The agency model of organization is augmented by a sampling process in which the agent continues search as long as the expected marginal benefit exceeds the marginal cost. It is shown that even if the agent is risk neutral in money due to the form of compensation, he may behave either like a risk averter or a risk preferrer. Sufficient conditions are given for the rent contract to be Pareto-optimal in this environment; if the ‘dominant’ factor in the agent's utility function is his pecuniary income then the rent contract dominates all the fee functions for which the principal's income is not negatively correlated with the agent's effort.  相似文献

In this paper we analyze simple sequencing problems under incomplete information and interdependent costs. We prove the necessity of concave cost function for implementability of such problems. Implementability means that one can achieve aggregate cost minimization in ex-post equilibrium. We also show that simple sequencing problems are implementable if and only if the mechanism is a ‘generalized VCG mechanism.’ We then consider first best implementability, that is implementability with budget balancing transfer. We prove that for implementable n agent simple sequencing problems, with polynomial cost function of order (n−2) or less, one can achieve first best implementability. Finally, for the class of implementable simple sequencing problems with “sufficiently well behaved” cost function, this is the only first best class.  相似文献

In this paper we present an axiomatic characterization of the weighted Shapley value of the optimistic TU game associated with a minimum cost spanning tree problem. This characterization is based on two monotonicity properties, population monotonicity (if a new agent joint the society nobody is worse off) and the strong cost monotonicity (if the connection cost between any pair of agents increases nobody is better off), and weighted share of extra costs (the extra costs should be divided proportionally to the weights of the agents).   相似文献

We consider a firm where workers have pre-contractual private information regarding their cost of production. Before contracting takes place, the owner of the firm can adopt a new technology that reduces production costs for each type of worker. We show that technology adoption may have an adverse rent effect that counteracts the cost-reducing effect. This is the case whenever the new technology reduces the costs of more efficient types more strongly. Nevertheless, if the owner contracts directly with a worker (two-tier hierarchy), the cost-reducing effect always dominates. By contrast, if the firm has more hierarchical tiers such that contracting with the worker is delegated to a manager, the rent effect may prevail. Then, the owner does not adopt the new technology, even if it is costlessly available.  相似文献

In many contests, players can influence their chances of winning through multiple activities or “arms”. We develop a model of multi-armed contests and axiomatize its contest success function. We then analyze the outcomes of the multi-armed contest and the effects of allowing or restricting arms. Restricting an arm increases total effort directed to other arms if and only if restricting the arm balances the contest. Restricting an arm tends to reduce rent dissipation because it reduces the discriminatory power of the contest. But it also tends to increase rent dissipation if it balances the contest. Less rent is dissipated if an arm is restricted as long as no player is excessively stronger than the other with that arm. If players are sufficiently symmetric in an arm, both players are better off if that arm is restricted. Nevertheless, players cannot agree to restrict the arm if their costs of using the arm are sufficiently low.  相似文献

We theoretically examine the connection among labor productivity, work time, and housing costs in an economy with households differing in wages and neighborhoods differing in quality. We argue that the location rent component of housing cost is key to explicating the connection. We trace how the housing market makes relative income instrumental for maximizing utility even if households’ utility functions are not interdependent. Over time, productivity growth yields higher wages but households compete some of that away on the housing market. This structural inflation of location rents counteracts preferences to work less as wages rise and hinders the expansion of leisure. Relative income effects are shown to arise as a consequence of a market institution that monetizes socially-imbued preferences.  相似文献

To examine the effects of peer pressure in adverse selection problem, we define a peer pressure function that represents the psychological costs and incorporate it into the agent's utility function. Based on these assumptions, the efficient agent who has conformity preference produces less outputs than the first-best level, while the inefficient agent produces more than the second-best level of standard adverse selection output when the agents feel peer pressure among themselves. Although the production gap between the utility functions under peer pressure narrows, the gap of the ex post information rent goes wider as the information rent of efficient agents increases. Our theoretical results are consistent with some empirical/experimental findings.  相似文献

