the persistence of regional variations in levels of trade union membership.  相似文献

Most of the literature on strikes has addressed one of four issues: causation, variation between sectors and countries, trends over time and the relationship between strikes and other forms of collective and individual protest. Very little research has addressed the equally important questions of strike outcomes and trade union membership despite the substantial body of research on the causes of trade union membership decline and strategies for membership growth. In this paper we reverse the usual sequence of trade union membership as a causal factor in the genesis of strikes and examine the impact of strikes on trade union membership levels. After setting out the relevant theory and hypotheses, we use a unique seven‐year dataset of trade union membership joiners and leavers from a major British trade union with a substantial record of strike activity. Controlling for other possible determinants of trade union membership, we find that months in which there is strike action, whether national or local, are associated with a significantly higher rate of membership growth, measured both by the number of joiners and by the ratio of joiners to leavers. Data from new union members suggest that perceived injustice and perceived union effectiveness both motivate the decision to join.  相似文献

Employing a regression discontinuity (RD) approach on gubernatorial elections in the United States over the last three decades, this paper investigates the causal effects of governors' party affiliation (Democrat versus Republican) on unionization of workers, and unionized workers' working hours and earnings. Surprisingly, we find no significant impact from the party affiliation of governors on union membership and union workers' labor‐market outcomes.  相似文献

This study exploits longitudinal employer–employee matched data from the U.S. Census Bureau to investigate the contribution of worker and firm reallocation to changes in earnings inequality within and across industries between 1992 and 2003. We find that factors that cannot be measured using standard cross‐sectional data, including the entry and exit of firms and the sorting of workers across firms, are important sources of changes in earnings distributions over time. Our results also suggest that the dynamics driving changes in earnings inequality are heterogeneous across industries.  相似文献

In this article, we examine the role of institutional context, organizational structures and trade union strategies in tempering membership decline in the number of trade unions in Poland. Empirical data include membership statistics collected for NSZZ Solidarno?? and 54 affiliates of two other largest trade union confederations (OPZZ and FZZ) supplemented by semi‐structured interviews with union leaders. In a decentralized collective bargaining system in Poland, a centralized trade union confederation (NSZZ Solidarno??) can more easily shift resources to efficiently organize workers than decentralized confederations, OPZZ and FZZ, whose development is mostly driven by competing trade unions representing narrower occupational groups. In conclusion, this observation is put in a broader context of the debates about trade union renewal in Eastern Europe.  相似文献

We examine the degree to which factors associated with workers' union membership decisions are sensitive to shifts in the institutional environment of unions. This paper examines how the distribution of earnings in rural Ghana and Uganda differs by income type and by gender. We find that non-farm earnings contribute to rising inequality, but that lower income groups also benefit due to strong overall growth in non-farm earnings. The inequality-inducing effect is driven by self-employment income; wage income, on the other hand, reduces inequality. The tendency of non-farm income to contribute to inequality is greater among female-headed households for whom self-employment is important and non-farm opportunities more constrained. Determinants of non-farm income are estimated and appear to be strongly related to location, education, age, and distance to market. Estimates of the linkages to agriculture in Ghana are weaker than expected, showing the non-farm sector to be functioning more as an alternative activity to agriculture than as a complement.  相似文献

The growth of service employment and new forms of work has supposedly fostered the diffusion of individual orientations at the expense of traditional forms of union solidarity. These developments suggest that academics are likely to manifest an individualist orientation and a weak attachment to trade union membership. Based on a survey of unionized employees in a university setting, we examine whether there are differences in union attachment and solidarity between professionals and other occupational groups.  相似文献

Decline in electoral participation is a feature of many Western democracies. In this paper, we focus on the relationship between trade union membership and political participation. Workplace authority structures, trade union membership and union presence have been identified as important influences on electoral participation. Based on a survey of employees in 15 member states of the European Union, we test for a relationship between political participation, union membership and union workplace presence. The independent effect of trade union membership on political participation was found to be both significant and positive and is associated with higher levels of political activism and electoral participation. Furthermore, an institutional context that facilitates high levels of union density seems likely to have an overall positive effect on citizen participation.  相似文献

This paper examines compulsory union membership in 50 highly unionized companies between 1979 and 1991. One hundred per cent membership has collapsed among non-manuals. Post-entry 100% membership remains in the majority of manual units, as does the pre-entry closed shop among craft workers. Fewer written union membership agreements, and more unwritten verbal agreements and unofficial understandings, were evident. This pattern is accounted for by the interplay of four factors: product market competition, managerial indulgency, workplace collective organization and labour turnover.  相似文献

This paper investigates the relationship between the pay of young men relative to adult men and the size of the youth cohort. The evidence presented indicates that during the post-war period, relative hourly earnings and relative union negotiated wage rates were both negatively influenced by the size of the youth cohort. This fact indicates that the relative availability of young workers influences their rates of pay even if these are the outcome of union negotiations.  相似文献