A natural monopolist whose cost is private information produces a good which is combined with another good that can be produced by the monopolist or by other firms. The agency that regulates the monopolist can impose any of several different market structures in the industry: integrated monopoly, vertical separation with free entry downstream, or liberalization downstream (both integrated and independent production). When several firms produce downstream, a Cournot quantity-setting game with free entry determines the market price. We derive the optimal contracts to offer the monopolist under all three market structures and examine the influence of downstream cost differences on access prices.We then study the optimal regulatory policy where the regulator can condition the downstream market structure on the monopolist's cost report to the regulator. The optimal regulatory policy awards a monopoly to a low-cost upstream firm, but requires free entry downstream if the monopolist reports high upstream costs. Thus, the choice of market structure is an additional tool to limit rent extraction by the monopolist. Simulation analysis reveals the possibility of significant welfare gains from this additional regulatory tool.  相似文献

We consider a variant of the Tullock lottery contest. Each player’s constant marginal cost of effort is drawn from a potentially different continuous distribution. In order to study the impact of incomplete information, we compare three informational settings to each other; players are either completely informed, privately informed about their own costs, or ignorant of all cost realizations. For the first and the third setting, we determine the unique pure-strategy Nash equilibrium. Under private information, we prove existence of a pure-strategy Bayesian Nash equilibrium and identify a sufficient condition for uniqueness. Assuming that unit cost distributions all have the same mean, we show that under ignorance of all cost realizations ex ante expected aggregate effort is lower than under both private and complete information. Ex ante expected rent dissipation, however, is higher than in the latter settings if we focus on the standard lottery contest and assume costs are all drawn from the same distribution. Between complete and private information, there is neither a general ranking in terms of effort nor in terms of rent dissipation.  相似文献

We present a transfer-seeking model of political economy that links the theory of Becker (1983) with Tullock-type models of politically contestable rents. In our model the size of the transfer is determined endogenously, and over-dissipation of rents is predicted even under conditions of risk-neutrality and perfect rationality. We implement an empirical test of this model by collecting behavioral data in a laboratory experiment. We confirm the existence of behavior that leads to over-dissipation of rents in games with both symmetric and asymmetric political power. To the extent that the transfer-seeking costs are social costs, our findings imply that the total costs of running government might be greatly underestimated if the value of the rent is used as a proxy for the rent-seeking cost. We define a winner-help-loser group in a rent-seeking contest as follows: (a) the member players compete noncooperatively to win the rent, and (b) if a member player wins the rent, he helps the losing member players according to the previously written agreement. We demonstrate that one and only one winner-help-loser group is formed voluntarily. One important consequence of such group formation is that rent dissipation is small relative to individual rent seeking. Therefore, such group formation decreases the social cost associated with rent seeking and thus decreases the economic inefficiency of rent seeking.  相似文献

ABSTRACT ** :  The most important economic motive for privatization and liberalization is to reduce costs, which are believed to be higher in a public monopoly for several reasons, including internal rent capture. We assume that there is wage-bargaining both before and after privatization and liberalization. Wages are then in most cases reduced by liberalization but not by privatization as such. Social welfare may increase after liberalization with decentralized wage-bargaining if many firms enter, if the employees' bargaining strength is high and if there is no need of vertical separation. However, the social costs of privatization and liberalization are more likely to dominate despite free entry if sunk costs are high, and will always dominate under central wage-bargaining or vertical separation.  相似文献

Osborne noted five problems a cartel has in restricting output to the mutual benefit of its members. Here, we examine one of these: the problem of location of the contract surface. We first model the situation where one firm is able to mislead cartel members about the level of its cost function. We show there is often, in theory, an incentive to do this and thereby increase profit if marginal costs are rising, though not if they are falling. We go on to examine the case where both firms cheat, and to consider possible solutions the cartel might adopt.  相似文献

A natural resource accounting approach was applied in this study to evaluate the performance and sustainability of mining practices and strategies in South Africa (SA). The study showed that except for a brief period during the 1980s, rent capture was very low and almost all the resource rent from minerals dissipated to private companies. Recently, however, user costs have appeared to have been reasonably recovered by taxes and institutional royalties and the capital component of the rent (user cost) has fully been reinvested by mining companies. While adequate reinvestment of recovered user costs in alternative forms of capital might imply sustainable management, this can only hold under the assumptions of perfect substitution between human-made and natural capital of the weak sustainability (WS) paradigm. However, even if one adopts WS, the present analysis could not provide adequate evidence in support of the prudence of mining activities in the country. This is due to a lack of adequate information on the proportions of royalties and taxes reinvested collected by the government and private landowners. Moreover, the fact that this study does not account for the environmental impacts of mining is another important limitation on the ability of the present analysis to conclude that mineral resources have been prudently exploited in SA.  相似文献

We reconsider the optimal central banker contract derived in Walsh (1995). We show that if the government's objective function places weight (value) on the cost of the contract, then the optimal inflation contract does not completely neutralize the inflation bias. Furthermore, the more concerned the government is about the cost of the contract or the less selfish is the central banker, the smaller is the share of the inflation bias eliminated by the contract. Finally, a central banker contract written in terms of output can completely eradicate the inflationary bias, regardless of concerns about contract costs.  相似文献

A quasi-linear social choice problem is defined as selecting one (among finitely many) indivisible public decision and a vector of monetary transfers among agents to cover the cost of this decision. This decision is based upon individual preferences, which are assumed to be additively separable and linear in money. The Separability axiom is a consistency property for choice methods on societies with variable size: the decision is not affected if we remove an arbitrary agent under the condition that he be guaranteed his original utility level and the cost to the remaining agents is modified accordingly. Thus the utility level assigned by the social choice function to agent i is the price at which the other agents are unanimously willing to buy agent is share of the decision power. A general characterization of choice methods satisfying this axiom is provided. Three subclasses of particular interest are characterized by additional milder axioms. Those are: (i) equal sharing of the surplus left over some reference utility (e.g., the utility at a status quo decision), (ii) utilitarian methods that merely select the efficient public decision and perform no monetary transfers, and (iii) equal allocation of nonseparable costs, which divides equally the surplus left over from the utility derived from the pivotal mechanism (also known as the Vickrey-Clarke-Groves mechanism).  相似文献

Given self-protection from an undesirable environmental externality, we examine, under several conditions, the efficiency properties of cooperative and noncooperative behavior. We demonstrate that if self-protection can transfer the externality to another agent, then noncooperative behavior will lead to overprotection. If self-protection filters or dilutes the externality, then noncooperation leads to underprotection. In addition, overprotection will worsen if an agent with more relative power is allowed a first-mover advantage or if the damage function is elastic and transferability is uncertain. Finally, a reduction in uncertainty about transferability will accentuate overprotection if the damage function is inelastic. Our results suggest that coordination of protection activities among agents will enhance the overall gains from environmental policy in the European Single Internal Market of 1992. Coordination minimizes the costs of environmental protection, thereby reducing the public credibility of its foes.  相似文献

In this paper, I analyze optimal royalty contracts in forestry when the harvesting firm has private information on the cost of harvesting. This infinite horizon forest rotation model with asymmetry of information on the cost parameter results in a dynamic incentive problem. Depending on whether the costs are correlated over time or not, the firm either receives rent or receives no rent, associated with the continuation part of the rotation choice. I characterize the optimal contract explicitly in both cases. I also examine the loss in expected welfare surplus resulting from the use of a linear contract instead of the more general non‐linear contract.  相似文献

Impact of display stock has been extensively discussed in literature in terms of stock dependent demand rate. In some recent papers a three-component inventory level dependent demand (as displayed stock level (DSL)) has been proposed. It has been assumed that demand is independent of instantaneous inventory level if inventory is above a certain level in a shelf. As the demand is independent of instantaneous inventory level, a retailer is always in dilemma whether inventory additional to that level will be kept in the shelf or to rent a new storage. In this paper we focus on this by developing three mathematical models. We show that the problem in choosing rented storage or shelf to keep additional inventory can always be eliminated (a) without the knowledge of optimal stocking points or (b) with the knowledge of any one optimal stocking point. Also, if there is enough opportunity to have an extra storage and a mild limit on inventory holding cost in the shelf is satisfied, then there is no need to display inventory in the shelf above the certain level. The results are illustrated by numerical examples and sensitivity analysis is carried out.  相似文献

We ask how to share the cost of finitely many public goods (items) among users with different needs: some smaller subsets of items are enough to serve the needs of each user, yet the cost of all items must be covered, even if this entails inefficiently paying for redundant items. Typical examples are network connectivity problems when an existing (possibly inefficient) network must be maintained.We axiomatize a family cost ratios based on simple liability indices, one for each agent and for each item, measuring the relative worth of this item across agents, and generating cost allocation rules additive in costs.  相似文献
